Jonglei governor condemns corruption, calls on people to embark on development

June 11, 2011 (BOR) – Jonglei state governor, Kuol Manyang condemned corruption on Saturday and called upon the state citizens to embark on the development of the South Sudan, which will become independent next month.

“Corruption must be avoided. It obstructs development, brings failure and confusion”, Manyang said.

Manyang’s remarks came while addressing the state local government budgeting and planning trainees at Garang Memorial University of Science and Technology.

The governor told trainees at the closing ceremony to avoid corruption, which he branded as “an enemy of development” and urged them to be an eye of the government at various levels of governance.

He said the people of South Sudan have failed to develop themselves after six years of peace with the north and asked them to turn new page.

“We are responsible for the backwardness and the crisis we are living in”, said Manyang.

“After 6 years of peace in South Sudan, little has been done; we are still moving on foot, no food and health facilities. We have failed ourselves in our land.”

In 2005 a peace deal ended over two-decades of civil war and a referendum in January secured South Sudan’s independence, which will come to fruition July 9.

Kuol suggested that his government will use people to develop themselves in their counties and bumas [localities]. He urged the young trainees to work closely with county commissioners to help them in planning on how to raise funds for development and how it should be used.

“We have to use people to develop themselves. With this little knowledge, you will help county commissioners in financial management. Don’t just only plan on how to use money but also on how to raise funds for development”, said Manyang.

Since May over 30 young employees from Jonglei’s state ministries of local government, agriculture, health and education among others have been receiving training at Garang Memorial University.

The training was supported by Winrock and United States Agency for International Development (USAID) through Sudan BRIDGE as the implementing agent.

Some of the trainees were graduates from various universities from within and outside Sudan, while others had high school certificates.

The minister of local government, Diing Akol Diing told the trainees that improving the local government at all levels is a priority and asked them to work hard to achieve the goals they are set.

“The change we expect will come from you. You have now taken up the second gun which has no age limit. You use the knowledge you have to the best which is expected out of you”, Akol said.

Some of the financial management training is still ongoing.

He asked the trainees to work independently without fear from county commissioners.

“The commissioners have no power to stop or remove any of you from the job you are assigned to. Commissioners have no authority to transfer you to any place”, said Akol.

Stephen Majok one of the trainees told Sudan Tribune the group has benefited a lot from the training. He said they are confident of what they will do in the counties and districts they will be deployed to.

The facilitator from Winrock, Zealus Zulu, said the training was planned to cover six modules of budgeting and planning to prepare and equip the trainees with enough skills and knowledge. Due to time pressure only five modules were completed.

Zulu said they planned to bring the same group back in the near future to take some more courses.

    civilized tribs like Dinka Bor need to step up their honest and critical thinking skills to lead all the Southern Sudanese in fighting corruption. We have led Southern to Achieve their cause through our cunning and critical thinking mechanism. Mr Manyang just come to the USA or Australia or Canada, and you will Dinka bor experts and intellectuals who can help you fight this corruption.

    it is a good idea to train some people that had already have some skill of decision-making and problem-solving mechanism but not anyone who does not even has any skill in her or his brain.H.E governor Kuol is very inteliigence and smart folk that need our country to be well-developed like China but he need to be smarted enough by recruiting the most capable people that will do the job. it is time for development in south Sudan but not time for joking. anyone who want any job should go back to school but not training some empty mind people that will pollute Jonglei State citzens. in this crtical time we need those with BS,MBA, AND PHD not with primary school certificate that bought from Kenya and others

    There are those extremely smart kids, including JRS scholars abroad who can help solve the situation and are also not tribalists. The only way forward is to take a very situation as a competition and try to invent, produce, and create as much as you can before you leave this planet earth. Way forward Jonglei people, Lou Nuer, Murle, Anyuak, Kachipo, and Dinka Bor. The most Diverse state ever. Go forward lead the South like you have done it before!!!!!

    Your excellency Governor Kuol,
    Know that your words are highly welcomed if you really means what you have said just like it’s.You need to add some more corruption fighters such that their voices must sound loudly and heard against any corruption,nepotism,forgery,fraud,and embezzlement.If all these factors which lead or hinder development are dealt with promptly,then our state citizens will enjoy the fruits of their struggle.Corruption is the most important factor to be taking care of because we don’t want to be a failed state like the way the north have been failing us[South] over the years from our own resources to develop their states living us broke and under privilege.

    Jonglei State is very rich oil,Agriculture,wildlife and others.Which i think can/may create jobs and bring development to our State.I re-comment the State to get into an open dialogue with our locals communities to give up some lands in a peaceful means and assertive agreements.These lands must be use for state’s commercial farms to grow foods of different types.And the locals must be train too on how to grow foods in modern ways.

    The only community who lack agricultural knowledge in Jonglei State is the Murle Community who only depend on livestock which increases more instability[ies] in the State whenever they are affected with livestock shortages.
    This community [Murle] Must be deeply introduce to the knowledge and important of agriculture which causes no rustling and raiding.I am sure that Jieng,Nuer,and Anyuak are good farmers but the murle ethnic groups and Jieg need more training of agricultural knowledge in order for them to grow their own foods instead of raiding their neighbors for foods.By the way i am not against the Murle but i am pointing out the fact.And i am not against them either because there good and genuine citizens among them which will bring change to their community.

    INSECURITY IN THE STATE
    Dear Jonglei citizens,let’s unite ourselves and think about we can live peacefully in harmony and love.Our People had suffered for a very long time for no reasons or just some simple issues that need peaceful dialogue.Please let’s stop targeting each other for nothing but turn our target towards development through agriculture and other means.
    we need to start a new page to condemn and convict any criminal in our community without favoritism.We have to ask ourselves these Questions:Are we going to die daily?Or are we going to live in peace and bring development to our community?

    MY MESSAGE TO THE TRAINEES
    You have been given a very open jobs whereby your commissioner don’t have any power to remove you.
    Please don’t say to yourself that i can do whatever i wanted to do but do the best you can to accomplish the assignments the governor gave.Think about how to influence others to development through agriculture and fund raising.
    Agriculture is the main or most backbone of our State.

    I would like our State’s five tribes to come together and build our state.Let promote unity in our state.

    Remember that i am not a tribal minded person that’s why i called for peace, unity,love and our spirit of togetherness.

    I think it is time for change in South Sudan and our leaders should be very careful about this essential change that the entire world has given to us. They should not keep training those folks that did not had an opportunity to go school for counties critical-thinking strategies intstead of sending them to other countries for further studying. we have alot great folks now in many part of the world that need to go home but no invitation from Goss and State governors.

    It doesn’t need anyone who live out side the Sudan to fight this corruption but need somebody who is in the fieldwork.Your comment is good though but those folks in diaspora with such knowledge need to go their and share their knowledge.You can know whether there is/are corruption[s] within the department when you are in person.

    Upper Nile is.. Nuer, Shiluk, Dinka(Ngok), Burun, Anyuak can also be found in Upper Nilem state.

    We don’t hate, its not part of our value. Thats why we dont raid other tribes. We respect our neigh bors.

    Development: Jonglei citizens have to be technologically minded and learn all techenological related fields that will help in a massive productivity of any kind of goods that is produce in Jonglei. Lets us use this movement as a race and competition to develop faster.

    Insecurity: Let every county establish their own police: very simple. this people will clean their backyard and roam their bushes to eliminates criminals. I dont see a reason a man would pride himself to his wife and kids if the enemy roam his territory!!!!!!!! I urge men from these five tribes to eliminate criminals within their territory by roaming their neighborhoods. God is not going to come from heaven to protect you, you have to protect yourself!!!!!!!!!!!!

    If you really want to know the btruth the most diverse states are not upper Nile or jonglei but all the greater equatoria states are very diverse than any state in South Sudan.

    there is some true to that.. but the tribes in equatoria are not permanent residents..they can not be elected officials in those states. besides, all the equatorians includes subtribes only a handful like Zande, latuko, bari, are the largest others are just tiny subtribes with many similarities to those of that largest tribes.

    Kuol Manyang is a true nationalist. The problem that twists his arm in achieving his dream for a developed South Sudan or Jonglei state is lack of sufficient resources or lack of control over available resources to utilize to achieve his goal of development.
    A lot of resources are wasted at GOSS level without getting to state level.

    We have everything in the South but we were only lacking that double edge sword; the Anti-corruption committee at all level of the government who account all regardless of type and kind.

    To: Mr. Liberator3; you are wrong bro; Kuol have never been an Equatoria butcher; I think you are just waking up from the sleeping and that is why you have just choose to admire this name “liberator” because you have never been it; just liberator yourself from inferiority complexity; Kuol is a hero, was it Arab man who spoke like that I would second you claim. While anyway don’t be jealou for what Kuol is doing, it will be for the goodness of all, and if your state has no program to fight corruption then back it up so that we all fight it collectively; intead of waiting for Kiir to issue decree of fighting corruption in our own houses.

    I think the step Kual has taken need to be appreciated. Good move that Kual has broken silence. Challenge from within Kual just as Riek Macher has challenged the so called draft constitution of south Sudan.

    I hope Kirr will not also go against you. In case Kirr chooses to go against you revel move evil of your government that it has done during the last years, but be careful so that you don’t shot on yourself.

    People of goodwill within SPLM need to come out openly and challenge this crippled, tribal, corrupt and incompetent leader Kirr. If Kirr chooses to disown you as they did during April 2010 elections, it is also a welcome move, after all you will find some most competent south Sudanese that we disowned by SPLM party leading good life without being a SPLM member, something some SPLM members thought they would suffer after leaving the Party.

    Governor Kuol or whatever your name is,stop hovering with the leadership we entrusted unto you.Can the citizens participate in development projects when they are constantly on the attack of Murle every now and again?If you want corruption eradicated,start from your office and the rest to follow.Kuol remember the Jonglei state citizens are not military officers and hence stop your inexplicable commands on them.You better be aware that the State is tired of you and it’s preparing itself to have a better servant.Your ineptitude must go next general elections.

    Dear Laminja,
    Don’t confuse yourself on this topic.The call for anti-corruption act by governor Kuol is a good step forward to bring a long lasting developmental projects in the state level only.This is just a message to our local citizens but our nation can copy and learn through it.

    Fighting corruption at GOSS/GROSS level is not the concern of our local governments because there are many ministers within the GOSS/GROSS who can fight this noisy and disturbing corruption.Remember Kuol said we have done nothin[GOSS/GROSS] for the last six years because we failed ourselves to bring a genuine development.You all know that the First state who started development was western Upper Nile[UNITY] state but failed backward by corruption.

    There is a greater difference between the federal and local governments,for instance Dr.Garang Institute[Now University] was built by the state’s former governor Philip and was funded by the Sudan government but the GOSS/GROSS came a long and took the responsibility out of the hands of the Sudan government claiming that they[GOSS/GROSS] Will fund the University.unfortunately the GOSS/GROSS laid back in funding the school.And as a result the school lost one year faculty of their studies.Another thing further,last month GOSS/GROSS recognized four Universities only and accommodated all the student[over 2000] in those school,ignoring Jonglei University,.Who the University’s administration was unhappy about because they have 160 vacancies to accommodate such number in their school.But the GoSS/GROSS showed no recognition.Friend is that not Corruption?

    We are not here to discuss the GOSS/GROSS issues of corruption.They had done corruption which they cannot abrade themselves from.Let promote anti-corruption under our states levels.

    Remember that corruption hinder development.

    I did n,t agree with jonglei state governor for what he say while he was a most corrupted person.
    1.he have cut students salaries in jonglei state while it was not happen in rest of the states in south sudan.
    2.no development in jonglei state.
    3.insecurity in jonglei.
    you should have to started yourself bring back students money in jonglei.i don,t think whether corruption will not be there in your time.
    you are the master of corruption educate us.
