S. Sudan leader rules out war with the north over Abyei

May 26, 2011 (JUBA) – As tensions continue within Sudan’s disputed Abyei, the South Sudan leader, Salva Kiir completely ruled out a return to war, instead urging the north the withdraw its forces from the oil-producing region.

Speaking at his first press conference in the capital Juba, since northern forces seized the region, displacing thousands of the population, Kiir said the south, under his leadership will remain committed to the full implementation of the 2005 Comprehensive Peace Agreement (CPA).

“South Sudan will not go back to war. It will never happen under my leadership and I have said this before,” president Kiir told journalists at a well-attended press conference on Thursday.

South Sudan voted almost unanimously for secession in the referendum stipulated by the CPA. A simultaneous exercise was supposed to be conducted in Abyei by its residents who were to decide whether they want to be part of the North or South in January 2011.

However, the ex-foes were unable to reach an agreement on who is eligible to vote between the Dinka Ngok, who are permanent residents of the region, and the Arab Misseriya who spend part of every year in Abyei as they seek pastures for their cattle.

On 22 May, north Sudan forces made a quick and successful takeover of the contested region forcing troops from their northern counterparts-Sudan People’s Liberation Army (SPLA) to withdraw south of the country.
Clad in his usual trademark hat, Kiir, who appeared composed also accused the Khartoum regime for its continuous provocation of the south, saying the quest for peace as stipulated in the 2005 peace agreement remains his ultimate goal in the run-up to the long-awaited independence scheduled for 9 July.

“The Government of South Sudan remains committed to peace. But let some people not interpret this as acts of cowardice”, warned Kiir, who also doubles as Sudan’s first vice president.

The ongoing incident in Abyei, he said, was a wider plot by the Khartoum regime to derail South Sudan’s preparations for its independence, which had hitherto been heading towards success.

“We are not new to this kind of provocation from the NCP [National Congress Party]. Their invasion of Abyei should not be viewed as an isolated incident, but part of their plan to cause havoc in the region ahead of independence,” he said.

According to Kiir, the pending issues in Abyei can only be amicably resolved if both parties, which were signatory to the CPA strictly adhere to the recommendations made by the Abyei border committee, as provided for within the Abyei protocol.

While he described the southern army – the Sudan People’s Liberation Army as a “disciplined” force, Kiir castigated their northern counterparts for killing its people, in addition to looting and burning houses of innocent civilians.

“How can a national army descend on its own people with such brutality to the extent of burning houses, killing civilians and committing crimes of such nature? Sudan Armed Forces have to withdraw from Abyei and their acts of criminality have to be properly investigated,” said Kiir.

The disputed Abyei area, the president reiterated, belongs to the Dinka Ngok dating back to 1905, and that the “illegal” occupants – the Messeriya, are simply “guests” who have no right to claim ownership of the land.

The international community, he urged, should intervene into the ongoing conflict in the oil-producing region. Only the Joint Integrated Units (JIUs), the president leader added, should be permitted to man the region.

Kiir also appealed to the southern population to remain calm and ensure that the events in Abyei do not scupper the smooth preparation for the long-awaited independence.

On 23 May members of the UN Security Council (UNSC) delegation, who were on a visit to Sudan condemned the incident in Abyei and said the UN Mission in Sudan (UNMIS) will probe the incident and come up with a detail assessment report. It however remained unclear when this report is likely to be released.

Western countries, namely the US, France and United Kingdom have also criticised Khartoum’s military takeover of Abyei and called for immediate withdrawal. The same message was reiterated by the European Union (EU).

    Absolutely right Mr. President Kiir. Khartoum government will never retreat unless the South strike back. Arabs in the North are like a dog. When you strike they retreat, and when you retreat they come back.

    Not long ago that the Khartoum regime seems to have forgotten that the Southern forces are still competent in both the gorilla tactics of warfare as well as the modern army’s ways of a fight. They think that your tolerant to their continues aggression is simply because South is tired of war and that it’s not ready for it should events as such occur on regular basis.

    However, I would prefer to be patience until South declared its official independence on the 9th Jul 2011.

I fought many dangerous wars in South Sudan since i joined the great SPLM in 1986 just when the war began in Bor town. If you know me then let us meet in Juba to depend our mother land Abyei from Arab regime. Again I will depend my people of South Sudan without any discourage from you my friend.

    Good on you guys for all comments you made to accept Kiir’s cowardice decision. But don’t forget that Omar and his SAF have been told to withdraw from Abyei but they said no; also Omar in his speech, mention that he will continues to fight up to 40miles until Torit town.
    Sudan People Liberation Army (SPLA) used to run away when they are facing war because of they don’t have income due to corruption.
    Torit is going to be reach by SAF who get enough or full payment monthly.

    Chief Prosecutor come and arrest this criminal President Omer Hassan Albashair because his time in Sudan is over, Al bashair`s seven counts for war crimes are enough for international criminal court.
    That man, AL Bashair of Sudan is right to deserves death panelty accordings to his bad crimes against humanity in Sudan`s Western Region of Darfur.
    finally, south sudan government agreed only 3 percent of oil allocated for North Sudan`s Pipeline and stop.

    If Peter Gadet is bad as he is, point figure to Peter Gatdet alone, not Riek Machar, Taban Deng, James Hoth, Gatduel Gatluak etc.. remember Dr. John Garang`s speech 1991-1997 and so forth he did n`t generalized the case to all Nuer, Dr.John Garang used to say those of Kerobino Kuanyin, Riek Machar and their followers.

    Yes, it is a courageous step no for war. That is great.It only brave people call for peace.

    I agree if the SAF is burning looting this should be investigated; but equally those who ambushed the UNMIS convoy killing retreating SAF and initiating this tragic situation should be investigated.Any army should burn or loot the houses of civilians!.They are the culprit and they are guilty of starting this problem.

    The Abeyei sons millitia should be held accountable. They are responsible for spoiling centuries long friendly and brotherly relationship between the misseriya and the Denka Ngok.Many of them are interconnected and share the same blood.

    The story of David vs giant Golzhia shall be referred to in future should Bashir be a giant and Salva be David. South is not for war until the 9th July 2011. Let them take the opportunity to threaten South Sudan. We had repeated complaints over the implementation of the CPA and completion of the Outstanding issues between North and South but North had been dragging its feet in hope to disrupt referendum through South Militias, Missiriya, SAF and PDF and at the end failed to disrupt the referendum. This time Bashir believed that by instigating more provactions on Southerners the South shall avert back to war and hence, a chance for them to declaration failure on the 9th July 2011. Bashir has not studied Mathematics, Physics, Geography while in School. If he studied these subjects, he could have not have that bold and dull brain that fell short of calculations and imaginations. He is increasing more chances for him for easy conviction and be handed over to the ICC. Yes, It is OK with us to be independent without border demarcation. This will amputate the North at both legs (South Blue Nile and South Kordofan). Let Bashir keep declaring war to South.

    What Bashir did 21st May 2011 of launching deadly attack on innocent civilians is the same when he declared “Jahid” on the People of South Sudan when SPLA gained strength from 1994 till the time when the permanent cease fire was signed after SPLA launched smart attack on “jalaba” in Torit in 2003.

    Thanks for the speech, all your doing is for today and future for South Sudan generations, I beleive Bashir knew you better that halawa in Khortoum, in those days of war you were that wild beast that Bashir afraid ever in his life time, ignoring war against Bashir doesn’t mean that your coward, we know you and we beleive you, congratulation, Khortoum will be in double fear after the 9th/7/2011. I will be ready to fight if any creature try to step onto your toes, Abyei or other part belong to South.

    Those hungry vultures defecting to Bashir will also face thier own time sooner.

Never make a mistake to blame kiir, he should by the way go to khartoum and kneel down before El bashir to beg his mercy and prove to him that he and the abyei crooks had dropped abyei from the draft text!
    Who is now going to fight the north? All the money to pay our soldiers have been stolen, civilian houses are being burn by his Dinka spla tribal militia to impose his tyranny on them, that is his war. Now he is trying to blame SAF for the same act. Shouldn’t the ICC also indict him?

    You remember when GOSS President said last year that Sudan is approaching a cross-road. And when a country is coming to a cross-road, rules must be carefully observed. NCP has not and will not play by the rules. Can you imagine how the Abyei’s incident occurred?

    Omer Hassan Al-Bashir has intentionally violated traffic law when he was driving a car called “Abyei Transferred To South Kordofan” (ATTOSK) by mistake and GOSS President was driving a car called “Historical Owner of Abyei” (HIROA).

    Traffic police (UNMIS) were there directing traffic as usual. When GOSS President approached the cross-road from the right, Bashir was already on the left, directed by the traffic police to cross safely but another unidentified driver approached the same crossroad. Upon seeing Bashir, the driver shouted “Freedom Oyee, Southern Sudan Oyee, Abyei Oyee” Bashir immediately slammed into the car of GOSS President, attempting to smash it intentionally. When the traffic police (UNMIS) asked him “why did you break the rules, you were given green light to cross to the other side?” He responded “Kama Mbaya-Mbaya,” looking ostensibly at the driver who sped off.

    Sambweyo was astonished upon hearing the sad news. Bashir said it was not his fault for mistakenly hitting the car of GOSS president but the other driver’s who has already left the scene. The traffic police (UNMIS) asked Bashir, “Who was that driver?” He answered, “South Sudan police or SPLA”, struggling to describe the identity of the driver that may or may not look like south Sudanese police or an SPLA soldier.

    The question is, was the “shout” used as an excuse to hit GOSS President’s car? Until today Bashir could not identify the driver who uttered those words that he does want to hear and made no apology to the damage done in Abyei as usual.

    He doest not like the rules based on recognition of Abyei and its indigenous citizens.
