Sudan parties sign accord on border security

May 30, 2011 (JUBA) – Sudan’s two main political parties, the National Congress Party (NCP) and the south-based Sudan People’s Liberation Movement (SPLM) on Monday signed a joint position paper that governs border security between north and south.

The agreement, signed in the Ethiopian capital, Addis Ababa details the establishment of a joint political and security mechanism for the two neighboring regions, under the leadership of the two defense ministers and the chiefs of staff from both the northern as well as the southern army.

“The agreement also establishes a common border zone between north and south Sudan, which is to be demilitarized and jointly monitored and patrolled,” partly reads a communique from the African Union (AU) high-level implementation panel for Sudan headed by former South African president Thabo Mbeki.

Mahmoud Suleiman and Salva Mathok signed the agreement on behalf of the NCP and SPLM respectively, which was witnessed by the AU.

Meanwhile, this agreement is expected to pave way for further negotiations on key security issues between the two parties, earmarked to be convened by the AU panel in a week or so.

The accord comes barely two weeks after the northern army, the Sudan Armed Forces (SAF), made a quick and successive take over of the disputed oil-producing region of Abyei.

An estimated 30,000-40,000 people have since been displaced from the area, although southern officials put the figure at about 150,000.

    Signing those papers will not work unless they are implemented. How many agreements had been signed in the past but the situation is still far from security

    Better for the South to stay on alert rather than scripting a paper with the ink for things that would be violated.

    True Jur;
    Its make no sense for having many non effective signed agreements which sometimes called it “accord” when the name agreements sounded boring and useless. Better for South to stayed away from this agreement. SAF and NCP makes laughters of these agreements. They think SPLM/A a representive of South Sudanese are fooled in that manner. We have eyes and ears and therefore, there is no need to cheat us with empty agreements that are not respected by NCP.

    Dear readers:

    Border agreement signed by Nhial Deng Nhial( defense minister who never led troops to a battle field) and Salva Mathok(an inlaws of Salva Kiir) who stole in an excess of 200 milion dollars from innocent soldiers salaries during his time as deputy chief of staff in the army now a so called security adviser on SPLA affairs is just a waste of money on the trip to Addis Ababa and time.

    All will be violated and Nhial Deng Nhial knows this very well, because he has signed one with the North Sudan before but all were violated.

    Unless Dr. Riek Machar is the one signing it there will be not respect from th North of any agreement signed by those food hunters and looters of the South Sudan resource!!!!!

    Dr. Riak and Lam signed Khartuom Peace Agreement and it was violated till the two defected again and joined the SPLM/A. Do not point at any person in the South. But we believe that any agreements signed by South with North regardless of their personal background is useless.

Sudan cannot stand without the help of arabs in terms of resources, knowledge and many things. I am from south sudan and I know your significant contribution to the development of this great nation.

    It is not a bad Idea to have signed agreement with Arabs North but we must be very careful since “many agreement dishonored” said Abel Alier. So, our leaders should try really very had to tackle arabs’ tricks I know they have experiences of all problems arab had caused to us still Sudan Armed Forces(SAF) insisted today to leave Abyei peacefully therefore, let our government open two eyes on borders issues because all in all we are the victim of border disputes.

    Do you needs South Sudan to grow positively surely my brother or sister? Anyway to my knowledge Nhial Deng Nhial is a defence minister without direct lead to war one time as you narrated it in your arguement but at the moment I think enemy can’t come and find his way while rejoicing claiming the weaknesses of defence minister. Most importantly, we’ve got no war to fought again since we didn’t recover yet from that thing you know.

    Dear Southerners,
    Hold on and wait patiently and see what conerstone does Omer Bashir wants to lay-down for the issues of Abyei? Should Omer Bashir provoke Southern sudan people again, then it will not take people or world community by surprise to see Sudan become one country once more.
    If Omer Bashir forget the consequencies of war and trying to wage war against Southern Sudan people again, then This time, it will be combination of: eastern, Southern and Western Sudan population against Bashir regime should he choose to resist and regardless our rights.

    Another Salva Mathok is showing weakness to sign Borders security Agreement while, the North Sudan Army are still in Abyei what is going on in Juba Administration.?

    I am so sorry to see Salva Mathok is signing the Border security agreement meanwhile, the Northern Sudan Army are refusing to withdraw in Abyei. The Northern Sudan Army should have been withdrawing from Abyei at first before the Borders Security Agreement to be sign, but the Idea of Juba Administration to sign Borders Security Agreement while, the North Sudan Army are in control of Abyei does not make any sense to me at all. I need someone from GOSS to tell me exactly what dose they mean.? Why they leave Northern Sudan Army controlling Abyei Town and went to sign Border Security Agreement instead, they should stick pressuring North Sudan Army to leave or wait independence first.

    I did agree with the statement made by president Salva Kiir Manyardit that, we should have to wait Independence of New Young Nation Southern Sudan to be born shortly before we can see the invasion of Abyei, because the captured of Abyei was a threat to Southern Sudan security and it was also a way of abusing Abyei civilians as a human being and their grand of grand parents lived in there for million of years I don’t get the meaning of Borders Security Agreement when the North Army are in Abyei.

    I am a purely Dinka of Rek and I do not wanted a person who is so weak to lead us to a shameful nation. How do these leaders in GOSS feels about the case of Abyei when these North Sudanese Army had captured Abyei and burns down the civilians houses and now the SPLA senior Official is signing Borders Security Agreement with North Sudan who have been repeatedly refusal to withdraw when V.P. Dr. Riek Machar Teny asked them to withdraw in Abyei. Dose Juba Administration don’t feel any thing in the walked of capturing Abyei District.?

    Reminding GOSS Officials, the way Abyei was been handle probably it is going to deny anyone who will be seeking relecetion in the coming years and I want all Southern Sudanese people to write note for Abyei. I said, early in my comment that, if any leader show weakness on the Abyei case then, that person must face a seriously Impeachment without any question. Again, I have no problem to wait Independence of Southern Sudan to be announce first then, looks the possibility way of answering the threaten made in Abeyei by North Sudan Army but I have absolutely problem with those in GOSS who rushing to signed Bordering Security Agreement at the time when your citizens are homeless wondering asking themselves questions, where are our leaders for this matter.

    After Southern Sudan Independence, I would like to see Southern Sudanese looking for different people to lead them a part from all these weakness leaders who assume to be on the Top and seem to have nothing in their minds. I whish Southern Sudanese should find people like Piny Deng Majok, Oyai Deng Ajak, Kuol Manyang Juuk,Paul Malong Awan Anei, pagan Amum and many others Southerners Sudanese who have a good recrods in the SPLA field. There is no any doubt in my mind that, these SPLA men are so bravery Army only those in the Top leadership in GOSS are become more problems, more confusion and more doubtful to judge on their abilities on how to lead Southern Sudanese people during the bad time like this Abyei issue.

    I want Dinkas and the Nuers to understand very much my point, because these two tribes, they are majorities in Southern Sudan following by many others tribes. We are not going to cover up people who will bring us a shameful to the people and the nation as well. Both president and his V.P. are all being observed to be really too weak in term of tactics when a leader must be a thinker and thoughtfulness person eventually, they can not and they will not be able to defending Southern Sudan nation during the crisis as we have seen now in Abyei. In Dinka society and also same as well in Nuer, the weak leaders are not supposed to lead people or the community and I think we can apply same thing in GOSS. I think Southern Sudan nation need people like Piny Deng Majok and Oyai Deng Ajak no matter even if you are from small tribe and you have a bility to defens nation and treated people equally then, you will be qualify for Southern Sudan president to lead Southern Sudanese people. I want Southern Sudanese not to forget this point because it is very important to put a leaders who are capable in political forces and also have an Idea in Military to defens nation particular when your country lack for something you have to elected the smarter leader.

    I’m not going to waste my time to answer silly questions and lies.

    CPA is xerox copy of KPA full stop!

    With 9/11 there wouldn’t have been a CPA in the first place.

    KPA was signed with out 9/11 and it was difficult to implememt because the U.S didn’t have 9/11 back then and John Garang was busy sabtaging the peace and didn’t want to joined hand with his brother and face the common enemy together.

    it would have made a lot easier had Dr. John Joined hand and he didn’t have to go to Khartoum with troops to do that.

    Now, CPA was brokered by the United States under the Midiation of IGAD. but it wouldn’t have been possible with out U.S forcing Dr. Garang to reconcile their differences with Dr. Riek before before any signing of any document.

    United States knew very well, that without Dr. Riek the CPA wasn’t going to be signed let a lone its implementation the the same as it was with out Dr. John Garang KPA implementation was not going to last long full stop!

    You are a cyber warriors! Abyei is in the hand of Jallaba. but Salva Kiir is too scared to go to Khartoum and face the man himself(Omer). but he is happy drawing salaries and being called the first vice-president of Sudan(the real vice-president is Osman Taha).

    Dinka (Kiir in particular) are just bunches of liars and cowards. even Musevini knows who was doing the fighting( that’s why he asked Dr. John Garang) one time that you are claiming to be the Majority but the front line warriors are Nuers and other tribes. you with your majority tribe seemed to be Good on propaganda on the world media” True story!!!

    Border issues of three transitional areas of Abyei, Southern Kordofan and Blue nile are clearly state in Comperhensive Peace agreement. If both parties were to abid with them there could have no any other agreement concerning the borders.

    I am wondering why we do n’t see things from their prospective or does it mean we have no supernatural ability of detecting things that cannot be handle peacefully. i am personally dissapointed with the ridiculous takeover of Abyei by Sudan Arm Forces (SAF).I donot know who to blame either SPLA admnistration or commanding officers in the field.
