June 21, 2011 (KHARTOUM) – The Sudanese president Omer Hassan al-Bashir on Tuesday threatened to shut down the pipelines that transfer oil from the landlocked South to Port Sudan on the Red Sea unless a revenue sharing deal is reached by next month.
But several contentious post-referendum arrangements have yet to be agreed on between the ex-foes mainly including border demarcation, citizenship, splitting national debt and oil sharing. The latter is a sensitive issue as both sides are largely dependent on oil proceeds to fund their budgets.
The ruling National Congress Parity (NCP) and Sudan people Liberation Movement (SPLM) are negotiating a compromise on those items among others with the mediation efforts of the African Union (AU) in the Ethiopian capital.
While the south holds around 75% of Sudan’s oil reserves, the north has the refineries and pipelines. The south needs Khartoum’s co-operation to sell its oil; the north needs revenues from its neighbor’s resources.
Currently the North and the South are splitting the proceeds of crude in accordance with the terms of the Comprehensive Peace Agreement (CPA) signed in 2005.
Southern officials initially said that they could temporarily continue the oil sharing formula but as relations between the NCP and SPLM deteriorated sharply in recent months the idea was dropped.
Today the Sudanese leader said that Southerners have three options with regard to the oil.
“I give the south three alternatives for the oil….either the north continues getting its share, or we gets fees for every barrel that the south sends to Port Sudan,” Bashir told supporters at a rally in Port Sudan.
“If they [Southerners] don’t accept that, we’re going to shut down the pipeline,” he added.
Bashir slammed statements by Southern officials in which they threatened to deny the North “even a single gallon of oil”.
“We will not beg or accept their conditions. Our choices are known to them; splitting [oil revenue] or our full right in the oil that passes through our land or let them find another exporting alternative,” he said.
South Sudan president Salva Kiir has reportedly discussed with Kenya’s president Mwai Kibaki this month the possibility of using Kenyan ports to export its oil. However, some analysts have questioned the feasibility of such a venture.
Officials in North Sudan have stepped up their warnings over the economic impact of the South’s secession on the economy.
Last week the minister of finance and national economy Ali Mahmood Hassanein said that the North will lose 36.5% of its income after the South goes away. He said there are contingency plans are in place that aim to cushion the fallout.
Currently the economy in the North is marred by soaring inflation rates and chronic shortage in hard currency. Furthermore, Sudan has a crippling $38 billion in external debt.
The International Monetary Fund (IMF) in a report released last April said that the North “will need to adjust to a permanent shock” particularly given the limited access to external financing. Sudan is under comprehensive economic sanctions since 1997.
“With oil revenue constituting more than half of government revenue and 90 percent of exports, the economy will need to adjust to a permanent shock, particularly at a time when the country has little access to external financing. The size and nature of the necessary adjustment could have significant implications for growth and macroeconomic stability”, said the IMF report.
Under that scenario, it is also assumed that North Sudan will witness a 10% decline in non-oil GDP to reflect the share of the South in total non-oil economic activity as well as a decline in oil related services; an increase in service receipts to reflect the transportation fees charged for the transportation of South’s share of oil; a decline in both transportation payments and investment income payments to reflect lower oil production; a decline in imports of goods to reflect the shares of the oil sector and the South; an increase in imports of petroleum products to reflect the shortfall in domestic production..
To confront this scenario, the IMF stressed that North Sudan will need to reduce spending, lift fuel subsidies, reduce tax exemptions and enhance revenue administration.

Bashir want to prove to the world that he is the only powerful man in Africa and would soon declared himself as Deputy to the terrorist sucessor. He might be right to keep on threatening Southerners because, he threatened Southerners and that is why Temporary Agreement on Abyei was signed just because the Abyei agreement signed on 20th June in Addis-ababa has altered Abyei protocol as well as PCA in the Hague. Misseriya are now allowed to have a share in the Abyei administration as well as the Abyei Council. Therefore, Bashir think that he must use the tool “Threatening Southerners” so that he got the 50% oil share from the south. Already Southerners are divided on ethical and political lines.
If all of us react overwhlemingly just like the referendum exercise and results, Mr. Bashir would immediately withdraw his continue threats.
It is up to the Southerners to select one of his three options. Otherwise, South Sudan should not keep on receiving threats from Bashir. Oil Pipe lines should be blocked and we need to open a new pipeline or construct our own refinery. It is just a matter of time to do ours. However, those who were after money will they accept perserverance and hardship? I doubt.

I remembered asking Mr Ageu Jongkuch very specific questions when he visited Australia in about 2009: I said to Mr Jongkuch, that Plan A is to keep sharing the oil revenues with the devil but;

First correction – Oil in South Sudan was discovered by American and French companies in 1978 – So never lie that Americans and whole western world did not know about oil in South Sudan till it was drilled by Chinese and Indians in 1998.
You can never get your full rights when you are negotiating on a weak position. I should not elaborate this point much because you know very well the fate of Addis Ababa Peace Agreement and KPA which were negotiated on weak positions. There is no way you can justify that Riek Machar rebellion allied to South Sudan main enemy was helping South Sudan people to get their rights by weakening their true liberation movement and succumb it to the negotiating table fully weakened to extent of having no ability to demand something substantial such as self-determination and separate army to safe guide South Sudan interests in case of resumption of hostilities. It was clear, when Riek Machar surrendered the whole of Upper Nile land and oil to Arabs, NIF/NCP was no longer willing to negotiate peace with SPLA/M mainstream but instead went on military offensive with the morale boasted by Riek Machar surrender to crash SPLA/M throughout Equatoria in 1992, the only SPLA/M stronghold by then. NIF/NCP and Arabs only accepted peace talks and mediation after SPLA/M became strong again and began to wage dreadful attacks against Arabs forces, and Riek Machar militias from 1993 onwards. NCP/NIF only accepted peace after recognizing through several defeats of their forces that SPLA/M had fully recovered from Riek Machar disastrous split of the movement and his wastage of South Sudan manpower and military assets which were deployed to his area.
So my brother, just accept shame and request for forgiveness from your visionary and resilient brothers who finally brought you freedom on a golden plate after Riek Machar and his followers almost rendered South Sudanese to everlasting slavery.
On GOSS corruption, the problem is a South Sudan problem not a Dinka problem, do you think Riek Machar and other Nuer members in GOSS are clean people in that corruption? All GOSS elites are corrupt and must be condemned for that behaviour not Dinka officials alone.

The issue of the 3 condition is not any thing difficult to understand and because the South need development fund that must come from the oil revenue and that means the refineries and the pipelines must work, so if the South says they want Kenya to cooperate with have they(South) calculated the bill of constructing the pipe lines to Kenya?

Yes, Americans discovered oil in 1978 in Bentiu, but was closed down and did not even know how huge the reserves are until it was reopened again in 1999 and exposed to them by Dr. Riek’s strategy. Dr. Riek knew that peace with self-determination would come despite Jallaba taking oil. This is based on his strategy that you the shallow minded drunkards will never understand because it is beyond your little brains.
Americans pushed for unity between Dr. Riek and Dr. Garang in 2002, after Garang became weak and his false promises to Americans that he would remove Bashir without the support from Dr.Riek failed miserably. He was told by Americans to join with Riek on self-determination or else he would risk being cut off from any support. Did you know that?
When the first protocol of the CPA was signed between the SPLM and NCP in July 2002, just six months after the unification between Riek and Garang, that first protocol was made sure by Dr. Riek that it was on self-determination. Did you know that?
And when the final peace agreement, CPA, was signed in January 2005, Torit town, where the war began in 1955, was still under the control of the Sudan Armed Forces of Bashir. Did you know that?
So, you would say we got peace while on weak military position if we could not control Torit up to 2005 when the CPA was signed. But because the CPA came through strategies, not mere military of SPLA, then it came despite Jallaba controlling our key towns of Juba, Malakal, Wau and even Torit, the former base of John Garang.
Please open your eyes and study wisely how did that peace come. And not only that it came, but it was made sure that it came on self-determination as championed by Dr. Riek.
You are just blind who only pick fruits falling from a true shaken by Dr. Riek and the Americans, and not forgetting Ngundeng, the unseen powerful prophet behind the fate of South Sudan.

Bashir has made up his mind and came up with what you heard. Those who do not understand politics or business should not have doubts that what Bashir has said will be implemented.
We’re in this dilemma because of the incompetence, shortsightedness and corruption of the GoSS. If we need to build a new pipe then we must wait for years. It won’t be economical too. Topography and security situation to East Africa is not friendly and if we managed to build our pipeline, it will also be very expensive to pump oil to the high coast of Kenya.
Those who think that we will receive foreign assistance to fully support the new state are dreaming. That will never happen, especially in light of the nasty political atmosphere and the prevailing political dictatorship in the South. I read this morning that the British parliament is anticipating a fail state in the South. Do they have reasons for that conclusion? Think with me!
As I said many times, we must coexist and cooperate for the mutual interests of our peoples. South cannot make it without the North. The North will not make it either without the South.
I hope we will not witness serious consequences due to childish and emotional behavior of NCP and GoSS.

Part 2 – Riek Machar sold South Sudanese into Everlasting Slavery in 1991 just to be Al Bashir’s English Interpreter
Riek Machar made southerners weak as a result of his 1991 rebellion and was it not because of Dinka people strong support of John Garang’s vision and commitment to fine results/outcomes regardless of difficulties, South Sudan was almost gone to savages and Islamic fundamentalists and terrorists.
You can never get your full rights when you are negotiating on a weak position. I should not elaborate this point much because you know very well the fate of Addis Ababa Peace Agreement and KPA which were negotiated on weak positions. There is no way you can justify that Riek Machar rebellion allied to South Sudan main enemy was helping South Sudan people to get their rights by weakening their true liberation movement and succumb it to the negotiating table fully weakened to extent of having no ability to demand something substantial such as self-determination and separate army to safe guide South Sudan interests in case of resumption of hostilities. It was clear, when Riek Machar surrendered the whole of Upper Nile land and oil to Arabs, NIF/NCP was no longer willing to negotiate peace with SPLA/M mainstream but instead went on military offensive with the morale boasted by Riek Machar surrender to crash SPLA/M throughout Equatoria in 1992, the only SPLA/M stronghold by then. NIF/NCP and Arabs only accepted peace talks and mediation after SPLA/M became strong again and began to wage dreadful attacks against Arabs forces, and Riek Machar militias from 1993 onwards. NCP/NIF only accepted peace after recognizing through several defeats of their forces that SPLA/M had fully recovered from Riek Machar disastrous split of the movement and his wastage of South Sudan manpower and military assets which were deployed to his area of command.
So my brother, just accept shame and request for forgiveness from your visionary and resilient brothers (Dinka) who finally brought you freedom on a golden plate after Riek Machar and his followers almost surrendered South Sudanese into everlasting slavery.
On GOSS corruption, the problem is a South Sudan problem not a Dinka problem, do you think Riek Machar and other Nuer members in GOSS are clean people in that corruption? All GOSS elites are corrupt and must be condemned for that behaviour not Dinka officials alone.

We are not new to all this types of emotional propaganda,Southern Sudan has never said that it’s going to use Northern territory without paying for transit fees and the port. We are in a World of business, and we know how business is run. The equation is simple here, Southern Sudan is a buyer, while Northern Sudan is a seller. If a seller charge his/her goods and services at a high price, the buyer has a right to go to the next shop in search of cheap materials but of the same quality. That is exactly what Southern Sudan is doing now. Kenya is also a seller like North Sudan,Djibouti via Ethiopia is also another potential seller. Southern Sudan will explore all these potential sellers, and it will go for the cheaper one. It need no Salva Kiir to address the people of Southern Sudan that we are going to transport our oil to Kenya or Djibouti via Ethiopia.
Regarding the issue of corruption in the government of Southern Sudan, you may be right because it has not delivered what was expected from it within that last six years. But what do you say about the government that have rule the Sudan for 22 years, ruin it to the point of disintegration, killed 2.5 millions of it citizen in the South,and another 300,000 people in Darfur, has started another blood bath in Kordufan without ending the one in Drafur, and Eastern sudan inhabited by the Beja tribe, one of the oldest ethnic group in the Sudan is also at the boiling point.If the Khartoum led governments are immune from corruption; then, what is wrong with the Sudanese nation?. Why is the country fighting herself?.

transit fee is a normal thing in international dealings. when one use the land of another country there are always obligations for the one using it to meet. In the case of Sudan with the south deals are more political the regulations known internationally. I said several times that we have many things common among us, but it seems that the NCP want it all or the south loss. The alternative in this case needs to be decided by GoSS/RoSS, and I think they will not surrender their right because of al-Bashir’s threats.

I agree with you that an agreement over the use of the land of Sudan has to be reached according to the international laws. But the way the President Omer al-Bashir issues threats all this time become unbearable. You cannot issue threats to someone who needs you and you need him, you give yourselves time to understand the facets and then agree on what will benefit both parties.
Observation, the party who is on negotiation is not SPLA but SPLM. so, note that difference between the army and the party. I hope they will reach logical agreement not on the barrel basis or sharing, or shutdown the pipes.

As for corruption, we have nothing to do with the corruption of the government in the North. Our South Sudan Government received about 11 billion USD and six full years, but was unable to build anything tangible. The money was stolen brother. Our people are suffering and they will continue to suffer because of the continuing incompetence, corruption and shortsightedness of the GoSS. Brother, SPLM/A behavior cannot be changed or improved because there are no Human Resources to depend on. The same old corrupted, ignorant and emotional guys are in power. They are even tailoring a constitution to guarantee their iron grasp on power and wealth.
Let the Northerners solve their problems and corruption. Let us think how we are going to deal with our leadership plight.
