Warrap assembly uncovers financial irregularities in counties

April 3, 2011 (WAU) – The Parliamentary Committee for Local Authorities Accounts (LAAC) in Warrap state, South Sudan has uncovered a syndicate between the state ministry of finance and various local government authorities allegedly involved in a massive embezzlement of millions of Sudanese Pounds in state funds.

Angelo Deng Magol, a member of Warrap State Legislative Assembly, from Tonj East County, told the Sudan Tribune on Sunday, in an exclusive interview in Kuacjok, capital of Warrap, that his committee has been working on the syndicate and was now ready to release its report on the scandal within the next few days.

“We have been investigating this network which involves some highly placed officials in the ministry and some senior personnel in the counties and payam [district] levels. More details will be revealed in the report that we have prepared,” he said.

Magol said it was during the referendum that he was approached local officials and chiefs in most of the areas he visited who complained of financial irregularities in the counties.

“It was during referendum that almost everybody, especially local officials and chiefs bitterly complained to us about irregularities in their salaries. We were very much disturbed about reports with substantial evidence,” said Magol.

Magol said his committee was concerned about the competence of the officers responsible for custody of public funds in most counties and that his committee was now working with the ministry to verify their qualifications.

“It is high time the ministry carried out strict verification of the qualifications of these officials who are tasked to keep millions of pounds in public funds allocated for various development projects which are poorly implemented,” he stressed.

Magol in an interview with Sudan Tribune, said the team had discovered that the misuse of funds and improper documentations continued to thrive in most counties.

He said, the committee has called for the County Commissioner, Treasurer, Planning Officer, and an Internal Auditor will have 15 per cent of their May salaries deducted as a first warning.

“And we have instructed them to make sure that within one month their accounts are corrected accordingly and verified by the State Assembly before being presented again to our committee,” he pointed out.

He said the committee was equally dissatisfied with the accounting of money allocated to the county for the 2008/2009 fiscal year for current and development expenditures and has ordered that the records are made clear and are submitted with a week.

In order to ensure financial accountability, Magol said his committee will now insist that the government work on the parliamentary reports that uncover financial misappropriations and impose stricter disciplinary actions,
including imprisonment.

“Another complaint we received was the cutting of salaries of individual employees by the county authorities. We have enough evidence. There were also reports and complaints from a number of people against county authorities; that payam and boma administrators are sometimes not paid if they fail to bring local court taxes.

“The other report we received was that if an employee is in a certain grade, say ten or nine, the salary given is often cut into half. Convincing reasons are not given.

“Officials say cuts are sometimes made in cases where there were visitors or other requirements such as the maintenance of vehicles. They were giving unconvincing reasons.” explained Magol.

Attempts made by Sudan Tribune on Sunday to reach minister of finance failed. However, Gai Manyuon, commissioner of Tonj East said he was still new to the office but had received and had started verifying the authenticity of reports made by local officials about discrepancies in salaries.

“I am still new in the office. It is now about one week since I was appointed. I am still going over the reports after taking over from my predecessor who decided to resign,” said commissioner Manyuon.

Ariec Mayar Ariec, another member of parliament in the state confirmed reports of financial irregularities taking place in the counties, especially in Tonj East.

“Reports of financial irregularities are cropping up in any corner in the six counties of Warrap state. We have had evidences presented in the parliament by a parliamentary committee tasked to investigate this particular issue of Tonj East but the commissioner decided to resigned after the first hearing,” said Ariec.

    Oh;
    That is not Warrap alone. All states and Counties are implementing that filthy projects. Embezzlement of millions pounds is a disease that has affected the key bottle neck officials.

    Majority of the Southners are suffering and do not have any single note of pound in their accounts while the bottle necks are having millions of pounds,luxurious cars, a decent house facilities inside South Sudan and decent luxuriouse houses in abroad.

    I am not happy with the way a few minority are abusing the leadership of South Sudan however, their time will elapse soon immediately after raising our flag for independent on 9th July 2011.

    If they do not stop this practice, the bush will be full and many will join the angry gruops and this is where the rebellion of George Athor will be turned to have objectives-just like Anya-nya 2 was turned to SPLA.

    Hi, guys

    I am please to hear that some of our leaders are taking steps of addressing the disease of misuse of the public funds, by those individuals who use their relatives and those who benefit from them to support their wicked agendas. I conguratulate you Warrap State hoping that, this great work you have started would succeed. there is no effective system of government without accountability and even imprisonment of whoever misused the public funds. this is not a personal matter, it is a matter that concerned every southerner irrespective of his/her tribe. you have to deal with thieves and looters of public funds very severely because that will show how nationalists, and patriotic you really are.

    my second address is to those people who often missed the point in the internet and point accusations on others instead of confronting it. I do not know guys what do you really want to achieve through this forum. Do you want our people to hate and kill each other? or do you want your tribe to kill others and remained strong? would that be the case, I think you missed the point even, the reason your grandfathers and fathers, brothers and sisters fought all these years to achieve what they have crown with the results of referendum. let’s encourage how will this new state develop in every aspect of life. and not accusing one another, there is corruption everywhere in south Sudan which need action more than pointing a fingure on the whole tribe in different states who are innocents. Do not support even those who wage war against the government of South Sudan for selfish reasons, like those who started war because they failed election.

    The Tonjes people must be careful about this corruption of Gogrialism in Warrap State.

    I blame those who just attacked others for tribe issue rather than rights of citizens to speak up in a fair way of solving our problems in Southern Sudan.

    One can blame Dinka instead of putting his complain to those individuals powerful looting money. In many respect, the Dinka of Tonj are they founder and the best of all politicians in Southern Sudan. William Deng Nhial was one of those five Southerners Sudanese educators to discovering the mistreatment and unbalance budgets and sharing power in the Sudan government althought the al Mahdi murdering him his popularity still exist for years to come.

    The Gogrial Kitchen cabinets are so corrupts indeed and they are so well known for nepotism and favoritism and if anyone from Southern Sudanese disagree with me then, please just look the way the moved Capital of Warrap from Tonj to their close area at Kuacjok, the inner of Western Bahr al Ghazal’s Capital Wau. How that sound to you if you are from great Tonj County and relocated Capital to their.? Was it this relocated Warrap’s Capital to Kuacjok not favoritism from Salva Kiir Manyardit.? There are many people complains about alluding the Capital of Warrap State to Gogrial area, but Salva Kiir Manyardit said, he don’t want anyone to talk any more what dose this tell Southern Sudanese people.?

    Obviously, the SPLA/SPLM fought against such favoritism, cronyism,nepotism, unfairness, unbalance and discrimination but why Salva Kiir Manyardit supporting his side which is Gogrial.? I am not from Tonj County in Southern Sudan but this is the real evidence of nepotism which Salva Kiir Manyardit himself use within his own Dinka itself now can Salva Kiir be claens from the discrimination.? You have to answer by yourself and make sure that, you go and see the area these Gogrialism have moved the Capital in Tonj County to Gogrial because they wanted to benefits from economic and more development in particular Gogrial County.

    Those who fought aganist innocents people and their own government in Southern Sudan are absolutely very wrong, because the war is not the solution to the problems, but trying to defeating these Gogrialism and Gogrial Kitchen Cabinets through law and the words truly. Oppositions party instead of looking inside communities and check out the thing like this relocated Warrap State’s Capital to Gogrial area is the big point the oppositions can tell others Southern Sudanese people.

    Again, Tonjes people need to be very careful enough about Gogrialism and you guys must bring this issue of transferring Capital of Warrap State to their area Kuacjok on Table at Southern Sudan level so that, Salva Kiir Manyardit will be a shameful for bribe Anei Kueidit to agree with Gogrialism. I know many people from Tonj County, most of them are educated and they are great of Dinkas I have never seen in my life. Just to remind everyone of you, Kuacjok is the inner of Wau and there is no reason to relocated Warrap’s Capital to Gogrial area if Salva Kiir Manyardit and his Gogrial Kitchen Cabinet were fair and equally for justice. Tonj County also have a larger communities than Gogrial and Unity State of Western Upper Nile thus, the alocholic Gogrialism want to dominated them and they should be aware why the chiefdom of choose to go Central Sudan was because of nepotism and favoritism the Twic people use to discriminate them. Rebels must surrender and find good way of defeating nepotism and favoritism of Gogrialism, the war is the last of all option choices and law is the only good way to solve your problem.

    I am too happy with Angelo Deng of being clear to the media whereby the all facts are focused. I am remarkablly content with all his explanations and I hope he and his committee will do the best. Dear Angelo, you are the right man at the right position keep it up and youth are behind you. Many of your colleagues (MPs) were voted to assemly for just a sleep and protection of their posts. Another election will come!!!!! Someone is talking of corruption being only in Gogrial is laying it is there even in their home.What about TWO FORMER GOVERNORS from Tonj? ARE THEY SAFE FROM ALL THESE IRREGULARITIES? The only solution is just to single out those making such a crimes in our states and Southern Sudan in general and leave alone adding more salt to make things worse!!!!!!

    we need new election after 7/9/11 ,we need a new Governor. warrap state governor is really weak and we don’t think she is qualified to rule warrap we thought she was but she got no experience what so ever, this great state of ours need aggressive Governor and that is not Nyandeng no offense but thats how we feel…
