Lakes state political advisor tenders his resignation

June 27, 2011 (JUBA) – Lakes state political advisor Dut Makoi Kuok handed in his letter of resignation to the governor of Lakes state, Chol Tong Mayay dated 21 June 2011. He claims that he has been overlooked and undermined in his role.

The Lakes state governor and council of ministers have not yet discussed his resignation and anonymous sources in state secretariat office said that they have not yet received official notification of his intentions.

The Sudan People’s Liberation Movement (SPLM) state acting secretary, Malou Moses Majok, said that “The resignation of the advisor, to me is unprocurable because” because he had not come to discuss the matter with them first.

Kuok said “I therefore remain committed to SPLM obligations and duties at any time any day the party chooses me whether voluntarily or in services called upon my services in a different field where I will have a positive knock-on-effect on the life of our people. Your quick and special response to this resignation would be more acknowledgeable to my long services to the movement in different capacities and responsibilities.”

According to an official who requested anonymity, Kuok has been detained in a hotel in Juba following failure to pay his hotel bill. He claimed the hotel is owed SDG6,000 (US$2,240). The governor of Lakes state, Chol Tong is refusing to pay the hotel bill since hearing the rumours that his advisor has resigned. 
 

Kuok’s letter stated that “As I expressed in the last SPLM caucus meeting chaired by Cde, Daniel Awet Akot, I felt disappointed in the way security is handled. And as a personal contribution I subjected my life as done by my patriotic and visionary comrades to many difficulties and hardships in the struggle t achieve and realize peace, prosperity, liberty and fundamental freedom, may your authority relief me to pave the way to someone who may be useful to you”.
 

On 21 April 2011 Tong issued a decree relieving his political advisor, Marko Chol Maciec, without charge and replaced him with Dut Makoi Kuok.

    you done good for your people in Lake State,you are better to resign,you are doing nothing for Governor,you are just wasting money in the South Sudan ,creating many advisors is not good for South Sudan ,we are still poor country,they are suppose to use those money for development of the Lake state.

    This guy resigned becuase of his bill that was not paid by the governor. These are the people in South Sudan who waste money just for nothing than giving them to the poor people in the State.6000 pound just for one night, forget it.

    The political adviser, or any other advisory position in any government are specialized professional positions, always hold by knowledgeable people. What is puzzling in south Sudan is that any person is appoint as a political adviser which makes their work difficult because they really don’t know the difference between an adviser and the executive. An adviser is a specialize person who highlight the problem in every side, and propose possible solutions to the executive who will scrutinize them and implement whatever is good for the region and its people.

    I hope political advisers should be specialized people in political arena, not anyone whom the governor or the President want to employ. also the rest of advisers should be well based in the work they want to work as advisers, e.g. peace and reconciliation, religion, security, health…etc. let’s follow the known system of advisory in the world.

    It is very normal for anybody to resign their position if they feel that they are not making an impact or being sabotaged. There is no need for name calling or blackmailing. He is firmly within his rights. It can happen to anybody and in any state. Let us avoid being judgmental

    Dear all,

    The capable leader never resign his position as a mean of solving disputes. A leader who does that has never acquire leadership skills and indeed need some training on how to handle issues under any situation- light or heavy. You can resign when you have done wrong and that is because you do not want expose yourself into many risks that can spoil your dignity.

    I was convinced that Mr Dut Makoi has no leadership skills other he should laid all the problems that caused his resignation before making the last decision. He should be calling governor or any group to discuss the matter instead of resigning.

    My question is can his resignation solve something? I think no. His position will be fill by someone else but Makoi disputes are going to point romuors that nobody should solve them because he has gone under the leadership. I really encourage our leaders to be patience or other take some leadership courses so that they can cope up with difficulties at the right time.

    Dear readers;
    There is a big shame in this resignation. This is politic with Money to what they politican demand as “employee me to establish myself”. Marko Chol Maciec was relief without charges and Dut Makoi replaces him without good criteria.

    Now both of them the Governor Chol Tong and Dut Makoi were friends. They joined the SPLM/A in 1996 andDut got his military training inside South Sudan and he made it through but Chol failed to complete his military training.

    Both of them are very ambitious to lead the state and Chol Tong got it but Dut still having some problems of balancing his brains. They sometimes called themselves SPLA cadres, Teachers, Engineers, Security personnel;Politicians and etc. No body dared to access their real qualifications and that is why they act like launatics.

    They are real smart boys and the entire iliterate State citizens admire their joking styles.

    This is what i knew in the first place that SPLM Political Bearau made a wrong decision to nominate Chol Tong Mayay as a Governor for Lakes State.

    Chol claimed that he is an engineer and yet had been there in Lakes and had not repaired any single bridge in Lakes State to prove his qualification. I do blame the SPLM because it should use the right tool for the right job.

    Dut also need to some disciplinary measures. I do not know his mission in Juba and why he demand Hotel bills to be settled with State fund.

    Is Dut dreaming to become the Governor because Chol Tong has failed? That is totally wrong.

    Now if both of them failed then, it is now time for Marko Chol who was relief without charges to become the Governor. Marko can make it and he is the only person people overlooked. If people failed again to give Chol Maciec that position than the people of Lakes State shall continue to suffer from maladministration from those seeking leadership trials.

    I want to assure you that lake state failed since Apr-2011 election were incapable personel were being encourage to come into power throught SPLM flag without good competition excercise in which one can be describe starting from family backgroung and what have u done in your generation.Dut Makoi was appointed b’se he is from Rup with Chol Tong and relieved Marko Chol who is not from Rup.let him resigned.it is his right b’se u cannot stay in government were u are being overlook not to over come the challenges facing your peoples,look at the lake state security situation and corruption.

    Colleagues,u need not to beg Chol by praising him evenif he is doing nothing.

    You guys really loved your Lakes State only that there are no good leaders since wrong ones are dominating by self promotions through other influentials friends of other states or within GOSS. A leader shuold emerge in small scope of experiments from the past no matter the position you started with. This high jump politics is breaking their necks.

    Leadership start in elementary school by conducting yourslef decently, being class perfect or head perfect or be the chairman of student associations or clubs and it goes back to your family as well as relatives and to the entire clans, sections and communities around you and build on external relations and so forth. Be exemplary to yourself, focus on the needs and meet them strategically without reservation and do not lie to yourself and your community. I myself i have no ill feeling about anybody in Lakes but i don’t like assumption.

    What i hate so much in current Lakes State Government is that all Lakes State Government are politics beginners and they really lack basic poilitical bases or foundation.

    It is my surprise to see teenagers making self advisory to themselves. No where you can nominate your colleague to become your adviser in the Government. No where on earth you put a clause of self interest into intended official resind documents. It really painful to me to see those figures of 6,000 SDG reflected in the report and i wonder too that it is also reflected in the rescission later. This is a great shame to both of them though some rumours earlier that there are some politician who never part with roast chickens, porks,salads and etc in big hotels in the State. That white saying is true that ” There is no love sincere than the love of Food”. Some of our politician love food and are top extravagants.

    I do hereby exempted the insecurity that dominated Lakes State from Chol leadership. This insecurity is accounted to all Lakes State stakeholders because it is our challenge that we are killing ourselves with no basic reasons for killing and after all it is we to realise at last that we are back by far.

    Therefore, it we to challenge ourselves for that reason though there are bottle neck politicians who like to survive comfortably in chaos and majority not.

    Thank you for this information, we really need to know our people and their vision, mission, and values that they want to achieve before elected them. That’s why the campaign is very important, because each citizen will have opportunity to listen to the candidate before he cast his/her vote.

    Also, public fund should be monitored and use wisely, what was this adviser to the governor doing in the hotel in Juba? this is a misuse of public money if his bill is paid in the hotel. our politicians use the opportunity of illiteracy in the region to ascend above them. competency should be seen in achievement otherwise the leader is considered a failure. thank you.

    Folks, I think I totally agree with John Gum. Dut resignation is an indication to Lakes state leaders and South Sudan that things are going wrong in Chol’s government in Lakes state. He is telling leaders that if things are wrong and you don’t want to be part you have to distance yourself from such system.

    I know Cde Dut might have his personal weakness as any of us do, but don’t judge his resignation base on Manyang Mayom reporting. Manyang is reporting to protect his new position in Lakes state government as (Director of Radio). Dut did not resigned because of Hotel bill, no that is Manyang propaganda depending Chol’s government. Dut resignation is based on insecurity situation in the state.

    To those who blame Dut, he was appointed as an Advisor, but he was doing his advisory role, but governor was not listing to him. What can you do if you are Dut? Can you just stay there for the sake of salary? No, you have to raise alarm that something is wrong in this government.

    By the way, have you seen reporter displaying the original copy of Dut resignation, have you heard Dut himslef talking why resigned? I know somebody said it earlier that Dut and Chol were friends, yes, they were and up to now they are, but politically no. Dut might have his personal intension but that cannot make him be subjected into a system that doesn’t value his views in regards to people’s lives.

    To make it short, I want to assure those who doesn’t know Lakes state government. Things are bad and government has failed. There are a lot of mismanagement, power abuse and corruption. Dut was appointed to make him keep quiet when he was talking against state government, but he did not asked for appointment. He was former County Commissioner of Rumbek Central County, but he was reshuffle out by governor based on what they know.

    So resignation is not weakness for those of you who said any body who resigned is not a good leader you are wrong. Good leaders resigned when things are wrong. But bad leaders doesn’t care. Dut you have done right thing please keep it up. God bless you and you will get another work do.

    Thanks a lot dear Cibaipiath for your insight of Lakes State politics. everybody is aware that Dut resigned in order to lobby for the Governorship and some of us know these guys as buddies hence the failure of one is theirs all. People of Lakes State denied Marco Maciei this post for quite long and he is the man with integrity and qualities of a leader. Chol Tong has to clear that bill because he was there as political Adviser in his gov’t and thereafter if he accumulate another bill Dut will be in title to clear his bill. politicians of Lakes are fond of investing in their bellies instead of offering services to the citizens. If you are member of Lakes take your time and visit the State Hospital. Let Chol and Dut all resigned and give chance to others.

    Dear Cibaipiath and the rest,

    Thank you very much for your nice argument on the topic of the resignation request of the Lakes State Political Advisor Mr. Dut Makoi Kuok.

    Honestly allow me despute/disagree with your suggestion of Marko Chol Machiech becoming the next governor.

    They say “like father like son”. Chol use to be very wise during the movement, writing Projects for the SPLM/SPLA, but now as i talk, his brained seems to have stopped working out good ideas.

    Why do I say this? Achol was the Political advisor to Mr. Governor Mayay, and to my dismay, his presence in the State as an Important figure in the government was not felt in any way. Crisis continued to intensify and Marko’s voice was no where to be heard. They say, if you walk with thieves you will be influenced to steal one day, and this is what has happened for our father’s case, he has been engaged in a group of corrupt and dull leaders, and he has become dull finally.

    Correction on one thing here: Chol Tong refused to pay the Hotel fee after learning of his advisor’s resignation not before. That means Chol himself was in the Hotel in Juba.
