New Jonglei police rampage through Bor market over delayed pay

July 5, 2011 (BOR) – Angry unpaid but unarmed policemen entered Bor market in Jonglei state on Tuesday, looting shops and randomly beating people before witnesses say before the government sent an armed contingent to encountered them and restore calm.
The commotion ensued after the officers did not receive their salaries for June. The local police commissioner, Brig. Gen. Malak Achuoth, says the money is still in South Sudan’s capital Juba and denies claims that their pay is being deliberately delayed.
“There is no problem, this is an administrative issue and we shall solve it,” he added.
A policeman told Sudan Tribune on condition of anonymity that he believed senior police officers are attempting to deny them salary for the month of June using the celebration for the independence of South Sudan on Saturday as an excuse.
“If God were to come and judge us with our commanders, we shall win this case,” the officer added. Police in Jonglei are also angered by the delay in being deployed to the county hedquarters where they are due to be based.
Although he dismissed the claims that June’s salary will not be paid, Brig. Gen. Malak said that the newly inaugurated police will be deployed to various counties of Jonglei state after South Sudan declares its independence on 9 July.
“They came to the office today and demand deployment to counties but we told them to wait until the flag is raised on the 9 July,” he said.
The senior police officer alleges that some anomalies exist in the registration of police list because some policemen have “misspelt names, and we don’t want these mistakes to continue.” He said that such issues must be resolved before deployment as it could cause further delay in salaries being paid.
Market traders in Bor accused the policemen of looting their shops, telephones and money.
An eyewitness, Kuany Ayom says he saw police “beating people, looting telephones.”
Armed police were sent to quell the situation. The minister of law enforcement in Jonglei state, Gabriel Duop Lam, told reporters that those accused of vandalising shops will be held accountable.
“We sent a force of police to encounter their demonstration and now the situation is calm,” said minister Duop.
“They [police] should not blame anybody because the money [salary] comes once a month and whoever looted shops, will be asked to pay,” he added.

Police is the institution that sees to it that the laws of the land are abided by. If Governor Kuol Manyang Juuk can not pay his police; if they (police) themselves have to go on ramphage and loot the traders they are suppose to protect- police breaking the law instead of enacting it, do we need to look anywhere as to why Jonglei State is so volatile and insecure?
Jonglei insecurity is a critical moral challenge to the very much publicised, so called peace loving and natural leadership skills of the Bor dinka clan of Mading Bor!
It is a challenge to governor Kuol Manyang Juuk as a true son of Mading Bor to demonstrate such peace loving leadership qualities and bring the State to Peace in its entirety.
I was one time caught up in a very, very simple cattle/tribal rustling at Poktap,too simple by the standards of those particular dinka border regions of Twic east to Duk and those areas of
Lou Nuer and Murle,too bad!
The only peace heaven in Jonglei is Mading Bor! Twic east to Duk has been subjected to constant cattle/tribal raid from both the Lou Nuer or Murle.
I would just describe the Lou Nuer vs Murle as under war.
Our governor must give us peace!

look at this shameful act of unqualify police spoiling state names for the sake of 50 piasters at the eve of indpendence. Kuol Manyang ate the state money and he has been preparing state’s budget in his kitchen with the minister of finance whom he pick from the streets of Juba selling dollars for three years now, they were suppose to burn down his house and minister’s house not distablishing the innocent citizen.
anyway, Jongeli is only known for all these; corruption, insecurity and kidnapping those are the things Jongulei is known of. period

the policemen some time may have right but if their money have delayed, they could not go and loot the property of the traders, but it was the failure from Mr Kuol Manyang,he is not looking at the way he can save his people, he is just looking only on how much money he can get at the end of the month.
