South Sudan seeks to defuse crisis in Abyei through non-military means

May 22 2011 (JUBA) – The Government of Southern Sudan (GoSS) appealed to the international community for help following the military takeover by the Sudan Armed Forces (SAF) of the disputed border region of Abyei yesterday.

At a press conference in Juba GoSS, spokesperson and minister of information Barnaba Marial Benjamin said that the SAF’s seizure of Abyei is “illegal”.

“It is the responsibility of the United Nations and the Security Council to see that they are withdrawn,” Benjamin said.

The GoSS official said that the SAF “invasion” has endangered the life of thousands of citizens accusing the Northern army of “burning houses on a rampage of looting” adding that the South “will respond in self-defense”.

“Women and children are suffering at the hands of an invading army that doesn’t care….they are hungry, in need of medication and out in the heavy rains without shelter”.

Sudan Tribune journalist Ngor Aguot who was locked at a UN compound in Abyei during SAF’s operation confirmed looting and burning in the region.

The Abyei resident said that he has lost all his belongings that were in his house during a rampage following the takeover.

“They are entering houses and taking everything away,” Aguot said in an email adding that there was no intervention by UN peacekeepers in the region.

The GoSS spokesperson has appealed for UN peacekeepers to “come out of their bunkers”.

Southern military spokesman Col. Philip Aguer told the London based Al-Sharq Al-Awsat newspaper that the SPLA “will not be drawn into war”.

The international medical humanitarian organization Doctors Without Borders/Médecins Sans Frontières (MSF), an aid agency which runs health clinics in Abyei town and 40 kilometers (25 miles) to the south in Agok, said in a statement that they received 42 wounded late Friday and early Saturday.

“This morning, nearly the entire population of Abyei town fled the city, which is now almost empty. MSF teams have suspended primary health care activities in Abyei and have now reached the fleeing population in Agok”.

Meanwhile the Sudanese government expressed its willingness to enter into immediate negotiations on new security arrangements to end the crisis in Abyei but insisted that Southern police must withdraw from the region before that could happen.

The visiting United Nations Security Council (UNSC) delegation has condemned seizure of Abyei and also the attack by Southern forces last Thursday on a SAF convoy and United Nations Peacekeepers.

The state minister in the presidency Amin Hassan Omer who headed the government’s side in the talks with the UNSC stressed that SAF will stay in Abyei until new security arrangements are put in place.

Omer said that SAF entered Abyei as a response to “continuous violations” by the South to the existing agreements.

“Until we reach a new security arrangement the army will remain the guard of the region so as to ensure no infiltration by SPLA forces again,” he said.

“We are ready to negotiate and are committed to the Comprehensive Peace Agreement and the Kadugli accord signed between the two sides on the region,” adding that the duty of SAF is to expel the force outside the boundaries of Abyei and deal with it as an illegal force.

The Northern official underscored that Abyei is part of the north until its people decide otherwise in the referendum. He also denied that the armed forces are seeking to impose a new reality.

Abyei was scheduled to hold a referendum last January on whether to be part of the North or an independent South but it was put on hold after both sides failed to agree on who would be eligible to vote.

The United States, France and United Kingdom have chided Khartoum’s military takeover of Abyei and called for immediate withdrawal.

Today the European Union (EU) also joined the international chorus of condemnation.

“I condemn the violent incidents in Abyei during the last few days,” EU foreign policy chief Catherine Ashton said, pointing out that it violated the 2005 Comprehensive Peace Agreement (CPA) signed between the two sides to end the civil war.

“I therefore appeal to all parties to resolve their differences in the framework of the CPA,” the statement added.

EU foreign ministers would be considering the crisis at their scheduled meeting in Brussels on Monday, she added.

    We South Sudanese should be careful on what we are talking now because we are in the situation that we should be calm and not to expose our thought to the enemy.

    SPLM must see what is going on in Abyei before weekend.
    We know now that this is the obvious time that others ran away and latter make noise when the sound of gun reduced but this is just a matter of time and we SAF will retreat soon.

    I can not sleep because of this irritating issue that SAF took over Abyei,it sound unbelievable to me really.

    The North Sudan argument is that Abyei is part of the North based on 1956 boarders. CPA states that the fate of the area is to be determined by Abyei people in a referendum to decide if they want to remain as part of the North or be annexed to the South. Therefore, the North and the South should keep equal representation in the area.

    However, what SAF has done was not an invasion or occupation; it was retaliation and a pitter lesson to those who took silly and criminal steps without the knowledge or orders of the weak GOSS. They neglected CPA and Kadugli Agreement deliberately. Nevertheless, the presence of SAF in Abyei is illegal. But the presence of SPLA is illegal too.

    As Southerners, we are disgraced because of this irresponsible act of Abyei illegal militia. The image of the South has been damaged, locally, regionally and internationally.

    Abyei is a disputed land. Both sides claim its ownership. Therefore, they have two option to settle this problem; either by war or by negotiations. I can see that the announcements from both GOSS and GoNS are positive and are not willing to escalate the situation. Can they? They can’t!

    OK! But both cannot solve this problem. They failed for more than 6 years to make a break-through. Both presidents should meet and agree that this issue is to be solved by the locals (the true owners). Tribal under-tree dialogue will be very effective. The common heritage of Dinka Ngok and Messeriyah must go on. Both government should shut up and let the local chiefs demonstrate to them the example of co-existence that they were successful in setting for decades and generations.

    Let the GOSS not cry and call for international assistance whenever a problem arises. CPA has all the mechanism to deal with the problems. It is pity that we’ve create the problem and now crying for help from the international community.

    Look! Foreign intervention will never bring good to us in South or North Sudan. By inviting foreign intervention, we are just deepening the differences and adding more fuel to the fire. That is not wise, and not good for both sides.

Stop expecting the SPLA to admit something their leadership never initiated and even if it was some undisciplined elements of the SPLA, in a short while the SPLA leadership would hold them accountable.

    The SPLA had ample chances to go to war with SAF but their wisdom always prevailed, SAF currently is a superior enemy and aggression against it is foolish, just like you know its foolish for SAF to retaliate for the Israeli aggression in North Sudan’s East. Although the comparison is for argument sake only, as the SPLA could catch up to SAF militarily much sooner than SAF could ever dream of catching up to the IDF.

    For the first time, I agree with you, war is the real enemy in war, and everybody will lose. So why don’t you start by admitting the crimes committed in the name of your imposed culture and religion in the old Sudan for the last few decades , that would be a true sign of your concern for human life.

    NATO Shall Not Fight on Side of SPLM/A Over Abyei: The SPLM/A so-called leaders should remember that an independent country that cries like a child and runs to International Community for help every time is not really an independent country. This might affect its international recognition. They should remember too that the International Community (e.g. NATO) is not ready to fight for South Sudan now. They will only issue condemnation words and nothing beyond.

    I am afraid Abyei will remain in the hand of SAF until South Sudan gets it back by itself in future. This is a fact we have to acknowledge when we write our petitions for help.

    Thus, let South Sudan builds its strength first self-reliantly even if Abyei has to go for now. Once we are sure of our strength, we will automatically return what has been forcefully taken from us. Abyei shall not disappear on the map of the earth even if the SAF have to stay in it for some years to come.

    Let the displaced brothers and sisters of Ngok Dinka of Abyei Area go to Warrap State and wait there until comes the right time to get their land back from the occupiers. They shall not be treated as refugees since they originally belong there.

    May the souls of our departed ones in Abyei rest in eternal peace with the rest of our freedom martyrs. Long live the independent South Sudan.

    Please be logical. as you don’t understand military tactics, do not just condemn the SPLA or the GoSS for what happened on Thursday when an attacked was launched on the escorted northern military going to the north. Among the convoy was the head of the JIU SPLA group. would you say that the attack was deliberate from the side of the SPLA, not really. the attack by the SAF is an invasion by this wicked army in order to displace the people of Abyei and replace them with el-Mesiriya tribe. why do you blame it on GoSS. At the same time the northern army has not victor over the area, because there are not SPLA forces in Abyei region but the group which are part of the JIU. Also this is not the time for the south to go to war, they have to wait for the new Country to be announce.

    My Friend do you really know what you are talking about? It seems you are blaming GOSS but what you think is not what we are aiming at; please if you want to rebel just do it and you will see what will happen when the fullness of time comes for such people like you to be answered.
    I personally agree to the move being taken by our government by not responding voilently, voilence is not the only means of acheiving the objective. you talk like a fool and of course you are. I think Government is moving to the right angle to independence day on 9th July 2011 this should also be in your mind; you think responding voilenctly contained hiden issues which I think you might not know. the capture of Abyei shall be solved by the international community not by voilence as stipulated in the CPA.

    If NCP or Khartoum wants peace with all its neighbors, it should start valuing future relationship between North and South Sudan and improving individual economic outlook. Waging unnecessary war will only force them to flee the country unprepared and will never come back except to face domestic court charges of mismanaging the country and its valuable resources. Like what has recently happened to the family of the ousted Egyptian President Hosni Mubarak, properties worth millions of dollars will be returned to the state. The good news is that NCP is heading in that direction.

    In addition, the leadership of NCP should remember what has happened in Tunisia and Egypt and particularly what is currently happening in Libya. NCP should not just watch it on TV but admit and expect under any circumstances that it’s already heading to Khartoum before freedom bells, not competitive interpretation of Quran to govern Sudan, rings on every door of Northern residents.

I don’t think that there would be any honourable professional millitary commander who would accept that some of his forces attack cowardly from behind an army which is being deployed according to an agreement which he signed himself!     We know that we have problems in Darfour, but we know also that you have more problems than we do!

    Nobody is going to take Abeyei by force.All what is said by the GOS is implement all the agreements including Kadugli agreement and all millitry forces should go out of Abeyei including the SAF.Then let us negotiate and talk.     We have been watching Barshir for the good pass months and now still continueing muddering civillians in thier villages of Abyei, the international community/UN/SPLM must take an immediate action to protect civilians in Abyei, SPLM took a wise decission not to response the situation by military means, thats doesn’t mean we are cowards, a fool and a looser always take a sharp objects to show that he will take a victory, the big blow he is wanted by ICC, his best friend Osama Bill of hell has sent back to hell and he will be the next.

    I discourage those Southerners who commenting in foolish manners, about tribalism/clanism GOSS is South Sudan not Kiir of Dinka Machar of Nuer, lets stop all those foolish and childish comment, we want to unite and fight an enemy by all means we can. is our future and for other coming genaration we don’t want them to remain in such sorrows and wounds in our country.

    You have insulted me but I will not take it seriously because I was inquiring why do you attack the leaders of your country describing them drunkards, and support the betrayers of your own country. who are victims, Athor, Gatdet, or Yau Yau? victims of what and from what? Athor had decided to leave his position as deputy Chief of General Staff in the SPLA to run for seat of the governor of the Jongulei State, and he failed after which he rebelled against the elected government. Gen. Gatdet, though a former militia who fought side by side with the north against the SPLA in the south was appointed a vice of the commander of Northern Bahr el-Ghazale State and he left that position to return to his masters in Khartoum to fight against the GoSS. David Yau Yau who is heading his own party runned for the election to be a commissioner of Pibor but lost the election, he also took arms against the GoSS. imagine if any person who losses the election take arms against the elected government how will our future be, it will be worse than Somalia. At the same time, you have to be mature enough to know that GoSS is not Salva Kiir alone, Salva is the head of the State, and you know very well that the head doesn’t function well without other members. There are other members of the cabinet in GoSS who are non-Dinkas. Do you want President Kiir alone to resign or the whole government? and why? you have also accused him (Salva) of being a drunkard, are you sure that he is the only one drinking wine in the south, though I don’t encourage drunkardness. Please, if you have anything against the SPLM say it directly and don’t move around the bush. The GoSS has its weaknesses which should be address politically, not in a way you and your likes encourage, taking arms against GoSS. Who is a reformer among the rebels against the GoSS? tell me Athor, Gatdet, or Yau Yau, study well their background without being blinded by your tribal motives and you will know that they are not leaders of this new nation by any means. All of them are killing their own people for their personal gain. I believe that true leaders will emerge in this country who will prioritize the welfare of the people, not their own tribes.

It is quite absurd to assume that an individual took up arms simply because he legitimately lost an election. Your Dinka understanding of spla is quite strange and unique to you. if you think Gatdet, athor are bad then kiir is worse!
    Things can only become worst as goes the saying: when the head is sick the village suffers!

    what you called others as tribalist like myself is not true because it is a reflexive of your personality on me. I have not discriminated others, but have said the truth that every southern faithful to the matters of this upcoming country. You don’t know me personally that’s why you doubt my ideas and ranked me with tribalists, I am not and I will not be. Athor is my tribeman and I will never support him if he continue killing the innocence civilians, at the same time I have ranked him with others because their allegations are illogical, we don’t want to support parties backed by military wings like those of Hezeb Allah in Lebanon. If you want to be a politician fight politically but not militarily. I think you don’t understand my terms, but again I can ask you as you support these militias, and called national army militias. Be mature enough to measure things like a grownup person.

I fail to find any substantial logic or common sense in your arguement that an individual can just take up arms simply because he legitimately lost an election etc. etc. Such crude assessments are intended to cover up the reality and qualifies you to be giving some blind tribal backing to mr. Kiir. Is it in the spirit of good leadership or south’s good to: 1. Dismiss opposition parties 2. Arrest someone who have voluntarily ends his rebellions. Can you now agree with that kiir Is encouraging rebellions. military wings? I don’t know the party of athor or Gatdet or yau yau, I take them as soldiers fellow liberators not politicians for everyone was once with khartoum including mr. Kiir.     thank you because you have understood the situation, I am not backing Kiir because I am not a member of SPLM. What I want to communicate always is that SPLM is not Dinka, not the SPLA is a dinka army. All these are national movement which overlap one another, and that’s why many southerners are struggling to make it possible that the two have to be separated due to the confussion they make. You are right in the way the GoSS is leading the South, which should be address politically. The mistakes that Goss commits in the south are not to be generalize on the Dinka as a tribe, but on the party who nominated Kiir and his members of GoSS to go for election which they won. GoSS is comprises of different tribes in south Sudan, but many people including you forget that the corruption in the south is an issue which run in the blood of many government officers, both Dinkas and non-dinkas. This should be address if we have strong non-tribal parties. concerning the issues of combating other parties, it is not the right of anyone in south Sudan to reject to register any party except through a system which will be determine by constitution. My allegations concerning the on going rebellion comes from the two rebels Athor and Yau Yau they went to war because they thought that the election was rigged which is just an assumption not a truth, that cannot let someone to fight his people. He can either go to court to approve that he is right, or the other will prove him wrong, why would they both go to war against GoSS? Concerning, Tanginye his case is totally different because the amnesty issued by the GoSS president can be used by his lawyers because it is still valid, and the head of the government should prove himself that he is true to his words, if Tanginye is taken to Court.
    I hope we should not encourage violance, but peaceful means so that we can make many southerners back the parties that we support. I like the insistence of Dr. Lam Akol to compete for the GoSS presidency (although I don’t support him), his followers faced grave opposition, and some of them now are in Parliament. Has he given up? no, has he took arms against the government? no, and I think he will do well in future election. Long live southern Sudan.

    Madut Tong, ”why would they both go to war against GOSS?” very good question, I don’t know much about yau yau but some one like athor or Gatdet would certainly takes up arms against anybody if he felt that his right has been denied the same way they took up arms against khartoum and fought for freedom of this country just like anyone else. Lam on the other hand is more a politician, perhap he was even content with the election outcome. We all know quite well that leadership is about acceptance. If you impose unacceptable individuals as rulers on people then there is no peace but resistance. Look at all the fighting in Bentiu, Jonglei and malakal not to mention corruption. You can not find them anywhere else in south sudan. Is it because people of greater upper nile don’t love peace? No, they are simply resisting. Can kuol unite the deeply divided Jonglei? Do upper nile really recognise simon kun as its rightful governor?
    Does Bentiu elected Taban? The answer is no It is also clear that not all Dinka are beneficiaries of mr. Kiir’s corrupt system but…. We should not also be unfair to yau yau and the like or else we are setting ourselves on fire. Someone like tang who turned himself in for the sake of peace just to be incarcerated, what message are you sending to athor? Not reintegrating his soldiers, aren’t you favoring ncp? Asking opposition parties to leave an important draft talk. What democracy?
    You will certainly agree with me that we took up arms against khartoum in demand of democratic change, self determination and freedom. So why do we have to deny it to ourselves?
