SPLM rejects deployment of additional northern police in Abyei

March 20, 2011 (AGOK) – The Sudan People’s Liberation Movement (SPLM) announced on Sunday its rejection of the deployment of additional northern police in the oil producing region of Abyei, describing the move as “an open invasion” of the area at the center of tension between the North and South.

The statement comes in response to reports that the federal ministry of interior dispatched 1,500 policemen to beef up security in the area along the oil areas at the extreme north of Abyei.

Deployed in territorial areas awarded to the Nine Dinka Ngok chiefdom by the Permanent Court of Arbitration at The Hague in July 22, 2009, the additional forces are in Lengera village north of Abyei named in Arabic as Goli. Others are in Kej also named Difra in Arabic and at Bongo.

The new troops that are allegedly well-equipped entered the area on Thursday which happens to be the day the presidency meeting took place in Khartoum to discuss the way forward on Abyei and post-referendum arrangements.

Deng Arop Kuol, the Abyei chief Administrator, said this week that the deployment of the additional troops was not agreed by the two parties and that their presence is illegal and tantamount to an “open invasion” of the area.

He accused the National Congress Party (NCP) of intending to forcefully take control of areas where oil is drilled by sending troops to the region.

“The recent move by the ministry of interior in Khartoum to deploy 1,500 policemen, in the area without the knowledge and approval of the SPLM and the Abyei administration shows clear intention of the NCP to take control of the areas where oil is drilled”.

“This is unacceptable and the citizens of the Abyei will not tolerate it,” said chief administrator, before adding that the interest of the NCP in the area “is nothing other than pursuit for oil and not the demands of the Misseriya to access water and pastures”.

“The National Congress Party is not genuine in its claim to include Misseriya in the referendum vote. They are only using Misseriya as cover up for oil. This is what they are after. They do not care about demands and future of the Misseriya as far as I know. Their interest is only oil but they do not want to say it directly so that SPLM can at least discuss with them when their position is clear”, said Kuol.

He further said giving oil to the NCP does not solve demand of the Misseriya to access water and pasture in the south.

“Does giving oil to the national congress party which appears to be the issue solve the whole thing? Does it solve demand of Misseriya to access water and pasture in the south, asked Kuol explaining Misseriya needs water and pasture in the south Abyei”.

“The National Congress Party is interested in cutting areas from where oil is drilled to the north as alternative to solve territorial dispute but does solve their demand to access water and pastures found in the south”, asked Kuol.

But the spokesman of the Sudan Armed Forces (SAF), Colonel Khalid Sa’ad Al-Sawarmi denied that the military sent any troops to Abyei neither in the past or present. This was also echoed by the police spokesperson General Imam Ahmed Tuhami who said that SPLM accusations are “totally unfounded”.

Under the 2005 deal signed the by SPLM and the NCP, the citizens of Abyei like in the South Sudan, were allowed to vote at a referendum supposed to have concurrently taken place with referendum for the people of South which took place on 9th of January 2011.

The vote would have allowed citizens of Abyei to decide whether they should remain in Kordofan in central Sudan where they were transferred or return to Bahr el Ghazal in South Sudan from where they were detached in 1905.

Citizens of Abyei, however, did not vote as parties to the CPA did not reach a compromise on voter eligibility and composition of the referendum.

A Misseriya leading figure by the name of Mohammad Omar Ansari described the situation as catastrophic accusing the Ngok Dinka of denying his tribe’s access to sources of water by force and mobilizing fighters in their path.

Ansari claimed that the SPLA had already killed 11 children from the Misseriya and abducted 7 as well as burning 11 vehicles within the last few days. He stressed that the Arab tribe will defend its wealth and threatened to burn all of if the SPLA started the war.

The SPLM spokesperson in Abyei on the other hand accused the United Nations Mission of pursuing the NCP’s by seeking other paths to resolve the issue outside the protocols agreed upon between the North and South. He urged former South African president Thabo Mbeki who leads an African Union panel to show his position regarding the NCP plot.

The United Nations Security Council (UNSC) is scheduled to hold a session on Abyei on Monday attended by NCP and SPLM officials. The Sudanese foreign ministry spokesperson Khalid Moussa said that the meeting was requested by NGO’s working on the Abyei issue.

Moussa said that Sudan’s envoy at the UN held talks with P-5 members at the council to brief them on the realities on the ground.

    Congratulation to u ur Excellency for well done politics u played to those Fucken Arabs with their usefuless, hopeless and visionless party National Criminal party(N.CP.)

    They should not deploy their police around Abyei because this land of Abyei does not belong to them and am very discouraged that i don’t hear the voice of Pieng Deng Majok on Abyei issues and it was his father who sold the land long ago, he must come up with his ideas on Abyei’s land, he could not just sit and consumpt AlCohol, soldier’s money including my father’s money here in Juba and making no decision on Abyei
    How stupid are you mr. Pieng Deng Majok? Please i want to you to come up ur ideas on Abyei otherwise contact ur father to come out of the grave and solve the Abyei’s case and he will return back to grave after he has finished the case of Abyei.

    Do you think such a coward would dare to set his foot in Fangak? No way? No how, Never will set his foot in Fangak? for obvious reason known to him and rest of the South. Likewise, He had to bring along Nuer sons with him on his secret visit to Pigi county for his own safety. Shame on those “Nuer Officials”. Why did you demand he visit for the victims of last month massacre in Fangak. Laak Nuer & Gawaar Nuer are putting shame on Nuer by sticking with some one who been a Notorious criminal. Shame on you!!! for the obvious reason known to him and rest of the South.

    But avoiding certain areas of the state won’t help your cause of showing that you are indeed human, which contradicts the modern logic of thinking.

    My dear beloved Southerners,Abyei realy is the time-bomb which Clinton was reffering to.
    Khartoum government was on presure from the US government to accept the result of the referendum,but it seems the condition had not been fulfield as to remove them out of the list of the terrorist country.
    Now let our government take a lead in providing security for our brethren in Abyei,so that what happened last time there should not repeat itself again.
    I mean our government should not sit anymore to see their citizens been bombard by Khartoum regiem without a hit back or respond:This happened because our government was protecting the referendum.But now we are different country ,shall we just again repeat the same??

    Our president should meet Bashir face to face in their presidency meeting and give him a dead-line for Abyei,and the issue of arming southern melitias.
    Look at the confusion we are having now,rebelion for positions,while our enemies are preparing to invade our land.Killing our selves while it gives courage to the enemy.
    Stop acusing Kartoum to UN security councel,but please teach them a lesson,chase their forces all over the Southern territories out and protect our borders with them.
    Losing any single life now is a GREAT-LOST for us in Sothern Sudan.
    Our government should first put more intention to equip our national army as abasic ground for security,and this could be easy just to our president to give order and chased any force coming to South without permition from our parliment.

    Iam inviting all the true South-sudanase who are having the true nationalism of unity, and love to put our new nation in our daily prayers.Whenever we go to bed or in the morning.Let us not move alone without God’help and protection.We want God to inspire our leaders with His wisdom in understanding politics so that they should deliver intergral service to the entire people of Southern Sudan.

    Omer Al-Bashir is SPLM’s Master, because they scared to confronting him whenever they are in Khartoum.
    Mean while, SPLM is busy creating choes in the South and fighting with their own brothers while the enemy is taking preparing itself for war. what a pathetic bunch of cowards.

    What I’m trying to said is that: SPLM should stop shouting about Abyei since it won’t bring it back into the South Sudan anyway. instead, SPLM leadership should act immediately by force to bring Abyei back. but i doubt if that would happened since they are busy fighting their own brothers in the South.

    But Jallaba will imposed war whether we like it or not and it’s being done right now in the broad daylight by the deployment of 1,500 police force and nothing is being done by the SPLM but rather shouting at the enemy, which amount to nothing than the dog barking at the lion with its tail down.

    What a shameful Party(SPLM)which pretends of representing South Sudan interests.

    Guys,

    I told you on Thursday that Salva Kiir should be serious this time and not just believing in empty promises by Bashir in the presidency.

    Look, the 1,500 heavily armed Jallaba force was deployed to Abyei on the same day he was sitting in the palace with Bashir.

    Didn’t the intelligence of South Sudan know about the deployment. Was Kiir not informed? And if yes, did he raise the issue with the presidency? Is Kiir going back to Khartoum for the talks to resolve the issue?

    I advised that Kiir should stay in the palace as First Vice President for at least one week in Khartoum to push for implementation, in the right way, what is agreed in that presidency. Or did they agree secretly for the deployments?

    For SPLM to be just shouting we reject, we reject will not mean any thing. The Arabs have a saying that the dog can bark but the camel continues walking.

    You can shout and shout but on the ground in Abyei the deployments will continue.

    Salva Kiir should resume talks with BAshir immediately, or else, we better stop shouting for nothing.

    SPLM should deploy more than 5000 police force in that area as soon as posible,and for those who are worry about milisias, factions in the South, pliz don’t worry, they are our brothers, it is just like having children in the house and some of them are greedy to the extend that they go out and start robbing, stealing and end up not listening to thier father.
    Those of Athor and the rest of the gangs will come back after the South become independent in 9th July because they will have no place to stay since thier objectives,mission and vision are not clear but only individual interest, I am sure their interest as well as whole of South Sudanses citizen interest will be med after the independent.

    Dear Southerners

    Let all knows that this Abyei issue need to be studied well since ncp do not care about the protocol which was signed.

    let not blame ours leaders we all know the last option for us will be the final defeat of ncp and great lesson they will not forget. No way out now the whole South Sudan will bring back the Abyei land the portion of South Sudan land which was transfered to Kordofan in 1905 through any means needed by ncp.

    Therefore what we need is that are we ready to take back Abyei? if so then let get ready our army equiped propely and tactically, this issue need not to be rushed it need millitary drawing and get ready for the mission after all options on table fail.

    I thinks all options were done, but not accepted by ncp as follow.

    1-Abyei protocol not implemented as it was accepted by both side,ncp came with illusions they are still pursuing till now.

    2- Huge Arbitratory ruled out the case and still not accepted by ncp.

    that means total denial of Abyei protocol signed in present of international bodies by ncp till the time suppose those of Abyei the Dinka Ngok 9 Chiefdoms should vote for whether to be returned back to South Sudan or stay where they were transfered from South Sudan in 1905 expired.

    Above all the final option to be taken by South Sudan to annexed her land back which is already now initaited by ncp is through the barrel of guns period to end the tom and jerry game on Tvs.

    Tell you this need not rush! let plan for it well then action in arranged manner.

    Abyei would become part of South Sudan once it decides in the Abyei referendum on self determination to join south Sudan, otherwise, Abyei still belongs to North Sudan despite the Dinka Ngok being South Sudanese. This is a fact on the ground. The decision of the deployment of the police by the government in Khartoum is based on this fact.

    BIG QUESTION TO THE GOVERNMENT OF SUDAN IN WHOLE, WHEN WILL THE PEOPLES OF ABYEI EXERCISE THEIR RIGH TO VOTE FOR THE REFERENDUM FOR SELF DETERMINATION TO CHOSE THEIR FUTURE WEATHER TO BECOME PART OF SOUTH OR NORTH?

    First of all, I will not go deeply, but I would like to tell you and those of the Southern Sudanese journalists that it is good to know the content or the nature of something first before publicating it to the audiences.
    Why I say this? According to the statement written in th article as: “The additional forces are in Lengera Village North of Abyei named in Arabic Goli. Other are in Kej also named Difra in Arabic. All of these are false information. Those villages mentioned in the Article above are not the villages of Abyei, but they are the villages of Dinka Ruweng Community of Biemnom County in Unity State. What is going to happen is the same thing like what happened when Deng Alor Kuol annexed Heglig(Toor Aliiny) to Abyei, while Heglig(Toor Aliiny) is belong to Dinka Ruweng Community of Biemnom County in Unity State. This is a riddiculous thing , because, if those people of Abyei are trying to take some portions of the land from Dinka Ruweng Community of Biemnom County, then Abyei will not be in a good shape. “Sincerity is the key to success in everything we do or claim.” I had alreay mentioned in my past article that Dinka Ruweng Community of Biemnom is “LIKE A GIRL WITHOUT HER BROTHER” This is really true. Goli being mentioned in the Article as a village of Abyei is completely wrong and wrong. Goli is a village of MIJUAN CLAN of Dinka Ruweng Community of Biemnom. Goli never been a part of Abyei even those of Abyei people they know it very well.

    In fact, the problem of Abyei will never end, unless those family of Deng Kuol Arop Biong who are governing Abyei should have to step down. Deng Kuol Arop Biong sold Abyei to the Arabs for the seek to educate his own family. Right now in Abyei those people with highest educations are the children of Deng Kuol Arop Biong. I hope no one will deny that.

    Second, if the Northern Government dispatched 1,500 policemen to Abyei, then why Deng Arop Kuol, the governor of Abyei does not sent 1,500 policemen from the family of Deng Kuol Arop Biong? The problem of Abyei is already finished. But there are some people within the family of Deng Kuol Arop who are trying to benefit on others by using others people as the sources of liberating Abyei. This time if people wanted to fight for the problem of Abyei, then it is good that other person not from the family of Deng Kuol Arop should not lead the war as well as the governor of Abyei should not also be the one of Deng Kuol Arop Biong.
