Salva Kiir exposes his rift with Machar over South Sudan transitional constitution

June 9, 2011 (KHARTOUM) – The President of South Sudan’s government, Salva Kiir, has for the first time exposed the ongoing rift between him and his deputy, Riek Machar, over the transitional constitutional that would govern the soon-to-be independent Republic of South Sudan for the next four years starting from July 9.

South Sudan will formally become independent on July 9 following the overwhelming vote for secession from the north in a self-determination’s referendum conducted in January 2011. This came in accordance with the Comprehensive Peace Agreement (CPA) signed in 2005 and ended 21 years of civil war between the Sudan government represented by the National Congress Party (NCP) and the ex-rebels, the Sudan People’s Liberation Movement (SPLM).

The region is in the process of making a transitional constitution to be implemented from July 9, and govern the new Republic of South Sudan for the next four years.

However, opposition political parties have expressed their concerns over what they called excessive powers given to the president, including the powers to remove elected governors of the ten states and dissolve the elected parliaments and appoint new members. They also objected to the four years transitional period, preferring 18 to 24 months of its length.

Different blocs in the South Sudan’s society including ordinary citizens have expressed their respective criticism of the transitional constitution and presented their proposed amendments to the parliament.

In his speech while addressing the Sixth Speakers’ Forum on Wednesday in Juba, which gathered leadership of legislative assemblies across South Sudan’s ten states, the President of the Government of Southern Sudan Salva Kiir accused his deputy, Riek Machar, of running a parallel government within the government.

The president in particular accused his deputy of floating a document supporting amendments to the current transitional constitution.

Anonymous source present in the meeting told Sudan Tribune that the president was not happy with any proposed amendments in the parliament. The official disclosed that majority of the members of the parliament, which is over 90% SPLM, is not happy with draft document and have proposed amendments to the transitional constitution.

He said the president two weeks ago called for SPLM caucus meeting of MPs and explained to them to accept the draft document in its current form without any amendments, but mere rephrasing. “He repeated the same yesterday to the speakers of the ten states,” he said. He said “If there is any point that needs rephrasing, it should be welcomed.”

The source also confirmed that the Vice President Riek Machar has always opposed to some of the provisions in the transitional constitution. “The Vice President during the meeting of the SPLM Political Bureau on the draft document last month proposed several amendments, including removal of president’s powers to dismiss elected officials and replace them with new appointments,” he said.

“He also repeated his opposition to the provisions during the meeting of the Council of Ministers, despite the fact that both party and cabinet meetings passed the document as it came from the technical committee,” the source added.

Kiir argued that his Vice President, Machar, participated in the meetings of the party and executive and should have not come up again with a parallel document to the parliament.

“The Vice President is a member of the Executive. And he was in the SPLM Political Bureau discussion as the Vice Chairman of the SPLM, when this Constitution was passed by the Party,” he was quoted as saying.

“He was also present in the Council of Ministers, and participated in the deliberations when the ministers discussed this.”

When President Kiir received a copy of the said Vice President’s “Constitution”, he instructed his legal advisor to “go through the points raised” in the document, against what was resolved by the Council of Ministers.
Kiir said it contradicted the resolutions of the Council of Ministers.

He said the amendments proposed by the Vice President would be disregarded.

“We put it aside, that this [is] something that cannot really continue to go to the Assembly because it would derail the process of people talking about the Constitution,” adding that the document was also circulated.

“This shows that there is parallelism. You cannot identify. You cannot really say, is there one government or are there more than one governments?”

Kiir also complained against many proposed amendments to the transitional from different groups and blocks. The other floating amendments include women amended constitution, federal constitution, constitution from the Democratic Forum, Anti Corruption Commission document, Minister of Finance and Economic Planning amended document, Leader of the Opposition Constitution, 18 Political Parties Constitution and the Persons with Disabilities Constitution are the other floating documents.

“If we drive with this full speed, I believe we will not reach our destination. We will crash in the middle,” he warned.

He warned the parliament against their division over the transitional constitution. “You’re not here as tribes. You’re building a nation, and building a nation is above any tribe,” he said. “And any tribal grouping will never take us anywhere.”

Mr. Kiir further said there were those who display unity and nationalism at day time, but turn into tribalists at night.

He told the speakers of the ten states, also attended by the Speaker of South Sudan parliament, James Wani Igga, that the proposed Constitution should be considered as a temporary amendment for four years and not a permanent Constitution and would therefore be amended during the four-year transitional period and passed in 2015.

It is very funny and saddening at the same time that one pretends to fight a liberation war against dictatorship and ends up installing himself as another new dictator to further oppress the oppressed.

Why stab your democratic deputy at the back when he is invited here to the US for talks with the American government? Is pro-demoracy attitude a crime?

    Here we go!

The transitional constitution written by Mr. President is very dangerous. Passing it through the SPLM Political Bureau and the Cabinet of Ministers is nonsense. The corrupted and ghost members of those two bodies cannot oppose the Dictatorship Document, because they are afraid to loose their positions. This proposed constitution cannot be passed because it is full of wrong and undemocratic statements. This document is going to be discussed in Washington with Machar and Lam Akol. This is also a bad sign.

Brothers! We’ve a long way to go. I hope we solve our differences in peace and respect.

Mr. President, stop playing games and let us have our state with the correct start – not with this terrible constitution of yours.

MPs, don’t pass this document. History will never forgive you.

Salva Kiir will soon find himself unwelcome in south Sudan if he insists to go parallel with most people of the south Sudan.

Nobody will accept Kirr’s dictatorship thinking. Where in the world president has the right to dismiss elected parliament and governors?

Kirr should not prove to the world that indeed he is illiterate and tribalistic, corrupt and dictatorship president. Kirr if you can not rule south Sudan better leave it and go to cattle camp, there are so many south Sudanese that believe in democracy and understand the language of 21st century.

That is why Obama administration invites Dr. Riek. That is the beginning of your isolation.

    Martin Muong,

People need to be objective, what is wrong if a member of a group challenge the work of the rest of his group? It is better to oppose from within than to rebel.

When will you people understand, when people rebel you say no people should effect change from within. Now when people oppose from within you say a person should choose to be either in opposition or in government.

My friend it is only illiterate people that can accept documents without analysis or suggesting amendment. Kirr is the only person that can accept without analysis because he is DULL.

    Martin Muong,

What is your point? Are you supporting dictatorship with Kiir?

Why conduct those expensive elections in April 2010 if those elected can simply be removed in a one good wake up morning by Salva Kiir? If that election was just for transitional period up to July 9, then all including Salva Kiir should dissolve themselves and new transitional president, governors, MPs be appointed, by a transitional council.

Don’t say SPLM because many of those MPs in parliament who are oppossed to the dictatorial transitional constitution are SPLM members plus other political parties and civil society organizations. So, you and your uncle are trying to impose dictatorship on the majority.

And that is a betrayal to the 2.5 million people who were led to their death in the name of fighting dictatorship and oppression in Khartoum. They are watching over you, dude!!!

    Lamija,

Well said brother. For example when Dr. Riek Machar talked to late John Garang before 1991 to include the issue of self-determination for the people of South Sudan in the liberation struggle, John Garang refused, becuase his aim was to lead a united Sudan in Khartoum. Then when Riek rebel in order to find his own forum to champion self-determination, those of Martin Muong’s group complained that he should not have rebelled. But now they without shame embraced Riek’s self-determination.

Again, now that Riek wants a solid foundation for the Republic of South Sudan to be based on a democratic transitional constitution, the likes of Martin Muong, want dictatorship to take roots and become the foundation of the new state. They also went further to accuse call for amendments from within. Are they not a confused group? I know they will one day, if they will reach it, come to their senses and accept the amendments very soon.

How can you fight dictatorship only to establish another new dictatorship. It contradicts the principles of the liberation struggle that killed more than 2 million people in this land. God will rebuke them!

Salva Kiir is a good man but not a good thinker. He has not realized up to now that there must be a group that wants to divide him and his deputy, Dr. Riek, so that they catch him (Kiir) in an isolated environment in which Riek would not come to rescue him.

His actions are playing right into the plans of that group, which will not be good for him in the near future.

The Likes of Mr. Martin Muong needs to know that we rebelled because of dictatorial tribal codified constitutions which adorned presidents as empires that rules with impunity.

As Dinkas, we need to know that this nation has failed secondarily because we broke jails and release suspects in prisons yet we expect others to obey laws of the land. Are we not really bully to ourselves. This constitution is bad and it does not reflect national coherence and peaceful existence because it had adorned Mr. Kiir as an empire.

It has to be rejected and redone if the case can be finalized. Let us remove our tribal lenses of seeing national leaders as oppose to tribal empire after all not all Dinkas are party in this looting. There are houses that such blames be apportioned to them.

Please let us wake up from blankets of mobilizing tribe mates to support in any foolish decision. This time we are different Dinka not to be mobilized selfishly. What best has Kiir done to Dinkas apart from certain class that can give him constitutional powers of such.

Keep up Dr. Machar, this document is bad.

It is your constitutional right and absolute duty to ensure that government speaks in one voice and division in the government do not reach public domain and affects ordinary citizens in term of compromised service delivery due to political wrangling in the government.
Your Excellency, it is vital for the government of the people of South Sudan to speak in one voice in order for people of South Sudan to be served well.
Any kingdom divided against itself is laid waste and divided household falls. Luke 11. 17. This biblical statement is the foundation of divide and rule strategy. People of South Sudan and all organs of their government should make sure people who wish South Sudan doom do not magnify and exploit to their advantage minor political division within GOSS and SPLM again.

E Salva Kiir Mayardit was complaining for tough pressure he experienced from his VP Dr Riek Machar who suggested the removable of elected members of parliament which is not internationally accepted not south Sudan alone. Please read again one more.

The VP is not right coz power of the President must be independent from all and carry out his/her decisions without direct obstruct proposals like these Machar did. These manners are actually going to let us down. President is president in his time, I don’t know the struggles of this man presidency seat or what?

Please Southerners think twice for what will bring peace and don’t forget acting like this will not accomodate new era if you’re thinking that way.
Saying oppressing oppressed one what are talkin’ about. Before, arabs do not allow us to have a voice like what we’re here on this website. If it was Arab era there was no freedom of speech at all but today I think everyone has a say in our internal affairs.
I know some of us don’t like the word SPLM and they are the ones working day and night to accomplish their goals but let me tell you this govt is there for development and peace, therefore, you will and shall not succeed in that manners.

George Washington never signed the declaration of the independence in 1776. but he was the force behind the separation of the 13 original colonies from Great Britain.

Washington is founding father of the United States.

Signing the Document doesn’t give one a legitimacy over the other. The cause is the greater triumphant over over signed document. If we were in a United Sudan Garang would have been more than a larger figure. but we are in separate South Sudan.

Even Late Colonel Gai Tut is being revered by the children born in the year 2000. why because of the Separate South Sudan. he didn’t even see his cause come to fruition.

Constitution is the fixed foundation of democracy and once incorrectly laid whatever nice build on it will be a tragedy.

let us forget what happened in the past and start building our country as south Sudanese.

Good number of southern Sudanese are educated enough to read, understand, and interpret the constitution and therefore those formulating the constitution should do so with caution.

Sudan today is different from Sudan yesterday.

The president can never be more powerful than the elected elements of government.

South Sudan is lacky because we have a lot of experiences in Africa to learn from, in fact our constitution should not be like any of the constitutions in Africa because, non of African constitutions are serving the interests of the common Africans.

Southern Sudanese should vote for their own constitution, the political parties should just prepare what the have and present it to the public (not MPs) for voting, if not before 9 July, it will be immediately after the independence declaration.

At present, our leader needs powers to make sure that things are in right channel. What Kiir said is 100% correct, after 2015 we shall have a mature government that will embody all modern democratic principles.Let me make some thing clear, most of South Sudanese who were with Khartoum Government & who fought alongside the Khartoum Government are truely enemies of South Sudanese, the most prominent of whom are Dr Riek,Dr Lam,the son call Southern parties,Gadet etc.How long will you former & current collaborators of Jalaba play with our minds. When you were in Khartoum & the SPLA was in the bush, you didnt ask Jalaba to democratise Sudan instead you fought SPLA that was fighting for democracy. Our arguement is the cycle of a nascent state to democracy, four years is not a long time,in four years we shall have reached a situation were people will have right to issue a vote of no confidence to their representatives .why dont you just wait untill 2015?.Your hidden agenda is known & you very well know we never entertained nonsese.Talga be wala.

If VP Honourable Dr Riek Machar Teny thinks that he is better more than H. E. Salva Kiir Mayadit president of South Sudan then he better resign and form his own party that he think will deliver better services we’re demanding for like education, electricity supply, medical care and maternal care and child mortality and more here in South Sudan. So, I urge our Vice President Dr Riek Machar to stop abusing his position and focus on developmental issues. There is no kind of two govts in one country. Bashir is waiting to talk with Kiir in Khartoum about the “Abyei Soil” but Kiir is afraid to go. It was Dr. Riek Machar who recently talked to his counter-part, Ali Osman, in Khartoum, but Kiir has totally refused to go and face Bashir over Abyei and the rest.

Yes let Kiir fire his VP, I think he have done this several times already BUT let him replace his VP with Kuol Manyang who was an outstanding advisor to our late leader.

Abyei Soil and Martin Muong, both of you seem to be happy when south Sudanese are not in unity. Things must be changed from within not only by opposition.

When did you people begin to recognize opposition? Challenge the content of the document not Dr. Riak as a person. Me, you, Kirr and riek non of us is an angel. So why are so against Dr Riek in everything?

Can’t you distinguish between good and bad? If Dr. Riek ahs been bad for you since the creation of the earth, I am telling you today majority of south Sudanese support amendment of this constitution?

What does this suggest? 1. either you are following leaders on tribal lines? 2. You analysis capacity is low. 3. You thin Riak is eying the position.

Read the transitional constitution. Don’t just talk for the sake of talking. By the way why do you want compare south Sudan with arabs? It is this freedom than south Sudan start fighting since you were not yet born.

Do you think south Sudanese fought Khartoum regime to give south Sudan president every power? Is south Sudan Kirr’s property to have power for sacking elected MPs, governors?

People of the land, let us do something that is for the good of all. I am not against SPLM as a party but people who want to rule with dictatorship, SPLM and/or any other party member.

    Liberator3,

There is different between actual force and the signatories,Garang did not signed any of the protocols which made up CPA either. In the case of the US, Americans did not wage war of independent like Southern Sudanese, but President Washington was in the same camp with great fellow countrymen like Benjamin Franklin, John Adam and many more.

He and his colleagues draft the declaration of independent document but it happened he did not signed it which is the same in Garang case. All the six protocols were signed by Salva Kiir, Pagan Amum, Malik Agar, Abdalaziaz Adam El Hilu, Nhial Deng Nhial, and Deng Alor.

Ok according to my fellow Nuers, Riek championed the right to self determination for the people of Southern Suda, easy said than done. by signing peace in the enemy’s house in 1997?. do you know how many people die between 1991-2005?. If he is a true genuine leader, why did the people of Southern Sudan waste their time instead of joining him 14 years after he defected from SPLM/A?

If he was behind the CPA, why didn’t he put his skills in the 1997 Khartoum Project Agreement? (Adwok Nyaba term). How can you protect somebody house from fire if you can’t defended your own?. Is like to say, he signed the peace in 1997, Garang did not joined. Garang signed Machakos protocol in 2002, he joined Garang and you called him the power behind the scene.

Anyway, I don’t debate people under different names, I am a supporter of Kiir and late Garang and I used my real names. If you are ready to debate me in an open environment,I am happen to make it happen live in SSTV. You don’t have fear, in politics you don’t need to hide your believes.

A men, why do you think you should refer a National issue to Dinka alone? then your are not far from Kirr himself though you made a point. I got a motivating points noted by Kong Garang as comments but my concern here is the persistance of the President to retain the Consititution and rather be ammended after 4 years that is 2015, what burfles me up is what is wrong about ammending it at this material time than waiting for 2015?
There was a time Dr.Lam raised complain oppossing this uniliteral consititution but because poeple were only looking at his past, criticized him more but today I’m glad to learn that even the VP Riak is partially oppsed to it and so do many commentators right here.
As a matter of fact, any constitution that grants the President exessive powers to do any thing he want is a dangerious sign of agony during his reign so Kirr should not push traditional leaders, MP and other influential sectors in to adopting the Consititution un ammended.

Kiir has a right to withhold any amendment that has no any benefit. There are always allege political differencies between Slava Kiir and his Vice President Riak Machar but the fact is that, whatever Riak does nobody trusted him because of his fast betrayal.

His contribution are extremely reflecting the need of Southerners. Riak Machar must understand that President is given excessive powers to make sure the time for jokes and corruption has gone where people will not ran to abroad with public money, where prostitutes will not dominate the government, where betrayals and rebellion or militia will not rebel against the government, where thugs must follow one system. these are done under dictatorial government and later we will establish our Constitution of the Republic of South Sudan after the elimination of some figures which are driving us to nowhere.

    Truthteller,

you want a better south Sudan, then stop believing in everything come out from Khartoum without empirical evident.

    this is exactly what the president said;
He explained that the political parties were involved in the development of the transitional constitution. He pointed out that the Transitional Constitution was approved by the SPLM Political Bureau as well as GOSS Council of Ministers and presented to the SSLA. He said that political parties were involved in the process but regretted that some parties pulled out from the committee. He stressed that South Sudan constitution cannot be developed by the SPLM alone because South Sudan is for all Southerners.

The President disclosed that there are ten inaccurate copies of the constitution which were circulated by wrong elements within the government. He said that the same group is working to divide the people of South Sudan on tribal lines. He called on the honourable members the SSLA to pass the constitution with amendments deemed necessary for the corporate good of the country. He stressed that the members of parliament should work in the interest of the party as well as the interest of the people who elected them to parliament, not tribal interests.

He condemned the invasion of Abyei by the Sudan Armed Forces. He said the invasion was meant to provoke South Sudan into war so as to derail independence arrangements. He also condemned the order to disarm the SPLA members who are citizens of Southern Kordufan.

however, we are talking about the CPA and not KPA(Khartoum Peace Agreement)and i don’t know what happened with it and why abandoned it? running around between the warring parties doesn’t make you pro-democracy. also killing civilians will never make you a pro-democracy. Dr. Riek moved from SPLA/M to SSIMA and to the National Islamic front and back to SPLA/M. i am glad he decided to come back instead but murdering innocent civilians in the name of democracy doesn’t make you a pro-democracy.

    Intellegence vs Ignorance

Your comments are making sense today though the likes of Wise Fox still post childish comments, I agree with Achiek though few tried to oppose his diplomatic views.

You may think you are wise enough to dictate what is contained in the so called transitional constitution of South Sudan, you are talking out blue if you think what was mentioned was the only point of disagreement. Blame Journalist!!
Dr. Riek Machar Teny Dhurgon is not favoured by penalties in the constitution if you are not aware of what is contained in there. Dr. Lam Akol Ajawin was wise enough to quit and form his own party unlike Riek who has understood the objectives of the SPLM party and still wanted to be a mosquito in a tucked net. NB: Don’t mistake parties and constitutions here coz they are differrent entities.

Indeed, “Leadership consists not in degrees of technique but in traits of character; it requires moral rather than athletic or intellectual effort, and it imposes on both leader and follower alike the burdens of self-restraint.” Therefore, who do you think is behind this mess? There is no way that a president can terminate the elected member by the public if the goverment is meant for the people.

For those of you who are taking refuge in different countries and you wanted to carry what you politically learnt into the system (import)without analysing the impacts on the citizens. Think twice before you betray your fellow men and potray bad image of the Country that you will one time come back to reside in……avoid internet war-of-words, come and join us in physical and realistic practice of peace and harmony within the communities of the South Sudan.

Dear: people siding my not help us here.
We the truth not foolish tribal minded, we cannot be able to fight tribal war again.

When somebody opposes the Idea in the Goss does not mean creating another Government. Riek is right according to my point of view. By opposing the president shall remove elected Governor.

It is that indication of dictatorship coming. Why would the Governor by elected, if the position would abruptly be removed; with meaningless corrupted point. It happened in UpperNile when Gatluak Deng was trying to build the UpperNile State. He was removing abruptly for unknown reason; that was causing panicking in the state.

    1. temperory as Wani said
    2. President has no right to remove elected Governors as Riek said.
    3. Constitution Law is right for rejecting too many Parties
    4. Corruption should be been included in Law.
    5. Disability Law should have been included as they are disabling by cause of War.
    6. Parties should emerge from 2-3 in the country.
SPLM should be careful of what they are trying to implement this time other why what we have been fighting will be ruin again. We went to bush for injustice and not to do it again as Arab do to us.

I disagree with that amendment because it can create a clear ways to dictatorship and totalitarianism which we don’t want as a free nation who solely and dearly fought for our freedom to obtained our rights. This will or may cause us more political strives.I wish the government would have stated in the constitution that,Government is for the people and by the people.

This goes to tell you that this government is for dictatorship. Mr. Silva has been in power soon after the death of late Dr. Grange. Within this time he has not accomplish much nor did he meet the basic needs of our people, his record indicate otherwise. Now he wants to stay in power for another four years instead of two, never the less he will have tremendous power given by this interim constitution to dismantle the south even more as it is.

What I want to say is this: the people of South Sudan are now expressing their concerns over the constitution and are calling to amend it. Yet Mr. President decided not to listen and ignore the people. Is this democracy? Even some of your colleagues and SPLM members are against some of the languages in this constitution, and now you refused to be challenge or listen.

People need to be objective in Oder to create change. You as a president need to be able to take criticism and listen to what the people have to say, even your party members, and other parties. Take people concerns and make a deceive decision base on what you’ve learned. You need to know that us as southern decided to vote for independent because no one wanted to be oppress by the north, but freedom for our children and ourselves.

So Mr. Kir, Please, Please listen to the People, and work tirelessly with all the parties in South Sudan to create a constitution that is fit and serve the rights of the people and our beloved South Sudan. DO NOT create a constitution that best serve one party, as it will deliver us into some serious problems.

Riek Machar is a shame in Sudan and South Sudan history books.
His useless war against SPLA/M and Dinka civilians in favor of NIF/NCP in 1991 to 2002 was a testimony of his attempts to make South Sudanese equality, unity and development rights project failed in favor of Arabs enslaving South Sudanese.
His defense of oil fields in favor of a brutal enemy was the second testimony of his attempt to kill South Sudan rights project.
He is a complete shame in South Sudan and I have no idea why he does not appreciate President Kiir for appointing him the vice president of GOSS. He does not deserve that position at all.

The right constitution for the south sudan is the one supported by the majority of the people of South Sudan and not any party. It forms the basis of the foundation of a new nation that accomodates all irrespective language, tribe, religion, sex or race. It is the only way to go forward with at this challenging time to the people of South Sudan. The debate about the constitution should not be a wedge to drive us apart. It should be a converging point of our varied views on constitutionality of our nation. Here we request that sanity should prevail otherwise the people will judge anyone who diverges from the aspiration of South Sudan. We do not need to go back and recall the word Sudan that actually practically Jallaba land in strictest sense of govership in Sudan. South Sudan should not be another name for Bari land, Nuer land or Dinka land exclusively.

Akuot Atem, Samuel Gait Tut, Abdalla Chuol Deng, Lokurynang Lado, Clement Bure, Dr. Riek Machar, Dr. Lam Akol, Nyuon Bany & Kerubino Kuayin(supported Dr. Riek’s Self determination after 1991 splits) and those of Anya Anya II(1975-1988) were the reals heroes for war of independence( a separate South).

Garang and protege’s fought for United Sudan from 1983-2002(though many high ranking war commanders were separatists, Garang never was until his death in 2005)

George Washington never tolerated those who were advocating to remained as entity of a united Great Britain.

please, you do not know anything about American war of independence from Great Britain. George Washington could have been killed had he forced the American colonies to remained as part of United Great Britain let alone becoming Founding father of this nation. Again there was many peace treaties signed by others like Benjamin franklin but were dishonored by the Britain. But Benjamin Franklin is one of the founding fathers of the United States.

Signing the Document doesn’t give one a legitimacy over the other. The cause is the greater triumphant over over signed document. If we were in a United Sudan Garang would have been more than a larger figure. but we are in separate South Sudan.

Only Hoth Mai was not affected in Western Equatoria because:
    a. His commando forces consist mainly of the Nuer and Nuba
    b. Governor of equatoria by then, Late Samuel Abu John Kabash was not in your dinka mood.
This so called Bor massacre is not worthy its name.
Well, this is all history to me but My question to you is this what did you people gained after all from this cowadice act?
If someone like nhomlawda literally meaning ‘our freedom,’ dinka freedom I guess needs correction,
Can’t you forgive me for correcting him that Hoth Mai would be an uncoventional nominee on his side. Shouldn’t Gier or Nhomlawda try to make peace with George Athor instead..? of killing Nuer civilians in Pangak assuming that we may blame George directly.
If you are satisfied you will answer and we go on

@Truthteller, I’m not backing the dictatorship, but the point is not clear. Please tell me something wrong Kiir has done so that we will not misunderstand each other.

Lamija.I think what the leader of the South are doing is not something going smoothly with the citizen will one way or the other. But abusing/calling apresident of the country adull person is really a lack of respect toward the leaders and that is really what you Equatorian hated from Dr.James Okuk articale. When he said that Equatoria government leaders are dull.I think you reacted to the article so madly of why Okuk called the governors of the whole Equqtoria region as Dull.So please let respect our leaders no matter where they come from.Otherwise I get nothing much but please disregard your comment.

Mr. Akot Akot Dengdit, you better leanrt how to understand some points in this public website before you pour out your meaningless comments. the constitution you called bad was draft by those of Riak and it was present to parliament for the finally approval. Now how can raik turn to call for amendement while he was the one chairing the committee who drafted the constitution. they make it themselves and now he is opposing his own making. Those who spent much of there life time with Arabs are full of confusion and will definately face it rought this time arround. let Riak quit with you guys and form is his own party. there no is business with in business.

I am with the view that even those States tha produce oil as a resource should be allocated 10% instead of 2% oil revenue when we get our independent in July 2010.

Presidnet does not deserve to remove the elected MPs and Governors in whatever situation, whether in crises on not.

President is only responsible to reomove his appointees such as his ministers and his vice, but he should not remove any how.

John Luke Jok is the most stupid person who can never do something good for the people of Southern Sudan, rather than impressing Kiir to remain in Power. Because of his stupidity John Luke lost in last year election with zero votes and that was a good lesson from Lou Nuer Community of Jonglei State.

Salva Kiir exposes his rift with Machar over South Sudan transitional constitution
Salva Kiir was elected by South Sudanese as their president. South Sudanese know when to take their power from Salva Kiir and give it to someone they think will perform better than Salva Kiir but not Riek Machar to determine how South Sudanese government powers are allocated and distributed. South Sudanese did not mandate Riek Machar to do anything on their behalf but Salva Kiir appointed him vice president to help him in serving people of South Sudan.
Riek Machar should not be allowed to stab his boss in the back again and repeat his 1991 rebellion against the people of South Sudan.
He should not be given any more time to plan his next moves against people of South Sudan.
People of South Sudan must take pre-emptive measures against this wicked man conspiracy. We have learned from his 1991 – 2002 actions and must not be given any more time to do his massacres again in any part of South Sudan.
As soon as he arrives in South Sudan – please put him under house arrest and arrange him in court on treason charges including owning a rebel group headed by Gatluak Gai in Unity State.
All South Sudanese are aware of this wicked man by the name of Riek Machar as an enemy agent among us.
He is an enemy of South Sudan people and must be treated likewise.
Conspiring against South Sudan people all the time is his best known duty. He poses himself as a reformed person during a day time but turns into a traitor at night.
South Sudanese must disown Riek Machar and send him loose like his mentor Lam Akol or put him in jail.

Who are Southern Sudanese? It looks as if the name is now a defition of a particular ruling tribe in that part of the country. Sense must prevail here otherwise we are heading for a dangerous destination.

    Great reading from this article.
We highly respect the contributions of the current GOSS and still respect their effects in ensuring that we develop however, in an effort to have claimed a beautiful name in liberating us, they must know that it is again more than easy to loose it no matter the measures used. This already is a sign of loosing our name we are struggling to permanently stump. I don’t understand what harm it will have if it is not a plotted decision leading to wrangles to load his excellency with those powers. It is self explanatory that in the period given (4 yrs), it is more than enough for massive ill changes in our to be declared new nation.
May our loving God bless you in your plans, good or bad. We will cope up hard or easy.

Sons and Daughters of the new nation.

understanding can help us alot, before responding to any.
The draft constitution, which is giving us all this talking was not done by our leaders but the committee, which was formed by the president from most of the parties and civil society organizations and groups, brought disagreement on the rules of procedure,as well as the system agreed to be observed, but where latter on argued which lead to walk out of most parties, and civil society group where represented by 2 to 3 or 1 person when they make alarm to the president.

1- the issue have nothing to do with Dinka, Nuer,or any
other tribe in South Sudan, but do have issue with all of
us on views of the Governance.
2- The simple thing for example is like, when it says, the
president, can declear war without the parliament, which
can be very dangerous, to the Nation, his children can
can go and fight in the night cluba, in one of the forei
gn countries, and beat up from there and called his dad
and said, dear father. I am almost dead in this country
because, I was attack by thieves here, which country? the
The so called Canada, or Kenya, Ugand, DR,Congo etc.
The president declear war who is to be blame? The parlia-
ment who is allowing such, constitution to be passed.

3- The council of Ministers can not be blame because all of
them must be loyal to the president otherwise, he can be
fired or even arrested, beause the president have all th-
    eir records of corruption.
Political bearuea is not what we can trust, because of t-
he Election, when they said even if we give you Dogs, el-
ect them in the name of the SPLM,which have brought us t-
    o this level of stagnent.

4- Mr. President, give your self time, to see the shape it
has taken, why do you want to have them at this early? we
can even have doubt on you, simply because you have symp-
athise with all looters for 6 years, what power do you wa-
nt? if can not do long time ago, before we loose our cre-
dability from the whole world like you have heard some p-
eople saying that Dinkas are with some shocking fear.

5- What will you do if, your vice president and the 90% MPs
    and civil society organizations resigned?
request for more powers when and after July 9 2011 come.
6- what is pagan suffering from? Now you don’t even call
to find out about him.God forgive him to be with you.
pray that God let us reach safely to July 9/2011 Amen!

7- I would have said 15 Years without any politcal party.
No, election either, but you confuse yourself to accept
the nonsens from the why Mr. president you may even say
the local marriages should be approved by you, and all th
e chiefs in the villages be appointed by you either as is
the true translation of your constitution, give parliame-
nt its powers and the way other countries do theirs.

    Nhomlaw,

You seem to be hidding from a far place. If you are a sound mind individual why contradicting your ownself? Yes Kiir was elected to office during 2010 elections. What about the Governors, Mps whom he is saying he has the power, according to Luk Jok and other group constitution, to remove them when he wants? Are they not elected the same way he was elected? Was it not because of MPs that Kiir is now the President. Don’t just be blind like him. He is already a dead mind person. He was psychologically killed by late Garang through trauma.
Second, there is something you should have noticed if you were not blind like him. All these issues currenlty characterising SPLM leadership and GoSS as a whole are being engineered and masterminded by some other individuals and not Kiir himself. These are greedy individuals who have been looting resources through Kiir. They always blindfool him and go ahead with their night businesses while Kiir is sleeping assuming that he is working with the right people.
Third, Dr. Riek was a runningmate to Kiir during the elections. Someone who is wise and democratic can not remove his VP who campaigned on behalf of the party and the presidential candidate as well. But because you are useless Abyei son who is hopeless, you are just speaking nonsenses. Just keep quite and think of Abyei problem. Wishing a abad thing to happen between Kiir and Riek will not benefit you in anyway.
But your own uncle does not know that the current constitution is going to expose his own incapability to be a leader. If he is a sound mind person, why not resolve the issue with Riek without coming out publicly? Now the whole world has witnessed the inability of Kiir and the entire Dinka to lead the soon-to-be a state, South Sudan.
You and your uncle are doing ” a dying horse last kicks”. You are gone already if you did not notice. Just prepare to face corruption charges that will be brought against him and his likes.
    Hon.

You!.. Mr. Liesteller & your Colleagues.

At times you admit realities of life. You and your so called the Vice President are simply “POLITICAL PROSITUTES”.

Riak is one of the few Southerners who is well Educated, but because of the “CHICKEN HEART” that he is having, Southerners will never trust him with their Powers.

Kiir being a good christian, he likes pointing things out. My advice to you is that, “every dog has its own day”. Probably wait for that day. otherwise, SHOUT UP!!!!!…

Achiek, you are wasting your time with rebels who are used to go in and out. if I can recall when Traubi answer one of 1991 you welcome. some of the question that we dont even think of it is that why people break a out and come back to SPLM. It’s because SPLM has a foundation. 1991 folks should talk on how they are going to be forgiven by SPLM. THE 2 MILLION THAT HAVE DIED IN SOUTH, 50% OF THEM WERE KILLED BY REBELS WHO JUS LIKE TO EAT AND KILL THIER BROTHER.
