Joint donors warn S. Sudan government over corruption

April 12, 2011 (JUBA) – As preparation for South Sudan’s independence declaration in July continues to gather momentum, representatives from the joint donor team (JDT) countries have warned government over mismanagement of future development aid.

“Our mandate as joint donors is to provide technical and financial support to the southern government. However, we strongly feel that development aid allocated for specific purposes should not be wasted in corruption related practices,” Michael Elmquist, head of the JDT said on Tuesday.

His remarks came shortly after representatives from the joint donor countries concluded their annual meeting with members from Canada, Denmark, the Netherlands, Norway, Sweden, and the United Kingdom attending the two-day event in Juba, the South Sudan capital.

During the meeting, Elmquist said, senior representatives from the six member countries discussed their individual and joint commitments to support the development of South Sudan.

The donors, according to the JDT head, openly lauded efforts by the southern government to prepare the South Sudan Development Plan (SSDP) as a basis for development cooperation over the next three years.

Specifically, Sudan Tribune has learned, the team of joint donor will reportedly assist the new nation in strengthen their support for governance, anti-corruption efforts, civil society, gender, economic growth and the provision of basic services.

“The meeting of the senior representatives confirmed that they want to see better coordination among all the donors under the leadership of the Government of South Sudan,” the JDT head further noted.

At the two-day meeting, these senior representatives, who function as supervisors for the JDT in Juba reportedly used the occasion to review the structure of the team and agree on the recruitment of new staff.

In 2010 the corruption perception index of Transparency International ranked Sudan as the seventh most corrupt country in the world.

Since the Government of South Sudan was formed as part of a 2005 peace deal with Khartoum the administration has been blighted by accusations of corruption. The 2005 peace deal also granted the South the right to secede, which southern Sudanese voted for overwhelmingly in January 2011.

The region’s Anti-Corruption Commission has been given a special status beyond the other public service institutions but the Chairperson has complained that the commission does not have the power to bring prosecutions.

South Sudan’s President Salva Kiir has promised that the anti-graft commission would be granted the power to prosecute but it is yet to be brought into law.

The power to prosecute continues to be in the hands of the Ministry of Legal Affairs and Constitutional Development.

No official has ever been prosecuted for having involved in corrupt practices since the establishment of the Southern Sudan Anti-Corruption Commission in 2006.

    This warning has to extended to the Bhar el gazal ( and Gokrial ) group. What they are doing will constitute distrust for many years and generations to come. Anybody coming from that part of the Dinka is less likely to trusted and chosen as a leader given their current mistakes where they fail correct simple but dreadful mistakes that can destroy the country. It smears the entire Dinka and especially the the Bhar el gazalians in particular. It portrays them as looters of public funds and incapable of leading. Besides cultural differentials, this is one of the sources of prejudice. How would you fight corruption when Akuein ran away with $60 millions ($60,0000,0000.00) and nothing was done to convince the public?. How will the government survive when one man takes such amount?

    Our current regime (GOSS)is full of hungry, corrupt and illiterate leaders who don’t think about the future development, but rather how much they can steal in the future. They stole millions of dollars from development funds to buy houses and luxurious cars in the foreign countries.

    But the time will come when they vomit all what they swallow that didn’t belong to them, remember what is happening to Mubarak of Egypt now, there is no one above the law no matter how much longer you stay in power.Our leaders will regret one day if they don’t want to listen.

    First, your name portrays corruption, if for instance you have a point here your name will always degrade it, am a dinka but i am uneasy with your name, if you are not fabricating your name then come with your real name, especially your english made me doubt, sometimes you wrote things that when reading them you thought they were drawn by a lawyer and sometimes you write like a nursery child, my advice, stop acting your way you think all dinka talk like you, and i think some people will agree with me, we need to shun corruption and your likes with those names. it is a join task to us especially the youth how the new republic will be in future. dig through and you will find more corrupt top dogs than Akuien!!.

    Corruption is part and parcel of the evil aspect of human nature, you will NEVER be able to eradicate it but it can be managed and minimized.

    Corruption should not be condoned but we need to understand its root causes, some of the GoSS and SPLA/M leaders have suffered immensely during the war to the point many of them along side their soldiers would eat nothing but raw meat and grass for survival for months on end.

    Now that there’s relative peace many of them don’t feel secure as to when they maybe removed from office or placed in positions without financial capacity, so the mentality is to acquire as much money as possible before its too late, sadly this trend is not unique to one tribe or region as there are millionaires from all tribes driving the latest Land Cruisers in Juba as I write this comment. However, this is just a mentality which could be overcome with time.

    Moreover, some of you commenting on here probably know or are related to someone who was involved in corruption in some way shape or form, it would be good if corruption could be minimized by all rather than relying on GoSS to do all the work. GoSS is a jungle and the strong will survive by pressing the weak etc etc…

    This Joint Donor Team itself is corrupt as it puts in place strict conditions in regards to recruitment of locals and ensuring many of their nationals are heading departments which in turn ensures repatriation of a significant % of funds donated in the name of development. If they recruited more locals for the provision of services & basic commodites, much of that income would be injected back in the local economy and thus contributing to economic growth reducing the need for corruption as many people depend on their relatives in GoSS for financial help leading them to accept kick backs to feed the army of unemployed relatives.

    Education, poverty reduction programs and nationalism are the real antidotes to corruption rather than jail sentences, if jailing people for crime was the best method, most crimes would not exist (although it is true that jails are needed but as part of the solution). Sound and implementable government policies and a feeling of responsibility by all members of society could really help reduce corruption. If people could be more self reliant then the need to be corrupt or corrupt others would be significantly reduced, GoSS would do well to invest more in micro-finance initiatives and vocational courses to reduce employment among the youth.

Is it the Dinka Bor that Mentions Bhar el Ghazal and by sections in Southern Sudan here? Don’t you in your hectic capacity know that Bhar el Ghazal is a region famous through its people and can be known elsewhere in the Sudan and beyond then looking at Bor with suspicion? I am not a Bor Man but, I react to statements posed by foolish class of people like you.

    You will NEVER be able to eradicate corruption!Funny! What we are talking about is corruption of the big fat cats who are at the helm of the government!Small civil servants who emezzel 3-5 millions Sudanese pounds will not affect the development of the country. The big corruption by ministers, governers and the like who are cpable of lootiong billions of dollars and divereting all funds of development for thei own greed and personal interest should be accountable and should go to jail, to prison even for life.Punishment is to deter others not to stop the progress of the nation and is not a revenge.

    This type of corruption SHOULD BE and MUST BE completely eradicated!

    How can you educate people when there are no funds,? how can you allivate poverty when the money is looted and squanered? how could there be nationalism when your heroes and leaders are looters and thives? You are asking the poor man to sacrifice and be patriotic and nationalist while the corrupt leaders are destroying the nation! Pathetic!

    Am not specifically talking about a certain country, but corruption which diminshes the nation chances of getting more education, reduces the chances to alivate poverty and destroys the nation MUST be eradicated and we should fight it whole heartedly without any excuse and without mercy and remorse.

    The anti-corruption commission has not persecuted even a single case of corruption since it was set up. This is riduclous. If the commission has no powers to persecute corrupt criminals, then it should not be there in the first.The government should not think it is going to fool us with promises that have no value. The people of South Sudan are losing money twice: through corrupt practices and paying the salaries of people working in the commission that does nothing. Somebody has to come to his/her senses before it is too late.

    The formation of anti-corruption commission in southern Sudan was not meaningful to do it duty,just to blinfol and add the corruption speed.

    Sincerely speaking,even I never heard any single senoir gov`t official persecuted in this government.Is it becuase the gov`t top corrupted officials and the anti-corruption commision are all from the same tribe?We do`t know.

    It is better for the Join Donor Team to withdraw their fund since their expectation is not put on place by Kiir`s gov`t.How could anti-corruption commission can acts when Salva Kiir self is a corrupted and drankerd president.Also the GOSS is monopolised (control)by one tribe.What level do we think could a corruption be if the gov`t is in that manner.

    All the key ministers are Dinka,Ministry of finance,interior,deffence and others key commission.Does it mean that you the Join Donor Team JDT doing better if you are continues paying your money into one pucket(Dinka).How many times a money was sealed in thousand of carton packed in Ambaland pretended to be dead body (Ugandan) taking to Uganda for burrial.And Kiir himself was awares of every corruption case and those committed are all Dinka.

    Is it must that,finance minister be hold by Dinka only anuallly.The former finance minister who is Dinka and found guity of misused about billion dolar without persecution.That was becuase President himself found that the case is reflected to him if anti-corruption commission is on duty.

    Doctors can diagnose a disease but they also tell you the cause and ways of avoiding the disease.

    Now, how an earth could you claim that junior civil servants involved in corruption would not harm a nation but corruption by senior government officials would? NO logic what so ever. If one (irrespective of position) embezzles even 100,000 SDG, its a problem for the relevant department when you multiply that by a few hundred officials then it becomes a national problem as it affects large sections of government. So naturally all levels of corruption affects any country.

    Most of your assertions are based on biased media outlets like “Al Intibah” which have nothing positive to say about the South in general while completely ignoring the institutional corruption in Khartoum. You tend to condemn the thief and praise the mass murderer. When it comes to corruption in the billions, you should direct your questions at NCP:

    Street 60 = contract 35m $ yet its not more than 4/5 Kilometers

    Merowe dam = contract over 700m $ yet it produces less than two third of its projected output

    Jazeera project = contract worth 100s of millions but its now redundant

    Al Jazeera state highway = contract worth 170m $ but not a single km is complete

    Ya Mohammed, I could go on all day but its probably a waste of time with you. corruption has never been completely eradicated anywhere in the world, not in a single country! some forms of corruption leaves no trail and its almost impossible to apprehend. The SPLM are no angels either but comparing them to NCP is like comparing a 5 year old boy with a 21 year old man, it just doesn’t make sense. However, the SPLM needs to make fundamental changes in order to serve the interest of southerners.

    You will do better if you debate and learn rather than shout insults and ignore the facts.

    By the way guys, corruption has not tribe, religion, party,race or region but rather it’s one of the contigous dieases that catches any visionless and irresponsible person.
    Let me assume that, all those individuals who are now holding senior positions in the government of south sudan are previously SPLA combatans, my questions to them, what was their reasons of picking up arms gainst the jalaba regime? and was this the nature of the new sudan that they were intending to establish in sudan as a whole?
    If at all, they are individuals with a clear vision to establish a democratic, meritocratic state that can accummodate all the southern sudanese regardles of their tribal affliations or regional directions, they could set themseves as a living example to the entire people to show that they were fighting for this dream.But to my dismay, they are the most corrupted elements with impunity in their government of self service on the pretext of being liberators.Being just called a liberator can access you to many privillages in south sudan.But what sometimes makes me dubious is the concentrated meaning of the word LIBERATOR.Which obliged me to question, who is a liberator in regards to southern liberation concept? Both southern lay men and politicians are divided in the definition of this word, some are saying it’s only applicable to those who had spent the last 21yrs in the SPLM/A liberation areas, while others are negating this meaning saying that it’s only for those who carried the gun in the bushes of southern sudan and confronted the enemy in the battle field.But the un acceptable definition by the two above definitions, says that this word is implied to all those who took part both directly or indirectly in the southern liberation, i.e our brothers who had the chance to face the enemy in the battle field are not better than our brothers in diaspora who contributed financially or connected the liberation leaders with their host country governments nor are they the best from those who remain within the jalaba area, because the enemy inside your fence is worse than the one outside the fence.
    Therefore we are call to redefine our central and national interest before things fall apart. Our interest is in our unity and respect.Morality and sound consciousnes is the fundamental qualities that guards objective leaders.
    Give to Ceaser what belongs to ceaser and to God what belongs to God.

    i personal would like to spit it out frankly that, the independence of so called southern sudan anti-corruption commission is not in it position or 100%. sincerely, in regard to this article, we learned that the body (anti-corruption) was formed in 2006 but has not brought to law any official since, do we really think they are independent? No they are not, because i believed if they are independent they would have already brought in to justice some corruption culprits like the man who has swindle 2% for so many years and whose name would not be mention do to security purposes but NO INDEPENDENCE TO ANTI-CORRUPTION, at the end they involved themselves because they ought to be the final individual

    Dear readers,

    If we don’t stop talking about generalization or labeling of tribes, regions & States in this website then tribal war will not stop. I think it will be a good idea & make a perfect sense to condemn an individual separately in whatever she/he does, but her/his tribe shouldn’t be insult period. As a matter of fact, I hate to see our fellows and fellowees who engaged in a dirty politics which is fruitless & will have a great impact for our generations to come. Folks, every leader has his/her strength & weakness if most of you don’t judge leaders by their merits. To be specific, most of our Nuer folks especially Gatwich always criticized only president Kiir when things went wrong & excluded Vice president Riak, which is totally wrong & intensified tribalism. I mean if we don’t stop defending and covering up our leaders then who is going to correct them. In respond to Gatloth comment above about why only Dinkas held the position of Finace Minister since the formation of the GOSS?

    To answer your question, I think it’s not fair according to my personal judgement. I believe that position should be given to someone who has a necessary qualifications & trustworthy one who is capable of handling public funds properly. Also about the question that only Dinkas are corruptees, I think Quol Quot has answered the question correctly by listed all the names of the top government officials which prove that corruptors are not only Dinkas, but all top government officials who come from all different tribes in South Sudan. On the contrary, I disagree with Quol Quot about his remark that Dinka Bahr El Ghazal are the most corrupt, illiterate and uncivilize. Quol, I warn you to stop that kind of remarks if you don’t like a future division amongst Dinkas. You have a right to complain & criticize the former Minister of Finance Arthur Akuien Chol, but you don’t have a right to insult all Bahr El Ghazal people who have nothing to do with stolen monies period. Quol, how much money did the former Minister of Road & transportation Mrs. Nyandeng Garang stolen when she was given more than $40 million to build bridges and connect roads across the South, but she didn’t do a shit till she relieved from her post shamelessly.

    Hi quot Quot, your claiming is right thing but by using wrong terms/ wrong names altogether. Yes Akuien Chol and Kuol Athian came from Bahr el Ghazel but they are individuals appointed by the government of South Sudan not Bahr el Ghazel people. If they were corrupt then they are but not all Bahr el Ghazel people we are revolutionaries,right from the founding of the movement to the end of the struggle, therefore, your colleagues/ comrades Bahr el Ghazelians will not be dispointed on you because your points are correct but you had addressed them wrongly by using a divisive words, please be advised that they are individual and the failure of the government does not constitute their support from Bahr el Ghazel.$6000000 million is not only the money been taken away from the south, take pagan Amum for example, he is a sole shareholder of mobile network in Juba and if you could reason it out and ask yourself of how much is his salary for 6 years which ending him up with a company of one man, then you may rank him as well as Akuien.
