Greater Equatoria demands federal system in South Sudan

April 17, 2011 (JUBA) – Greater Equatoria conference reiterated its support to southern Sudan government and called to implement a federal system in the to-be-independent state next July.

The Equatoria Conference kicked off in Juba on the 14th April 2011 ended on Saturday 16 with key resolutions and pledging support to Salva Kiir Mayardit, President of southern Sudan who is facing several rebel groups before to proclaim the independence on 9 July.

“Equatoria pledges full support to the current GOSS president having driven the people of southern Sudan to the Promised Land in the recent concluded referendum,” said the final communiqué read by the deputy governor of Central Equatoria state, Manase Lomole Waya at the closing session.

“Federal system of governance should be adopted in the new Republic of South Sudan after the declaration of the independence” the communiqué further stressed. They governor also urged to provide security to all the states equally.

Over 3,000 Equatorians converged in Juba from 24th -19th April 2011 to attend a three-day conference under the theme “Justice, Unity and Prosperity”. The conference also brought Equatorians from the Diasporas USA, Canada, Australia Europe and East Africa

The vice president of GOSS Riek Machar Teny who officially closed the conference told the presence that “the topics discussed are important and some of the resolutions will catch up in their respect line ministries and committees”.

As the deputy chair of the SPLM Machar emphasized that “SPLM is committed to federalism and decentralization hence the new Republic of South Sudan will be built in a democratic governance.”

He also disclosed that the deployment of the southern Sudanese army units which were part of the Joint Integrated Units (JIUs) SPLA to western Equatoria state and borders to stop atrocities committed by LRA atrocities in the region.

Machar also talked about the tribal clashes between the Mvolo of W. Equatoria state and Yirol West of Lakes state, saying President Kiir formed ministerial committee headed by the Minister of defence Nhial Deng Nhial to investigate the source of the conflict.

He further revealed that over 1000 anti-riot police forces will be deployed in the buffer zones of the conflict to prevent further clashes.But he also urged the state governors to strengthen their police services in order so that the federal police are not involved in state affairs.

The conference urged the South Sudan government to not prioritise the relocation of the national capital from Juba “since the far rural people of southern Sudan need basic services (Good hospitals, Access to quality education system, Security, infrastructure etc” said the final resolutions of the three-day meeting.

But the South Sudan Vice-President said “the relocation of the capital city came as a result of Juba being shared by three governments (GOSS, Central Equatoria State and Juba County”.

The governor of the host state Clemet Wani Konga said in his speech that people of southern Sudan complain that Central Equatoria doesn’t give land, “yet land in Juba is being grabbed by senior military officials before allotted to the people.”

“Central Equatoria allocated lands to the East and Western parts of juba to GOSS about 25km Square but GOSS remained silent until today” he lamented.

WE LOVE SOUTH SUDAN GOVERNMENT

In his closing remarks the governor of Western Equatoria state Bangasi Joseph Bakosoro said “Equatoria loves the government of southern Sudan since 1980s to date none have taken up arms to overthrow the government of southern Sudan from Equatoria region”.

“Most of the time Equatorians are being suspected, jailed and accused but this tactics are all total lies, we shall continue to support and be in this government” stressed Bakosoro.

He pointed out that Equatoria shall never be used again as a platform to shed meaningless blood. “Since we are patient people, we shall continue to be patient.”

Bakosoro expressed the discouragement of Equatorians towards the various corruptions taking place in GOSS and no steps have been taken to solve it.

He said Josphine Lagu has just been sent to 10 years imprisonment without any proper reason defending that she did not still nothing yet the minister of education was not brought before the court to testify or clear is hand.

We plea to GOSS president to look into that case of Lagu and know what is happening as a humble appeal and if justice is there “let it take its right course on every person.”

The governor of central Equatoria state Wani also raised the issue of Lagu saying “The imprisonment of Josephine Lagu is another punishment for Equatoria, yet the money that is sent to support southern students in Uganda end up in the hands of one community and families who are not even in schools” revealed Wani.
Josephine Joseph Lagu was accused last year of involvement in the embezzlement of funds allegedly wired into her private bank account instead of official bank account for Students studying in Uganda under scholarship of the government of South Sudan through its ministry of education, science and technology.

Accused of financial fraud and dishonesty, she was relieved of her duties as undersecretary in the service ministry of education, science and technology in order to allow the court to conduct thorough investigations and judgment without immunities.

Throughout investigations period, Lagu claimed innocence against the charges and vowed to defend herself against accusing fingers. Notwithstanding her assertions, majority within the ministry blamed her for involvement in the transfer.

    That is not good idea rather the very people will regret the call when things come true. If the Land grabing is what triggered the move then the government has decided to move the capital to Ramcel. Federal system of governance has its own complications which wouldn’t favours most of us those who don’t want to do intensive works mostly in agriculture.

    The federal form of governace encourages the regions of the country to depend on their own revenues without any resources allocated from the central government. I,m sorry to say this but Equaroria will be so much affected if what they call for is accepted. This is because my people the Equatorians do not want to do the manual works and if that is the case, you can not expect economic growth minus the agricultural produce.

    The decentralize form of governace is the only way we can develop but not in its present nature for the case of our government. Decentralization means that the local people are involve in decision-making to identify their own problems and prioritizee them and then present it to the central govenrment for approval and then budget is allocated for its implementation.

    But currently the corrupt Ministers are the one to decide on behave of the local people which is not good atall. The local people need to be involve so that they feel as part and parcel of the whole program. But this doesn’t call for Federal form of governace.

    Finally, all these things we are seeing are the stumbling blocks for the transformation process. With time things will change, unity and prosferity the real one will prevail in our country.
    Otherwise, Equarorians are calling for the creation of the New Somalia.

    Justice in the context of Southern Sudan and GOSS in particular directly relates to ones affiliation to those who hold power. Imagine Josephine Lagu sentenced to 10years imprisonment for corruption while Artur Akuen and Akol (former finance ministers) were sentenced to zero number of years in prison for the same vice. This is true Justice in planet X. Shame on the so called Judiciary which in turn stems from the bad leadership.

    As for greater Equatoria region it will stand a test of time in being exemplary to this new born country. How I wish others would emulate so that peace reigns in the whole of South Sudan. Its unfortunate that at such a time when the gallant citizens of ROSS are supposed to reap the peace dividends, our brothers from the other states reaping brutality and killing from both SPLA and the militias, all because of greed for power.

    When will this people ever become human enough to feel for others?

    Its not a bad idea to be creative or innovative, but its curiosity that killed the cat!!

    The decision reached by the Equatorians is a sentiment of personal interest, selfishness if you like it. No single resource found in Equatoria apart from trees and feaces that are recklessly released on streets and near residential areas. They think by federalism, they will be free from other tribes in sharing. But for sure, the right time for federalism could be during the war.. ahah!!

    I know there was no body during those days except James Wani… “ana gi ruo mutu mama”, was the only contribution from the Equatorians during those days when the true owners of the land were known. Allow me to say this truth here and i know even God will not question its admissibility. I am a young man still at 20s, but i am better than the incumbent Equatorial leaders who now exalt higher proclaiming for the so called Equatorial rights. I know where Clement Wani was, i also know where Bakasoro was, i also know where Manase Lomole was.. don’t ask me where they were because i will just say, they had registered as ugandans and congolese and i stood till the last day at Nyayo in Nairobi.

    You are digging your own economic graves by creating federalism, scrutinize what you think, its very important for your future and your posterity. But this will not work, not everything kids raise is taken in to action by the parents.

    Equatoria has been there longtime ago and is still there and will be there. We have abundant resources we are not like you guys who feel nil at the head when asked to leave Equatoria. Why do not you ask yourself about Equatorians forcing themselves in Upper Nile or Bahr el Ghazal. Have you forget Bright star that was headed by Moabotu. You better find ways of leaving Equatoria and go to develop your places. Equatorians are not like you always running to Khartoum like now what is happening in Upper Nile region and Bahr el Ghazal. Do not feel irritated, Equatorians are telling you try to admire your regions too then only to dream of moving in Equatoria looking for civilized society. Go to your Regions to kill yourselves over cows.

This is so stupid indeed and a call for other tribes to opposed what is existing.

    If Equatians advocated for decentralization, and it happened why are you bothering yourself to tell me? If you can bring change, i have no problem with that but the word” if not me, this would have not happened” is very bad and makes people fail to appreciated your effort.

    The way i have seen some brothers the DINKAS BUT NOT all of them write to day, if this was used by Dr. John Garang, every thing could have been in mess. John Garang used to say that” SPLA under the SPLM leadership has done this today unlike the way other stupid guys are saying today.

    If your people are smart, use it constructively not to provoke others.

    Deng Bornyang, I write according to the situation, there is nothing aggressive here these are facts. For some people when they hear about Equatorians discussing they feel bad. Even the name of Equatoria to some people is becoming like the name of Israel to Arabs they feel unease about Equatoria for reasons known to them. Do you know how many tribes in Equatoria region? If you know ask yourself why these many tribes have unity among themselves not like other two regions? Other regions should instead learn how to coexist like now in Equotaria region with many tribes and little tribal conflicts. Equatoria are always advancing for the unity of south Sudan. The system of rule suggested by Equatorians should not be viewed negatively but needs constructive discussion. By the way wait you will see in future if it is not embraced. Federalism is good just do your comparative studies.

    I just want to advise our brothers from Dinka tribe to begin thinking positively towards Equatorians and their land. We all belong to South Sudan and must enjoy the resources that have been endowed to us. When some idiots hear about resource only think about oil. For ur information no single mineral exploration has taken place in Equatoria region as a whole. There are evidences on ground we have plenty of oil, gold, cement,iron etc in Mundri alone. We have electricity potentials in Mundri, Yei and the bigger one in Nimule. We have best agro land and strong practises that need to be improved. We have forest and border resources. There are plenty of minerals in Central and Eastern Equatoria states. Dinkas should begin to think positively.

    the son of prostitute Obol and ur friend from Equatoria, u need to understand some few thing before u appreciate yourself or Equatoria in general. pliz, u mention that Eq are the best could u call back during the struggle when Arab soldiers in juba lineup u girls including ur mam in 1995-2003 and am so sure this call himself clemen was there. fine if u come back in term of income do you think the govt of S.south cannot exist without u if the Nimuli is the problem where have u been when konyi was operated there and u cant manage to chase him back . there fore ur people are still being abducted by LRA and the so called heroes formed by ur mather Nunu kumba are doing nothing, back to the point I know majority of u are Bride by Araba mostly in central. so we don’t need joke. so I remember kiir is there as president no one will sign that letter until further note.

I think you better call yourself an animal leader if you don’t understand that Teak, Muhagony, Mbiro, Mangoes, Oranges, guavas, Pineapples, bananas to mention but a few are natural resources. What about gold and tea in the EE State? Those are natural resources which are not found in all parts of the world but in some, unlike your cows, they don’t die from epidemics.

    If you are talking of feaces then you are pinching yourselves because if I can ask you that when did you start using the toilet? or how many of you even dug a toilet?

    You don’t even understand federalism, and if you talk of war, my friend don’t celebrate yet because war isn’t yet over. The big one still lies a head.

    For some reasons beyond me Equatorians think they are civilized more than any other people in southern Sudan. You can brag about this empty claim as much as you want but the reality is civilization is wide spread in southern Sudan. There are a few points I would like to stress:
    1. Juba was built by all southern Sudanese. Juba would have not been the way it is if not because of its position as the capital of regional government after the Addis Ababa agreement. If you know Juba, you will know that most of the beautiful buildings belong to people from other regions. The only good houses belonging to equatorials are Lagu’s house, Alexander Nagib’s house, Dr. Gama Hassan’s house just to name a few. If you want to see real equatorial go outside juba and see; nothing there.
    2. Taking about cow; please tell me: do Mundari and Latuko raise cows or not? Are they equatorians or not? I live abroad in what is called a developed country and yet here there are farmers who raise cows, pigs, goats…etc.
    3. Kokora (decentralized) did not happen for good reasons if you know that. President Numeri wanted to break the parliament of southern Sudan so that he could implement his Islamic laws and also that he could build the oil refinery in Kosti instead of Bantiu. Numeri needed a weak partner and he found that partner in Equatorians who wanted positions and things like that. They did not put interest of south Sudan ahead of their own. If I were you I will not talk of Kokora as a good thing.
    4. I don’t know but equatorians do not like to get involved in anything that needs effort. Most of equatorinas can join you if you are talking about wearing good clothing, listening to Congolese music and slacking around. You hear the names of very few equatorians who participated in the first and the second. Like they say you reap what you sow Equatorians sow laziness they reap laziness.
    5. Good news is the capital of South Sudan will be moved away from Juba and let see how Juba will look like in five years! For somebody that can think, having a capital in your state is a blessing. Look at the benefits: Too much jobs, development and things like that. Opps equatorians do like to work, so there not benefits of having all these jobs around them!
    Wake up.

    My friend, the Dinkas only think of oil and cattle as the main resources, but that’s small mentality so don’t bother about it. They just need ready made thinks like menna from heaven instead of thinking about the development and how people ought to live, they steal money and go to foreign countries where it was also stolen from them.

    The Fear of God is the beginning of knowledge and wisdom, but
    if we believe in cows and not in God, how can we have these knowledge and wisdom?

    Equatorians have taken the initiative of uniting themselves. This should be adopted by greater Upper Nile and greater Bahr El Ghazal so that we all have unity of purpose. Equatorians vision is for the whole of South Sudan. The rest should take the good recommendations of the conference and leave the rest which they consider rubbish. As well when the rest do theirs, hopefully all of us would also benefit from it.

    I don’t see any reason with the initiative form of Federal or Democratic system,which will likely guide our new born Country smoothly and successfully,we all need South Sudan citizens to practice their own rights,including freedom of speech.we appreciated your historic moment though,but i would also like to tell some of you who criticize people in this website to stop their hateful comments.we know that you Equatorian people were the first people who had started the fight with the Northern armies,but as far as we all know,Bhar el gazal and the Upper NIle people were the only bravers in the front line.i guaranteed you that if one of these two regions was the rebel commander like our late Dr.John Garang,otherwise Addis Ababa Agreement wouldn’t had failed.do good my brothers and the rest will never belittlize you.

    those people who do not have Cattles are easy to be taken advantage by Arab like most of Northern Sudan Nuba,Funy,Chollo,Fur,Masalit and some Western,Central, Equatoria.

    All the Eastern, Central Equatorial is cattle herders. Might be Azande are non cattle’s potatoes teeth one. South is federal states or what states they mean.

    They tribes characteristic as federal people, if you look deep into sub Law we have in south give as a diversification in the region.

    Short people may think making province as a Country; which is a disease of cagging ourselves due to hatred.

    Wani, Juba was built with all southerns – YES but during Kokora those government buildings were evaluated and compensated to Upper Nile and Baher el Gashal ask yourself where has the money gone? The issue of cow is that not bad to raise but is it good to kill your own brother just because of cow? Have you heard Latukas and Mundaris killing themselves over cows like your people do? If killing happens with Mundari it obvious involves you people. Kokora has its reason for its implementation but at the end what is the result, today you are in system of Kokora. Equatorians are lazy. You better revisit your statement, go to streets of Khartoum, see Juba your people are busy staying in camps just the way in cattle camps are those people you claim to be hard workers? See today in the homes of ministers from your people not less than 30+ people just waiting for the minister to feed them. Is this the people you claim to be hard working? Equatorians like Music. Let me tell you Equatorians cope with life in any industry. By the way something Equatorians bypasses that is when you people are still thinging to do this can be evidenced by a lot of people you can see becoming musicians portrayed on SSTV.     Bravo dear Equatorians.We need language groups to be formed into states.Padang west state shall comprise Panaru,Abiemnhom,Abyei & Twic.Padang west shall comprise Pigi,Adong(Ngok),Malut & Renk.All Jonglei Nuers shall have Nuer east state,Nuers of Unity shall have Nuer west state.Nuers of Upper Nile & Maban & Buldit shall have Eastern Upper Nile state with HQRS at Miawut.Federal Government is the best system with each state contributing one third of its revenues to the federal Government for Defence purposes & international relations.Alluta continua

    fellow south sudanese we need to stop this trushtalk and start thinking wisely and compassionately for those of us who can’t have a vission.

    reading through the comments made on this site makes me wana vomit, it takes two people with different resourse to trade, equatorians and dinka should explore for a ground where the two can have have a common understand or better yet for all the southern sudanese can co-exist. there are other people in the south sudane beside the dink and the equads so please! stop the selfish self centered meaning egos, “try to learn if you don’t know, try to love if you have never loved, try drinking if you have never been drunk , try to appreciate others if you didn’t before ”

    whats are you talking about… cattle keepers are the most fighters during the war with the north ? you really need to get your facts straight man we have people from equatoria who fought bravely being set up on the frontline then the dinka commanders come and take over the xonquered areas and then claim that they fought the war alone discrediting the other people! the same behavior of the arabs oximorron right. so please there is no bases for your claim heroism doesn’t resonate with cattle keeper.FYI
