Sudan’s Abyei crisis: Deal or no deal?

June 13, 2011 (KHARTOUM) – The Sudanese government appeared to downplay earlier reports that a deal was reached on withdrawing its forces from Abyei during the high level talks taking place in the Ethiopian capital of Addis Ababa.

On Sunday unnamed diplomats told Reuters that president Omer Hassan al-Bashir agreed to pull out the Sudan Armed Forces (SAF) from the contested region before the South’s official independence on July 9.

Following that two battalions from Ethiopia would be deployed to the oil-producing district to fill the vacuum left by SAF’s withdrawal.

Bashir and his First Vice President Salva Kiir who is also South Sudan’s president flew to Addis Ababa over the weekend for talks on Abyei hosted by the Ethiopian PM Meles Zenawi and former South African president Thabo Mbeki who is heading an African Union (AU) panel mediating in Sudan.

Sudan official news agency (SUNA) quoted Sayid Ahmed al-Khateeb who is the spokesperson of the northern delegation as saying that the proposal presented by the mediators states that SAF would “redeploy” in Abyei but the South Sudan’s – the SPLA – would withdraw below border as it was when Sudan became independent on 1 January 1956. Ethiopian troops would be dispatched after that.

Al-Khateeb stressed that such an agreement can only be changed in the future with the approval of the Sudan government, the SPLM – South Sudan’s ruling party – and Ethiopia. He added that the AU proposal calls for the establishment of a “civil administration” that has no mandate with regards to security but is strictly tasked with “providing services”.

The Northern army retaliated to an ambush blamed on Southern soldiers belonging to the SPLA and on May 21 SAF moved in to take full control of Abyei. Bashir also unilaterally dissolved the area’s administration without consulting with Kiir.

Despite international pressure, the Sudanese leader vowed never to withdraw declaring that Abyei belongs to the north. Other officials qualified the statement saying that no pullout would be made without reaching new security arrangements and agreeing on conducting the long-delayed referendum.

The people of Abyei were supposed to decide last January whether they want to be part of the north or join the new state in the south. But the plebiscite was put off over disagreements on which communities will count as Abyei residents with the right to vote. Its land is used by the Dinka Ngok tribe, associated with the south, and Arab Misseriya nomads who drive livestock through the area.

Abyei’s seizure by the North was followed by a military escalation in South Kordofan between SAF and SPLA, which led to unspecified number of deaths and displacement of as many as 75,000 according to the United Nations.

The Sudanese official speaking from Addis Ababa cautioned that certain changes would need to be introduced to the AU proposed text before Khartoum can sign off on it.

Al-Khateeb said the amendments pertain to the Abyei administration council and its duties adding that the mandate of Ethiopian troops can be changed only with endorsement from the three sides.

He added that the new force would be run by Mbeki’s panel and a joint North-South committee would be receiving regular reports from the Ethiopian contingency.

The Northern official said the two sides would continue negotiating the new arrangements adding that he expects the SPLM to push for its own changes.

The two-day talks were reported by SUNA to have concluded today but sources say that they have remained in session.

The New York Times quoted a U.S. diplomat as saying that Bashir’s withdrawal offer was heavily conditioned and no final agreement was announced.

U.S. Secretary of State Hillary Clinton has arrived in Addis Ababa today and met with Southern leader Kiir and Bashir’s assistant Nafie Ali Nafie. Washington has barred its diplomats from meeting with Bashir who is wanted by the International Criminal Court (ICC) on charges of war crimes and genocide in Darfur.

Clinton, speaking before her arrival in Addis Ababa during a stop in Tanzania, said the United States supported a proposal to put Ethiopian peacekeepers in Abyei and called on Khartoum to withdraw its troops from the area.

At the African Union, she repeated her call for both sides to redouble their efforts to resolve the situation “peacefully through negotiations, not violence.”

    Replacing Sudanese Army with Ethiopian Batellions in contesting area of Abyei is very important for stability and security in the area,because we want security for the citezens in the area,I myself don’t want SPLA or SAF in the Abyei area, all of theem are behind loosing live in the area.

    By the way, Bashir should not talk of Abyei but we also need Kordofan, since Nubian don’t want crook leaders who don’t mind about the lives of citizens. Bashir’s administration is obsolete completely and he is needed to leave them alone.

    NCP needs Abyei because of oil but because they need people originally created there. Please I don’t see a need for Dinka to be part North Sudan. Dinka are only found in South Sudan nothing else where in African.

    On the constitutional front, Dr. Riek said the government of southern Sudan and council of ministers are writing constitution of the republic of South Sudan. He suggested people can send in their ideas to be incorporated in the constitution after which all the bad ideas will be removed. The constitution is sensitive, controversial and it is being intensely debated, he added.

    Dr. Riek spoke of trauma in Southern Sudan, saying that even among the senior leadership there are some who are suffering from post-traumatic stress disorder. He suggested all senior officials in the Government of Southern Sudan should seek counselling. He stressed that all of them have been in war for a long time, and many of them are wild and they need rehabilitation and reintegration into normal life.
    The Republic of South Sudan will be committed to building institutions that will seek to address post-war traumatic stress disorder in South Sudan, he said, while addressing the South Sudanese in USA.

    Look at Salva Kiir in the picture with Hillary Clinton, seems to be one among those looking for counselling!

    Secretary Clinton made it clear in one your other article that she admonished African dictators including the dictator in waiting Salva Kiir for faking Democracy in the continent. and warned of the same of revolts that is now sweeping across the Arab world.

    Moreover, Thabo Mbeki is failed president in South Africa. He is the wrong mediator for this crisis.

    You have place your comment under a wrong article. By the way, you need to tell Riek that national constitution is not made from a collections of public opinions. We have a elected government with a elected representatives, they are entrusted to make laws not unelected people overseas.

    Regarding those with postwar trauma, all the Southern Sudanese need counseling including himself Riek. He was not in heaven during the war, he was in Southern Sudan. If you point your finger at president Kiir alone, that is simply unfair.

    Liberator3 you are lie for one side but you are right for another side. Dishonest of agreement by Khartoum does mean a signature of Salva Kiir. Khartoum is already dishonest many agreement without Kiir. And you talked about Riek but you are not realized that CPA agreement there is no signature of Riek Machar and you see now Southern Sudan is wait 9 July to get full independent because of CPA agreement.

    Dr. Riek was absolutely in mess during the preparation of the Interim Constitution simply because you cann,t called for the general public to contribute their ideas and incorporate in the Constitution.
    Drafting Constitution is a work of experts not in all the fields of expertist but particularly in law. I pity you and your vice president Mr. Machar. We are not going to be fooled again by your sordid standard of understanding.
    This topic is about withdrawal of SAF from Abyei not about Riek and the Constitution. You need to develop the capacity of differentiating the issues.

    ATTENTION!

    “The rebel Justice and Equality Movement (JEM) carried out an attack on the airport of the oil rich area of Heglieg saying it wanted to warn petroleum companies to stop facilities to the Sudanese army. Located in South Kordofan state, the Heglieg oil fields are operated by the Greater Nile Petroleum Operating Company, a consortium of China National Petroleum Corporation, Petronas Carigali Overseas of Malaysia, ONGC Videsh (the overseas arm of ONGC) of India and Sudan’s oil company, Sudapet.”

    Interestingly there is no smoke without fire as the saying goes.

    So, JEM forces of Darfur attacked Higlig oilfields between Unity state and South Kordufan on 9 June! Wow, that is the reason why SAF air planes bombarded Parieng county of Unity state near Higlig at the same time last week to repel the Darfur rebels.

    SPLA should not use foolish war tactics by inviting JEM to the North-South border. This will soon be used by Khartoum to invade the South. Remember what they did in Northern Bhar el Ghazal when they suspected JEM in the area. SPLA should avoid to be on the wrong side of argument.

    If JEM wants to have military alliance with SPLA in South Kordufan, let them attack Kadugli in the North and not station themselves at the North-South border to invite SAF back to the South.

    Higlig is supposed to be in Unity state, not Abyei or now in South Kordufan. It was the poor and greedy tactic of Abyei sons in Nairobi before the CPA was signed that they claimed Higlig oilfields as part of Abyei instead of Unity state. Late Garang gave them higlig, but now they have lost it to the north in South Kordufan. If it remained in Unity state, South Kordufan would let have claimed it now. But still Unity state will get it back.

    And please don’t make a mistake of inviting JEM to North-South border before July 9. This will be used by SAF to attack the South. It is a foolish maneuver on the part of the SPLA or whoever is proud of JEM coming to Parieng county of Unity state.

    In yesteday’s article that asserted that Bashir agreed to withdraw from Ab’y,I was so sceptical of it if it will be confirmed true by implementing it.I said yesterday that sometimes Bashir do not realize quickly, what is about to come out of his mouth yet in the other hand his advisers will give him another tasty wine and he says the opposite of what he just said some day.I don’t blame Salva Kirr because he is being driven by the international menturs so he can not say a thing of his brain so do we realy have a leader? The NCP sid, they (SPLA)should make their own changes in the later proposals, that is a dream to SPLA which never come true.
    So if the issue is a deal then it will last for another decade because someone wants to benefit but if not a deal, then a solution will be through taks on the table not front line.
    But do you guys also know and belief that God in heaven is the only one to negociate this crisis with because for sure he can make a permanent solution than the Bashir and Salva Kirr?

    You are right 100%. Trauma can make somebody lose weight rapidly especially if you are a challenged leader who doesn’t understand things in their right logic.

    Look at the sad picture of our president SAlva Kiir. He looks so retreated, so retired with lazy hand shake as Mrs clinton wonders as she looks straight to his tired looking eyes.

    At least the tension was defused since two weeks ago over Abyei and negotiations have resumed. The problem is that the so-called Presidency is not meeting to discuss the details and implementation of those Addis Ababa agreements in “principle.”

South Sudanese know when to take their power from Salva Kiir and give it to someone they think will perform better than Salva Kiir but not Riek Machar to determine how South Sudanese government powers are allocated and distributed. South Sudanese did not mandate Riek Machar to do anything on their behalf but Salva Kiir appointed him vice president to help him in serving people of South Sudan.
    Riek Machar should not be allowed to stab his boss in the back again and repeat his 1991 rebellion against the people of South Sudan.
    He should not be given any more time to plan his next moves against people of South Sudan.
    People of South Sudan must take pre-emptive measures against this wicked man conspiracy. We have learned from his 1991 – 2002 actions and must not be given any more time to do his massacres again in any part of South Sudan.
    As soon as he arrives in South Sudan – he must be put under house arrest and arrange him in court on treason charges including owning and financing a rebel group headed by Gatluak Gai in Unity State.
    All South Sudanese are aware of this wicked man by the name of Riek Machar as an enemy agent among us.
    He is an enemy of South Sudan people and must be treated likewise.
    Conspiring against South Sudan people all the time is his best known duty. He poses himself as a reformed person during a day time but turns into a traitor at night.
    South Sudanese must disown Riek Machar and send him loose like his mentor Lam Akol or put him in jail.

    Why dont you ask about the allegations that the SPLM is committing atrocities and Human rights abuses in the South. Why dont you ask why Mr. Al Hilu is disputing Haroun won the elections and endorsed by the international community and Al Hilu’s call for war when he knew he lost. You state the SAF troop build up was going on for weeks – how about the SPLM build up and using Darfur rebels.

    Your weak journalism cant be covered by your constant bombardment of stupid unprofessional questions. I would really love to know who pay’s you – but im sure i wont be surprised when i find out. Its usually low lives like you who can be bought and make the most noise with no essence.

    Are you telling us that Mr cowboy Kiir was appointed by southern Sudanese to succeed Garang and not by the killer called Koul Manyang the incumbent Governor of Jonguli state .

    No southern Sudanese in his or her right state of mind can elect Kiir as a president of Southern Sudan, even Dr Lam Akol would have defeated him in the last election if not because Kiir used his SPLA militia to intimidate or terrify Lam`s supporters .

    That is to say, the election was rigged despite the SPLM nonsense that it won it through the landslide victory. Please let the SPLM syndicate quit the leadership of RoSS and first seek medical attention or counseling before they spoil everything for us.

    Well, you can do anything you want with Dr. Reik but I doubt your power though, as long as there are still Nuer in southern Sudan soil.

    The bottom line that the whole GoSS is failure system that needs to be replaced since it can’t be reformed. This is only if SPLM wants to avoid the blood shed RoSS.

    Permanent solution of Abyei crisis or general peace and stability in Sudan will never come from AU,Ethiopia,or UN.It will come from Sudanese leadership NOW or in FUTURE.

    Dinka in particular and South Sudanese in general have no problem with Nuer as a nationality in South Sudan but they have problems with traitors/enemy agents among them whether they are Nuer or from other tribes.
    We need unity in South Sudan but traitors like Riek Machar and Lam Akol are working tirelessly to spoil that unity and prevent South Sudan from moving forward in development.
    All South Sudanese should denounce traitors among them and help their security organs in arresting them so that South Sudanese can move forward in peace and development.
    May God bless South Sudan and help South Sudanese to defeat their enemies who are working tirelessly to sabotage South Sudanese unity and progress.

    Well, Nuer also are not against innocent Dinka civilians who themselves are vicitims of few Dinka in SPLM dominated GoSS. If you people really want unity of southern Sudan it would wise to address the issues that bring division among southern Sudanese. one thing we are forgetting here is that southern Sudanese are still divided along tribal line, therefore majority of our people are still regard our leaders as tribal leaders and not as government leaders. So, terming Dr. Reik of Nuer and Dr. Lam Akol of sholo as traitors will amount to declaratihjjon of war against Naath and Sholo as they will preceive it as tribalosm full stop.ioo

    If the South Sudan is implementing your so-called-foreign agenda, then whose agenda is your terrorist cluster of merchants in Khartoum are implementing? During the war, your terrorists in the north have recruited countless Middle Eastern terrorists to come to your aid in the hand of pure African in the South, and we in the South have never complain on the internet about which foreign terrorist was sent to fight us. Instead of accusing others of your traditional practice, don’t you think it is fair to say that Khartoum is run by the most vicious terrorists of our time from the Middle East?

    I’ll have to stimulate your dull skull by explaining few head-up notches to see if you’re sane or otherwise insane. The foreign relationship that the GoSS is establishing cannot amount to your terroristic term of implementing foreign agenda. South Sudan is a country, and it has to link with other countries of the world in order to create a relationship of mutual interest with countries. This does not equal to inviting these countries to implement their agenda. It is also not as the same to your conspiracy allusion slogan of recruiting terrorists all over Arab world to join you in fighting our black African claiming a justified war (jihad) or holy war.

    So, to you insane terrorists and your sympathizers, the traitors, the reality is unfolding right in your own eyes. Soon you’ll be barricaded from all corners of the Sudan, East, West, North, and South. This will be a great devastation for you and your family. You will be subjected to an extravagant grilling to turn you into an authentic African physically. Your lower teeth will be removed as scarify to some of our traditional cultures in the South. Head marks will also be introduce to you, again to honor our African traditional cultures. The lucky ones who resisted this new Sudan order among you will be swung back to the desert, the actual place of your origin.

    I think I have made myself clear to you terrorists, the time has arrived were you’ll never be tolerated. This time, it is the African way or the high way to the desert for you terrorists. We don’t want to be refer to as a country where men wear skirt, head scarf, gowns (men and women) anymore. Any old days or modern day foreigner who wishes to stay permanently in the Sudan will be scan for any symptom related to terroristic syndrome, and must covert to the practice of African tradition, before democracy so forth.
