Salva Kiir takes oath, grants amnesty to rebels
July 9, 2011 (JUBA) – Salva Kiir was officially been sworn-in on Saturday as the first president of the newly-created Republic of South Sudan, moments after he signed the country’s controversial transitional constitution, watched by tens of thousands of celebrating Southern Sudanese.
Clad in his trademark hat Kiir repeated his offer of an amnesty to the six South Sudanese rebel groups destabilising the new nation. He urged them to join hands in the struggle to move forward the new nation.
“I want to offer public amnesty to all those who took arms against the people of South Sudan. Let them lay down these arms and help us in building this new nation,” Kiir said.
After various last years elections various aggrieved groups took up arms against the Juba government. This year a senior member of the southern army defected sighting tribalism and corruption.
Kiir downplayed the possibility that internal conflicts would tear apart the new nation, describing it was a wish for “detractors of peace, security and political stability”.
During his address, president Kiir appealed to citizens of the new republic to focus on unity based on cultural and ethnic diversity, which he said was a source of pride for South Sudan.
“You may be a Zande, Kakwa, Lutugo, Nuer, Dinka or Shiluk, but first remember yourself as a South Sudanese. There will be equal access to existing opportunities for all,” said the leader of the new Republic.
South Sudan’s president reiterated that his government would remain committed in the fight against corruption and all forms of graft. “Transparency and accountability,” he said, shall form the basic foundation of the new leadership.
According to Kiir, effective service delivery in the public interest will be an obligation to all civil servants and that those who are hesitant to comply will cease to be part of the new government.
“In order to move this country forward, sacrifices have to be made in public service. Those who are not ready to make this kind of sacrifice will not be part of the new government,” the president said, amidst cheers.
The new republic, he emphasised, will closely work with development partners and the international community in efforts to steer the country’s progress. South Sudan he added, will abide by the international covenants as it prepares to be part of their membership.
The president further pledged to play an instrumental role in resolving the outstanding issues of Sudan’s 2005 Comprehensive Peace Agreement (CPA), citing the Abyei referendum as well as popular consultations in South Kordofan and Blue Nile.
He further called for a just and lasting solution to the conflicts in Sudan’s troubled western region of Darfur, oil-producing region of Abyei and southern Kordofan.
“I want to assure the people of Abyei, Darfur, Blue Nile and South Kordofan that we have not forgotten you. When you cry, we cry. When you bleed, we bleed. I pledge to you today that we will find a just peace for all,” he said.
In his speech, Kiir paid tribute to fallen heroes and heroines of the new nation, saying their tireless efforts, which eventually led to the independence, were not in vain. Reciting a proverb, Kirr said, “The night may be too long, but the day
will surely come”.
DECLARATION OF INDEPENDENCE
Moments before the president’s speech, James Wani Igga, the speaker of South Sudan’s Parliament had officially declared the independence of
the south, according to a resolution reportedly made by the South Sudan’s Legislative Assembly on July, 07, 2011.
The occasion, which was immediately followed by the signing of the transitional constitution by the president, later climaxed with the raising of the country’s flag as the old one was lowered.

Part of the pavilion meant for the guest remained incomplete and at one moment, Pagan Amum, the Secretary General of the south’s ruling party had to request legislators and South Sudanese citizens to vacate their seats in order to accommodate guests.
Also, shortly before Sudan president, Omar Hassan Al-Bashir took to the podium, the public address system went off air, raising speculation of foul play by some southern officials.

The Republic of South Sudan (ROSS) Independence Celebration and what next?
Fellow countrymen and women
Today is a momentous day in the history of the people of South Sudan. I remember vividly from mid 1991 to 1998 when people of South Sudan and especially SPLA/M leadership and soldiers were crisscrossing South Sudan large territories largely on foot trying to salvage SPLA/M from complete collapse and eventual defeat of South Sudan and other marginalized peoples’ aspiration for justice, long lasting peace, meaningful political participation and development. It was a trying moment for SPLA/M, however, the marginalized people of the Sudan’s hopes for justice, meaningful political participation, long lasting unity and peace, and development managed to survive dreadful internal divisions and jihadist onslaught at the time. The SPLA/M strong reemergence after disastrous internal divisions and jihadists onslaught of the time was mainly due to people’s determination not to surrender what they knew and believe was rightfully theirs – our rights to live in dignity and long lasting peace, and to pursue happiness in our land were not negotiable and couldn’t be surrendered to the mercy of anyone or institution while we the people of South Sudan still live on earth. That was the drive that made us to triumph over all odds against us at the time (mid 1991 to 1998) and the same determination guided our leaders in difficult and lengthy negotiation of CPA and eventually throughout its implementation. That people’s determination not to surrender their fundamental human rights for short term absent of physical and emotional pains brought us this wonderful celebration of South Sudan independence today.
As I watched the Republic of Sudan flag being lowered and the Republic of South Sudan flag being raised high and the ululation of women and girls that followed; I was moved and reminded about the prophetic songs of our gallant soldiers throughout the liberation struggle, the relentless sacrifices and tremendous achievements of my people throughout the devastating civil wars that culminated into this day’s celebration. It was a joyous time to see the flag of South Sudan being raised high as a symbol of freedom from oppression and intentional subjection to abject poverty of the South Sudan people by the Arabs dominated government in Khartoum.
I am absolutely delighted that we had made it at last and our human and material resources sacrifices to achieve independence from Arabs dominated Government of Sudan in Khartoum since 1947 had not gone in vain.
As we celebrate, we should not forget to thank people of the free world who had supported people of South Sudan spiritually, politically, financially, and morally to achieve South Sudan independence being celebrated today.
But more importantly as we celebrate our hard won independence, we must also start to think of what comes next after the celebration of yesterday, today and tomorrow. We are now masters of our own destiny and we must show greater responsibility from now onwards in what we say, do, and believe to be doing as citizens of the Republic of South Sudan. We must now unite and work hard more than before to bring forth all the benefits we envisioned from the freedom we had been seeking for several decades now. I have many points to discuss on what we should do and be believed to be doing in the Republic of South Sudan but that will be a subject of separate discussion in the future since today’s jotting is just a congratulatory note for the work well done.
As I conclude, let us always be guided by the selflessness of our fallen heroes and heroines in whatever we do for ourselves as South Sudanese now and in the future.

Please brother me diit, if you are indeed me diit in your reasoning then why don’t restraint yourself from tribalism mentality? This is least possible thing to think of for those who are indeed me diit in their reasoning.
This is a time for jubilation and commemoration of the birth of our young nation.
This is not time for fabrications or proactive insults to the president of the Republic of South Sudan, Salva Kiir, or anyone else in that regard.
This is a special moment in our country history. This is a time for your and my independence
. This is a time when peace and love should be felt at every corner of this new nation. This is a time to forgive each other and forget of the yesterday and work together for a better tomorrow. This is a time to let peace prevailed.
This is a time to let love override hatred and tribalism in our land. This is a time for all the Southern Sudanese communities to unit stronger than ever before. This is a time to remember those who sacrificed their precious lives so that you and I can be free. This is a time me diit e long brother me diit!

This is not the time to spew your tribally motivated vitriol; defer your abrasive, poisonous and divisive rhetoric for the time being.
I ask that you defer such sordid behaviour for a mere week. You can do, can’t you? After the week has passed, you can then continue to censure the Dinka people as a whole and issue threats of genocide.
If executing a successful Coup d’état, one with tribal dimensions was straightforward… Riek would be President by now, wouldn’t he? Even with Khartoum’s assistance in terms of logistics & supplies and joint military operations, Riek was unable to dislodge Dr. John Garang de Mabior > and was by extension unable to replace the Dinka who were ostensibly accused of ruling.
Your derisive remark concerning Dinka and food has me somewhat baffled; Dinka areas were completely denied relief of any kind during the war, since we were not deemed to be sufficiently compliant or cooperative. I am sorry to say, but the Khartoum Government did not apply this same policy in Nuer areas, particularly after the split in the movement.
As a consequence of the continious Government and murahaleen attacks on Dinka areas, particularly in Bahr el Ghazel… the Dinka as a whole, but specifically the Dinka of Bahr el Ghazal, became the backbone of the movement.
This is a fact beyond dispute; and if we are threatened with genocide yet again, this time by brothers… you should expect us to resist, you should expect us to respond; we will not kneel, we will not be dominated and we most certainly will not accept abjection!

well, from reliable official sources the true story of what happened yesterday goes like this. abdoun agau the secretary general of the government was supposed to be the master of the ceremony. unfortunately pagan amum the party secretary general suddenly grabbed the mike from abdoun agau from the start of the programme and took charge of the task. the vice president riek machar was in the official programme to be the one to invite both omer bashir and salva kiir to speak. but he was to be invited first by abdoun agau.
then pagan prolonged talks and refused to give to abdoun agau while the time was running out for foreign presidents to leave. the vice president dr. riek machar then intervened to give abdoun agau the chance to do his work.
pagan amum was disappointed and went to disconnect the mike from the power while the vice president was inviting bashir to speak. that was funny and embarrassing at the same time in front of the dignitaries. then salva kiir came and denied that the issue was technical due to poor preparations.

Shame to Mr. Marxist-Lenininist Garang and his disciples for his self-claimed “United Socialist Secular New Sudan,” vision which brought many setbacks to the movement since 1983. Speaking from his underground rally, in a message to his subordinates, he declared that “the first bullet must be fired against the separatists/Anya-Nya II,” as an attempt to impose his self-claimed “New Sudan,” vision on Southern Sudanese and hujacked the movement from its founders [separatists] altogether, coincidence?
Now, the South is on its own and the critical question is who are really going to be the King of the Jungle in the South?

Well done Salva Kiir, I assume nobody should underestimate the tough time you and your team been into.
What count is the result, the fact that you finally inked, sealed and delivered CPA as the late John Garang and other Southern Sudanese intended worth appreciation. This speech has very substantial qualities of good functioning governance. Transparency and accountability are inseparable. The next step is the measuring or monitoring of those qualities to ensure they are up-to-date.
I hope every citizen of the Republic of Southern Sudan should NOT be drifted away by these slight differences. The difference of ideas, tribal line etc. They will be completely overcome if we united as one, OTHERWISE. Let us Cheer up and be committed no matter of our differences.
