Sudan’s oil minister accuses top SPLM official of embezzlement

July 3, 2011 (JUBA) – The Sudan’s federal minister of petroleum, Lual Achuek Deng, has accused the Secretary General of South Sudan’s ruling party the Sudan People’s Liberation Movement (SPLM), Pagan Amum Akech, of embezzling millions of dollars.

The petroleum minister, who is Southern Sudanese and member of the ruling SPLM, was accused by Amum of betraying the South by selling and giving half of South Sudan’s oil revenues for the month of July to North Sudan contrary to the CPA agreement which ends the share on July 9.

In his response to Amum’s accusations published by the The Citizen daily newspaper in Juba on Sunday, Lual Achuek, who arrived in the Southern capital on Saturday counter-accused Pagan Amum of allegedly embezzling three million US dollars to his own account from the sale of the VIVACEL network telephone company. Lual also criticised the SPLM Secretary General for failing to build the headquarters of the party.

The minister further accused the senior member of the South’s ruling party of violating the SPLM’s Constitution.

Lual denied the accusations labeled against him by Pagan on the sale of southern oil for July, saying he was only implementing orders from the President of the Government of Southern Sudan, Salva Kiir Mayardit.

“The selling of the oil was not only my responsibility because I came to the president of the Government of Southern Sudan, General Salva Kiir Mayardit and he gave order number 33 of forming the committee, selected in the ministry of finance and economic planning and the ministry of energy and mining in the government of southern Sudan in collaboration with my ministry in Khartoum,” Lual was quoted as saying.

On the current shortage of fuel in South Sudan, Lual blamed it on the ministry of Energy and Mining in the Government of Southern Sudan, revealing that the contracted company by the ministry of Energy and Mining which was supposed to
deliver the fuel from North to South Sudan failed to deliver.

He further explained that the ministry of Energy and Mining in the South was given 10 million US dollars in order to contract nine registered companies to deliver fuel to Juba from Khartoum but instead opted to deal with one wrong unlicensed company which did not deliver the fuel to the South.

Lual however called on the people of Southern Sudan to remain calm and celebrate
the independence of the region.

    I can see that there are third parties attempting to create conflict among the SPLM leaders so that they can sneak into some dirty politics.

    Ok, now if the President of South Sudan order minister of petroleum to sell our oil,and the minister works according to the orders and brought in the revenues/money that he sold the oil,then what is the problem?

    Too, there is big mess here in the process and indeed if something like this accusations occurred,then there are opportunistic who want to gain here.

    Clearly,someone is working hard to create instability among our leaders,no doubt about that.

    TO ALL THE MEMBERS OF SSLA;I KNOW SOME OF YOU READ THIS ONLINE NEWPAPER.

    It’s shocking the number of corrupt dealings that is being revealed now. I have a feeling that there will be more coming…(contract for printing the ROSS currency, passports etc.They are all shrouded in secrecy) the sadest thing is that it’s happening at your watch and it seems your hands are tied and you know nothing about it.
    My plea to all the SSLA members please! and i beseech you! wake up! DON’T PASS THE INTERIM CONSTITUTION IN IT’S CURRENT FORM. Make sure you decentralise power from the presidency and instead empower the parliament.we can now see at first hand how the president is exercising his power without consultation(Giving 48% south sudan oil with out anybody knowing no even SPLMS’ SG except his kitchen cabinet), How about when you give him more powers(he might even give away Abeyei)?
    The finance committee at SSLA should summon the finance minister to explain more about the oil contract. They should also demand to be included in the ad hoc that was formed or even better should be given that task.

    Am shocked with what’s goin on yet we have an elected parliament.WAKE UP AND DO YOUR WORK!

    Pagan Amum is to blame for this ugly reaction from Lual Achuek.
    It is true SPLM headquarters is rotting just near UNICEF compound here in Juba without being completed because the money was looted. It was the first tower to be constructed but money was looted and the whole building is just rotting there without completion.
    The sale of Vivacell is a serious problem too, it was a public company but Pagan sold it as narrated by Lual and took the money as personal money.
    This is really a serious problem.
    Pagan Amum has lost is reputation now in the eyes of international community and South Sudan intellectuals.

    Every minister in GoSS has houses and money in foreign countries. It’s not Pagan alone, he has rights to steal too because in a system where everyone is a thief you can not pretend to be an angel.

    Recently i heard this very shocking news that governor of jonglei arrange her daughter to be married by the vice president of south sudan (Riek Machar ) but what does that means ?. To me it seem that south sudan is going to fall in the hand Of few element and especially those whom we called our leaders ?.

    Pagan Amum outspoken behavior without a second thought had now brought him problem and his critics have gotten enough ammunitions from Lual Acheuk accusation to finish Pagan Amum politically. Pagan Amum will be fighting to retain his SPLM Secretary General position in the next part convention and he is likely to lose it especially with these new allegations thrown open to the public both locally and internationally.

    When our sick die due to lack of medicine, our roads are streams of potholes, schools are shadows of trees and malnutrition is the order of the day for our young one wonders what type of human beings are leading our government. What is the function of GOSS with their cabinet? It has been open secret that corruption is rampant in South Sudan but not to a level of those in position of authority can reveal it. This government lack the confidence of citizenry because even our gallant soldiers who brought about the peace those in authority are misusing are not promptly paid.

    Hey folk, what these gentlemen reveal is just a tip of iceberg. About 9/10 of all of this is under water. The soon to be defunct government of Southern Sudan is truely a corrupt one. it has put in place all possible facades to blind fold the public in forms of anticorruption. Now everybody hears of anticorruption, which has become instead a protector of the big fish. There is a very huge conflict of interest, if not address, will engulf all of us. All the big people in gov’t including the armed forces own the big companies that you and i see in south Sudan today. Is this not conflict of interest?
    I thank God that Mr. Pagan and lual are now out and this is just the beginning. Further Pagan and Lual are just default leaders who have been rejected by their own people in their constuencies. Shame on the entire GoSS!

    I think Dr.Lual Deng is one of the most corrution leader in Southern Sudan otherwise, why he had been keeping quiet all these times and not telling Southern Sudanese people how much million being taken away by Pagan Amum and the rest in GOSS.

    After Southern Sudan’s independence in this week, the Southern Sudanese people would like to know exactly who is taking money fraud in the last six years and if people found any Top leader within GOSS leadership then, those people must face jail and big punishment, because that is what will stop these corrupt leaders in Southern Sudan. Dr. Lual Deng, you must tell Southern Sudanese people if you really anyone who have committed money fraud during the last six years, we would like to hear from you.     South Sudan is being led by fools to answer you precisely. Below is the comment I made yesterday on the same topic of lack of leadership in South Sudan.


    South Sudan is being led by fools – I have now come to conclude that and this is dangerous to the nation’s current generation and the future generations.
    These are the indications that support my assertion
    1. Expected investment of 500 billion in five years is impossible – currently Sudan GDP is slightly above 98 billion US$ and Uganda GBP in 2010 was roughly 46 billions with that massive exports to a new found free market (South Sudan). If Sudan with 40 million people or more with extensive infrastructure built over a period of 6 decades can produce only 98 billion dollars worth of goods and services including oil annually, how much will 12 million people whose 70 to 85 percent of them are estimated to be illiterate can produce and consume annually? Those huge investment ventures expected are supposed to produce huge returns in shortest time possible in order for those ventures to be viable in the eyes of money owners (investors). How many people in South Sudan need modern apartments with swimming pools and other ultra modern facilities? How many are able to consume western imported stylist goods? How many people among that 10% literates needs massive loans of 5 million and above dollars in their life time? How many people in South Sudan are able to build modern railways and ultra modern highways and buildings without basic skills training required first or you want our cities given to Indians, Indonesians, and Philippines as is currently the case in Dubai and Abu Dhabi – your cities of reference for South Sudan urban development? How many people in South Sudan have satisfied their basic needs and are now planning to begin luxury lifestyle? We must understand our country’s situation first before we begin to talk like people who came somewhere else which is not part of South Sudan or Sudan in that matter.
    2. IMF and World Bank debts are something South Sudan need to be careful about, it is better we use the little we have wisely then trying to jump up development ladder through massive debts commitment. South Sudan will virtually be enslaved to creditors and may even lose that hard won pride of independence to being owned and controlled by creditors in the near future.
    3. If South Sudan foolishly embroiled itself into massive debts in the name of reaching other countries in development within five years, creditors most of the time western countries will not accept future request for debt write off because the country is considered resource rich and South Sudan may be sold off to foreigners as currently is happening in Greece.
    4. Another thing that affirmed this country is being run by fools is the revision of acts of parliament annually. Every year, we hear of the same bills being returned to parliament after president’s signature the year before, what is wrong with South Sudan parliament? Why are acts of parliament revised on yearly basis? Are these bills drafted and debated when honorable members are drunk or what is failing them to produce quality bills that can serve the interest of at least two generations.
    Those engineers and soldiers in the center of power should slow down with their foolish rhetoric on issues they have little understanding about.
    Riek Machar is a fool and his boss is ignorant and being misled into bad deals on behalf of our beloved country and he may commit future generations into serious problems unknowingly.

Riek machar and Kuol Manyang both are politician , therefore they know what they are the doing though.just remember that Kuol and Riek Machar are now best friend in the goverment of south sudan.     Riek Machar is the second enemy of Bor people after Arabs especially with his blunt refusal to acknowledge Bor massacre of 1991 supervised by him and carried out with the sole purpose of extermination of Dinka Bor people in South Sudan.
    Kuol Manyang can never give his daughter to Riek Machar, for what? Kuol is a popular independent minded war veteran who will receive very soon the medal of bravery and strategic military leadership which Riek Machar is not entitled to due to his roles in betraying people and land of South Sudan. Kuol Manyang can only seek leadership from people of Bor, Jonglei State or South Sudan in that case but not from Riek Machar, the enemy of the people of South Sudan.
    Riek Machar is not even interested in African women but white whores only. So why can somebody in South Sudan be interested in giving his daughter to a white whores player. Girls are not for sale to be just given to anybody for material or influence gain, at least not in Dinka Socities.

    Please put a unanimous constitution in an action, so laws making such irresponsible persons accountable for defacing our nation.

    I hope they will not solve this issue by gun or unlawful imprisonment or a sudden disappearance in a nasty trench, as has always been the case with SPLM/A.

    Dinka dominated Spla/M it is always good to accept the reality before you being cought up by the court of justice.Iam sure Mr/Mrs Innocence is right though Gat-Machar haven’t yet married the silent killer’s daughter, at least many of Jaang Bor’s girls has already been married by Naath people simply because of their many Kuaarmidiit loyal to Riek.Because it is well understood that whenever somebody incharge of food store or anything related to financial department that is where Jaang Bor’s girls are being trading in as they became many home-brokers.

    Dear Commentators,

    I would like to remind all of us that these cases are gone and as well responsible people. Now what is the next step and the next challenge that people, younger like you, will be facing in the few years to come?
    Look you people can not imagine that there are even middle management officers who have looted public resources worth of million dollars. So the issue is that almost everyone in GOSS (government of self service) is corrupt. Security money was captured in gas trailor, etc.

    I think our duty at this time is to ask our selves, what are we going to do when it comes to our time? You need to set your mind and think to envisage the future. This big guys are traumatized by wars and greediness to build towers within a day. They do not have any future at all. How can people like Pagan, Lual Deng, Kiir and others speak out issues which they could instead settle either in SPLM Bureau or GoSS Council of Ministers? This is an indication of mental incapability and dishonesty.
    Please let’s not waste time on insulting them or ourselves. It will not give any solution. Instead, think of the way out after one or two years from now. They like it or not, the International Community will come in soon and deal with them on the developemnt assistance that they have embezzled and some may end up in life imprisonment or paying back all the money he/she looted for the last 6 years.
    Let’s stop commenting on tribal lines. Be a statesman and responsible citizen who has a future.

    If may be a liitle biases again my post this morning. Please, don’t brought this issue. Second, you you wrong title the event, that’s even is now call ‘Southeastern Dinka or Jieng massacre.’ You say Dinka Bor massacre, you just cut out Dinka/Jieng Twic/Tuic East was the most affected tribe by the event, also you have omitted Dinka/Jieng Duk, etc. In my analysis based on that event effects, it didn’t affect the Dinka Bor that much then what it had done to Dinka/Jieng Twic/Tuic East, following by Dinka/Jieng Duk. Please be inclussive, otherwise it could be call Dinka/Jieng Twic/Tuic East massacre.

    My advice to anybody who post here often or sometimes, please know what you say before you wrote it down.

    First all, I would like to tell SSLA and GoSS to investigate case. In my opinion, Mr. Lual Achuek has proved his case to the public that he sold oil according to the agreement and with approval of the President of the South Sudan.
    What about Pagan Amun? What can he says about that $3 million dollars he steals from the South Sudan? He must still more than $3 million.
    Pagan would have let “the sleeping dog lie.” Now, he is in the hot pot.
    Shame on Pagan Amum! Thief! Thief! Thief!

    Leave out this Dinka Tuic East idea of yours – go and talk to current governor of BOSS and your MP in SSLA to discuss about your rejection of Bor name. Duk are part of Dinka Bor so if Twic is not part of Dinka Bor, that is their own problem, we will continue to call them part of Dinka Bor till we receive a letter from court banning the use of name Bor in Twic East county. Period!
    Write your book with your name of Dinka Twic East but history will judge you a liar.

    Hello Comrades:
    Enough is enough; we have to rebel against these groups of criminal thugs holding government. Unfortunately we Dinka are the majority within the corrupt leaders of south Sudan ( we can’t longer deny this fact) , my conscience can’t bear more than that, at the beginnings I was worried, why non Dinka are criticizing us that way?? as a most corrupt tribe in the south, although any south Sudanese know how much we had paid as Dinka tribe to reach this destination, nevertheless now I got convince that we Dinka are not capable to lead South Sudan, unless people of South Sudan need us Dinka to turn south Sudan into chaose more than what we are. We are the causers of any anarchy in south to mention few corruption, insecurity, nepotism, and the list continue, I urge people of south Sudan specially non Dinka, and some Dinka people who are not involve in corruption to stand up and fight these criminal hooligans in order to put our nascent state into right direction.
    I know many of my brothers will try to deny all these facts, for this reasons I have to mentioned some examples of our corrupt SPLM:
    1) His Excellency federal minister for petroleum Dr Lual Achuek Deng:
    I don’t have to talk a lot about our uncle Lual, we as greater Bor we knew what he was doing during past five years; from arms he brought from NCP to chaos he made betweens our two peaceful clans, let alone his Scandals since he was a State minister of finance in federal government, and currently as a state minister of petroleum, for your information he was also involved in the scandal of 10 million USD he mentioned above, but cause he didn’t get what he suppose to get that is why he reveal it out follow this case on Saliva Scandals bellow. I know because he is a Dinka man, in spite of all corruption he did including his support to NCP (Jalaba he maintain his position as a minister in most sensitive post of SPLM in the government of national unity; Imagine if Dr Lual is not a Dinka man, What would have happen to him????
    2) President Saliva Kiir Mayer dit: The head of the muggers, many blind Dinka keep supporting Mr Kiir cause he is a dinka man, although majority of us know that he is not capable enough like our late Hero Dr Garang to rule South Sudan, of cause Salva is very corrupt, 100% corrupt, I just bait 100 SDG to any body who can convince me that he is not corrupt, to mentioned few what Salva involve in:
    A) The Scandal of 10 million USD for reserve fuel of South Sudan which our Excellency Dr Lual mentioned was allocated to unregistered company call T-ALFA owned by our president ‘s drunkard wife ( first Lady of South Sudan State) in fact most of the fuel was transported up to juba River port by barges, than from there transit to Congo. no body can ask about that, lion is behind all this, even members of parliament are scaring to rise this issue up. Imagine that is before Salva achieve his absolute powers of draft transitional constitution, than imagine to your self what will happen if he gains that powers????
    B) Bol Mel Salva Nephew the Dinosaur of ministry of finance, you can’t do any kind of business with south Sudan Government without consent of BOL MEL, you have to know that Bol Mel is the only South Sudanese who has a privilege to get his usual unrealistic bills payment prompt from government of south Sudan, and minister of finance has to get consent of Bol Mel when there is any contract to be award. For those who don’t know Bol Mel, he is an ordinary south Sudanese youth , up to 2006 he was one of the junior stuff of WFP, all of a sadden in 2007 he started simultaneously his huge project of home and away in addition to other corrupted businesses, just if we ask BOl Mel a simple question (how you get all these wealth in this short time??).
    People of South Sudan now can imagine how far our president is corrupt this is just samples of his involvement in government contracts, leave alone other sectors.
    3) Pagan:
    Although Pagan is not a Dinka man but he has adapted our culture and the evidence is clear he is not longer accepted in his tribe. Yes he is corrupt, has involved in SPLM investments Scandals as mentioned, and in corruption within his ministry (Referendum mobilisation donors fund) .
    In conclusion I want to repeat saying enough is enough, it is now time to fight all type of corruption, my warning goes to comrades who always keep defending our corrupt government that, any denial of above mentioned scandals will provoke me, and will lead me to release more scandals.

    Hi all the question her is not Dinka led GOSS, the GOSS is led by all south sudanese But why are they all doing this corruption which turn around in suffering of innocent south sudanese, well the oil revenue is going to be for the south for ever, why don,t they (leaders) be patient?. I am not agreeing with who said more should not be revealed, Lual knows very well that Pagan has taken $3 million and invest it in his own company where is a sole shareholder and a director but he did not tells till he was also accused, this means Lual and Pagan are equally to be investigated for the same corruption charges. Now to you all readers let stop defending the corrupt leaders whether the leader is your father. take example of katiba billpam, it said in the song( Katiba billpam maindu rama inshalla abui ni dieu talaga)it means we should not comprise those who are corrupt because they keep enriching themselves at the expenses of innocent southerners.

    Thanks for the article, but you have to that every tribe in South Sudan paid a price for this journey too and not Dinka alone, OK!.

    I hope most people have heard it this morning on the BBC that our cries for justice, freedom, rule of law and transparency in South Sudan has been echoed by the Norwegian’s Minister.

    Been the majority in the country doesn’t mean that you can control everything OK!. We don’t want another Rwanda.

    Dinka should understand this well like you.

    Hi Guys, I have been reading your comments since the posting of this article. First I congratulate Dr. Lual Deng for his reaction, hence revealing all the mentions corrupt practices. To me, Dr Deng is the best leader I ever heard. Reasons: he didn’t forget the vision of his leader Dr. John after his shocking death in 2005. He still telling the South Sudanese to still following the new Sudan vision despite Garang’s death. The strategies or tactices of achieving the vision is still SPLM task not his as a member of the party SPLM. Are South Sudenese different with Jesus disciples now. Some disciples forget Jesus vision when he dies. Also, talking of New Sudan Vision silence the NCP. We would have done that and already know the plan for South Sudanese people.

    Guy, if Dr John is alive, what phase would South Sudanese have been? We simply choose South Sudan vision because we see our leaders as the weakest individuals. They cannot simply acheive the New Sudan Vision if we go for it. Is that the problem of the individal that voice for unity?

    Dr. Lual is the true nationist. When he is appointed to the position of the minister of State finance. He manages to handle the right of South Sudanese. The 50% budget agrees in the wealth sharing protocol comes on time, as exactly 50%. That why he is appointed again as a oil minister in 2010 in order to give South Sudanese their share as gree in weath sharing protocol. Dr. Deng did it. That why President Kiir trust him more than any other politician in the South. The president knows that he is pure in heart because he is from Twic East Dinka. The most trusted and visionary people in the entire nation of South Sudan.

    Dr. Lual has fought the war of the libration in many fronts. He helps to finance the SPLA start from 1993 till 2005. He phones Dr. John Garang in 1985 in US after completing his two masters to join the movement, but Dr. John refuses. Telling him to complete his PhD and look for job in World Bank in order to gain more experiences. Hence, helping New Sudan people later after independence in money’s management. Dr. John save the man to show South Sudanese how to manage money, transparancy, democracy and development. Dr. Lual opens distance learning in 1996 till 2005. In which Dr. Majak Agoot attains his PhD, James Hoh Mai finishs his masters, Bor Ajang, Gier Chang Aluong and many more. He opens ZiamZiam port in Jonglei and now intiating building of peace city Gediang. If he is corrupt, why he didn’t use all the money of these projects for his own benefit.

    Guys, some people and communities are now enjoying the blood of other people and communities why the do not participate in the war nor they fight in different fronts. Dr. Lual community likewise to their family participate much in the war. Dr. Lual community fights with Dr. Riek’s malitia in Bakarawin alone till defeating nuer malitias. His brother Dut Achuek is wounded in 1987 in Kormakuach and his brother Ajak Achuek is killed by Nyuon Bany in Magwi in 1992. His community now has 55 wounded, without legs and hands. He has right to be in any GOSS or GONU position to protect their rights compare to Pagan which even has no single kin or kith that dies in the movement.

    Wangulei case, as narrate by some fool like Garang Lual that Dr. Lual is the cause. He is not and you will get it soon because this case is now in the State High Court, Jonglei. If Dr. Lual is the initiator then you all south Sudnese will hear. This crisis is used by its initiators as a tool to dismantle Dr. Lual politicla carrer but it will not. Because those initiators have their vision that ends in Wangulei.

    Dr. Lual will soon be in Juba parliament. All these corrupt officials will see. He start with Pagan and he will come one by one. The 12000 soldiers(Koryom) from greater Bor do not die in vain. Any corrupt officials, Mps, commissioners and minister will be disclosed by Dinka Twic East. Because they are the pillars of South Sudan and any corrupt practices will not be tolerated.

    Guys, Dr. Lual didn’t go to Oil Ministery to eat. He has more wealth before the starts of the movement in 1983. When the war starts, he works in different departments in the united States. That money are the ones that he rearms the SPLA in 1993 till 2005. Are the wealths use to build Maridi college in 1996. Dr. Deng comes Sudan to help his people. As he mentions in his responds to Pagan’s accusations that he is authorised by the president to let the North takes 48% of the July’s share. Some fool take it as the whole South Sudan oil.

    People, there is no agreement reached now between the SPLM and NCP. Still 50% that is agreed in wealth sharing protocol is the one that Mr President and oil Minister implement.

    In conclusion, Pagan is the one that let NCP behave arrogantly. For example, like the attrocities they commit in Abyei. He say thing he does not think about it first. South Sudanese, let us unit and forget the political assissination use by Pagan and Dr. Lual Deng. Pagan will loss because he also accusses President Kiir. He politically announces this false scandal to destroy president’s reputation. Pagan do not joke with Dinka Twic East.

    Thank you for writing a good article, but let me ask you this simple question, WHICH TRIBE DO YOU THINK DID NOT SHED BLOOD IN THIS WAR? do think that the war for freedom started only in 1983? do mean that others should leave Dinka steal all the wealth of the because they fought this war alone?

    Are trying to tell others tribes to wage another war so that they can have their voices heard too? I don’t think the other tribes will just sit on the bench and see Dinka steal and loot the economy.

    I don’t know where you live but such mentality that you have will never make you a good leader at all. Dr. Garang was not god, he was a human being, and as a human being he was not 100% right, he did some mistakes too and those mistakes need corrections.

    Thanks languages that you used here really makes you a true definition of a fool. You seems to be semi-educated but tribalism will spoil you career soon.
