Jonglei: Pochala county commissioner resigns

May 31, 2011 (BOR) – The commissioner of Jonglei state’s Pochala county Okello Didimo Oriek has resigned, after enduring low approval ratings from the community, Jonglei governor Kuol Manyang Juuk said on Tuesday in the state capital, Bor in South Sudan.

“There was expression of discontent by the population in the commissioner,” said Jonglei state governor Manyang at a monthly inter-agency meeting at Jonglei’s council of ministers.

“The commissioner resigned and we have accepted his resignation. We commend the spirit with which he conducted himself,” governor Manyang added, without disclosing what caused Okello to leave office.

Pochala county is one of the 11 counties of Jonglei state that is not accessible by road from state capital Bor much of the year. A visit of Jonglei state officials to Pochola on November 29, last year was met with protests from school children who held banners demanding the state government to construct roads, build a secondary school and provide a mobile telephone network.

In early May, local protests were reported against Okello, describing him as a man who doesn’t listen to citizens.

Road construction between Akobo and Pochala has commenced according to state official today at a meeting today. The inter-agency forum that brings international non-governmental organizations (NGOs), UN agencies and the Jonglei state government sits once in a month to review progress made after previous meeting. It is co-chaired by the directorate of South Sudan Relief and Rehabilitation Commission (SSRRC) and the Jonglei state governor.

During the Tuesday meeting in Bor governor Manyang talked of improved security situation in Fangak and Pigi counties in the northern part of Jonglei state where the South Sudan army (SPLA) has been battling renegade Gen. George Athor.

Athor launched a rebellion against the South Sudan government after he lost the gubernatorial election against Manyang in April 2010. Peace talks have so far failed to find a resolution to the conflict.

At the meeting governor Manyang announced his intention to visit the recovering counties in the near future.

He also revealed that forces loyal to Gen. Gabriel Tanginya who clashed at Kaldak with the SPLA have begun to integrate into the southern military. In April the SPLA claimed that they had killed 57 of Tanginya’s forces in clashes that occurred while his forces were supposed to be integrating into the Southern army.

The NGOs present at the meeting committed themselves to continue support in areas of need particularly on humanitarian issues.

    I thanks the outgoing commissioner for accepting the people’s call. He has chose not dictate the democracy path but to accepted it for the good of his people and that alone clearly tell who he is? And now it’s upto the governor to choose the successor and he/she must be acceptable to the people of POCHALA COUNTY.

    Nyuak energetic youth are lazy to work and they demand good Commissioners. It is when people work when things improve. I was there since 1990s and my last trip to Pochalla was 2004. Youth do not like to work. Roads are poor or not exist. All youth flow to Ethiopia for gold mine and when the get money the stayed in expensive towns. Change the commissioner and change your behavior from laziness to hardwork. Change Pochalla environment. It is a good place to live as compare to other places in South Sudan. Good for the commissioner to resign.

    I think you are such a stupid to call all Anyuak’s youth lazy, and at the same time you said they are working in the gold mines in Ethiopia, I think you’ve just proved to everyone that they are hard working people to go and look for work. The Gold mine you talking about is in Anyuak land and Anyuak people have the right to move and work freely in their homeland.

    Tell us where in South Sudan that the people of counties have build their won roads? Commissioner resignation shows how civilize he is and his community as well, your community should learn from him and his community. The Anyuak people are the only tribe in South Sudan which did not use guns to get their right, because we believe in democracy and peace.

    Your piece of advice is to the point.
    Our people believe that governments (GOSS and states) will provide food into their tukuls but they are wrong. A lot of works e.g. road work, building, cleaning, guard services, selling in market places and many other informal jobs are taken over by either East Africans or northerners but our people are lazing around doing playing throughout the day seven days a week throughout the year or perform their traditional duties of raring animals and insignificant farming.
    We did not fight the liberation war to toil against in raring animals we usually get little out of them but to caputure all avenues of wealth creation including raring those animals for profits or wealth creation.
    Laziness is now a disease in the whole of South Sudan not Anyuak area alone.
    Something must be done to discourage this culture otherwise we are doomed to failure.

    Hey Guys,

    I would appreciate if you respond to the comments professionally to potray good image of Greater Jonglei coz we are famous of being democratic socially, economically and politically in the whole of Sudan. But remember, raiding is a culture and tradition of pastoralist where-ever you go worldwide so don’t pop in a talk of raiding coz we the Jonglei residents will soon come up with a peaceful solution to it as its said “charity begins at home” we love peace a good governance.

    I am happy with Okello Didimo Oriek for his willingness to tender his resignation according to community’s demand. That is a quality of being a good and sound leader, you are a democratic hero Okello! Keep that spirit in you no matter what! Indeed, its my first time to hear any of GoSS leaders willingly resigning without taking arms. Let other leaders who are greedily glued to jobs that they can’t manage learnt through you and I am sure the same community will call you back for the duties to execute.

    Regarding the youth being reluctant, I a gree with my friend who mentioned this but it wasn’t wise to point a finger on some tribes or clans. Infact, our fellow brothers like playing cards and dominoes whether they are working or not but this shouldn’t be a tradition.
    Gier Chuong Aluong one time banned tea taking during working hours outside the offices within the Ministries in Juba and this was followed, our youth need to be innovative and think big about the future of new generation coz idle mind is an evil one and that is why raiding and tribes/clan clashes are common practices among us…..watch out! Its time to put HEAD in use, in other words its Health, Education, Agriculture and Development – through these will can achieve peace.

    I am proud to be a born of Jonglei State no matter the weird ideologies of some individuals within the state.

    Thanks to all of U and let’s respect ourselves while commenting because,we are here to exchange our ideas and hears what is happening on the otherside of the country

    Great former commissioner, U have shown the whole of South Sudan what one can do when his people are not satisfied with him or his work like that,U will do amny other things a head when asking your self,as U knew very well where U had differences with your subjects.

    My God, our 2 leaders should learned from U and Dr.William Kon Bior who resign in 2006 before Nhial Deng Nhial as Unders secretary for ministery of Legal affairs and constitution development.
    1- Mama Rebecca Nyandeng De Mabior as Minister of Roads in
    the South.
    2- God of Bor community Papa Kuol Manyang and the current Governor of our beloved state and because of them the most heated state of Jonglei when he was a Minister for Roads in the GONU in Khartoum, for not completing the small section of the road from Panwel to Our beloved town to be in Bor town though it look like big village at the moment time will come when all of them will account for their deed and the properties of innocent people who don’t know their right are brought back in shame one by one even if John said no,they will regret all this.

    3- Our beloved president should resigned after 4 Years from July 9th 2011,so that we can see who will bring our looted properties back by all the people he know and as it is his culture not to be in problems with people,we accept and you will hear how that is going to be initiated, we shall be very serious with that our Boss and most of them are making new plan to creat businesses now but they are nown your Excellency.

    We better tell our selves the truth not always I know while nothing is done Thanks,our fathers will asked U one day why are U doing things like this, we did not die and leave U to for get our families and sing our names in occassions as librators while your relatives and the enemies enjoy our blood,make good security, build roads, schools,Hospitals,Agriculture and so on.

    Deciving the president is not good, Kiir people are tied of U in the name of God or else be ther by force untill time come.
