Lakes state: Five killed in night attack in Cueibet County

June 1, 2011 (RUMBEK) – At least five people were killed at Panrak village in Cueibet of Lakes state on Tuesday night by unknown gunmen suspected to be a gang of pastoralist youth from Rumbek Central County seeking revenge for previous murders, according to local officials.
Among the dead are three are women, a six month old baby and a man of 35 years old. Two people sustained serious injuries in the attack and have been admitted to Rumbek hospital.
The commissioner of Cueibet County Isaac Mayom Malek told Sudan Tribune that the attack was one of many deadly attacks carried out by youth from Rumbek Central County, who harass vehicles traveling on the road between the counties on a daily basis. He claimed that he had captured youth gangs from his state that had carried out attacks “but Rumbek central county have not captured their gang.”
The commissioner of Rumbek Central County, Matur Majok Magol, responded to the claims saying that his county authority have arrested all chiefs of Rumbek Central County that border Cueibet County with the intention to ask them to identify the pastoralist youth who are suspected of being involved in Tuesday’s killing and of banditry in the area.
“I have captured all chiefs of Rumbek Central County who are bordering Cueibet County. I capture them so that they must to identify the involved youth in killing of women, children and those youth who hijack cars on road between Cueibet and Rumbek Central County”, he said.
However, the commissioner of Cueibet said that, unlike his he county, Rumbek Central County’s authorities have declined put in the necessary efforts to capture gang members operating from their county.
Commissioner Mayom said: “I am always ready with my county authority police to capture culprits. Now I have capture[d] all culprits who involved in killing but Rumbek Central County did not capture [their] accused”. He said that because of this his county had suffered “a lot on insecurity” and crime.
Mayom said that since the beginning of April 17 people have been killed, most of them women and children, in fighting between Cueibet and Rumbek Central County’s. He described the death’s as a “terrible situation” that cannot be “tolerated anymore” calling for a quick solution to be found by the Lakes state government.
From April 1 to May 30, this year, attacks and revenge attacks have killed 10 women and three children (and four men). In Panrak, three women and one child were killed. In Malok village, four women were killed including one child. In Aber village, two old women were killed inside their car. In Agangrial, two women and one child were killed and in Rumbek North County, one girl was killed.
The governments of Lakes state usually sends police to capture the suspects of such killings but so far nobody has been charged with the murders.
According to Lakes state minister of the Local Government and Law Enforcement Agency, Mabor Mayen Wol, the state government has captured a large number of suspects but he refused to give details or allow those arrested to be witnessed by the media for security reasons.
Insecurity in South Sudan is one of the major concerns for the region as it approaches independence in July. Decades of civil war mean that the region is one of the poorest in the world. Many groups are still well armed despite government disarmament campaigns.

Why do they revenge at night? Are they cowardice? How can you identify your enermy from relatives at night?
I don’t understand a reason why such poor people are killed by attackers who want to revenge leaving those who come killing them freely.

Dear Lakes State Youth and Government Officials;
Are these the kind of freedom, justice and Development you want? You are progressing in rampant killings of your own citizens? Is this behavior from Arabs? I have many questions for you and the list is long. I am sure many of you will hate me. I am suggesting the following action against you.
1) Lakes State need to be dissolved so that it become non existence completely because of many attrocities that touches human killing. Killing of innocent citizens;
2) After the declaration, all pastral youth to be captured by force and sent to Abyei to fight there;
3) All Lakes State senior politicians to be dismissed in the Government of Republic of South Sudan;
4)All senior Indegenous Police officers to be transferred away and new impartial officers from other states brought to Lakes State.
Those are afew suggestions of mine that will make Lakes State community behave well.

I think both Gok community and Aggar communities need to be very serious about this problem. You guys need to called for Daniel Awet Akol and the rest of Aggar Officials in either State level or GOSS level to come and to sitting down and also to finding some ways to an end this conflicts.
SPLA were trying to disarming these civilians so that, people should live free and travel free, but turned to be something that, harming SPLA in recently years, but now both Dinkas of Gok and Aggar are killing each other for small reason.
Here is my suggestion and maybe will be different from yours.The firs thing you guys must do is to call for general dialogues and bring all communities representatives to sitting down and everyone must tell the truth without anyone taking his side. It is very important that, Former government Daniel Awet Akol need to help people with this problem because all Gok community, they respected him.
Second to that, if there is no any way of solving to an end then, all sides either Gok community nor Aggar communities must signs a prepar to authorizing State government and Southern Sudan government to collect every persons that, own guns in the community to be taken to regular Southern Sudan’s army so that, they can go and fight if they are desperate for war. When you see these animals keeper are just shooting any bus which they saw moving on the Road, this is not only a bad thing these people did, but make the people who grew up there to be very a shameful on the others community and also it is dangerous for business people to have their movement between in the community borders.

This is what we know will happen in Lakes state particularly the two Communities known as Agar & Gok. Despite the Gok community’s mental disorder attitudes, Agar community is the worse of all in Lakes State at large. In every day, you hear death news and women impregnated cases in Prison centres especially Rumbek town alone. This state is the 2% mile away from other states in term of government legitimacy and development as well.
I agree with a person who call for the removal of Chol Tong Administration as to be replace by the Government of the people. Chol Tong is the Governor of the dead and all his cabinet members. Government of friends can not do anything at all for the betterment of the entire community. Look here and i know many people will dislike my crucial narration but here we ago. The minister for Finance and the minister for Physical Infrastructure were Chol Tong’s right men who studied together and they came together in power. These men can not do anything to help the needy people across Lakes state. In Dinka language, Chol means day spent and Tong means war/fighting. This come to remind the people of South Sudan that the continuing fighting in Lakes state is cause by Chol Tong (day spent fighting)because his name resemble the every day fighting in Lakes state. SPLM political Bureau have signed the death certificates of these innocent people who are always ambushed and killed in buses or at night attacks by appointing Chol Tong Mayai as a candidate for LS Governorship. May God almighty punish those who brought this criminal in to power! Chol Tong was known of his criminal activities when he was in Khartoum as student. He felt down on the tower trying to steal in one of the tallest tower in Omduran city. Prove me wrong if the entire teeth are not there in his mouth. People voted for SPLM not for him, but hoping that God will punish those who brought him to power. Lake state lost a quarter of its population through this poor and corrupt leadership of Chol Tong Mayiei. His name to me is nothing but a cause of mess and death to the people of Lakes state.

Great State, U will suffer for quiet a long time as I am seeing the problem will be a bit difficult to solve simply because the same SPLA Forces, Police, wildlife, prison and private gun owners who are there to prevent or keep order,
stay with their families and have guns for their cattle are the same who give or sale ammunition, guns,to the same group and said look, now we have received a message from Juba
that new force is coming to arrest your guns, what U do is take great care because the coming force is not from our tribe but let’s see the next move.

This continuous conflicts had been there and it was one of Chol campaign slogans that he would bring good security and rapid development to entire Lakes State. He would also form a Government that is far free from corruption. Now, Killing of innocent people was adopted long time ago- Daniel Deng Monydit, Paul Mayom , John Lat and Daniel Awet and many appointed and relieved series of County commissioners. Death did not stop. The same with Chol Tong, death did not stop. In this case, what is the role of an elected Governor? I was on the opinion that, Chol Tong could write a resignation letter just like the way Dr. Luka Biong did. Dr. Luka resignation is highly welcomed by Southerners. There is no way for him to be a Cabinet Minister in the GONU when SAF had invaded his town and killed his people. The same thing should be adopted by Chol. Now it is seen that Chol is there to enjoy killing. What for? Then Chol is after wealth. Chol should resigned willingly because he has failed. No need for him to take people to a destination of Declaration day. Chol has failed to fullfil his promises. Chol, you need to step down.

Governor and commissioners are behind these destabilisation started from former governors and current commissioners in cueibet.i have prove on this issue some sense which majority may would agreed with me to acknowledge and pointed their fingers on right people. the problem is not now ,it was was started by former governors of lake states who were fully committed in divided and rule in the states and compare with Mr chol Tong who had throw way tribalsome and work together with people.
you should blame pastoralists but the problem is with half educated leaders alone from the top level representing lake states in the government of southern sudan. these people have an input especially those who are memebers addicted to tribalism. their minds and blood vessell are blocked and no blood flowing to their minds to clearly expressed themselves in which roles to take and assist the lake states especially this recent defacted county from Rumbek.
How would commissioner in term of leadership call people he is leading a gangs before investigation recognised who done it?. press the lord, Central Rumbek commissioner is wise gentlement who know how to say things in writing and orally compare his counterpart with full inexperiences having no word to decribe youth his county.
If Rumbek central would have say that statement to decribed youth in national and international website, he would had ready consider stepping down to give vacant to right person who know what to say. those gangs arrested for incident that happen in central Rumbek ,Abar were one who killed several inocent civilians particularly women and they have to be brough to justice quicker so that to avoid other revenge.
Mr commissioner, it is better to called these people local revoluationaries of cueibet county because last month they came at the daylight in part of central Rumbek in full force fighting to liberated Abar as their land and leave numberous of people died and no clear statement of peace made same like to today.
During Kongar Deng ,former commissioner of Cueibet and John Lat former lake states governor,there were many incidents which occured and upto no one had been investigated so far, 52 lives was loss one side from central Rumbek and no one brought to book especially former Mr Kongar Deng.
In my understanding, some of these leaders came in the power without achieving something first like class monitor. support of commissioner and tribalists,explain it to me,where in a world commissioner decisively statement of call people he is leading gangs clear define them without prove of criminal records?
