North & South Sudan agree to form joint committee on Abyei

May 30, 2011 (KHARTOUM) – The ruling National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) agreed on Monday to establish a joint committee that will look into ways to defuse the crisis that erupted this month over the border region of Abyei.

The announcement was made following discussions between the Vice President of South Sudan government Riek Machar and his Northern counterpart Ali Osman Taha in Khartoum today.

“We have the full political will to resolve the Abyei problem in a peaceful manner and we assure to our people that the South will never return to war with the North because of this crisis because we are able to overcome and resolve it,” Machar told reporters in Khartoum.

However the senior Southern official acknowledged that he failed to convince Khartoum to pull its forces out of from Abyei.

“During the meeting we have reiterated the [Sudan People Liberation Movement] SPLM position calling for withdrawal of the Sudanese army from Abyei. We have reiterated our commitment not to return to war and demanded that the UN peacekeepers remain in Abyei and the popular consultation areas in Blue Nile and Nuba Mountains,” he added.

“We agreed to form a committee but Khartoum has conveyed to us its refusal to withdraw the army from the region without reaching a comprehensive agreement on it,” he said.

The Sudan Armed Forces (SAF) overran the oil-producing region over a week ago forcing Southern units along with residents to flee inside the South’s borders.

Khartoum justified its takeover of Abyei by saying that it was in retaliation to an ambush near the region blamed on the Southern military groups. The SAF convoy that came under attack was escorted by peacekeepers from the United Nations Mission in Sudan (UNMIS).

Widespread fighting and looting forced around 40,000 people to flee down muddy roads without their possessions. Entire villages were emptied and set on fire international organizations say.

The United Nations says at least 15,000 of those displaced are now living in the open in Turalei, some 130 kilometers (80 miles) south of Abyei town.

The 2005 Comprehensive Peace Agreement (CPA) promised Abyei residents a referendum over whether to join north or south, but that did not take place as neither could agree who was qualified to vote.

The South already voted last January in a separate referendum in favor of secession which will become official next July.

The United Nations Security Council (UNSC) along with Western nations have condemned the SAF military takeover and called for immediate and unconditional withdrawal. Furthermore, they urged Khartoum to reinstate the Abyei administration that was dissolved by president Omer Hassan Al-Bashir following SAF’s move.

The officials in the North have given conflicting remarks on the endgame with regards to Abyei with some saying that SAF will remain until new security arrangements are reached while others insist that the army is staying until the long-delayed referendum takes place.

Today the Sudanese army declared that it had appointed Brigadier Ezz Al-Deen Osman to be in charge of Abyei.

“He is not a military governor. But the government has given him the task of administering the area before the new administration is appointed,” SAF spokesman Al-Sawarmi Khalid Sa’ad told Agence France Presse (AFP).

Machar said that the South rejects the appointment of the “military administration” stressing that it was not capable of resolving the “humanitarian disaster in the area.”

“The people who have been displaced from Abyei have no confidence in the Sudanese army, and they will not return,” he said.

Another topic discussed during the two vice presidents’ hour-long meeting on Monday was the fate of UNMIS peacekeepers in the north.

The Sudanese foreign minister Ali Karti wrote a letter to the United Nations Secretary General Ban Ki Moon affirming that his government wants UNMIS to leave by the end of its term on July 9th.

Machar said that the North rejected the demand of the South for peacekeeping troops to remain in the north after the separation becomes official next July. He argued that the UN force was needed even more post-July in Abyei as well as in the northern border states of South Kordofan and Blue Nile, both of which have strong links to the south.

The SAF gave SPLA until early June to withdraw its forces from South Kordofan and Blue Nile before intervening by force to make that happen.

The two areas are inside the north’s territory but are home to thousands of fighters that fought against Khartoum during the last civil war. They lie near a 1956 internal border drawn shortly before Sudan became independent.

“We are committed to imposing security and law north of the 1956 line, and we will not permit the presence of any forces on northern land,” Esmat Abdel-Rahman Zain al-Abdeen, chairman of the northern joint chiefs of staff, said last week.

Officials with the southern ruling party, known as the Sudan People’s Liberation Movement (SPLM), say troops in those areas are northerners, and so Juba cannot ask them to withdraw.

“Even if we told them, ‘Come back,’ they would not accept to go to the south, because they are foreign there,” Machar said.

Popular consultations are planned to decide the two regions’ relationship with Khartoum, but they have yet to take place. Machar said joint north-south military units should be allowed to operate in the regions until consultations are held.

Analysts say the northern government could be trying to secure a strong bargaining position in talks over oil-sharing and other issues ahead of the split.

“They [the north] are trying to corner the SPLM. They are putting the SPLM in a very difficult situation in Abyei, Southern Kordofan and Blue Nile,” Fouad Hikmat of the International Crisis Group said.

ETHIOPIAN PEACEKEEPERS

Western officials have revealed to New York Times (NYT) that there are behind the scenes efforts to bring in Ethiopian peacekeepers into Abyei to act as buffer between the North and South.

“We need something quick for Abyei, and the Ethiopians are it,” a Western diplomat said Monday.

Under the proposal, the northern army would withdraw from the Abyei area in the next few weeks, and in their place would come thousands of Ethiopian soldiers until a permanent solution could be reached.

Ethiopia is seen as a neutral player in Sudan, trusted by both northern and southern leaders.

Publicly, northern officials have said that Abyei is part of the north and therefore they do not want any foreign country deploying troops there.

“We will not accept this,” said Rabie Abdel-Aati from the NCP. “Maybe this is something under discussion. There have been many discussions, but no decision has been made.”

But one Western official who works closely on Sudan issues said “privately both sides have bought into this.”

Col. Philip Aguer, a spokesman for the SPLA, said, “the government of southern Sudan is negotiating, and definitely the SPLA will welcome Ethiopians as part of the U.N. mission in Sudan.”

Western diplomats said that the Ethiopian proposal was the only way to quickly de-escalate tensions in Abyei, and that Ethiopia was prepared to dispatch troops in the next few weeks.

The mission may be run under a regional body known as the Intergovernmental Authority on Development (IGAD), which consists of Ethiopia, Kenya and several other east African nations. Or it could possibly be connected to a United Nations mission, similar to the arrangement in Sudan’s Darfur region, where the United Nations and African Union jointly run a large peacekeeping operation.

Western diplomats emphasized that the details of the Ethiopian proposal had not been fully worked out and that negotiations were continuing between northern and southern officials over Abyei and other disputed areas.

UGANDA CONCERNED ON ABYEI CRISIS

The Ugandan government expressed concern that the situation in Abyei could escalate into a full blown war between the North and South.

“We have asked for restraint. Abyei should be handled in a diplomatic manner rather than conflict,” Ugandan International relations minister Henry Okello Oryem said.

“If we allow the situation in Abyei to turn into a war, it can escalate into a civil war,” he added.

Oryem suggested that the return to war would have an impact on other countries in the region.

“There will be re-emergence of refugees fleeing into Uganda, Kenya and Ethiopia,” Oryem noted.

He disclosed that Ugandan president Yoweri Museveni spoke to South Sudan president Salva Kiir, Ethiopian Prime Minister Meles Zenawi and Kenyan President Mwai Kibaki to discuss the fallout from the crisis in Abyei.

He said Museveni had also talked to the Ethiopian Prime Minister, Meles Zenawi, and the Kenyan President, Mwai Kibaki, over the matter.

“We are asking the governments of Khartoum and that of Juba to be patient,” Oryem said.

    Remember not long ago that the man, who is now pretending to run some sorts of fury-tail affairs, betrayed those he now claims to be serving.

    For those people who just run and congratulate Mr Riek for the agreement must put in their mind that the comphensive peace agreement was nogotiated without Riek and it work, so for your information, you must award all the term who has done the job since mr Riek is not the only one who broke this fake and bias agreement, otherwise if you think Mr Risk should be reward for leading the teme to negotiation then Kiir would be the one taking all rewarded for everthing good happend in south because nobody is over Kiir,

Arabs must admitted that southerners are more capable in around table talk as it draw both parties to the peaceful solution for Abyie crisis. The last 21 years of civil war end with no terrible defeat from either both side.

    We are waiting for South Sudan’s independence on 9-July and then see how we will deal with those Devils.

    Dear readers,

    It seems that the two vice presidents reached a point which can be a starting place to some sort of an agreement. But how far will that go since one of them is taking hold of the region which was supposed to be monitor by the Joined Integrated Units (JIU), and the UNMIS, beside the administration of the region. Now the NCP has already rejected the idea of withdrawing their Army from the area, isolated the area from the south by destroying the kiir bridge, and appointing one person to administer the region. I don’t believe that the government in the North want to reach an agreement with the South, they are just playing political games. Through these games they will try to achieve their agendas if the delegation of the south is not much stronger. I believe that Dr. Riak can do it, but need more support from the ground. The NCP will be seen as sincere only if they withdraw their troops outside Abyei region, then the committee will be free enough to do their job. Long live United South Sudan.

    Surely everyone who accesses this web site know quite clearly that you are suffering from Riakphobia. Naturally you are just an child/man of misfortune not only to your parents/family but to the whole of South Sudan. Honestly speaking @ what age will you learn to be appreciative of realities. I now know that the only thing you appreciate is probably food coz it keeps you living. This is exemplified in the fact that you are so quiet to criticize those who channel food to your stomach on daily basis.

    I am quite optimistic that you are not green of the many happenings during the liberation struggle but you chose to conceal others coz the ones who did it are currently your food basket. How about the reference to Kuol Manyang during the bush war as “THE BUTCHER OF EQUATORIANS”? What is your take on this and when do you intend to critic it?

    I have always told you that the popularity of Dr Riak is rising by the day on the eyes of the Southern elites as you waste time levying your baseless criticism of him. I am not in any way saying Dr. Riak is as clean and pure as Jesus Christ, but if you talk ill of some one irrespective of the good the person does, it only helps show how threatened you are by the guys prowess.

    Big up Dr. Riak. Keep advocating for peaceful co existence in South Sudan, for I know that one day every war monger will dance to the tune of peace.

    It seem that you are not in mood because I have seen you many times that,you do always parallel to people,but I don;t even know if its low thinking capacity or?
    Whom do you thinks that,can do that job if its not Dr.Riek as the Vice President under GOSS Office? I can’t blame you maybe you don’t even know the roles/functions of Vice President in any country apart from South Sudan.

    Please this Sudan Tribute is well organized and all the people are looking to overcome the situation of our citizens who are suffering in Abyei for mistreating them by Arabs in Abyei.Your comments doesn’t make senses to people of Southern Sudan otherwise rectify your minds to learn what so called good communication skills.

    The term Dinka Dominated SPLM doesn’t bring any profits to all Dinka likewise to rest of people since its just a name that you have created to borrow/get some money from your Ministers that you have good name who recognized Dinka as the real citizens in the Country,shame on you.

I am seeing it from different prospective that NCP has planned Abyei issue in a very high tech which will definitely drag two sides into war. The fact is that, nothing can be gained when South go back to war with the North. Let’s work for our further welfare of two independent countries instead of endangering future generations.

    This shows not only the People of Africa but the whole world that, Dr. Riek Machar is the only capable leader alive in the South that the NCP led government can listen to and respect.

    How many times Salva Kiir went to Khartoum and meet Omer Albashir about all the violated incidents and non-have been honored so far. in fact, North invaded the very Abyei that Salva raised in the Presidency no long ago.

    Bravo! Dr. Riek Machar! you are the only capable and visionary leader for this time. Now, the world know who to turn to when there is a crisis. Salva Kiir should learn a lesson or two about this man, that to be an effective and respected leader you do not need to be brave when fighting your own brother but being brave to go to enemy teritory and confront him head on in his backyard. not hiding far in Juba while ordering Military escalation on your own brothers who are willing to sit down and have a peaceful resolutions on your differences with them. because, when the heat is on, those brother like George Athor and Gatdet Yaka will be the one the room with you to rescue South Sudan from the up coming TSUNAMI! please, reconcile with your brothers don’t listen to those Bilpham Generals in Juba. they are just enjoying the positions you have given them not the fighting. with only few exceptions most of them are just political novice not fighting Generals.

    Border agreement signed by Nhial Deng Nhial( defense minister who never led troops to a battle field) and Salva Mathok(an inlaws of Salva Kiir) who stole in an excess of 200 milion dollars from innocent soldiers salaries during his time as deputy chief of staff in the army now a so called security adviser on SPLA affairs is just a waste of money on the trip to Addis Ababa and time.

    All will be violated and Nhial Deng Nhial knows this very well, because he has signed one with the North Sudan before but all were violated.

    Unless Dr. Riek Machar is the one signing it there will be not respect from th North of any agreement signed by those food hunters and looters of the South Sudan resource!!!!!

    please choose your word properly because some word will refflect back who want to khartoum during the war,

No, that is absurd because the very people you are trying to show allegiance to, are unfortunatetly the very one that blames everything happens in Southern Sudan on you. Those Dinka clique in the GoSS syindicate are tiredlessly working day and night on how to eliminate you but I am sorry to say that you are either too blind to see or your reasoning is very weird and ridiculous otherwise.

    Dinka clique in the GoSS-SPLM syndicate are holding you accountable for every wrong thing happening in southern Sudan right now, ranging from Peter Gaddeit and Gorge Athur’s rebellions against SPLA militia wing of SPLM syndicate to the worsening relations between SPLM syndicate and NCP party plus their alleged Bor masscare. Regardless of all this you are still unrealistic about the risk you are running by working in that hostile environment.

    They always like to use you when they need you and yet they don’t respect or even listen to your words. where is General Tanginyae right now? he is being illegally detained as an scapegoat for the alleged Bor masscare right, regardless of the fact that you was the one that convinced or persuaded him to give up his rebellion and join SPLA militia, then why are they disrespecting you and continue with their unlawful detaintion of Tang while they expect you to be respected by northerners and resolve their differences? if I was in your place, I would have resigned since then, because you are just occupying the space of the vice presidency without any power whatsoever.

    Look at Dr Lam Akol , a man who does’nt joke about his pride, a man that does’nt like humiliation, now he is standing tall against SPLM monoploy of southern Sudan regardless of many attempts by the SPLM syndicate to assassinate him or his aides but he is still not giving up the fight he is gaining respect among southern Sudanese and among northerners themselves because he refuses to be additional like you sir. Please Dr Reik resign and restore your pride because it is not worth to sell your pride cheaply like that just for the sake of that pathetic position.

    They emotioinally and carelehssly air their nonsenses against NCP on their disorganized SSTV and after that they feel shameful to face Northerners thus they resort to sending you like a small kid to clean their rubbish, please have some pride, that is absurd to see a great Naath man like you being reduced to this ridiculous one. Don’t be worthless to think you alone in the SPLM can sail the ship of peace but learn to appreciate the work of others because you will never and ever negotiate a thing since you are used to free and forced materials.What Riak did was primarily what his tenure of duty calls as VP, or you wanted to send some one from the cattle camp to shoot and raid?

    You are one in millions who have sense of honour, I agree with you about what the 2 VPs are up to but hey! Arabs are using one eye to see Machar and the other one eye was watching Aby, that becomes a hidden motives so what we need as Southerners riht now is not those worthiless comments but rather share views of how much help we can give Machar to continue the game until he lead us all in to a success. An Arab has just abused us in the net because he has read those nonsence & abusive comments by our brothers who are yet to mature in this political field. Let some good skilled negotiators be identified to join Machar for better ideas that fosters success in this struggle for total independence comes July, for us in the net we write to abuse but arabs are sharing ideas even through the fb as to how to overcome us on the table and battle graounds if applicable but God of Abraham, God of Issac and God of Jacob is our God today and as he delivered the Isrealites from the hands of the Egyptians, he will surely deliver South Sudan, do you agree with me? Can we brainstorm together to help Machar? Those who are critcs of him should look back through the 6 years interim periods and tell us what he (Machar) has sold to the arabs that belongs to the South?

    Who cares about who takes the reward Nhomlawda? What we do care most is unity amongst south Sudanese so that we will be able to face the real enemy of our people. For some of us who think Dr. Risk is their enemy should rethink and wake up for realities. North will and is the one befitting from our inner fighting and divisions. Divided, we fall, united, we stand. North is too weak for a united South Sudanese and we showed that during our voting. They were powerless to the extend of not sending their monitoring people on the ground knowing that all south Sudanese were united. Unity is power and it is our only power we will use to defeat our enemy only if we do away with tribalism and division.

    I disagree with my fellow south sudanese on the issue of North violating agreements. Sometimes it is very important to admit our weaknesses.     That’s the best analysis you have got. Why not accept the fact that Dr. Riak is a betrayer or a sell out politician. You said that KPA was thrown into the dustbin by the NCP because late Dr. Garang didn’t join hand with Dr. Riak to make it proactive. To tell you the truth, the reason Dr. Garang refused to recognized Dr. Riak’s peace is because he knew that those who signed that peace such as Dr. Riak and Dr. Lam don’t want peace, but want food and places to stay.

    How do you expect a really politician like Dr. Garang who reads between lines to be fool by arabs with a fake peace that will not yield anything at all? In reality, Dr. Machar should have consulted general Joseph Lagu as to why his peace failed in 1972. Like it often said, one person can make a different. Dr. Garamg as a smart person, he studied arab policies before he lauched his rebellous in the South and that’s why his movement brings the lasting peace in South Sudan history.

    In addition, you said that CPA was signed by the NCP because of the 9/11, which is totally irrelevant. Okay, if that is the reason then there wasn’t any crime committed by the terrorists 1997 in all over the world that help Dr. Machar to gain support or recognition by international community and other world superpowers to recognized his peace of 1997 .
