Renegade General Athor: I remain committed to peaceful settlement

April 1 2011, (WAU) –George Athor Deng Dut, a former senior military officer in the Sudan People’s Liberation Army (SPLA), turned rebel, said on Friday he remained committed to peaceful settlement of the conflict believed to have claimed over 300 lives and displaced countless others since he launched his rebellion on 30th of April 2010.

Speaking to Sudan Tribune on Friday from an undisclosed location by phone, Athor said he was not in Khartoum and that he remained committed to a peaceful settlement to the conflict.

“Our position to negotiate how to settle our reservations and issues which concerned our people has always been one of our desires and demands. We have never changed this position. We have never rejected any attempt for peaceful settlement. Our people need peace and so do we. We are ready for any peaceful settlement if the other people are ready to negotiate with us,” said Athor.

“I am not in Khartoum and have not gone to Khartoum. I am speaking to you from my base in south Sudan. Who said I am in Khartoum or I have gone to Khartoum? When did they say we met or saw me in Khartoum?” asked Athor.

Officials from GoSS, including the SPLM secretary general Pagan Amum last month accused Khartoum of supporting the rebellion in the south through proxy militias. He also claimed Athor flew to Khartoum after fleeing from his base. “I have never gone to Khartoum and I do not have any intention to go. What for?” asked Athor, an interview with Sudan Tribune on Friday.

Atem Biar, a member of the SPLM in Juba said the request for a peaceful settlement by Athor is another trick to regroup his forces for other atrocities.

“Claims that he is committed to peaceful settlement are mere media tricks. He just wants to use period of negotiations to regroup his forces for other atrocities. No way. The government will not buy these claims. If he needs peace, he has to lay down arms and surrender without making any condition,” said Biar.

Athor was one of the senior independent zonal commanders close to late John Garang, chairman of the Sudan People’s Liberation Movement (SPLM) and commander chief of the SPLA, until his death in 2005, during more than two decades of conflict between north and South Sudan. He rebelled after losing the gubernatorial race for Jonglei state.

Following Garang’s death, the leadership council of the movement swiftly moved to name Salva Kiir Mayardit as an immediate successor. Recognising the loyalty and dedication of Athor in his contributions during the war, he was promoted to the rank of Lieutenant General, from Major General and named Deputy SPLA Chief of Staff for Political and Moral Orientation, a position he held until when he rebelled in 2010.

Armed groups loyal to him since launching his rebellion clashed on several occasions with forces belonging to the SPLA. In October, the South Sudan President issued an executive order pardoning Athor and his forces.

The decree was also extended to leaders of the other armed groups but gave conditions demanding the laying down arms before assimilation into the SPLA takes place. Athor made reservations requesting South Sudan President Salva Kiir Mayardit, to slightly modify the decree in a way it would cover fate of his armed groups and political supporters.

In December 2010, just a month into the January vote on self determination for the people of South Sudan, president Kiir formed a peace and reconciliation committee including two bishops from Roman Catholic and Episcopal Church of Sudan and army Generals. This was amid calls for peace and reconciliation for the successful conduct of the referendum, as was emphasised by the South Sudanese Political Parties’ Conference held at Nyakuron Cultural Centre in Juba, Central Equatoria State, in October 2010.

The committee was primarily tasked with finding ways to end conflict in the area. They met General Athor in one of his hideout bases in his home county of Khorflus, Jonglei state and held talks with him.

Chairman of the committee, Archbishop Daniel Deng Bul, described the negotiations and their meeting with General Athor, in one of the interviews with journalists, shortly after arrival from Malakal at Juba International Airports, as successful and encouraging.

On 5 January 2011, just three days before the South Sudanese were to go to the polls, the GoSS announced it was signing an agreement on the cessation of hostilities with the rebellious forces of General Athor, David Yauyau and Colonel Gatluak Gai.

The pact signed in Juba, allows some of the areas previously occupied by forces belonging to both sides of the conflict, to be used as transitory assembly points. Others were to be used as integration points and others were left to forces loyal to either side, based on the consensus.

However, Dok James Puok, spokesman for the renegade groups, on 9 of February 2011, accused SPLA forces of having launched an attack on their forces in three different locations, resulting in heavy fighting, which claimed lives of over 200 people, most of whom were reportedly identified as innocent civilians many of whom had recently returned from northern Sudan in Fangak county, Jonglei State.

Colonel Phillip Aguer Panyang, spokesman for SPLA, in a separate interview with Sudan Tribune at the time, denied launching an attack and blamed Athor of initiating the conflict.

In early March 2011, president Kiir gave SPLA forces an executive mandate to protect the lives of the civilians and their properties and accused Athor to having used the amnesty to recruit more fighters from the local people, against southern army.

Responding to the call made by the president, the SPLA launched an offensive operation aimed at containing the rebellion, resulting in the taking of areas previously under the control of General Athor, including his base.

    Athor is a great criminal, which peace is he committed to yet he had just killed over 200 innocent civilians recently. SPLA should deal with this renegade militarily and accordingly.     Mr Atem Biar from SPLM, the GOSS and any warmonger in the South, what will you people achieve from war, war.., here and there. Let’s be objective people, while Abyei and the oil are being forcefully snatch away by the Northern who emboldened by our own internal division, people here even those who do not know how to fight are singing a war song day and night with other Southerners.

    Plse make peace with not only George Athor but any Southern malitia if they ever say they want peace. Im fed up with rhetorics from Juba and they only know how to whine & cry baby whenever things turn ugly from all corners of the South. Mr Pres.., its time to wake up one morning with your own aggressive formula for peace, not from witch hunt advisors or so. This country is in chaos now, and fools like Atem Biar thoughtlessly makes dubious comments. Mr Kiir plse we need peace among ourselves now whether you go hell to negotiate peace with any devil, plse do it now !!

    Athor rebellion as South Sudan opposition parties backbone:

    South Sudan newborn democratic system was put to test last April when this nation held one of her first and very crucial election. Those of us who had never had a chance to choose their leaders did it for the first time and as a result, we were overwhelmingly excited. But we didn’t know we were getting cheated. Most citizens smelled hope and future as they prepared for the main event, secession vote. Unfortunately hope sometimes never stands when forces behind it have different agendas and or are devoted to personal interests other than national visions. The contents in this article contain facts that were obtained from legitimate South Sudan sources and author’s opinion. I am going to focus on why Athor rebelled? What did SPLM do to back fire his rebellion? Should South Sudan citizens support George Athor as their voice to change SPLM corrupt, undemocratic, and injustice system/practices?

    SPLM Tickets (Monkey Business)

    Last April election when well to well-wishers, but in reality was an outright mess. Most of these citizens pay little or no attention to how the SPLM so called Electoral Committee divided the movement and the citizens who gave all they had to protect this country. SPLM started to give endorsement or the SPLM tickets to few, before candidates had the opportunity to convince South Sudan citizens what they can do for them.
    Basically they elected candidates by giving them SPLM tickets before South Sudan citizens voted. All the current governors such as Taban Deng Gai Vs Angelina Teny, Kuol Manyang vs George Athor, and Malong Awan vs Dau Aturjong to mention few, were initially elected by the SPLM before we can cast our votes. So our votes didn’t even matter at the time even if we voted for Athor, Angelina, or Dau. So there were two elections, one by SPLM and second by us (citizens) just to show the international community that they let us voted. The current governors within all the ten Southern States were the anointed one!!!! This messy and tricky business came about as a fear factor from SPLM thinking they will loose most loyal SPLM candidates to opposition parties whom they didn’t trust. It was designed to block SPLM-DC candidates whom they expect might run for higher government positions. It turned out most of these candidates including George Athor were SPLM loyalist, most of whom protected the movement from birth. Ironically, they were playing with a double edged sword and they are about to cut their own throats with it. Isn’t South Sudan for all of us?? Does our government have to trust certain citizens and not others when they all did what was expected for them? We fought the NCP for this exact political treatment and God forbid it happened in South Sudan and SPLM did it!!!!!!!

    Let me provoke my readers. Put yourself in DAU, ATHOR, and ANGELINA’s shoes and ask yourself if that was you, what would you do??? I know some of you will say they will not rebelled, but let me tell you this fact my friends, freedom or change are not free!!!!!! Freedom or change took Dr Garang and SPLA heroes’ lives, Dr. Martin Luther king, and many more. George Athor might be on the right track. No sound minded Southern citizens could agree April 2010 election was a legitimate system South Sudan should install and use later in 2014 election. Some of you who are reading this piece will run for political offices later and I am sure you won’t want to face the same treatment. So, somebody got to correct this system and George Athor did the right thing.

    Politic gone wild

    Let’s focus by initially starting to provoke your thoughts on Angelina’s case. To those who don’t know who Angelina is; she is a wife of Dr. Riek, a number two man in South Sudan and in SPLM party. Normally as citizens we know when one of us runs the country; we expect him and his wife united, determined and committed to the party and the country at large. But in South Sudan it’s not like we thought it would hold. Angelina Teny, Dr Riek’s wife could not even get SPLM Ticket or endorsement in April Election from a party where her husband is a number two man in commend, till she had no choice but to ran as an independent candidate!!!!! The above mentioned example should by now have you thinking and raise more questions about who really is running SPLM then?? Are number one man (Salva) and the number two man (Riek) working together to safeguard our new born nation???

    SPLM and its electoral committee divided up its own members by appointing those they like and create a term for those they didn’t want as independent candidates. This plan was very tactical since they knew our population is not so far gone when it come to understanding politic. SPLM calculated that our uneducated citizens/voters will automatically assume independent candidates as none SPLM loyalists or traitors (Anyagats) coming from a character deformed SPLM-DC party of Dr. Lam Akol. Citizens took it exactly as SPLM expected and only informed few vote for independent candidates. In addition to that, they ridged the result to fully secure the anointed candidates. Their prediction combined with dirty hands made them won by 99.9%. I have never seen a country where human candidate can win with 100% if dirty hands were not counting the votes. This duress action was motivated by power hungriness. SPLM Elites have a very naïve thinking about Southern citizens that, we are the dumb majority and they are the smarter few who can manipulated us and lie to us so they can stay in power till they die.

    Some thugs within the SPLM party who are conspiracy theorists use SPLM powers to carry on their personal hate. Gier Chuang Aluong is a good example in this situation. This thug had carried out several stage executions of innocent citizens in Panyido, in Ethiopia. He was just in the came hunting for food and shooting people he don’t like in front of these kids so called Lost Boys while Goerge Athor was fighting the Arabs. That was a mere child abuse, and a crime against humanity. Now, he still has the same mentality and wants to use his personal hate against Gen Athor by using SPLM forces.

    Solution

    Well George Athor is proving them wrong. He will be known in our independent South Sudan history as a first person to challenge SPLM corrupt and undemocratic system. He will be known as the voice of opposition and a father of multi-party system in South Sudan. South Sudan should not have one tribal SPLM party who is run by one man and his gangs. I argue all the Jonglei people, NUER, DINKA BOR, DINKA NGOK, MURLE, and ANYUAK to support General George Athor as a father of all the opposition parties. Let’s put tribalism aside, and let’s look at this opportunity as a future change for our kids and yours. Governor Kuol Manyang is a close relative to me, but I am not going to chose family over South Sudan future. I am not arguing anyone to use force to support Gen Athor, but to rally for peaceful settlement and joined his new born to be political party. Jonglei, Unity, and Upper Nile States could be categorically the best states to have overwhelming support for new South Sudan Democratic party. These States are very diverse and contain larger population. SPLM party need someone to force them provide services to the people or else get voted out of offices come 2014 by SSDP candidates.

    George Athor needs to cease hostilities and joint the government of South Sudan but not the SPLM. South Sudan Democratic party (SSDP) His new political party will act as the main largers opposition party to SPLM .It will be supported by DINKA NGOK, NUER, DINKA BOR, MURLE and many Southern citizens who have a democratic will. Those who belief in a full participation of all the Southern citizens should joint hand for peaceful settlement of Gen. George Athor rebellion. All the opposition parties should joint Athor’s up coming SOUTH SUDAN DEMOCRATIC PARTY (SSDP). By doing so, Southern citizens who want to run against SPLM candidates will have hope and run as SSDP candidates. They will never be send away as independent candidates. They will debate with SPLM candidates till citizens pick them.
    Long live Democratic change with in South Sudan

    Akook, you know very well that those Southerners who are rebelling or rebelled did that because they want higher positions and with that in their minds, these power lovers would not mind having innocent Southerners die in thousands. Athor did not rebel because of the as he claimed but instead as you and all know was because of the gubernatorial position. Making peace with those food lovers and or higher governmental positions hungry would always encourage more sleeping cells of their types and what a country will South Sudan be if almost everybody needs to hold office? Where will we they then find office builders, cleaners, guards, drivers, just yo mention the few? Tell me or all South Sudanese who of those who rebelled including Abdel Baggi did rebelled because of Southern Sudanese people’s cause? Shame on us Southerners, always ready to put lives of our brothers and sisters in danger for food and Abdel Baggi Ayii has long history of that since the first Southern struggle. I thought he had learnt from his past mistakes but like they say, once a thief will always be a thief.

    Well, Mr. , my answer is NO for appeasing food lovers or power hungry nuts, although it doesn’t count because neither your in put nor my in put would make any difference. They deserve to go to hell for making our people’s lives a living hell after they thought they were free from Northern Arabs oppression.

    Athor has no choice rether than summitting and reintegrate with his tribesmen or he will be the initial target of the new revolution. No one consider him amongst the new revolutionaries since no body supporting his pointless fights for personal gratification from within the Dinka sect.     This is a good opportunity to embrace peace with him. Southerners must pressure the government to negotiate peace with anybody who is willing and committed to peaceful solution for the conflict.

    You guys don’t need to made joke out of him. Instead, you should write letters to your MP so that he/she can take the necessary measures to bring peace between Athor and GoSS.

    Making joke and fun of him is not going to take you anywhere, but it will only motivate him to kill more people in South Sudan, because he has nothing to loose and we have everything to loose.

    GoSS should capitalized on this opportunity today not tomorrow. Peace is around the corner, is just needs a brave person to go and get it. Thanks

    If you are really true patriotic South Sudanese you would have rebelled against your brothers in the government of South Sudan. Brothers Athor, Yauyau and Galuak you let down our country taking up arms is not the only solution in case of our current situation with the Arabized Nubians who called themselves Arab in the northern part of the Country.

    They are trying hard to blindfold us to rewind back to war among us south Sudanese, a foolish south Sudanese will take the advantage of their propaganda of dividing south Sudanese accusing some govt official of planning for assassination. That will never happen here in South Sudan.
    they want us not to enjoy our independent in the coming July 9th as july 9th was very far from now.Let’s not give this Arab a room to make it possible to divide us dear brothers in Christ lets still committed to our cause of liberating our beloved land of South Sudan, a land of milk and honey.

    Let’s be sensible. Athor was granted amnesty even after violating the laws of South Sudan and killing innocent people. He is the one looking for war, and those who are following him have all the responsibilities in their hands of the suffering they have caused to us by going after a mad man. Athor is in Khartoum and I saw him in Khartoum. He knows what does being in Khartoum mean and he is trying to deny it. If he wants peace, he has to surrender. That all it takes.

    My friend, it was the tribal foundation of SPLM/A in 1983 that put pigs in the top positions of the hierarchy while gave tigers and lions the lower positions.

    Do you know that Dr. Riek Machar was number seven (7) as A/Commander in the original hierarchy of SPLM/A during 1980s?

    Now he is number two (2). Then where are those other pigs that were meant to block his way? Now you claim that you will rule (not govern) for 50 years. May be you have only months.

    But the so-called hierarchy is coming to an end with Salva Kiir as the last one, then comes Dr. Riek next.

    Who will block Dr. Riek this time? Will be the laws of the jungle or the respect of the hierarchy that will determine. And besides, he is already an elected Vice President as they used the American system of twin-candidates or running mate system. In the constitution also, the Vice President becomes the President if the post of the President falls vacant after the elections. He will not even need to consult with the so-called political bureau.

    You got that? And if you try to resist through your stupidity, we will destroy you while we are on the safe (law) side.

By then Garang was hiding like a rat until he resurfaced when he knew that Riek was not for full scale war to capture him or his controlled areas.

    But this time, don’t reintroduce the past events, please. The Nuer can be better at assassinating your leaders, and aggressively protecting their own leaders, even if it means preemptive strikes against the suspects in their own villages. Don’t introduce a situation you will not be better in handling.

    The Peace in Southern Sudan is far from sight
    Truly, people of Southern Sudan love each other to the extent and they never dream to murders their closed friends. Back then, if one person made a mistake, the elders come to table and solved it, before the court. If all attempt made and the case still unsolved, the court would have been the last option. Furthermore, those people of Southern Sudan never wish one an others to die, in order to gain the power or properties. If one person among them past away by chance, they would started mourn from east to western because they do not like death. During that time, people had a free movement, where ever, they like to go. Even though, one had no friend to see there, you could still .enjoy your journey. They also knew that guests were more respected and treated adequately. The food were share equally, no one desired to have more than the others, what was a good lived.
    But now is totally different, in southern Sudan, everyone looks for his/her own and death are founded ever where started from house hood to the neighbours due to haters. Many people now are wondering for the cause of those hatreds and massacring innocent people, but no solution founded. The Citizens of Southern Sudan are crying for the peace, but no sympathy from their leaders. The peace is far to be invented in Southern Sudan, unless Salva Kiir Mayardit and Riek Machar are not in their respective positions. I know many people among Southern Sudan, would jump up and down to deny my words, but they will recall it one day.
    In reality, peace will never be in the land of Southern Sudan unless Riek Machar and Salva Kiir Mayardit are not the leaders any more. The reason is that president and his deputy have to have peace with in them. If they have no peace among them, the entire Country would never be in peace. Frankly, Riek Machar and Salva Kiir have no unity that could have attract the civilian to imitate their leaders. The plans of these gentle men are to divide the tribes in to themselves and implant the hatreds among the Citizens of Southern Sudan.

    Riek Machar goes to his tribes, Nuer and told them that government has been controlled by dinka and they took the important positions and loot all the money. When people asked Riek, how that happen, while he is second person in the power, he would said, if I response it no, people would have fought and there would be no peace. Then, I redeem all things to the peace, which is comprehensive peace agreement.
    Looks, everybody in Southern love to be apart from Arab, how come one person could love peace more than others. Unless it was Arab, but Dinka who face everything in the bush, like anybody else would not want to destroy the peace just to have one day food. Riek also do not works as a vice president in order to dispute any wrong work the president did, just to show the people of Southern Sudan that Salva kiir do not know to do. He had just distanced himself to be innocent person guy. Well, if one could not do the jobs, why do you insist to be in the position and blocks every to replace you. But if Riek have a intention to be the president now, he would have been the president now, because Dr.John Garang asked him to emerge their armies and arrange the ranges accordingly. To just merge their armies, but Riek Machar refused it.
    The same to Salve kiir Mayardit, He influences Dinka that, our people had killed by Nuer and which were headed by Riek Machar .Kiir stressed that I will never forgot it and I encourage Dinka children to do the same. I would give you all the important jobs and also send your children to school. He also told them just bear with me and supports me if needed. For instance last nine representative send to different nine Countries.
    Inclusion the two leaders will never solved our problem unless they are not longer holding those positions.
