SUBJECT: THE SPLA COMMITTED WAR CRIMES AND CRIMES AGAINST HUMANITY IN UNITY STATE OF SOUTH SUDAN

Excellencies,

The undersigned members of Nuer community worldwide are hereby appealing to the world nations to authorize International Criminal Court (ICC) to launch an investigation on heinous crimes the Sudan People’s Liberation Army (SPLA) committed against the civilians of four sub-counties of Bul Nuer of Unity State of South Sudan. On May 20, 2011, Mayom County commissioner, Charles Machieng Kuol, revealed to the international media that after the South Sudan forces attacked rebels at four sub-counties of Mayom and Mankien, the SPLA army burnt 8,000 civilian homesteads to ashes. Sixty five children, elderly women and men who had disabilities and were not physically able to escape were burned alive. The SPLA soldiers also killed the livestock and shot at every civilian who attempted to escape. It is reported by village chiefs that the SPLA shot to death more than hundred civilians who tried to escape. All these reports were corroborated by the United Mission in Sudan (UNMIS) after visiting the area.

It’s our duty to bring to the attention of the international community that since the SPLA army embarked on fighting the rebel forces of Maj. Gen. Peter Gatdet in April, the South Sudan’s government forces have committed so many atrocities and crimes against the Bul Nuer civil population which warrant international investigation. The international community needs to know that when Maj. Gen. Peter Gatdet rebelled against the Government of South Sudan, the SPLA army started to target the Bul Nuer because he hailed from that clan. The mistreatment of Bul Nuer civil population reached a deadly intensity in the beginning of May when the SPLA army engaged itself in burning villages they inhabited under the pretext that the villagers supported the rebels.

As part of its policy to destroy the livelihoods of Bul Nuer, the SPLA army assisted heavily armed Dinka cattle rustlers from neighboring Warrap state to attack Mayom County rural areas between 12—20 May, 2011 and took more than 23,000 cattle. So many civilians were displaced and left without any livestock to feed their children. In all attacks conducted by armed Dinka militias from Warrap State, the SPLA army assisted them instead to intervene to protect the civilians because the Governor of Unity State ordered the army to punish the entire Bul Nuer for the fact that Maj. Gen. Peter Gatdet hailed from that clan. Besides, Lt. Gen. Taban Deng Gai, the Governor of Unity State, rejected the request of Mayom County Commissioner for emergency humanitarian aid to save the lives of civilians displaced by the SPLA army and Dinka militias of Warrap State.

Excellencies,

Since the end of the 2nd World War, the international community—through the international tribunals tasked to prosecute war crimes—established a number of principles to bring to justice those who perpetrated heinous crimes against civil populations. In the Nuremberg trial, the international military tribunal established a principle that war crimes are offences against customary international law and as such are subject to universal jurisdiction. A UN International Criminal Tribunal was established in 1990s in Arusha, Tanzania, to hear cases arising from the atrocities carried out in Rwandan genocide of 1994. Since then, it has become part of international criminal law that the international community has a responsibility to investigate genocide, torture, rape, murder, crimes against humanity and breaches of the 1949 Geneva Convention.

The tactics the SPLA army is using in punishing the civil population of Unity State is reminiscent of what the Rwandan government did prior to 1994 genocide by punishing the Tutsi civilians as a result of rebels’ advances. The SPLA army targeted the Bul Nuer clan civil population because the leader of South Sudan Liberation Army (SSLA) is from that clan. This is exactly what the Rwandan government did after the rebels of Rwanda Patriotic Front captured many garrisons from the government.

The crimes the SPLA army had committed against the Bul Nuer civil population so far are crimes against humanity and war crimes in violation of the Geneva Convention. The attacks the SPLA launched against innocent Bul civilians are widespread and systematic and are aimed at targeting identifiable clan. They are not random acts of violence as some quarters have been saying but systematic acts which warrant international investigation because they meet qualification as crimes against humanity that the international community has a responsibility to investigate before it is too late.

Excellencies,

The purpose in which the international community established the International Criminal Court (ICC) was to hold individuals accountable for crimes against humanity which include extermination of civilians, torture, rape, persecution on political, racial, national, ethnic, cultural, religious or gender grounds. The SPLA army had committed heinous crimes against Bul Nuer civil population which could be deemed as crimes against humanity. Rome Statute of International Criminal Court states in article seven that crimes against humanity include torture; persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender; imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law; Attack directed against any civilian population; and forcible transfer of population.

Article eight of the said statute also states that war crimes include willful killing; willfully causing great suffering, or serious injury to body or health; extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly; intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities; intentionally directing attacks against civilian objects, that is, objects which are not military objectives; Intentionally launching an attack in the knowledge that such attack will cause incidental loss of life or injury to civilians or damage to civilian objects or widespread, long-term and severe damage to the natural environment which would be clearly excessive in relation to the concrete and direct overall military advantage anticipated; and violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture.

Therefore, the South Sudan Nuer International Advocacy for Human Rights (SSNIAHR) requests the international community to implement the following to bring to justice those who committed war crimes against the Bul Nuer population:
1. The UN Security Council (UNSC) must refer the abuses the SPLA committed this year against the Bul Nuer civil population to the prosecutor of the ICC. The Government of South Sudan condoned and participated in the atrocities committed against the Bul Nuer and could not be expected to bring to justice members of its armed forces who committed crimes against humanity.

2. The ICC should investigate the role South Sudan President Salva Kiir Mayardit played in the atrocities the SPLA army committed against Bul Nuer civil population. As the Commander-in-Chief of the army, he is responsible for ordering the SPLA to attack Bul Nuer and burn several villages.

3. The ICC should investigate Lt. Gen. Nhial Deng Nhial, the Minister of the SPLA Affairs, for May 20, 2011 burning to death of sixty five children, elderly women and men in Mayom County, Unity State.

4. The ICC should also investigate Lt. Gen. James Hoth Mai, Chief-of-staff of the SPLA army; Lt. Gen. Wilson Deng, Deputy Chief-of-Operation; Maj. Gen. Gatduel Gatluak and Maj. Gen. Koang Chuol Ran-leak for the burning of 8,000 homes and the SPLA army’s deliberate killings of more than hundred civilians.

5. The ICC should investigate Governor of Unity State, Lt. Gen. Taban Deng Gai, for ordering and encouraging the punishment of the entire Bul Nuer clan including their livestock. Gov. Taban Deng is on record for ordering the SPLA army to loot and destroy villages of civilians who refused to be forcefully relocated. Moreover, he categorically rejected the request of Mayom County Commissioner for emergency relief aid so that Bul Nuer population would die of hunger and starvation for refusing his orders to relocate to other sub-counties. The Governor has come up with policies which are based on programs of realizing clan cleansing in violation of international norms.

    Dear Nuer Comrades!

    I salute all of you in the name of Peace and in the name of Southern Sudan.

    The Proverb says “He who talks without thinking is like he who shoots without aiming”.

    The SPLA forces are trying to provide for you SECURITY from your own FEEBLE MINDED and AIMLESS rebels, like General Peter Gadet and other useless guys like George Athor.

    What you people should have written about would have been dialogue between the rebels who are operating in your area and the GOSS Government. SPLA are just rescuing you.

    The letter which you have written clearly shows that the rebels have taken control of you otherwise, what you people have written is a mere day dream and you have SINED against God and against the whole World, calling the World’s Greatest NAMES for an issues which has no evidences.

    Self respect is what makes up a human being, not because you simply walk, see and talk to people. War crime is EASY when it comes to writing it, and if you are asked to explain, you will be quaking.

    STOP!!!.. drawing the World’s attention for nothing.

    I would like to end my comments with a wise saying: “THE DEVIL YOU KNOW IS BETTER THAN AN ANGEL WHICH YOU HAVE NOT SEEN”.

    The Government of the SPLM that you hate is better than whatever Government you are expecting, and yet you have not seen it.

Nuer land has been at war right after 2005 starting with the war that was declared by YOU GOVERNMENT SPLM/A killing over 1000 Lou Nuer innocents and where were you when 200 Lou Nuer children and elderly People was killed by Murle simply because they have no guns wheras you GOV”t disarm Lou Nuer and let their rivals killed them?

    SPLA is the official army of Southern Sudan. They are obligated to protect the civilians from internal threat (militia Gatdet) and external threat in case of the Northern SAF. If this is what you called war crimes then I think you have a real issue that the world you’re calling upon will bear no solution to. You are one heck supporter of a militia in a suit of concern citizen of South Sudan in North America. The list is long; you are not a lone…

    Lou Nuers are historically known for raiding cattle from Murle and Dinka. The Murle encounter that behavior too, that is what happened when they killed some 200 hundreds Lou Nuers. Where does the government fit in here in your opinion? Or you disapprove the disarmament that the government carried out against its entire population? Don’t you know Murle was disarmed as well?

    I just wonder what kind of education you people go for that evolves you into demagogues and not intellectuals capable of solving complicated political issues like the ones facing South Sudan at the moment. You live in North American; did you ever find a group of men loitering in the shopping malls with guns? A trip to a library would have served you better than all the time you put into writing that pathetic article. All the irrelevance nonsense’s you alleged against the SPLA and the South government don’t deserve a minute of discussion in this century.

    My plain advice is stop glorifying demons (Gadet, Athor Gatwech Chan, Galuak, David, Ayii and many other demagogues like Deng Riak Koryom and other quack politicians of his like. Start condemning those and your children will set their feet in the footsteps of those you condemn and envy today in the SPLM and SPLA.

    By the way I am half-Nuer, and I won’t be surprised if you disapproved that too. Anyways, good luck with your case

    JUBA, Sudan— Southern Sudan soldiers attacking a rival ethnic group fired indiscriminately on unarmed men, women and children at a remote Nile River village, killing or wounding hundreds of civilians, according to witness accounts in a confidential U.N. report.

    A U.N. team that traveled to the village 11 days after the April 23 killings saw more than two
    dozen corpses and said grass-roofed mud huts clearly contained many more bodies, but the toll of 254 dead civilians from a local official has not been independently verified.

    The three U.N. reports obtained by The Associated Press are the first accounts of
    mass civilian casualties in the southern village of Kaldak caused by soldiers from Southern
    Sudan. One report was labeled “Confidential & Sensitive Information,” another was “UN RESTRICTED,” and the third had no apparent classification.

    The Texas-sized south voted in January to secede from Sudan and becomes independent
    in July. It has been strongly supported by the U.S. and other Western nations.

    While the Khartoum-based Sudanese government has been vilified for carrying out
    genocide in Darfur and for invading Abyei — a central region contested by the north and
    south — last month, the reports obtained by AP raise serious questions about human rights
    abuses carried out by southern forces, known as the Sudan People’s Liberation Army, and
    about how much control their leaders have over them.

    One survivor said the southern soldiers “shot at anything that was moving or standing” amid
    the riverside scrub brush.

    The U.S. has provided between $150 million and $300 million worth of “transformation
    initiatives” to the southern military, the Switzerland-based Small Arms Survey
    reported last year, including a training regime focused on advising southern forces in
    operations, intelligence and communications.

    Slate: So much for peaceful division of Sudan

    It was not immediately clear if any of the southern soldiers involved in the April 23
    killings in Jonglei state had been trained or equipped by the U.S. The unit is commanded
    by Lt. Col. John Mama Korog, one of the U.N. field reports said. The No. 2 commander was
    identified as Maj. John Goang Galluak.

    The southern military’s spokesman, Col. Philip Aguer, told AP on Thursday that 165 people
    died in the battle, including 30 civilians. Mixed among fighters the SPLA battled were women
    and children, some of them armed, Aguer said. If civilians were killed, it was in the crossfire,
    he said.

    The U.N. team came by boat May 4 to Kaldak, which is accessible only by river, to look for
    unexploded ordnance and learn about the clash between the SPLA and a former rebel
    group that had been supported by the north and was commanded by Maj. Gen. Gabriel
    Tanginye. The fighting had erupted over old ethnic and political rivalries.

    Korog at first was “very defensive and refused to answer any questions,” the U.N. patrol
    report noted, until the team explained it was supporting the SPLA and removing unexploded
    munitions.

    From a distance, the U.N. team saw that the battlefield was marked by numerous bodies.
    Birds of prey circled overhead. The U.N. team reported it was prevented from reaching the
    site by Korog, who said it “would not be safe.”

    The team then walked into the civilian village, whose inhabitants were mostly members of
    the same ethnic Nuer group that most of Tanginye’s fighters belonged to.

    “As we entered the village it was obvious that most huts contained dead bodies. The swarm
    of flies and the stench provided clues to locate bodies,” the unidentified author of the U.N.
    patrol report wrote. There, the U.N. members encountered Moses Geyjang, a civilian
    administrator of the municipality who wanted to speak without the SPLA overhearing.

    Geyjang said that once the battle outside the village ended, the southern troops came to
    Kaldak and targeted civilians, who ran toward the Nile where many were shot, the U.N. report
    said. Geyjang said 254 residents had been killed. That number has not been verified by U.
    N. or U.S. officials who did after-battle assessments.

    When the U.N. official asked Geyjang where the rest of the bodies were buried, Geyjang
    said the military had dumped them into the river. Korog had previously told the U.N. team
    that it would see bodies washing up on shore, but Korog said these people had drowned
    while trying to flee across the river.

    Geyjang told the U.N. team that southern military forces had looted the village, taking
    most of the residents’ clothing. Even when the U.N. visited 11 days after the killings, the civilians appeared to be in dire straits.

    The report’s author said he saw “civilians eating grass and leaves from trees.”

    “Unburied corpses, burnt houses, scattered food supplies were seen all over in the area of the visit,” another U.N. report stated.

    At a hospital in nearby Malakal, a 40-year-old woman told a U.N. human rights team that a southern soldier shot her 2-year-old in the head, killing the child instantly, as she ran with the toddler to the river. The woman was wounded in the back and leg.

    A 38-year-old woman told U.N. investigators that she was shot at point-blank range by a
    soldier in the market. When asked why she thinks she was shot, she said that the
    southern forces didn’t differentiate between men and women.

    “The SPLA just shot at anything that was moving or standing,” the woman said.

    A male victim told the human rights team that southern commanders ordered their forces not to shoot civilians but many did so anyway.

    “I saw many more dead bodies lying on the ground, many of them men and women who
    numbered more than 120 to 200 dead bodies on the banks of the White River Nile,” said the
    35-year-old man, who was shot in the left leg and back.

    One photo taken in the weeks after the fighting showed a rotting corpse, with bones
    protruding, in a field next to a metal can marked “USA” in blue letters. That can is the
    type given out by the U.S. Agency for International Development and often contains
    vegetable oil.

    The southern military had wanted the surrender of Tanginye, a warlord sponsored
    by the north during the north-south civil war that ended with a peace agreement in 2005
    that called for the south’s independence referendum. It wanted his men to integrate
    into the SPLA, but something went wrong with the integration attempt and it ended in gunfire.

    A U.N. security assessment said the motives of the clash were tribal and political. Tanginye’s
    force is predominantly from the Nuer community, while the majority of southerners
    are Dinka. The Nuer are an armed cattle-herding tribe that have had a long-running
    feud with the Dinka, and most southerners oppose the integration of rebel groups, many
    of which are Nuer, into the military.

    That long-running feud could explain why troops were reported to have disregarded
    orders from field commanders and targeted civilians, including women and children.

    Gen. Jasbir Lidder, the second-highest official for the U.N. peacekeeping mission in Sudan,
    said in an interview that there were “heavy casualties” on both sides “and quite a few civilian casualties” in Kaldak.

    An unclassified cable sent to Washington after a team from the U.S. Consulate visited Kaldak
    said the evidence did not demonstrate a mass killing of noncombatants. Sixteen bodies were seen by the U.S. team, including two women. The U.S. officials visited 15 days after the
    battle. Because of security and time restrictions, the U.S. officials did not see the entire battle site.

    Antje Ruckstuhl, the head of the International Committee of the Red Cross in Southern
    Sudan, said the ICRC and the Sudanese Red Crescent Society were asked by government authorities to bury 18 rotting corpses on May 11 and 12. “A few women and a few minors” —
    potentially including an infant — were among them, she said.

    Land mines delayed the ICRC from accessing the area to bury the remains, she said.
    Aguer, the southern military’s spokesman, noted his army had battled the north as a guerrilla force for decades and hasn’t yet achieved 100 percent discipline.

    “We are transforming the SPLA from a guerrilla to a conventional army and at the same time
    we are reorganizing in which we are accommodating people who have very little
    training, in discipline and in the army, so there is no doubt in between you can get incidents of indiscipline,” he said. “It will take us some time.”

    A Western diplomat in Juba said top leaders order the troops to behave according to
    military law, but that a guerrilla mentality might still exist on the ground. The official spoke on
    condition of anonymity due to the sensitivity of the topic.

    In a second recent incident involving the SPLA and a sub-clan of the Nuer, local officials
    accused the military of looting and burning Nuer huts, and a group of elders in Unity State wrote to world leaders that crimes against humanity were committed, including the burning of homes and killing of civilians. No independent groups have confirmed the allegations, though Medicins Sans Frontiers
    treated gunshot victims afterward. Many SPLA members in Unity are also Nuer.

    That fighting erupted May 20 in the western part of oil-rich Unity state when forces led by
    Peter Gadet attacked the SPLA-controlled village of Mankien. Mayom County
    Commissioner Charles Machieng Kuol said by phone Thursday that 7,800 women and
    children were displaced and that civilian killings and displacement by the military is
    sometimes intentional.

    Lidder, the U.N. official, confirmed a “heavy displacement of civilians and there are also killings, that’s a fact.” Aguer said the Unity State allegations must be investigated.

    Analysts say Southern Sudan must address its tribal tensions or risk further conflict. The International Crisis Group said in a recent report that tribal violence threatens civilians and further polarization of ethnic groups.

    “In recent months soldiers have committed serious abuses against civilians in the context
    of military operations against the rebels,” said Jehanne Henry, Sudan researcher for Human
    Rights Watch. “The SPLA needs to take steps to ensure soldiers do not commit such abuses.
    They need to improve command and control over soldiers and … hold soldiers accountable for crimes committed against civilians.”

    No one feel exited when hear such hateful killing to innocent civilians. But as human being lets think,look and examine the cause of the conflict that resulted into awkward death to the civilians populations. we all condemn the destruction made by SPLA soldiers,but there is no concrete evidences that can show only SPLA committed war crimes against civilians population.
    Your article above is so bias and plant more hatred between Dinka and Nuer communities. You should have include Peter Gadet and his militias commanders too to be investigated.
    Lets be balance and work according to the modern law, but do not look only on one side and narrate unjustifiable clues to the media.
    SO if your intention is to prosecute all the top leaders of GOSS government,then why you did not include the second commander in-chief of armed force,Dr Riek Machar?
    You mentioned president Salva Kir and you omitted the vice president who also share everything idea they implement.
    Even U.S and UN team-led investigation will not be satisfy if we only check and blame one side. Look at what happens everyday in Afganistan and Iraq ,children are always dying during U.S and Nato air strike or ground raids,U.S and NATO conduct thorough investigation from both sides by using Afgans local chiefs to talk insurgency team.
    The killing of civilians and destroying their properties is something very painful and No one want to hear that again.

    My fellow citizens of South Sudan,

    DATE: 11/4/2011

    Today it is historical day in South Sudan as country and its people. It is a day that will go dawn in history of new nation for second phase for our liberation struggle against unjust rule by our sons and daughters in the SPLM led government. From the start, we thank all Southern Sudanese for their free choice which all of us had tirelessly worked for and resulted to be the Republic of Southern Sudan on the 9th of July2011.

    My fellow citizens,

    Our nation had groomed a monster that will swallow generation after generation in terms of bad leadership and extreme level of corruption which poisons our values and tradition that rejects thefts in our midst. It is a fact that the comprehensive peace agreement was a landmark in the history of the Sudan in general and South Sudan in particular. It set the country on the path to democratic transformation and the respect of human rights.

    For South Sudan, CPA promised the people of the South the exercise of the right of Self-determination though an internationally supervised referendum, instituted government that was, for all practical purposes, independent politically, economically and security wise. It is true that we had been running our affairs by ourselves without interferences from Khartoum, but our bad administration in Juba always point finger to Northern Sudan to cover their failure.

    Is it logical that the disappearance of billions of pounds from our finance be blamed on the North?

    My fellow citizens,

    What we saw in the six years of the interim period was a complete deviation from the path set by the CPA. There is an absolute failure in the area of good governance. For instance our entire nation has witnessed rampant corruption on the top echelon of GOSS. It is shocking that only five years in government, the private bank accounts of the leadership of GOSS in foreign banks fatting from Zero to tens of millions of Dollars! Little wonder that the more than 20 billion dollars of oil revenue received by GOSS could not be seen in terms of tangible services delivery in areas such as health, education, water, etc. Our children went without schools while the Children of our leaders enjoyed the best education in foreign lands. Our people continued to die from treatable diseases while those in charge and their families visited the best hospitals abroad. In fact, the current leadership of GOSS never felt the sense of belonging to the South for their families continued to stay in their expensive mansion in east Africa, America, Australia, etc. These leaders of GOSS continue to siphon off the meagre resources of the South bleeding our people dry. Who is now the enemy of our people?

    It is crystal clear like a noon day, that the accounts of GOSS were never audited for the last six years of the interim period. The noise and empty statements of zero tolerance of corruption in Juba is bogus and hollow because none in Juba is capable of doing so for they are all in the thick of it.

    My fellow countrymen,

    Your armed force, SPLA, is in a miserable state. It is budgeted more than 40% of the total budget of GOSS every financial year. Yet, your soldiers are poorly paid and some of them have not received any salary since the CPA was signed! The General high command eats up most of the budget allocated to the SPLA. Furthermore, many officers are not given assignments and promotion system is so discriminative to the extent that many have been in one rank for almost ten years. The wounded heroes had been forgotten and even the families of the martyrs are neglected.

    The law and order has broken down as police is poorly trained and its functions are taken over by private armies, and unconstitutional security, the so-called, Special Branch, whose bulk are one family and one ethnic group. The judicial system is politicised and a good number of judges do not deserve to sit on the bench. Hence you cannot speak of the rule of law in Southern Sudan under the current injudicious leadership.

    In the states the security has broken down due to tribal and sectional fights gripping the South as the traditional leaders are deprived of their traditional authority. County commissioners have turned the counties into fiefdoms and their misbehaviour has become a source of insecurity. On the political level, the SPLM leadership continues to pursue the politics of exclusion within itself and outside it. It denies the other Southern political parties the right to propagate their ideas and present their political program to the people. Above all, the SPLM leadership used SPLA high command to intimidate other leaders in the South reducing the level of our supposedly national army to a party militia. The noises of victory by the SPLM in the last elections in the South are preposterous and ludicrous, we in the SPLA know the truth.

    The exclusion politics of the SPLM has generated extreme disillusionment with the SPLM among the people of South Sudan. However, many people were restrained from taking action by the fact that everybody was awaiting the conduct of the referendum. This was misread by the SPLM as impotence and inability to do something.

    The leadership of the SPLM was abusing our patriotism for their narrow interests. Again after the result of referendum was announced, the SPLM reneged on the resolutions of the South -South dialogue conference on post-referendum arrangements thus throwing away the last chance for the South to close its ranks. Now that the people of South Sudan have voted for a state of their own, now is the time to say enough is enough.

    My fellow citizens,

    To bring to an end the suffering of our people, and stop the glide of our newly born state into an abyss under the current corrupt gangs in Juba, I have decided, today, to denounce and reject the evil practices against my people by GOSS leadership. The objectives we intend to achieve include the following:

    The dissolution of the current government of Southern Sudan to be replaced by a national broad-base government agreed upon by all the South Sudan political parties,

    A meeting of all the South Sudan political parties shall be convened immediately to discuss and agree on the transitional process and form a transitional government of South Sudan that shall prepare the newly born state for independence,

    The army of South Sudan shall be taken care of and transformed into a truly professional national army.

    The transitional government shall carry out general election in the Republic of South Sudan within two years to elect the Constituent Assembly that shall promulgate the permanent constitution of the Republic of South Sudan. Priority to be given to services delivery to our people.

    Take practical legal steps to bring all those involved in corruption to account.

    Dear Compatriots,

    We remain committed to the letter and spirit of the CPA and shall negotiate in good faith with the government of the North the outstanding post-referendum South-North issues.

    I appeal to the officers, NCOs, men and women of the SPLA to abandon the clique in Juba and join us in the struggle to set South Sudan on a correct path as the difficult task of joining the club of nations of the world.

    What you are saying is really correct but the time frame is wrong on your side why do U want to have a New nation when U R receving the guns and munition from Arabs?

    U R calling your self commander of airforce SPLA and all the old ranks of your deposted Government, tell us r u looking for ways of coming back to your people or have not yet set the rank issue still waiting for more people to come

    U R talking some time as tribal person, in terms of Dinka and Nuer and again you seem to be informing all southerners to joint U and U took up arms and need their confirmation?
