Sudan appoints new chief administrator for Abyei area

June 7, 2011 (KHARTOUM) — Sudanese government appointed an interim chief administrator for the contested area of Abyei, two week after dissolving the Abyei administration and relieving SPLM’s member Deng Arop Kuol from his position, on 21 May.

In accordance with the 2005 peace deal, the presidency appoints the chief administrator and his deputy .The head of departments also are to be appointed by the presidency after the recommendation of their chief.

The minister at the Sudanese presidency Bakri Hassan Saleh issued Tuesday a ministerial decree appointing Ahmed Hussein Al-Imam an executive administrator and Mjid Yak Kuor a deputy administrator.

The ministerial decree provides that the new administration will act under direct supervision of the presidential affairs minister.

The southern Sudanese government contested the ousting of the former governor Deng Arop Kuol but Khartoum said his removal did not violate the Comprehensive Peace Agreement as the text is silent on the relieve of Abyei administrator.

South Sudan’s government refused last week a proposal to set up a rotating administration for Abyei which should remain under the control of the northern Sudanese army while the SPLA, according to the proposition, should stay south to Bahar al-Arab or Kiir river.

The proposition also says a joint north-south committee will administrate the area on 8 July one day before the formal proclamation of South Sudan independence on 9 July.

Khartoum further proposed to replace the current international peacekeepers by “more effective” African troops.

The fate of the region is supposed to be determined by a referendum which had to be conducted on 9 January. But the disagreement over voter eligibility led to freeze the vote. However, the parties still say are committed to hold the plebiscite on the future of the area.

    What happen?

    A black man who believe an Arab person have no difference with someone who believe on a reptile that known as snake. I had seen Salva Kiir Mayardit dropped his ballot paper to vote for Omer Al Bashir to continue with Sudan presidential post instead to encourage Yasser Arman to campaign and takeover that post. What happen now? Is it not the same person that he vote for, and show his paper to the world before, he drop it into the box? Look now Omar turn his back to him and takeover Abyei and stopped food items as punishments to the people of south Sudan. We shall not forget the passes.

    Above all is the Unity of Southerners with regardless of who is who or which state does s/he comes from or what tribe is s/he belonged? Please Southerners let us not always assume that we are in unity, that would be wrong to think that way.

    We are not stable in terms of peace because we have our brothers who decided to rebel against our political system, for reasons that could have taken the leadership under President Kiir Mayardit even a day to resolve. But because we are so poor in what is known to be Conflicts and Peace Resolution mechanisms.

    Remember, peace in an individual, family, society and a nation like ours is very essential even if we are not in wars or conflicts.One would feel disturb if s/he had a querral with even a house husband or wife in that mater.

    I always want our President Salva Kiir to have solved these rebellions by incorporating those of Gen. George Athor in the System. If George believed to have won the election against Gen. Kuol Manyang in April 2010. Let the President Salva relieve Gen. Kuol Manyang as State Governor of Jonglei and appoint him as GOSS Minister and George Athor as GOSS Advisor.The President would then appoint a neutral Governor from the daughters and sons of Jonglei State.
    This can also be done to states like Upper Nile and Unity by releiving Gen. Simon Kun Puoch and Gen. Taban Deng Gai and appoint the two as GOSS ministers. The President would have to replace them with either GOSS ministers or new ones.
    Even the Illiterate Gen. Peter Gatdet Yak also to be appointed as Advisor.
    The reasons of all these options is to bring strong unity and peace among our people so that we can face lootocracy of Arabs. The Arabs are behaving these ways because they know we have got some loopholes or lack of unity among ourselves.

    Another issue is the issue of Dr. Luka Biong who was the GOSS minister of Presidential Affairs. This man was too tribalistic when it come issues regarding states Affairs, that needed the attendancy of the President. Luka could responded in a very stupid ways.

    Finally, why does the President forget that, politics means equal distribution or allocation of resources in the society whether in terms of tangible materials or positions. For example the distrobution of representation of Upper Nile State in GOSS Cabinet. Remember Upper Nile State comprises of Shiluks, Nuer and many others. Why did the President Salva Kiir appoint the three GOSS cabinet Ministers from one tribe Shiluk? The three are; (1) Prof. Peter Aduok Nyaba, (2) Gen. Oyai Deng and (3) Pagan Amum.
    Yet the Nuer tribe are the majority in Upper Nile and they are not represented. I personally don’t know if the President knows that, unequal representation may lead to conflicts between communities.
    So the president needs to reverse his divisive decisions in the GOSS.

    Did this Khartoum government think of disolving Abyei Administrative was been solve.?

    Southern Sudanese let get independence first.

    Mjid Yak Kuor a deputy administrator.i would like to remind you yak prepare your grave, how much money do bashir gives you to betrayal people land, your master reward you with the position to be the leader of Dinka NGOK, shambe on you. you have no people that you should rules there, but i hope you are going to rule north sudan army who are living in Abyei for time being only. our God will punish you immediately you are the real criminal.

    Dear Southern iam not happy with the people of Abyei,the son from Abyei are not doing thier part they are the one killing thier owns peopl why don,t we live them to get what they want from Arab.
    Like now others people from others state are now kill and it because of them you need to wash out you the Interleture from Abyei and mobilze around 5,000 men for war and the rest will hepl you.

    Your enemy is your enemy for all sense you know, he can try many possible ways to bring you under his knee by all means. I agree with you onlysonmabi in what you regarded as Abyei sons are the one behind all these bloodshed. It is true they are there but arabs bought them instantly for example person mentioned above by Tiger. They are working against Abyei sons and daughters who are willing to follow the route of their ancestors. Therefore, let’s not leave our land and people to strange dwellers coz of few individuals.
