Sudan’s NCP denies agreeing to demilitarized zone with South

May 31, 2011 (KHARTOUM) – The ruling National Congress Party (NCP) in Sudan denied reports of an agreement with the Sudan People’s Liberation Movement (SPLM) on establishing a demilitarized zone on the North-South borders.

Early Tuesday, the African Union released a statement saying that both sides signed an accord in the Ethiopian capital that “establishes a common border zone between north and south Sudan, which is to be demilitarized and jointly monitored and patrolled,”.

The NCP-SPLM accord was brokered by the African Union High-Level implementation panel (AUHIP) for Sudan headed by former South African president Thabo Mbeki.

“The agreement paves the way for further negotiations on key security issues between the parties, to be convened by the AU Panel within the week,” an African Union statement said.

However, the NCP media secretary Ibrahim Ghandour downplayed the AU’s announcement describing what was signed as a plan given to both sides as part of many on the table that could form the basis of a framework agreement.

Ghandour stressed that the proposals submitted are still being discussed with none being endorsed yet.

Alex de Waal, an adviser for AUHIP, who has facilitated negotiations on security issues between Sudan’s north and south regions, told Associated Press from Addis Ababa that the parties agreed on Monday during talks in Ethiopia’s capital to form a common, demilitarized zone stretching across the 1,300-mile north-south border.

The SPLM expressed skepticism on whether such an agreement can be implemented.

“The question is, whether the Khartoum army and intelligence implement it?” SPLA spokesperson Col. Philip Aguer commented to New York Times. “We doubt it very much.”

The North-South borders have witnessed military escalation weeks before Southern Sudan is set to become an independent state. A referendum held last January resulted in a landslide vote in favor of secession from the North by Southerners who flocked to the polls.

Sudan Armed Forces (SAF) took over Abyei region more than a week ago in retaliation against an attack on its troops by Southern units. The Northern army claimed that the ambush resulted in scores of dead and missing soldiers.

The international community called on Khartoum to withdraw from the disputed region and to reinstate the Abyei administration council that was dissolved through a decree issued by president Omer Hassan Al-Bashir immediately after the takeover.

Bashir vowed not to order a pullout stressing that Abyei belongs to the North. The South Sudan government said that it will not go to war over the oil-rich region.

South Sudan’s vice president Riek Machar on Monday agreed with his northern counterpart Ali Osman Taha to form a joint committee aimed at resolving the Abyei crisis.

But Taha rejected southern demands that the army withdraw.

The United Nations Security Council (UNSC) in its discussion of Sudan today, saw trading of accusations between representatives of North and South Sudan.

“We went to Abyei to put the house in order and to stop the SPLA from committing violations,” Sudan’s Permanent Representative Dafalla Al-Haj Osman said. He added that the north’s military presence in Abyei would be “temporary.”

Ezekiel Gathouth, the south Sudan government’s envoy to the United States and United Nations, called the north’s incursion into Abyei “a most serious violation” of the 2005 Comprehensive Peace Accord (CPA).

“Khartoum’s actions over the last week represent a grave escalation that risks the resumption of armed conflict between the parties” he said.

Gathouth also criticized the UN forces in Abyei for not protecting civilians when the north’s troops entered Abyei. The UN troops “reportedly remained inside their compound during the military attacks,” he said.

International organizations have warned of a humanitarian crisis in the central region after widespread looting and burning broke out and tens of thousands of residents fled on foot down roads turned to mud in seasonal rains.

The U.N. High Commission for Refugees (UNHCR) spokesman said a field visit found Abyei town “virtually emptied” of its estimated population of 50,000 to 55,000.

NEW PROPOSALS

The Sudanese foreign ministry today issued a statement detailing a proposal to resolve the impasse over Abyei but does not include SAF withdrawal.

According to the statement Khartoum proposes maintaining the status quo through allowing SAF to remain north of the Bahr el-Arab and SPLA to the south of it without participating in any administrative tasks until a final solution by the referendum.

A peacekeeping force would be deployed in Abyei of “African character” with joint units from SAF and SPLA along with police units.

The government also suggested granting responsibility for the region’s administration to the presidency before handing it over, on July 8, to the joint political-security committee that was previously agreed upon between the two sides.

The CPA promised Abyei residents a referendum over whether to join north or south, but that did not take place as neither could agree who was qualified to vote.

The South already voted last January in a separate referendum in favor of secession which will become official next July.

African high level Panel headed by former South Africa president reported the agreed upon agreement in AddisAbaba in a full text, however today it has became a nightmare from Khartoum, what a funny culture with Arab?
    Gentlemen and the ladies, unless the UNSC adapts a military pressure upon Khartoum, our thugs in the North will never implement any agreement for sure.

    Did i told all the ignorant of SPLM(the communists party) that any thing signed by Salva Mathok or Salva Kiir himself will dishonored in pretty quick.

    This could be the fastest accord violated with in hours of its signing. it hasn’t been a day yet since this agreement was signed and it’s thrown out the trash by the NCP/led Government.

    Only agreeement signed by Nuer and other tribes will be honored by Jallaba because they know we will follow through and fight them.

    Didn’t i warn yesterday that any agreement signed by that looter(Salva Mathok) is a waste of money to the trip he took to the Ethiopian capital Addis Ababa? Salava Mathok was screaming on top his lungs about Gen. Tanginye illegal detention in April. and vowed to make no peace him.

    Well, any one who is brave with his own brother and too scared to confront the enemy head on is ”a coward” pure and simple there is no other way around it.

    Now, people say that it’s because of July 9. well. even after July 9 nothing will ever happened from this looters to respond to NCP aggression. They always happy when other people fight for their stupidity in order to stay alive and in power.

    Well, this time Jallaba know where to hit and the ”Cowards” are running scare!!!!!!

    This is not a question of who signed the agreements with NCP officials. This is a question that African leaders are now new to understand the kind of leaders in Khartuom ever since. The long silent man still speak. Abel is silent now but he spoke loudly and his sound still echoed to ears of Southerners In his book ” Too many agreements dishonoured”. Who dishonoured the agreements? It is definitely Arabs in Khartuom. African leaders do not exactly know characters of Bashir. Dr. Lam and Dr Riak signed Khartuom Peace agreement with NCP but dishonored. All agreements are dishonored. Therefore, NCP headed by Bashir use military option and force as a last solution. If we do not want war then we abstain ourselves from Abyei and maybe remove it from our constitution. Military force, killing, burning of houses and looting are the last options for Bashir to own Abyei.

    Now, let the African countries cease from trying possible mediations or negotiating plans. The need to stop all outstanding issues and support us on how South shall make their declartion on the 9th July 2011. Let them leave discussing the Abyei Issue. South is not yet prepared for war. South is now prepared for complete CPA implementation and Declaration of Republic of South Sudan is the final distination of CPA. We need to accomplish that mission a head of us. Abyei will the next topic after Declaration.

    Dear beloved readers,
    Be on alert, if you see comments from lousy commentators like the so called liberato3, just ignore it because it carries no meaning other than rabish. As a matter of fact they do not know where this Country is heading to, what they know is that it is heading to war but that is being limited in thinking.
    When the UN troops in Aby failed to protect the civilians has any one say UN should quite Aby? If the NCP says they didn’t agree on the issue does it mean some one has failde in his duty? it’s nothing new with them doing that but what are they going to do themselves, are they going to control the SPLA teritories also? Will SPLA sleep to let that happen in the name of the July event?
    Should the SPLA need help by the IGAD, they should hand to them the recommendation and or the announcement by the AU and see what comes after.To me! if you tell me to suggest a thing here, I would say let’s not move out of the 1956bdrs and see how they will occupy it unless we do not have right to be there.
    If for any noise they make your trousers fall off your waiste then you will run nackade at the end. Please beat a drum that every one will enjoy dancing the tune.

    Dear Junub Sudan,
    You have put a nice comment but the more we are quiet the more they(Arabs) mount machineries and pressure on us, yes negotiations should be with held till further notice but our troops must stand by the enterence to avoid intrution by enemy.Agreements were negotiated by different people and faild but let new people go for negotiation and see how they will do, this is one alternative.What the NCP is doing now is what we say is the last kick of the dying horse but we must stand firm to defend this time and if they are defeted, then the everlasting freedom is ours and they will head to ICC without negotiation.

The oath of protecting the soverignity of the State or Terroritory is very much respected by all Northerners. You see now, they all knew that NCP are lying to calim Abyie as their Terroritory and they are keeping quiet to Oppose Bashir in that matter. The stand of all arabs to graps the land of other People. For us in the South is negative. Such people like liberator are typical traitors of the South. I do not understand their main ideology.     This is what happened when you negotiate from a weak position.
    They should have learned from Riek Machar’s KPA with Khartoum.
    CPA survived those past six years because GoS/SAF though SPLA was the same original SPLA led by Dr. John Garang for 21 years but GoS/SAF quickly learned from Abyei battles of 2008 and confirmed in 2011 that the original SPLA died with Dr. John Garang and the remaining one by the same name is only a money looting group but not defenders of South Sudan territory and her people.
    South Sudan needs to strengthen her voice against Khartoum.
    Talking and acting like cowards makes a weak enemy bold and to increase it demands.
    Unless GOSS and SPLA talk and act firmly and boldly, we are set to lose more grounds to Khartoum based South Sudan land thirst terrorists and murders.

    The SPLA of today has brought a lot shame on us, who was that General who ordered the ambushing of the SAF in a cowardly way like that? Why do you attack someone when he is going home? Who might have given that stupid orders really? Is this lack of international laws or something deliberately, I don’t understand.

    I am calling upon the South Sudan Youth both in Diaspora and home to join the military so that the NCP is defeated and SAF is crashed to the ground in the upcoming war with the North.
    The second appeal goes to our brothers in Nuba and Blue Nile regions to get organized before the Arabs kills the children and elderly people in cold blood manner. Al Basher has already declared war on Nuba and Blue Nile people by warning the natives that he will drives his tanks through villages comes 2nd of june,2011.
    The NCP leadership realized in last minute that Northerners are losing trust in its ruling therefore they saw military provocation of the “indigenous Africans” as the only unifying factor of the Sudanese Arabs! And actually it has worked; this is proved by ignorant youth shunting slogans of Islamic war songs on daily basis in Northern towns. The Egyptian style revolution has been forgotten, what conning NCP!
    Of course, this strategy by NCP cannot convince me enough to expose the ignorance and moronic nature of the Northern people who think that fighting the South or “Indigenous Africans” is the victorious move not knowing that it is the strategy use by Al Basher to consolidate his power and rule in the North for a very long time!
    South Sudan is a land of African warriors, therefore no donkey cannot shout on top of its lung about launching military offensive against this territory.

    Khartoum will be burnt to ashes soon and big number of its residents shall be fed to birds!
