Unity state: Youth group opposes new commissioner of Mayom county

By Bonifacio Taban Kuich

March 15, 2011 (BENTIU) – The Bull Nuer community of Mayom county in Unity state have condemned the appointment of their new county commissioner as nepotistic, saying that state governor Taban Deng Gai had not consulted with people from the area.

Mayom Youth Association chairperson Maliah Makuot Garkuoth said that the recent appointment of Commissioner Charles Machieng Kuol was made due to personal and family interest and not with what is best for the community in mind. Machieng is an in-law to the Unity state governor.

He added that “Mayom county is not just a collection of individuals, but we have always been a community known as Bull”.

Garkuoth said that Mayom leaders would stand up for the human rights and the sovereignty of South Sudan. He said that the governor’s decision had shown a serious disregard to the communities of Mayom. John Madeng Gatduel was replaced by Charles Machieng on 7 March 2011.

Garkuoth said the appointment was in opposition to the entire Bull Nuer community of Mayom County. He added the step taken by governor is not fair because they are related by marriage..

He added that the reason the previous commissioner was removed was because he had never visited Manga village, the home of the governor. He said that the last commissioner was hard working and always busy in the county and should not have been replaced.

“The removal of John Madeng Gatduel will bring in some insecurity again within the county. He was the one who struggled to united all those clans within Mayom, and we referred to him as peace maker,” explained Garkuoth.

Garkuoth added that, although the governor removed Gatduel he would still be remembered for solving differences within the two clans of the Bull Nuer community. He also played great roles during the referendum on South Sudan independence, Garkuoth said, by mobilizing his people and his county to register and vote in the plebiscite which saw a massive vote in favour of secession.

Kuol, the newly appointed commissioner of Mayom in an interview with Sudan Tribune on Monday denied the allegations, saying he is not a close relative of the governor. Kuol, who previously worked on the South Sudan Disarmament, Demobilisation and Reintegration of Unity state.

His appointment came on the 7 March 2011 with the degree from the state governor’s office of Unity state. He took oath his the 9 March 2011.

Mayiandit, State advisor for peace and reconciliation and the state minister of social development in the state.

Post such as commissioner, police chief, and etc, needs to be contested. Election should be called and organized to elect any eligible individual to run for office of commissioner & chief of police in every county, city, and payam in South Sudan. Constitutional must be amended to suit that end. This will solve many problems regarding nepotism. On other words, the qualified and eligible individual can be elected by people through democratic process.

A shameful on Nuer to complain in everything.

The governor did not bring someone from different community but within Bull Nuer community what is wrong.?

A shameful on Nuer people to make complain even the local government level. Dose it mean that, your brother in-law have no right as a citizen to be appointed to serve in the government or what.?

Mayon community are right to say “NO” if the replacement of their commisioner is against their will. That previous commissioner was a real leader who serves his people, but mr Taban doesn’t want any person who serve the interest of people, he want a person who will fulfil his own interest (the interest of Taban). Only Dinka leaders in the whole republic of southern sudan can support that idiology of “serve yourself). That is why they are always supporting this useless governor. This slave mentality will not take us anywhere. Dinka are born to steal and they will die stealing. They even had stolen something from Ngundeng long time ago. How many of them were caught with huge amount of money since 2005? many of their ministers (if not all of them), and the last big man caught recently with stolen boxes of millions of government money is Acuil Tito, the head of police in the GOSS. Pathetic!!!

GOSS should introduce policy of electing county commissioners instead of appointing them in order to avoid conflicts between communities represented and the appointing authority.
