UN calls to resolve disputed issues before S. Sudan independence

April 21, 2011 (LONDON) – The UN Security Council on Thursday urged the Sudanese parties to resolve the pending issues in the implementation of 2005 peace agreement peace before the formal independence of the South Sudan within two months.

The 15-member body was briefed by the Assistant Secretary-General for Peacekeeping Operations Atul Khare about the stalemated talks between the ruling parties in north and south on Abyei, border demarcation and popular consultations in the states of Blue Nile and Southern Kordofan.

The UN official further highlighted the internal tensions in the south citing the emergence of rebel groups, and the need to address “ethnic tensions, mismanagement, political and social marginalization, economic development and governance, especially in rule of law institutions “.

“Noting that the conclusion of the CPA [Comprehensive Peace Agreement] Interim Period on July 9 is soon approaching, the Council urges the parties, meeting at the highest level, as necessary, to reach agreement on outstanding CPA issues and post-CPA arrangements,” said a presidential statement released by the Security Council on Thursday.

Seeing as cornerstone in any agreement over the pending issues between the two parties, the Council said concerned by the growing tensions, violence and displacement in the disputed area of Abyei.

It urged the ruling parties in north and south Sudan respectively the National Congress party (NCP) and the Sudan People’s Liberation Movement (SPLM) to enforce the Kadugli Agreement reached last January, which provides to withdraw from Abyei all forces other than the Joint Integrated Units and Joint Integrated Police Units.

Ending over twenty year on civil war in the country, the CPA put out a plan to end the armed conflict between the north and the south and gave to the Southerners the right to secede and establish their own state if they opt for within five years after the signing in January 2005.

The South Sudan voted overwhelmingly for the independence in a referendum held last January and the new state will be officially proclaimed next July. However, since April 2010 elections the region witnessed the emergence of different rebel groups.

Juba and Khartoum trade accusations of supporting rebel groups in the south Sudan and Darfur. The growing tension between the NCP and SPLM could slow down the breakable political stability in the region, analysts say.

    Congratulation to UN Peacekeeping force on concentration for
    their work because you are the eye of world if there is some
    thing wrong .

    To solve dispute before independent is a work of government of
    southern sudan (Ruling party in south SPLM)with NCP .
    the Abyei issue must solve and i would like to requesting UN ,GOSS to provide troops to secure the new country during rising of the flag. we don’t want problem or death for the
    post coming declaration of Southern Sudan as a country.

    Make no mistake UN, just apply NO FLY ZONE in the north and they will come down on their knees and accept peace.

    Hi Dut!

    I don’t oppose your idea at all, but those Arabs don’t listen to words but actions, calling to resolve the disputed issues alone will not help much but action must be taken on the ground to secure our independent.
