Kiir reappoints Machar as new Vice President of the Republic of South Sudan

July 10, 2011 (JUBA) – The president of the newly born Republic of South Sudan (RSS), Salva Kiir Mayardit, has issued a presidential decree reappointing Riek Machar Teny as the vice president of the new independent nation on Sunday.

Kiir on Sunday evening issued six presidential decrees for the new republic which were read on the official South Sudan television as breaking news. Decree one relieved Machar as the vice president of the previous Government of Southern Sudan (GoSS) while decree two reappointed him as the vice president of RSS.

Kiir issued decree three allowing all the presidential advisers appointed under the previous GoSS to continue in their respective advisory positions until the government is reorganised.

In decree four, Kiir relieved all the ministers in GoSS and reappointed them in decree five as caretaker ministers in their respective ministries until the new government is formed. The decree prohibited the caretaker ministers from taking any major decisions or being involved in contractual agreements in their ministries.

All the chairpersons and deputy chairpersons of the independent institutions are allowed by decree six to continue in their respective positions until the government is reorganised.

The statement from the office of the president has stated that the vice president, Riek Machar, shall take an oath of office as the new vice president of RSS on Monday morning.

The caretaker ministers shall also take oaths as national caretaker ministers. According to the decree, the ministry of regional cooperation shall become the ministry of foreign affairs; the ministry of legal affairs shall become the ministry of justice; and the ministry of internal affairs will become the ministry of interior.

The president and the vice president shall consult and form the next government of the new independent country.

    It is obvious that Dr. Riek Machar is maintaining his position as Vice President after carrying Salva Kiir across the river to independence of South Sudan. But that is not the issue now!

    The issue is what is Riek Machar going to do in order to force Salva Kiir to effect radical change in this sad current mess Kiir and his closest advisors created for the last six years in Riek Machar’s watch?

    We the people of South Sudan who dearly love Riek Machar for his democratic mindset and development oriented strategies may be tempted this time to have a second thought about his intentions if he will continue to remain soft and negligent as Vice President while the mess continues. He used to say since 2005 during the greedy tribal formation of government by Salva Kiir that his main focus was to make sure that independence of South Sudan was achieved first.

    Now that independence is achieved Riek Machar should make sure that radical changes are rapidly effected otherwise he will lose support and trust bestowed upon him by the people of South Sudan as their guiding star and their hope for good future of prosperity. He should not only merely advise Kiir to make radical changes, but spearhead that change and demand it vigorously or else he should honourably resign from being Vice President.

    This nation is currently upside down since 2005. People who are committed hard workers are ignored, impoverished, neglected, not recognized and intentionally discouraged while those that are mere money seekers are the ones enjoying recognition, rewards and benefit from the loots. This is saddening and serves as a bad example and should be radically reversed if we really want this new nation to be of people who should be productive and honest.

    Riek Machar this time must be serious about issues of good governance, rule of law, accountability, security and development of this country. Those who have looted this country and senselessly squandered its resources must be brought to swift accountability and be prosecuted for their crimes in order to discourage others from following suit. If we continue to see those who have stolen millions of dollars or even billions walking freely in streets with the loots or holding key sensitive positions that we are still at a mess.

    If Riek Machar thinks he is unable to make changes for this nation, then it is better for him to resign, because why continue to be part of a corrupt system you cannot change?

    Kiir reappoints Machar as new Vice President of the Republic of South Sudan
    It is quiet obvious that the position of the Vice President in Southern Sudan is the only position for Riek Machar Teny.
    He will remain in that position until he relinquished from the position. Riek Machar will not blame anyone because he is the one who did it for himself, otherwise, if he wanted to raise a complain, then he needs to accuse his own party which he had formed for the seek to dismantle the SPLA/SPLM.

    Riek is a national figure but as always, you reduce him to a Nuer warlord just like the rest but this can’t help you or him, infact you’re doing him more damage than good.

    My advice. Decease from tribal politics and lets focus on rebuilding the nation.

    Dear Guys;
    As Kiir said during the declaration day on the 9th July 2011 “there will be no escape goat or excuses that it is the NCP oppressing us”.

    All of us are looking at Kiir as the first President of the Republic of South Sudan. Kiir made it wise to reappoint Dr. Riek Machar as the first Vice President of the Republic and made it wise to extend the positions of his Advisors.

    What we are left with to see the ultimate end is his reappointment of the current Ministers as caretakers of the Government of the Republic of South Sudan. What does he mean for this caretakers? Do Kiir want these Ministers to undergone screening and General external auditing before issuing final relief or dismissals? If that will be the case then i personally will appreciate his decision because, i suspect some ministers to be audited seriously and found corrupted then they have to be brought to book. Awut Deng Acuil Minster for Labour and Public Service and Gier Chuang Aluong Minster for Interior will not escape this. They all put the budget in Mess and all the employees in the two Ministries are complaining because of their mess.

    I again was not happy with Political Statement of Kiir by giving the Public Amnesty to those who took up arms against GOSS that also means Kiir will also sympathise with those corrupted Ministers.

    What am seeing a head is that Kiir is not making any change to the current Government officials because he was allowed to raise the flag as the President of the Republic and therefore he will do the recipiricol. If he does this then, what the Minister Justice Paul Mayom Akec said on the 7th July about Kiir is deemed and nullified that Kiir sucess is based on “collective opinion”. What is that collective opinon? We here at this website have these collective opinions and i do not know whether President Kiir do read our comments at the end of the day.

    President Kiir should consider the speeches from that day of Declaration and consider reasonable and important remarks that have been pointed out by the highly dignitories. Kiir should form an inclusive Government and should not stick on those Ministers.

    Now for you brothers do not oppose each other by tribe but let us unanimously opposed those who are not delivering quality and transparent services to us. Let us opposed those who are self Centred. Let us discourage the reoccurrent of the former slogan ” Government of Self Service” Everything Institution was for “Self Service” as the suffix. We need Kiir just to remove Awut and Gier first.

    Kiir should close down the Ministry of CPA Implementation because the CPA was ended on 9th July 2011. Abyei protocol was renegotiated serveral times and therefore, no longer part of the CPA but CPA, PCA, Kadugli and recent Addis -ababa Agreement shall be made as references. That Minsitry no longer exist to me.

    Those who are expecting something new and positive change in Salva Kiir and Riek Machar post independence government will be bitterly disappointed. Salva Kiir and Riek Machar administration can only succeed if a lot of money is allocated to states and counties; therefore, reducing bureaucracy and corruption at GOSS level and make GOSS more of effective monitoring machinery for state execution.
    Majority of current ministers and undersecretaries will maintain their jobs in the same ministries or just deploy to other ministries and other old dudes who have nothing to lose if their reputations are tarnished will be appointed too to continue perfecting their looting skills and extravagant lifestyle while the subjects they are supposed to serve continue to be bitter with president and his tribe for lack of development.
    The government ministries will be inflated by dividing ministries’ departments into different ministries and creating other ministries without portfolios just to allow those fake politicians who occupy them to loot public resources and not to deliver basic services to people who have lost their children and resources for this country. It is pathetic.
    Salva Kiir and Riek Machar administration is a mess in South Sudan. They are now given more four years to proof beyond reasonable doubt that they are truly foolish and must be recorded in history as so.

    Mr. Truteller, I always watch on ur comment u must stop hatred and comment of no hope to the people of South Sudan, I hope ur matured person, I agree wiht the president decision on keeping his vice but not only his vice he should keep other goverment body for sometime, we hope they will change any fractured areas that they havn’t fulfill in his goverment, who ever looted and did wrong to the people of South Sudan will take a little step to come back to the point, this is the only step they should probe themselves. there are vissions the goverment of S. Sudan should focus before taking an necessary decisions. Prsi Kiir was clever enough in his speech during independence day and to choose these decisions, Im not Dinka nor Nuer but Im South Sudanese not more than this and Thanks.

    I think that was not a wish decision for Kiir to reappoint him as VP because Riek is the problem! he had already killed many thousands of south Sudanese. I am personally not happy with that because very soon he will taken to ICC for human right abuse charges.

    Dr. Machar deserves to be reappointed; he’s the brain behind the success we are now enjoying, not Kiir!

    Forget about Kiir…

    My fear however is that Kiir-Machar marriage will not last, given the former insecurity sickness. Recall he publicly humiliated his Assistant while Machar was in absentia.

    May the two work to gether to the end of Interim Political Arrangement, there after we shall have a voice to ask the cow boy to retire.

    My biggest worry though is that the two are too corrupt to make a difference in the new Republic. Kiir has empire of businesses and Machar with land size of my County, what a den?
