LJM rebels support Doha draft agreement for peace in Darfur

April 30, 2011 (DOHA) — A Darfur rebel group, Liberation and Equality Movement (LJM) defended the draft peace agreement negotiated with the Sudanese government in Doha describing it as reasonable agreement bringing a acceptable solutions to a wide range of disputed issues.

The mediation on 27 April handed a draft peace agreement to the Sudanese government, LJM and Justice and Equality Movement (JEM) urging to give their response before the 7 May. the six-chapters deal provides to appoint a vice-president and a number of national ministers from Darfur, and establishes during the interim period a regional authority as Darfur people have to decide by referendum the administrative status of their region one year before the elections.

Considering that the agreement was mainly negotiated by LJM and Khartoum, JEM demanded to hold direct talks with the Sudanese government over some issues, as Darfur status, security arrangements, wealth sharing; and human rights, before to give its response.

JEM spokesperson, Gibreel Adam Bilal in statements posted on the official website of the rebel group, criticized the solutions proposed by the draft agreement on the integration of the rebel combattants in the national army, the wealth sharing , the administrative status of Darfur.

“The draft agreement which reflected the spirit of the talks, takes in account all the observations raised against it. One of the major achievements of the draft deal that Darfur will be represented by a vice-president on the national level,” said Tadjadine Bechir Niam, LJM top negotiator who regretted to to unveil some details of the agreement before its signing.

Niam said that two billion USD are allocated for Darfur reconstruction and development , denying allegations that the draft agreement assigned only 150 million dollars for the Darfur Reconstruction And Development Fund (DRDF).

Gibreel in his statements said that Abuja agreement of 2006 allotted 700 million dollar while the draft of peace accords proposed only 150 million dollars for the DRDF.

The Sudanese parties also agreed for the first time during the Doha talks on the principles of individual compensations, a matter that Khartoum refused to admit during the Abuja negotiations.

On the disputed power sharing file, Niam disclosed that the proposed peace agreement establishes a regional authority composed of executive and legislative organs with their specific competences in the areas of peace implementation, economic development, land planning and human rights.

The current regional authority established in 2007, in accordance of Darfur Peace Agreement, is tasked with the implementation of Abuja agreement and is considered as means to boost the cooperation between the state governments in North, South and west Darfur.

On the security arrangements and particularly the integration of the rebel fighters in the Sudanese army, the LJM top negotiator stressed that the proposed agreement does not endorse he norm followed by the Sudan Armed Forces (SAF) in the enrollment of the would-be-former rebels.

“We all know this is an exceptional situation implying the adoption of special measures in this regard. So, the draft (of the peace agreement) even provides that a number of former combatants will occupy high positions in the commandment of the army and police,” he said.

Becoming an officer in the SAF requires special qualifications and training that most of the rebel commanders did not follow.

The integration of the SLM combatants in the Sudanese army was one of the cause the led Minni Minnawi to denounce the 2006 Abuja peace pact. The former presidential assistant who turned rebel again in December 2010, accused Khartoum of refusing to integrate his commanders at the level of SAF higher commandment.

Niam said the agreement proposed by the mediation organizes the disbarment and disbandment of the government militias immediately after the signing of the peace agreement in order to create a favourable conditions for the settlement of the eight year conflict.

The Sudanese government last December rejected proposals to establish a regional authority or to appoint a vice-president from Darfur.

Presidential adviser in charge of Darfur file Ghazi Salah Al-Deen said determined to hold another process in Darfur between tribal leaders, civil society groups and elected organs to bring peace in the region.

The mediation will hold a Darfur stakeholders conference on 18 May to debate and endorse the draft peace agreement. The mediator Djibril Bassolé, said he will be in Doha next week to bridge the difference between the government and the rebel groups before the general conference.

    An step forward. Peace means development. I hope all will come to terms. We don’t Darfur rebels in the South. This create problems for us.

    Stable North means stable South, and vise versa.

    I have personally wondered when such jobs seekers are rushing behind the post of vice- president,4 ministries,96 mp and 300,000us$ as compensation to the IDPs those are not the essential issues to the people of Darfur,the major issues which are very urgent are the matter of how to secure the people in the region,addressing the rood cause of the problem,and how to take back the victims and innocents into their home villages to socialize them and give them hope of life,for the mediators,you have to understand that Darfur problem is a political problem is not the matter of giving posts such as vice-president,4 minitries…What kind of provocations and abusations you are practising on people of Darfur?
    All in all,we as Darfurian our problem is Political problem and it will never be resolve unless we address the major issues which caused by former regimes and current genocidal regime.
