South Sudan housing minister on renovation trip to Jonglei
By Philip Thon Aleu
June 6, 2011 (BOR) – South Sudan minister of housing and physical planning, Jemma Nunu Kumba, was in Bor, Jonglei state, on Monday to oversee the implementation of renovation and / or construction of government buildings.
Minister Nunu, the former governor of Western Equatoria state, was received by Jonglei state deputy governor Hussein Maar Nyuot and other state ministers. Speaking at a brief meeting at the council of minister hall in Bor, minister Nunu revealed that, “Jonglei is one of the states that got two grants [renovation and construction funds]; 2009 and 2010”.
“We will also be happy to see for ourselves what you have done in the last two years and also discuss what the plan [is] for this year” she added.
Some renovation work could be seen at the office governor and construction of ministry of agriculture in Bor. It is not clear whether that works were funded by the Government of South Sudan ministry of housing and physical planning. Other government offices in Bor, the headquarters of Jonglei state, remain in old structures.

I am so proud of minister Nunu Kumba, visiting other states, is a great way for people to know their leaders and what their leaders wants them to do..Instead of just sitting there in Juba…People do actually miss their leaders and it is each official job to visit them in their respectful states.

Madam Nunu, keep that heart of yours up. A good leader visits his people freely anytime without fear. This is a challenge to other leaders/ministers/governors who rarely visit other states. We love you and we shall promote you. Nunu oyeeeeeeeeeee

Jemma Nunu is a political failure, she failed to deliver in Western Equatoria and was kicked out miserably. Her ministerial appointment is just a reward by president Kiir for her loyalty. There is nothing good she going to do in Bor, her visit is nothing but tour of Jonglei state

dear homeboy,
You have misplaced your criticism because you are forgetting the fact that She went to follow up the projects which have been funded two times but the money has ended up in the pockets.
I really welcome the visit by the minister, Jemma Nunu because it has revealed money that was brought but stolen by 1 2 3 people who only think of enriching themselves and their children only.
Jonglei is the only state in the South Sudan that has got no new government infrastructure and the budget is the same.
You know WHAT!… Somebody’s kids are having more than hundredth of millions dollars in foreign banks so pliz let these things be revealed by such visits.
God is watching and God punishment is inevitable.

Project evaluation and monitoring is a key to effective implementation of infrastructure development/delivery but it is not a one-time exercise.
H.E. Nunu Kumba or others managing projects across South Sudan should not only go to project sites when they are completed/stalled but also have constant progress updates and phase evaluation so that project deviations in term of cost, quality and time are discovered early and rectified on time.
Visiting a project site at a final phase of a project with the aim of acquainting oneself with work progress and fund utilization is an inappropriate way of effective project management.
We should always have sufficient information about project progress regardless of where they are implemented in South Sudan.
This visit should have been about commissioning/closing completed projects but not to acquaint oneself with progress of projects implemented two years ago. Unless otherwise wrongly reported.
