Abyei civil society demands immediate stoppage of Misseriya settlement

March 15, 2011 (ABYEI) – Civil society organisations from the oil producing contested region of Abyei said on Monday they were “deeply concerned” by the continued settlement of the members of the Misseriya tribe in territorial boundary awarded to the Nine Dinka Ngok Chiefdom, by the Permanent Court of Arbitration in 2009, and that demanded immediate stoppage of the activities.

The group, predominantly represented by churches; community based organisations; youth and women groups; as well as political activists and students from different academic backgrounds in the area, expressed concerns over the “continued settlement” by members of the Misseriya tribe in areas identified by the Permanent Court of Arbitration as belonging to the Nine Dinka Ngok, as “illegitimate” and an obstacle to peaceful coexistence between.

The petition entitled “No to Occupation” is addressed to the US President with copies to Security Council of the United Nations and the Sudanese Presidency, also calls for the unconditional withdrawal of the Sudan Armed Forces allegedly present in the territory belonging to the nine Dinka Ngok chiefdoms.

“This is exactly the work of the National Congress Party [NCP]. No one else is doing this. They are deliberately settling Misseriya in areas where oil is being drilled so that they can use it as justification to claim they belong to the Misseriya, by making settlements for them”, said Deng Abiem, member of the State Legislative Assembly in Warrap, in a telephone interview with Sudan Tribune from Kuajok on Monday.

“They have tried to legitimise this time and again through funding settlements of the Misseriya from the national treasury”, he said, before condemning clashes which occurred in the area in late February and the first week of March, 2011 and described it as “despicable, immoral and inhuman.”

“While the area is still reeling from the repeated gruesome attacks, in which a lot of lives were lost as several other sustained injuries and are still in their beds in health centres seeking medical care, the government in Khartoum continues to arm and finance settlement programs encouraging members of the Misseriya to building more houses in areas awarded to the Nine Dinka Ngok chiefdoms by the Permanent Court of Arbitration at the Hague”, he continued.

Miyen Alor Kuol, a senior member of the SPLM in the area said on Sunday during a condolence call to the grieving family, “They burn and we build. They kill and we never run away to abandon our ancestral lands, even if the situation forces some of our vulnerable groups in the area to flee. We have never gone far. We have always remained in the same territorial boundary”.

Khartoum backed armed militiamen are accused by official Abyei administration and the SPLM leadership of participating in the recent clashes in which locals and officials from the area say 153 were killed and several others from both sides of the conflict were reported injured.

The repeated armed confrontations often blamed on members of the rival Misseriya tribe and the continued construction has scuppered initiatives for a peaceful settlement.

Talks over Abyei remains stalled as the SPLM on Sunday announced it was suspending negotiations on the remaining outstanding issues in the Comprehensive Peace Agreement and post referendum arrangements with the NCP, claiming it has sufficient evidence that Khartoum wants to topple the Juba based government.

“We had to suspend talks with the National Congress Party,” said Pagan Amum, Secretary General of the SPLM in a televised statement on South Sudan Television on Sunday.

“We have more than enough evidence showing all plans and activities of the National Congress Party to destabilise peace in the south”, he said.

Amum, who holds an additional position as minister of peace and CPA implementation in the regional administration, said the SPLM leadership has some documents giving clear and detailed information about NCP plans with forces, mostly commanded by militia and renegade groups. The documents, he said, included some information showing correspondences between the Khartoum’s intelligence services and militia leaders.

One such example, he said, are the documents showing signatures bearing the names of logistics and intelligent officers and the militia leaders, confirming receipt of military assistance, in the form of weapons, which were dispatched from Khartoum to camps allegedly occupied by militia groups along the north-south border.

However, the senior member of the party, which has officially controlled affairs of the south since its independence vote in October 2005, was quick to say his party remains committed to pursuing negotiations in all the fields with the NCP.

“In spite of all these activities, the SPLM is keen and remains committed to peacefully discuss ways forward on how to resolve differences on the remaining outstanding issues”, said Amum.

    Yes its good moved from the people of Abyei; Civil society Organization to demonstrated against settlement of Misseriya tribe in territorial boundary awarded to the Nine Dinka Ngok Chiefdom,by the permanent Court of Arbitration in 2009.
    good for the people of Abyei to let the International community beware for provocative acts committed by Misseriya`tribe back by Government of Khartoum led by NCP.
    The Darfur style of Catastrophe which was turn to genocide will not be repeated.South Sudan have full protection on this community if International community turn deaf regarding Khartoum terrorists activities.

    You are talking like as if you do not know that Dinka-Ngok in Abyei are not Southerners.

    I am not going to blame you because people of sleep in Khartoum umbrella are always cures to South Sudanese.

    You better keep quite because SPLM/A will handle the situation.

    Abyie problem is seriously South problem.

    Abyei people need to understand that, the real border between Southern Sudan and North Sudan is Kosti peroid.

    The North Sudan are losing everything, this is why they are desperately supporting Misseritya so that, they will gain oil through Misseriya tribe, but this is the walk up call for Abyei people and the rest of Southern Sudanese not to be afraid to take guns and defending their rights of Dinka Ngok Chiefdom land and Southern Sudan land. They know they have no right to claim in Abyei but because of oil in Abyei have bothering them and they will not get it.

    No Misseriya, no oil for North Sudan, no water and no grazing land for Misseriya tribe to bring their animals any more. We must lock them up so that, this is how they will understand fully that, their associate with Khartoum government has come to denying them on the above mentions. The SPLA did spent 21 years fighting to make sure the new generation of Southerners Sudanese will live freely and that is what Dinka Ngok people want to do. You have to be very strong about defending your land because it is yours.

    Dinka Ngok, stop crying baby!

    You always start the problem by blocking Misseriya from grazing their cattles in this area and when Misseriya fire back you run away and leave the city “mostly empty”!!

    No one has such experience like you in creating problems and then flee!

    As long as you reject all possible solutions and denying Misseriya right in Abyei then you will continue to be running here and there and always be on the loose with no rest!!

    As you can see now, Americans do not pay much attention to you when you cry because you rejected their solution and they became very confident that Misseriya have all the rights in these areas, don’t waste your time Americans will not pay attention to you unless you accept their solution and recogonize Misseriya rights in these areas!

    Ironically, Dinka Ngok and Japanese have only one solution, the only solution for Japanese to avoid such devastated and fatal earthquake which use to visit them every one or two years is to move away completely from Japan and leave this land empty and the same solution applies for Dinka Ngok I guess!!

    i wonder why these people of Abyei are running like rats while in a time of wars they were just an arabs slave, what cause these today claiming of citizenship of south while they sold out their area to arabs.

    shame on you!!! where is Dr Luka Biong? who used to loot and steal the money of southern sudan for his family and others fool Dinkas who doesn’t know that the guy is spoiling the government policy of creating a senseless nepotism, tribalism in juba and mislead the President Kiir, shit Dinkas, your president would been in a problems if he didnot transfered Luka Biong to Khartoum.

    let him do the best in Khartoum because he used to preach nonsense to Dinkas against Great man of human right Dr. Machar. leave 1991 wars, these days of CPA, people or rather others minority tribes in the south would have been suffered if Dr. Machar were not there as VP.

    Early after the CPA, the the Khortoum has knew that, his goverment is going to loose from both unity and oil rich field, NCP pressed Misseriya tribe to make Dinka Ngok to evaquate in thier land(Abyei) to occupy the place before the end of referandum inorder to forward the claims on having right to vote in Abyei, NCP has been bribing some of SPLM officials for all theses 5 years time to topple Kiir goverment which was very clear, the documents are lately recovered on what is going on due to poor security by SPLM.

    I request GOSS to protect civilian in Abyei and make an immediate action to stop Misseriya settlement in the area, instead NCP to build good relationship with Kiir gorverment he started distructions and genocide in Soth teritory, Ethiopia is going to build damp with blue nile water and I hope South will also do so with white nile and make alot to use nile water for other purposes and will boycott Abyei, where will Khortoum survive, Bashir and his Salah Tosh should think and restor themself from such nagetive thought/deals otherwise they will be tear apart.

    Abyei problem is so complicated. it really need the unanimous commitment from its people first for they are the ones who instigated this issue by agreeing to join North in 1905. Let them talk to chief Deng Majok sons to come up with the concrete solution to their problem. Look in the time of liberation, they did not even fully participated in war against the North.

    Its Missyria Right in the CPA to be there and vote for its future, if you dont like that you shouldnt have signed the CPA
