Clashes claims over 80 lives in Warrap state

May 10, 2011 (ABYEI) — At least 86 people have been confirmed dead in two separate clashes involving armed groups of the Nuer tribe from the south of Unity state, against local residents predominantly members of Dinka tribe in Gogrial East county, Warrap state

Eyewitnesses from the area say 73 people have sustained severe injuries and cattle were stolen, despite local attempts to recover them in pursuit clashes which took place at Wag village, along traditional territorial borderlines of the two states of Unity and Warrap. Some 45 automatic rifles, 1 satellite phone and heavy artilleries and were also reported captured from the attackers.

Anei Mangong, minister of information and communications in the state of Warrap confirmed the attack and killing after the attack was staged by the groups he said were “heavily armed” and looked “more organized”.

“There was an attack on Sunday in Maker Biong village in which more than 36 lives from local residents, most of whom were natives of Apuk community were lost and several others were wounded. A total of 73 were wounded in these attacks. Some of them, especially those with serious injuries, have been taken to Wau from where others were transferred to Juba and Khartoum for further intensive medical care. These are separate incidents. One occurred yesterday on Sunday 8, May 2011 and another took place in April 2011, by armed groups seen by residents coming from eastern side of Unity state. The groups were heavily armed and looked more organised.

“Some of those killed had marks identifying them as members of the Nuer tribe. I am also told they were speaking Nuer language while engaged in the fight with local people, explained Mangong, adding that the village which suffered the attack had cattle camp of about 70,000 herds of cattle drawn from different sections and clans of the village.

“The village on which they launched an attack had thousands of cattle. Some of these are now reported missing in the camp which had 70,000 herds of cattle after the attack. Some of them were driven away by the attackers. Others left confused and terrified by the shooting which subsequently led them to disperse into surrounding villages. The camp is now empty. It is completely empty because all the cows have gone. It is a real disaster considering that these cows are source of living”, said the minister.

He said there were similar attacks in April 2011 in which many people were killed in the same village and several others were equally wounded and a lot of cattle taken.

“This is a repeat of the previous incident. There were similar attacks in the April by the same groups in the same place and surrounding villages and a lot of people were killed as several others sustained injuries and the cattle were taken in the same village by armed groups coming from the same route in reference to areas around Mayom and Panijar counties in Unity State”, said Mangong.

John Akec, a vice chancellor of the newly established University of Northern Bahr el Ghazal, also corroborated the death of 36 people which he said were natives of Apuk community. He described the fighting as the “unprovoked” attack and that 50 fighters from the attackers’ side were found dead and more than 61 were injured.

Akec said the attack took place on 8 May 2011 at around 5 am and was carried out by armed groups believed to be from the neighbouring Unity state. They attacked a cattle camp in Maker Biong village in Gogrial East county (also known as Apuk), in Warrap state. Gogrial East County shares border with western parts of Unity state.

The unprovoked attack, he said, resulted in death of 36 Apuk natives, 50 of the attacking armed groups, and injury of 61 locals. Local sources who spoke to him said the armed groups took away large number of unidentified cattle as they moved eastwards to Unity State border.

“They were followed by the locals and fierce battle broke out in Wag near the western border of Unity State. It was at Wag that most casualties occurred and a significant number of cattle were recovered, although at a great cost in lives”, he explained. He went on to say one of those who participated in the recovery confrontation with the attackers was seriously injured and said the attackers were wearing army uniform. They were professional in their attack and were well armed”.

He viewed that the attacks on the local people are motivated by cattle theft and that the area since 2005 saw a lot of tribal conflict with a neighboring Dinka section which he said claimed many lives but subsided since 2009.

“The attacks are motivated by theft of cattle. Last night I took one of the young men who were injured in January 2010 to Fadhil Hospital in Khartoum. The orthopedic surgeon who saw him said his broken thigh that was treated in Khartoum Military hospital last year will need to be operated on again in order to remove a foreign body at the cost of SDG 5,000 (about US $ 2,000). This amount is beyond what he and his family can afford. Since April 2011, the militia attack has led to death of more 40 locals and more than 24 of the assailants, bringing the total death toll from both sides to 86.

“These unprovoked battles are taking place while an army posted in Panhom Weith
in Toch, close to where the fights have been taking place, is unable to do
anything. The 50 to 100 strong force is said to be under equipped and immobile.

“Another South Sudan army unit (about 5o strong) is also stationed at Mayen Jur
in the same area. These forces have been unable to provide any protection to
civilians and their properties whatsoever. With government of South Sudan inability to protect civilians and their properties and inability to impose the rule of law, and with many if not all in states in Greater Upper Nile being infested by ‘militia’ phenomenon, there is no reason for us to believe that precious lives will not continue to be lost cheaply and
no one will be brought to justice”, explained Akec in e-mail seen by Sudan Tribune on Monday.

Gatluak Pec, a member of the Unity State Legislative Assembly who comes from the constituency suspected of hosting groups frequently engaged in cattle rustling activities, dismissed the report saying he had no knowledge of people in his constituency believed to have gone for cattle raiding in anywhere in Warrap State.

“I returned from Mayendit and Panijier counties after paying official visit to these constituencies. Things were all right there and there were no such reports. The areas I visited were quiet and peaceful. May be these attacks may have been staged by some other groups operating around traditional borders. Who knows there could be Dinka members among them because cattle raiders are composed of elusive groups with common interest from different communities so that they avoid being detected and traced”, explained Pec.

    Your report is tribally motivated. whenever another Dinka attacks another Dinka, there seemed to be a pattern to blame it on other tribes especially the Nuer.

    If Nuer went and attack that part of Warrap state I don’t think there will be anything left standing.

    This a false report cooks by a tribal reporter to instigated this into tribal feud rather than looking at the real culprits, the Dink Armed group within Warrap state.

    So I advice you to call death on Salva Kiir,asked him to resign or else cut his head because his corrupt regime is solely responsible for these chaoses of all kind one way or another.

    This bad habit of cattles’ raid needs to be stopped by whosoever initiate it. It is a high time for the cattle raiders to value their own lives, other people’s lives and animal’s lives. Our people need to get out from such mentality and backwardness.

    State Governors should sit down and think about mechanism and technical approaches to address this challenge. Providing extra police or SPLA troops will never resolve the challenge. We need to change the life circle of these men. Our Government should move to the level of being a service oriented government. Let services reach out to these men.

    On the other hand, it seems like some trained soldiers were involved in this raid, because I have never heard of professional cattle raiders. The army should investigate it too.

    Finally, I condemn this raid. Also my condolences to the families of victims. May God rest thier souls in eternal life.

    I think Nuer cattle raiders and militias are not the problem. It had been their way of life for centuries to raid and kill other communities and themselves.
    The main problem is the government who does not want to stop these barbaric attacks or protect the vulnerable communities from these barbaric attacks.
    Kiir’s government is making people to kill themselves like before they had no government. This is completely unacceptable in a modern world. There is no way large of number of people are killed monthly in such a manner and the government does not want to prevent the problem from recurring.
    These are fulfillments of Gatdet promise to attack Warrap and Dinka Bor communities and the government did not respond to protect civilians and their resources.
    Dinka must hold Kiir Mayardit, Nhial Deng, and Gier Chuang responsible for failing to protect war remnants from these useless attacks, barbaric killings and looting of resources of innocent people in Warrap State.
    Kiir Mayardit, Nhial Deng and Gier Chuang must explain to citizens of Warrap and Dinka Bor whether this is the freedom they gave their sons to be left vulnerable to communities whose numbers were never reduced during the 22 years of civil war.
    Kiir Mayardit can’t be president when people are being killed like this by well armed militias whose motive is to destabilize South Sudan.
    Kiir Mayardit, Nhial Deng and Gier Chuang must all resign if we hear more of Warrap and Lakes states being attacked by Nuer; and Dinka Bor being attacked by Murle and Nuer again.
    You must protect civilians or you must relinquish those positions so that they can be occupied by people who know the importance of protecting innocent people.
    Citizens of South Sudan cannot tolerate this Government of South Sudan incompetence in handling security.

    Be happy if 50 Nuer were killed. But do you really think it is what Ngor is reporting that happening?

    We have to be carefully when trying to draw lines between professionalism in reporting and tribal based politics. Provoking war on Nuer will reduce us to inhuman but not the Nuer that are being humiliated by the current GoSS. The Nuer have nothing to loss but Dinka.

    As for those naive people who like to jump to conclusion and blame everthing on Dr. Riek Machar leaving those who make the most grieveful mistakes purposely to instigate war on our civilians, they will meet thier fate in a very near future.

    Let pray that the Nuer are not the attakers because it may means more that what you and I perceived.

    Let us go ahead in blocking the Nuer soliders that General Gabriel Tangginy is trying to bring in SPLA and conspire to kill Gabriel Tangginya himself to fulfill the Dinkas desire.

    There are some good Nuers in Southern Sudan but the problem they don’t condemn such unlawfully acted like Dinka in South. Nuers in general encourage or support rebellion, cattle raid, looting, theft, robbery, burglary and many crimes. Nuer tribe will never reform even though they would be given the ROSS without other tribes. Believe me I am from Dink abut true will prevail.

    We all know all tribal conflict among our communities especifically in two regions of Upper Nile and Bhar El Ghazal.As matter of fact, this incident is to be counted on Nuer militia and their cattle raiders. We have serious evident about it.

    i think, there is no need for us to insult Salva Kiir and his Vice President Dr. Riak Machar. I hope you all know the fragility of our Government in term of security and i do always admit that the failure of the Government of Southern Sudan is our collective failure. Let’s try to behave like intellectuals not taking side and talk nonsense over the death of our own people. we cannot celebrate the death of our people after all it is the reduction of the population.Let’s avoid segregation, we are one people and that’s was why we fought for freedom as one people.
    May God accept my condolence for the death of innocent people who became victim for unknown reason.

    I am fed of these dinka’s use of their own problems as an advantage to blackmail us. Nuer cattle are being stolen and nobody report it or if reported it is the opposite. It is time for our Nuer leaders to value the lives of our people, civilians and those serving in the dinka spla. Our leaders can not allow themselves to be used by the dinka to that extent for their own tribal benefit namely the dinka spla. Our leaders are our enemies

    You are right to call upon Dinka president Kirr, Dinka Internal Minister Gier Chuang and Dinka Defence Minister Nhial Deng because they are ones who will defence us from Nuer using SPLA in the way Dr. Garang does during his life time.

    But do we really need to attack the Nuer though it is a war between Dinka and Dinka as it is in currently in Warrap. Come on Nhomlawda, the reporter said the villagers killed 50 attackers while they lost only 36. Whatever number of cattle droven will match with the difference in number of people killed.

    This is a news that no body should jubilate over, it has costed lives of our people who could help in the development of our new nation-to-come. It is high time the government of South Sudan declares a STATE OF EMERGENCY in Unity state, Jonglei, Warrap and Western Bahr el Gazhel. Some times president is too soft to handle matters pertaining to lost of lives. He wants to concentrate only on the referendum, CPA, Abiei etc not considering what is going on in the South. Since 2005 after the death of Dr Garang, about 4,000 lives have been lost stupidly in South Sudan and the government did nothing to bring the perpetrators to justice or support victims of such dirty acts.

    My first blame goes to president Kiir and his fellow authorities then my second blame goes to Nuer, Dinka and Murle. You kill yourselves, we Equatorians are disturbed with your deaths. We want you to live like us. Please stop looking at your neighbours` cattle as if they should be yours, stop please and drop the number of cows needed to pay dowry. You will be like us. MAUMAU

    Our country is in sious problem,heavy armed raiders, and heavy armed malitias against the government, how would the law be enforced when there is a room for the raiders to hide behind the rebells. Ithink peaceful mean of solving differences between SPLA and the malitias is the only way to enforce laws and order, Riek machar said it clearly that fighting rebells may derial in to tribal conflict, let wait and see the results.

    Just a matter of time. Dinkas had been patient with you guys but after July 9, you will cry blood not even tears. We will request the government to give us only one month to compete which will ask for help.

    You know why most of Nuers are saying ” Bar El Ghazal las cham Naath” meaning Bar el Ghazal eat people. It was a lesson taught to Nuers in 1986 when they used to attack civilians going to Bilpam to be trained. And those Nuers will never forget this. It is a story now to their children.

    Better you go to Dinka Bor whom you had been playing with, but Bar el Ghazal is just like playing with fire, all Nuers know including those pretending to be Pastors who preach Nuers and Ngundeng vision in the Churches.

    Nuers are being misled by Ngundeng even Church leaders believe in him.

    Rienythii Apuk only can teach the whole stupid Nuer community a lesson.

    Let us have the independence of Southern Sudan first.

    Second the problems of Nuers should be one of first agenda from all Dinkas whether you are in Jonglei State,Upper Nile State, Unity State and the whole Bahr al Ghazal regions. I have never seen the society base on looting others societies and when tell them not to do then, they still keep doing it over and over again.

    I think all Dinkas must take it seriously, because the Nuers society don’t belief in having peaceful with their neighborly but they are the society known for destruction and crimes looting properties which are not belonging to them. I am very sure that, Dinkas are very close to accepted attitudes of Nuer and when all Dinka accepted what Nuers are trying then, it is going to be worst because without Dinka the SPLA Movement would not success therefore, the world would not blame Dinka tribe if the Dinka want to deal with Nuer. I appreciated Dinka for being the people who focus on the real issue but I hate the way Nuer people behave like unhuman people.

    Supposedly people should be talking about unity and other main for rebuilding Southern Sudan as a new nation unfortunately, the Nuer society don’t want anything to go good but only they would like more and more destruction and killing innocents people like this. I think Dinka has shown polites in many years meanwhile, but the Nuer tribe are still too aggressive continues killing innocents civilians and looting belong even when they came back to surrender, the Nuer have no feeling of a shame since they are people who belives in looting someone properties.

    If anyone can say it is the problem of Apuk Giir Thiik community then, you are absolutely wrong but if you can say let us see the problem of Nuer and find the solution to deal with them then, you are absolutely right. Enough is enough, we have talks about peace between Dinka tribe and Nuer tribe but Nuer did not keep that promised. We have also said, we need to focusing our main problems which facing young nation but Nuer flew to Khartoum government claiming they would like to overthrow Southern Sudan government. This is time for all Dinkas to come up with good solution on how to handle this case of Nuer because you can not make polite to the people who killed your people all the times. Also the Southern Sudan is belong to all Southern Sudanese people if Nuer tribe want to care less about the issue of nation then, they should face a big punishment because there is nothing difficult than the beginning of the SPLA/SPLM Movement but the Dinka tribe have achieved it through their commitment. This Month alone the Nuer made attacked on Murel tribe killing 400 people and more left wounded not to mentions 14000 Cows were loots by Nuer Lou and now they went to Apuk Giir Thiik community in Gogrial East looting over 60,000 head of Cows leaving 36 kills and 73 more injuries. The communities who deos this all the time must face punishment.

    Lies, Matip was protecting Kerubino Kuanyin Bol since they are in laws, and in doing so he was fighting against his own brother Gatdet Yaka( who as commanders under Dr. John Garang at the time.) so stop lying. If Matip and Gatdet teamed up and wanted a revenge no one could stop them. it just because two strong Nuers were fighting each other at the time.

    my condolence goes to the families of those innocent civilians in Warrap state.i can never put my blame on any particular tribe or some individual,but i blamed the current administration in everythings,Kiir Mayardit has failed the Leadership,his leadership is so weak so naive to protect those unarm civilians in entire region of South Sudan.if those cattle raiders are from other tribe,then it’s good for Kiir to reevalute his leadership and asked himself why this brutal act is none stoppable during his leadership?why there are too many rebels in South Sudan rebelled against his Leadership?why the government of South Sudan is so consisted with many Dinkas in the Parliament especially Kiir native are controling everythings,that can also bring hatred toward the Dinka people.Kiir must think wisely like a leader.

    Please be aware that, every Dinka tribes in Jonglei is not Dinka Bor. Also, the incident of Nov 15, 1991. It was not fought by every Dinka tribes in Jonglei. It was mostly fought by Dinka Twic East. And most of young men from Dinka Twic East were not at home because they were fighting Northerners through heartly supports for their own son, Dr. Garang.

    Will you be responsible if an investigations take place finding some looted cows from Warrap State in Unity State? Without my own judge, I would suggest an investigation should take place first an if any person involved whether Dinka or Nuer in this killing and looting, the government of South Sudan should carried out death penalty on those who are involved and I don’t care even if my own brother was involved in this crimes. You always talk about dinka when you know a corrupt South Sudan government involved Nuer because dinkas carried president and nuers carried Vice president. Dinka Twic East and Dinka Duk are not Dinka Bor. If you are from Dinka Bor, please corrects that, otherwise. Every Dinka tribes in Jonglei state are call “Southeastern Dinka or Jieng.”

    I am not that kind of a person who generalize everything, so I would like to call Nuer tribe to advice their thiefs or troublers makers. Because in days or months a head, Dinka tribe is going to turn backs to an internal issues. They had been occupied by the most dominant issue of the Northerners. Nuer, those trouble makers are like onion in which people who didn’t even cut it will smell it far away.So this issue of your trouble makers in some circumistances may be smell like the onion later on to whole community of Nuer tribe. Especially if Dinka tribe decided to united and do just that to any trouble makers. As story had show it, the majority of Dinka or Jieng people are not often first provokers but when they provoked; the revenge always results in severe causes. Dinka and Nuer are close traits tribe.

There is not doubt that they [the Twi] regarded the yearly flight for refuge into their territory by the Nyarraweng and the Ric as a chance for profit and were in the habit of annexing a large percntage of the herds of these tribes when the latter retired disorganized upon them for support.

    The Nuer Warriors typically attack a coward Jaang/Slaves villages at dawn when the cattle are lodged in the shelters or tethered near the homesteads.     It’s funny how some of you tried to make it as if there is that much difference between Dinka/Monyjang and Nuer. In all honesty you can’t tell a Nuer from Dinka. I have met some Dinka from Padang, Kuach of Bhar El Gazel, Ngok of abyei, Nyaweng, & hol whose their heads are marked like Nuer and I couldn’t tell until they talk. This madness of Nuer this and Dinka that is a wrong mentality and it’s not going to take us anywhere.

    After reading the article and wasting my time reading every comment, I realized that we cannot build a South Sudan. NO hope (full stop).

    If one take into consideration what the criminal SPLM/A is doing on the ground (politically, economically and whatever), one will also conclude that wars will never stop in the South.

    If one bears in mind how the GOSS is running the files with the North, one will eventually wrap up that the South is loosing everything. I think we will be sorry dismantling Sudan. In old Sudan we were second class citizens, as stated by Mr. Kiir. Now, we do not exist. We seized to breath and even dream of what it was.

    It is better that rebels and political opposition work fast, or the South will disappear even before May 21, 2011. Have you read the Bible? Trumpet 3 is already on the making.

    I hate tribalism. I hate aggression. I hate injustice. I hate what SPLM, SPLA and GOSS is doing or not doing.

    I love my motherland and crushed people. Let the Lord shows us His Miracles.

    We Naath of EASTERN Jinkeny or jikeny duar, as we are called by the Tharcheing people of western Naath, migrate to eastern Nuer from Bantiu and established a Nuer home after we absorbed the native Dinka there, you can easily detect that from the name of some of our villages there!!!!! Great work by my grandfather Latjour Dingyang!!

    Later on Lou Nuer and the People of Greater Fangak Nuer extended towards those areas they are occupying now after absorbing or displacing Dinaka there!!

    Nuer now owns the biggest land in the southern Sudan, what make people like myself and professor Due chang of Nuer to think of creating a Federation states of the Nuerland because our land is uncut and extends from Bantiu to Fangak and from Waat to Akobo and from Malual and Jiko to Nasser all this chunk of land is owned by Nuer tribe alone, beware as somalisation of southern Sudan is for our advantage!!
