Kiir says South Sudan will share some oil with North

June 25, 2011 (KHARTOUM) –The president of soon-to-secede South Sudan Salva Kiir said that the new nation has no intention of totally denying the North oil revenue that is produced in the landlocked region.

oil_img1.jpgSpeaking to reporters following his meeting with German foreign minister Guido Westerwelle, the Southern leader said that they do not intend to leave the North without support.

“We do not want to take all the oil revenues, we must leave something for the North to help them in facing the economic challenges,” Kiir said.

This week Sudanese president Omer Hassan al-Bashir threatened to turn off oil pipelines that transfer the crude from the South to Port Sudan.

“I give the south three alternatives for the oil….either the north continues getting its share, or we gets fees for every barrel that the south sends to Port Sudan,” Bashir told supporters at a rally in Port Sudan.

“If they [Southerners] don’t accept that, we’re going to shut down the pipeline,” he added.

Both sides have yet to agree on a new formula for sharing oil revenues to replace the 50-50 arrangement currently in place amid differing views on how it should be calculated.

North Sudan said that it stands to receive 36% less income as a result of losing control over the oil-fields in the South prompting Khartoum to craft measures to cushion the impact on the economy.

South Sudan will become an independent state next month after its citizens voted in favor of breaking away from the North in January as part of a 2005 peace deal.

South Sudan just needs to hire North Sudan oil pipelines and refineries at internationally agreed rate till South Sudan builds her own refineries in the future.
South Sudan does not need to do North Sudan favors in her oil which had been denied to South Sudan citizens’ development for long by the same Northerners.

That is absolutely right. We donnot want more than our right which is hiring the facilities for transportation of oil according to international norms and standers; not more ..not less.We are not looking for charity here.

Kirr, you are digging your grave. Whoever, wants to play with the blood of millions of southerns lost as you are planning, doom is waiting for you.

How dare you think to share oil revenue with north? South should hire north pipeline but not share oil revenue. South Sudanese will all be your enemy soon, you are joking.

Don’t try to utter statements without analyzing its implications. SHARING OIL REVENUE IS DIFFERENT FROM HIRING PIPELINE.

Lamija why talk like a baby, few months ago some brothers and sisters were complaining in Juba about their lands and land grabbing. How would you react if you have land in Juba and some one from Upper Nile or Bhar El Ghazal stays in your house or property without paying you?

We have to be realistics here, we need money for our oil and at the same time north need their rental money no question about it. North cannot be crazy asking for more than rent based on what is paid internationally but we do not want crazy people on our side talk nonsense which does not hold water. We cannot eat the crude or put it on donkeys to international markets.

Lorokin I though you are smarter than brother. It is not about Kiir, if you do not have your own house, you will either rent from a landlord or landlady or be homeless and sleep in the rain or under the tree.

This is a clear issue, even a little boy will agree with that. You go to the market to food, you have to pay for it or die of hunger and that is that.

mr president kiir, if the south sudan gonna share some oil with north? it seem there is no reason why south split from north? well if GOSS agree to share oil with north sudan, then we want south to take 75% and north 25% cent shares!

Now one can say that the GoSS is using logic and reasoning. It is not a charity as Mr. President’s Statement implies – it is the right of the North to get transit fees and the cost of using refineries in the North.

There are many cases where producing countries are using transit services from strategically locates countries. To name few’ Chad, Iraq, Georgia, Azerbaijan etc. All these countries pay transit fees. Please read the detailed report by the IMF on this shortcut: http://www.imf.org/external/pubs/ft/wp/2004/wp04209.pdf

Even the European Union threatened Russia to supply 30 million tons of duty free or else … Please read this:

“Belarus requested Russia to supply up to 30 million metric tons of oil duty free, saying it would otherwise increase transit fees for Europe-bound oil from $3.90 to $45”.

Look who business is being run internationally. No mercy.
It is clear that emotions cannot work here. Even enemies are compelled to do business sometimes.

Yes, the North will loose 34% of its share, but the cost of using the pipeline, port costs and the refineries will almost make up. Remember! The South will also pay road and transportation for refined products transported from the North. Eventually the North will get 50% or near to that share as suggested by USA, but GoSS was not listening.

Yes! It is good for both countries and it is better be arranged in good-will and cooperation, so trade between the two countries can go smooth. We’re destined to cooperate for the mutual benefits for the great people of Sudan.

No need for emotional and childish statements or attitudes.

    Marco A. Wek,

If you don’t know difference between revenue and rent paying, you better read economic books. Kirr’s talking about revenue sharing is total ignorance on economic aspect.

I said he should talk about rent/hiring of pipeline which is yet to be agreed upon. But talking about sharing your revenue because you want use other countries facility is total economic naivety of the president.

Again understand the difference between rent/hire and revenue. What is the relation between land grabbing in Juba by outlaws gangs of SPLA and revenue sharing with other country?

Since the oil has become the bargaining task force the NCP must implement all the CPA to the letter.I think the sharing of the revenue is not going to be based on the CPA arrangement of 50/50 because the pipeline and the refineries was built when the two sudan was together and should be seen as a shared thing. What the north need is some fees for shipping the oil untill south sudan find an alternative way or arrangement with the North.

We need good relations with the North, that relationship is good for the North and with all our other neighbours. We do not need to be like the two Koreas. Sudanese are peace loving people what else do we need from the North only being good a neighbour is what matters.Keep working on the remaining issues sudan belongs to us all and no wall should be erected to separate the two sudan

    Marco and the rest,

There is something wrong obviously with our president. All of you have read the HOT and DEADLY words which which Bashir is airing out against SPLM to his NCP supporters, but to our SPLM Kiir, he is like a “PYTHON” (Nyiel).

Even Jesus Christ got annoyed that day he found the people doing businesses in the Temple of God and beat them, sayig; let them destroy the Temple, and he will Rebuild it within three days, and he was the messiaha.

Kiir is trying to make us(South Sudanese) Distant and external SLAVES to the Arabs by not reacting to the painful statements from Bashir.

Port Sudan is not the only Port in Africa, if he refuses, we can use option B, which is our neighouring Port e.g Kenya, Djibouti etc.

    Mr President,
what have you done now? is it not contradicting to the statement you made in the cancel of ministers accusing your vice president of running parallel government?
it’s a shame for you to blame the right man in the right position. don’t you know that, your government without Riek will be like soup without meat? why are you looking things in tribal way, rather than acting as President?

Riek, spend all his time trying to defend you, and yet” you are pulling rope to different direction. it’s good that, you are given four years term in which Riek will not be the part of the government and see the result.

the mission of Riek to Khartoum and abroad was the part of this issue of wealth sharing after CPA, which you you called Parallel Government.
a man should implement, what he intend to do, why do you ran away from your decision? when you and Luka Biong who his nationality is not known up to now agreed to remove the Vice President?
to me, i call it a joke.

You all miss the point and you seem to have greed in your thinking. South Sudan is not seperating from the North because of oil, If there was no single drop of oil in the land of the South, we still leaves the taliban minded statehood. Kiir is wiser compare to you irationls and rage rushers. Oil is naturals resources just like water, you should open yours eyes and see how many countries in the world shed blood and pain heavy price with thier people lives because of this so call oil (the black gold)

Now, Kiir is the president and has made his decision as he is expected of him to do so but you guys are trying to be making decisions for him of which I see you all producing not a single good idea, just rages and shivery.

All northerners are people just like us, amongst them are both good and bad people, it not in our wishes to punish them all because of Bashir, we just want them to leave us alone and we leave them alone, may be they will see the light one day.

If they choose the old past after independance to be our enemy, that is them, it’s their choice. we are ememies now because of the the old design and scares of that legacy.

    Very good move, Mr. Kiir.
It is no use to make a difference between “sharing oil” and “paying for pipeline”, what matters is, how much money will remain for the North.
South Sudan needs northern pipeline to sell the oil. South Sudan also needs northern refinery to remain operational, becase South Sudan needs gasoline.
Besides, South Sudan cannot let the North collapse economically. We need the North weak (continue support SPLA north, Darfurians, Beja etc.) as the North has no mercy for us anyway (supporting LRA, Athor, Gadet), but we don´t need the North collapsed.
So we must continue to give the North some share and gradually build the new state, including building pipeline (+ railways, road) from oil fields southwards and to Kenya ports, building new rafineries (to export oil products instead of mere crude oil to Kenya, Uganda, Ethiopia) and developing new oil fields.

You are absolutely right Mr. Nomnalaw. What we all needs as Southerners is to hiring the pipeline and terminal service according to world market rates but sharing oil’s monies after being sold out is a ridiculous cheaper and wicked decision from our bloody President. We should not please Northerners by sharing our own national resources just because of Port and pipeline services. There are more than 3 ports in the haert of Africa apart from Port Sudan. However, if Kiir failed to do so let him distance himself from that sector and commissioning others for the task.

The question is? if we continue sharing oil revenue equally, then when we get developed our new nation? I think Kiir is still believing in international pledges? But he should note that these international communities are not stupid to continue donating to Southern Sudan Government while they got oil in their own country. And most importantly, they have already learnt that whatever they donated to people of Southern Sudan went to some individual’s pockets and their families abroad.

Please! Please! Please! Mr President think twice before you trade in our oil by sharing its money with Jallaba. And don’t for border demarcations are underway and Bashir gave his expensive tactics in order to get your cheaper response as you concluded with sharing oil. Don’t you know Mr. President that Northerners has been equipping theirselves from this oil’s resource since day one? They are well prepared in term of Military, infrastructure and many others.
Any way do so you will see the consequences and after our independence.

The Republic of South Sudan is going to be an independent nation, and if there is any deal –trade shall be done between North Sudan Country and the Republic of South Sudan , then it is up to Southerners people to decide what kind of deal we will be looking after and it must serve our will before anyone else, so Mr President Kiir is right he may announce the support of North Sudan by setting new arrangement for Oil revenue, for time being til the Republic find a new route either by east-Africa or elsewhere. Also my soon become Ex-president Omar have to understand that the Southerners did not intentionally choose to separate from North Sudan if there demand were met, so I personally and on behalf of any Northern Citizens I blame Al-Bahsir for not allowing the changes to come in Sudan’s political arena. And therefore the South Sudan has to leave with what it is belong to their land, and that mean logically north will be absolutely receiving the rent fees for its pipeline. Thanks

Ya Kiir “malew lew” stand firm before the Northern El Beshir. It was you who said on this site the other time that “we won’t share with the North even 1 per cent of our oil. You also said that it’s troubling for us to buy our freedom with oil while in the US last year. you further said that no two independent nations on the globe share resources as suggested by the North. Those are the only statements we true Southerners believe. But now after threats from Al Beshir anf before the German foreign diplomat you abandoned your initial ground. Please i believe that while in the bush we were able to survive without oil. this is no different from now.
I also suggest that the two nations were to share oil then oil from both north and south should be amalgamted and shared between the two nations. without that stop share this unfair share.

Indeed we are not in need of your charity or begging you. In fact you are badly in need to use our pipelines and facilities to sell your oil and earn your living or starve to death. Please don’t do us any favor, help or support. Mr. Kiir announcement reflects Dinka classical arrogance and narrow minded thinking (LOOKING FOR A TURBAN WHILE HE IS NAKED). Better you openly admit it you are helpless, desperate and frustrated because you don’t have other choice and you need us. Actually, we don’t hate southern or wish them something bad or want to see them in misery or agony as most of them are good natured people and they are our cousins.

Some people do not understand the dynamic and complex of politics and the blame cannot be staged against them. Kiir knows what he is doing and where he is going. Let’s see whether his intended ambition will correspond with Southerners opinions. Bashir is nothing but rubbish, he cannot threaten Southerners. Who advised him to signed the Comperhensive Peace Agreement (CPA) if he was not tired of war?
