April 14, 2011 (WAU) – The Sudan People’s Liberation Army (SPLA) said on Thursday it is capable of providing adequate security to all its citizens and their properties, across the ten states and in the surrounding areas.
In January 2011, the oil producing region conducted a referendum on self-determination in which majority of the South Sudanese voted in favour of secession from the rest of Sudan, several years after repeated attempts including armed rebellions aimed at putting a pressure on central government to endorse division of one of the biggest countries on the African soil into two states.
However, following conduct of the 2010 general elections and the January vote, the region appears facing immense challenges as it prepares to become the world’s newest nation on 9 July 2011.
Pessimists expressed concerns and fears indicating that the rivals would turn the region into a tribal state and that corruption will spiral out of control, returning its people to further suffering and abject poverty. Reports from the UN indicate that more than 800 people were killed at the beginning of the year in increasing incidents of violence in the three states of the greater Upper Nile Region following the rebellion of some of the senior military officers in the regional army.
General James Hoth Mai, Chief of General Staff of the SPLA dismissed fears that the region would slip into a tribal and lawless state after attaining independence in July, saying his army is capable of providing what he described as “adequate security” to protect lives and properties of the ordinary citizens across the ten states and their surroundings.
“The SPLA is capable of providing adequate security by protecting lives and properties of all citizens across south Sudan and their surroundings,” said Mai while responding to a question by Sudan Tribune on a similar statement he made on South Sudan Television last week while officiating a graduation ceremony of senior SPLA officers passing out from financial management training at Malou Military Academy in Rumbek, Lakes State, Bahr el Ghazal.
“We in the SPLA had faced of a lot of challenges but we managed to overcome them. This is part of the history into which the SPLA was born. It is not a new phenomenon. The history of the SPLA has always been either sad or smile. There has never been absolute happiness or sadness. We have had both smiling and sad days,” explained General Mai in a telephone interview with Sudan Tribune on Thursday.
He accused the Khartoum based government of supporting political opponents of the Government of South Sudan (GoSS) while training and arming military dissidents.
“As you may have followed recent events, the SPLA forces have been engaging George Athor until he was uprooted from his base in the north western part of Jonglei State in Khorfulus. He [Athor] is now on the run like Osman Bin laden and hiding somewhere but we will get him,” said General Mai.
The top military officer said the SPLA forces were also engaged in fighting in Unity state against forces he said were loyal to Gatluak Gai and other groups whom he said were later dislodged to northern territories.
“The SPLA forces fought against these forces which are trained and armed by Khartoum and sent to the South with intention to create instability. They were fought and sent back to the north. They are currently in areas around Heglig,” said the SPLA Chief of General Staff.
Mai made the statement just a day after the UN broke their silence by saying 151 incidents across nine of the South’s ten states have killed 801 people and displaced nearly 94,000 more since the year began.
“The violence has crippled developmental activities. We are worried, with at least seven militia that are active, with inter-communal violence continuing, with the LRA [Lord’s Resistance Army] active in Western Equatoria. This is not a good picture,” said Lise Grande, the UN’s senior humanitarian official in the south at a press conference held in the regional capital of Juba on Wednesday.
Grande said the wave of conflict in the last two months had stalled the progress needed to build the new African nation, starting almost from scratch, and the imminent rainy season would soon make much of the region inaccessible.
“We can’t start winding down an emergency operation if 100,000 people have been displaced,” she said in a news conference, adding that emergency relief was now underway in about half of the South’s counties.
Grande singled out Uganda’s LRA rebels as posing a persistent threat to any hope of the south feeding itself. “LRA attacks occur every couple of weeks and when it happens people become terrorised, they don’t plant … this has a big impact on food security around the south as a whole.”
Last year the UN said almost half the southern population was short of food.
Militia groups have clashed with the southern army including a February massacre in which over 200 lives were lost. Long-standing tribal rivalries have reignited, leading to 31 deaths in the first two weeks of April.
These crises are compounded by the hundreds of thousands of southerners returning to the region from the north and elsewhere, before the looming independence. Some 264,000 have returned since October and another 300,000 are still expected to arrive, according to the UN.
Many hope July’s independence celebrations could become a rallying cry for peace and unity. However, some analysts believe the unity will be short-lived given how quickly southern tensions re-emerged after the euphoria of the referendum.

I believe you need a secure South Sudan in a way many others do, but how you can best secure it is what is not clear. Military solution is not always a best option. Please think before you use military solution. Your BOSS MUST LISTEN TO YOU rather than use you coz you help him to care this nation on his shoulder.

Athor with his thugs’ butchered almost a 1000 people this year and nothing was done unto him!!! Where is this protection mantra? SPLA should do something unusual now i.e. crushing all these traitors sponsored by totalitarian regime in Khartoum or else such instability will continue to distract Southerners and development won’t go on.

Corruption within the SPLM/A is not the good reason to run in the bush and start figthing as militia especially for Peter Gatdet who widnessed the successful referendum in Feb 2011. This i think should have given him and others hope that we are getting to govern ourself not Arabs this time. I guess people who reason issues will not join this so-called militia who have no objectives for their treason. The Nuers who understand things irrespective of their educational status should just isolate Gatdet and the likes and i hope he will not and ever not get any soldier or sympathiser from the greater Equatoria.

We can admit that some mistake are there in the current government, but those who complain and rebel will do worst than those that are in the leadership now. They rebel and go to Khartoum with troops and later they will return without even a single body guard due to lack of management and leadership. I think it is too naive to say that ten states are experiencing killings day and night. It must be borne in mind that such statements should not be said anyhow, as the inevitably shock and dishearten citizens who have not been following news as its develops. I’m afraid to say that some of the brothers who are browsing news on this site are too mean to consider feelings of others. Like for example, western Bhar el Gazel state rests on top of good security as there are no killings across the state and yet someone still mentioning ten states here. Believe it or not, it is true because I just came couple of weeks ago from Kuajok (capital of Warrap state) to Juba via Wau.
My guess construes this also, GOSS leadership is too relaxed on corrupters and those inflicting insecurity across the region because of one reason, and I will purely say this in relation to the reluctance of GOSS. Presumably they think that those who work for their own interest will massively defect to the NCP if brought to the book. Therefore, massive defection (of politicians, civil servants, and general in the army) will manipulate citizens’ preference to unity, which ultimately rubbishes the gaol of 21 years at war with Khartoum. We are not completely separated now from the north but on and after July 9, 2011, we will of course see what future holds for these creatures! Perhaps maybe actions which suit corrupters and rebellious behaviours in the country will be taken aggressively by all level of governments in the South. I’m serious; if citizens were asked what to do with them I will choose life imprisonment for them as an option for it will aid some citizens to keep personal integrity.

Let me tell you this, IN GEN JAMES HOTH MAI I TRUST, why because this man is a Nuer by tribe but his heart and attitudes are different, when the Nuer were rebelling in 1991, he was busy with COMMANDO fight Abeljelil’s convey in Wau-Bo road (@ Busheri,Rafeali and Bazia), I was young by then but already in the army.
This man has the of love, patriotism and is capable of doing what he said, don’t joke. Evey SPLA soldier knows him well, if he is with them their is victory. If he were to rebel like Gadet then I would really cry because he has never and will never do that to the people of South Sudan who have BIG FAITH in him.
Those of who grew up in the refugee camps did not know who this man is and what he did to the people of the South Sudan. So trust in him he will protect us from any treat by militiamen.

Madior, brother if I see you I will take off my cap for you!! You are one of those who have brainy minds in our country south. I like the way you put it to the guy that SPLA fought the war of 21 years with unwelcomed visitors and had not failed/ceased despite many rebellions within the movement. James Hoth is a true southerner and indeed, a true gifted leader ever been born to Nuer family. He got a big heart to serve southerners despite disturbance by some colleagues in his home region. He survived the movement under the guidance of God and will be in the making of newest state in the world.
Depicting that SPLA encounters both happiness and sadness from very beginning claims brilliant scrutiny he employed in the course of the movement. To be honest, he owes me heaps of respect not only because he doesn’t complain about heavy present of Dinkas in the government but also the way he performs assignment given to him from the hierarchy. I wonder how South Sudan will be like if there were no Dinkas to help deal with these heartless visitors in Sudan. I bet if international community requests Dinkas people to be re-located somewhere else and leave South Sudan alone, many tribes in South Sudan will appeal for their re-location too why they enjoy protection, freedom without physical struggle, and unconditional forgiveness given to them all the time by majority-under the condition that they don’t know what they are doing. Lesson needs to be taught to those who have lost their minds after the independent in order to safeguard innocent civilians.

If there is a single I respect among the Nuer Community in South Sudan that can take my Golden Jubilee cup, that would be Lt.Gen. James Hoth Mai. Why?
During the 1991 SPLM/A split, Gen. Hoth remain footed in SPLM/A. In a dificult circumstances where people were taking revenge attacks on Nuers, especiaaly those Dinkas who were angered by the killing of their brothers by the Nasir faction. I remembered that Major Akoy Deng Malual was coldblooded by the Nasir faction in Nasir for refusing to acknowledge the Nasir faction authority. These among others made the Nuers under the mainstream SPLM/A as it was called vulnerable to revenge attacks and counter revenge in the mainstream SPLM/A controlled territories.
One day after the defection of Commander Wiilliam Nyuon Bany in 1993 at Pageri, Dr. John Garang De Mabior called Gen. Hoth asked this question?
“Mr. Hoth Mai are you safe to stay here in the mainstream SPLM/A, why can’t you join your brothers in the Nasir faction?” Encouraged by the struggle of South Sudanese for freedom and marginalization, Gen. Hoth had this to Dr. John Garang, do you think the SPLM/A belongs your mother or father? he posted. Mr. Hoth went ahead to swear that he can’t betray the people of South Sudan better to be killed by those who were eager to revenge there brothers. He said that he doesn’t consider struggle as for the Nuers or Dinkas but for the betterment of South Sudanese. Having heard that, Dr. John ordered James Hoth Mai to his headquarters as a kind of protection to him. From there, I became convinced that not all the Nuers were betrayers as protrayed by my side. Also from there, I respect Lt. Gen. James Hoth Mai till now. For me, he deserve Golden Jubilee award as one of the committed SPLA generals during the war till now.
I salute you Gen. James Hoth Mai for your patriotic stance since 1984 till now, you deserve the highest honours in the independent nation of South sudan.

If he were to defect in 1991, I believe if that could not be the end of the SPLM/A, then it would have been a difficult time because he had a force(COMMANDO) that controls most of the Western Equatoria, he would open the Tambura-Wau road (Bo) and the Arabs would have recaptured the whole of the W.E.

In 1983 when John Garang and his colleagues rebelled against Khartoum regime, there was corruption in all sectors of Sudanese society but John Garang did not state in his manifesto that he was fighting an armed rebellion to remove corruption in Sudan. He was not stupid like those rebels of today. Corruption is everywhere including developed countries but the degree and mode of practice differ. No single sensible country in the world will support anybody or group trying to wage armed rebellion to topple a corrupt regime, however, those sensible nations can expose corruption cases through media and other channels to encourage court cases and many people to look for peaceful change especially through ballot box.
In response to lack of services across South Sudan as a source of discontent for rebels, High Executive Council in Juba during liberation war was led by those militias headed by Dr. Riek Machar and included those rebelling now except Athor Deng. Those militias filling their filthy mouths with urgly words of disunity and war did not even manage to renovate their offices leave alone providing anything to civilians during their reign in Juba from 1997 to 2002. Do they want to tell us there was no money for them to do something at their time when SPLA was in the bush fighting for the freedom and greater political participation of South Sudanese in the Sudan?
What I know those Nuer militias will always rebel as long as they have guns to use to loot themselves and others. That was the aim of their anyanya II group and the same behavior is now resumed by Peter Gatdet, Bapiny Monytuel, Gatluak Gai and those other illiterate Nuer rebels who are currently looting and levying heavy taxes on their own poor people in some of Unity State counties.
SPLA should put a buffer zone to seal them off from attacking other communities nearby but give them time to loot themselves till they get tired of their barabric behaviors and actions.

Southern Sudan is one of the newest democratic nation recognised on the planet and if there is corruption going on in the GOSS offices, then that corruption can’t be solution by Southern Sudanese picking guns against followers southern Sudanese.If there is corruption going on in the office, why not for Southern Sudaneses come out from their houses one morning and show up their slogans of corruption in the office of president or in any office in order for them to show their angary through democratically process instead of picking guns.
I am sorry for general George Authur Deng to be in that tempered although he has rights. In reality, George stood on behalf of Southern Sudanese lives during 1990s when he was surrended by Peter Gadet groups and NIF in upper Nile with very few Soliders together with civilans and no Ammunitons,but he managed to control all the areas. But individual behaviour like Peter Gadet can’t surprise or silence people because it is his nature and he cannot cope with the situation in the GOSS even though he sleeps on money.
All in all no need for generalising the tribe, example Peter Gadet is from Nuer tribe, but his behaviour cannot generalise Nuer people, in my opion, Gadet can be blame alone and so George A. Deng. George is from Dinka but his decision of taking gun against Southerners, cannot be generalised for all Dinka tribe.

LT. General James Hoth Mai did not defect in 1991 because he wanted to make sure that some Nuer officers are controling SPLA and some Nuer officers are revenging their people including Samuel Gai Tut and William Chuol Deng that John Garang killed in 1988.
