UNSC recommends to General Assembly recognition of South Sudan

July 13, 2011 (JUBA) – The United Nations Security Council (UNSC) has recommended to the United Nations General Assembly (UNGA) the admission of the Republic of South Sudan as a new member of the world body while the South Sudan vice president, Riek Machar Teny, assured of the new state’s obligation to fulfilling the Charter of the United Nations.

The UNSC voted today in support of recognizing the new state and adopted a resolution welcoming the Republic of South Sudan as a UN member State.

The current President of the UNSC, Guido Westerwelle, who is also the federal minister of foreign affairs in the Federal Republic of Germany officially declared the recommendation.

“By adopting resolution recommending the membership of the Republic of South Sudan in the United Nations, we want to welcome South Sudan as the 193rd member in the family of the nations,” he said.

South Sudan’s vice president, Riek Machar, in a statement he delivered to the members of the Council following the passing of the resolution said he was very grateful to the world body on the “most auspicious occasion.”

“At the outset, I wish to convey to the members of the Council the profound gratitude of the people and Government of the Republic of South Sudan for having just recommended to the General Assembly that the Republic of South Sudan be admitted as the newest member of the United Nations,” he told the meeting.

He assured that the new state will abide by the Charter of the United Nations and carry out its obligations to fulfill them.

“By virtue of my President’s letter to the Secretary-­General on 9 July 2011, the Republic of South Sudan has accepted the obligations under the Charter of the United Nations, and has undertaken to fulfill them. The Republic of South Sudan will be a responsible member of the international community, and will respect its obligations under international law. We are working to accede as quickly as possible to all relevant international conventions and treaties, not least those related to human rights.”

Machar said his government was committed to full implementation of the Comprehensive Peace Agreement (CPA), especially on Abyei issue and the other two areas of Nuba Mountains and Blue Nile and including Darfur.

“The CPA implementation process has involved many challenges, and we are grateful to President Thabo Mbeki, Prime Minister Meles Zenawi, and Special Representative of the Secretary-­?General Haile Menkerios amongst others for their dedicated work in support of the process. We thank Secretary General Ban Ki-­?Moon for his unwavering focus on the full implementation of the Comprehensive Peace Agreement. We express our appreciation to the members of the Security Council for establishing the UN Interim Security Force in Abyei, and to the Government of Ethiopia for committing forces to this mission. We call for their rapid deployment,” he further stated.

The Vice President pointed out that the new independent state is committed to building good relations with the Republic of Sudan and resolve other outstanding issues that may affect security and peaceful relations between the two neighboring countries.

“In particular, we must agree on mechanisms for continued cooperation, agreement on the remaining disputed areas of the borders, demarcation and mutually beneficial management of the common border, and the final status of Abyei. We will also continue to work together with the Republic of Sudan to ensure that there is justice for the people of Darfur, Southern Kordofan, and Blue Nile. There can be no stability in either Sudan or South Sudan without a new political dispensation in the Two Areas and Darfur, as well as the full implementation of the Abyei Protocol.”

He added that it was now time to build the new independent state.

“We now dedicate ourselves completely to the task of building our nation,” he said.

The UN General Assembly is also expected to vote on Thursday to officially recognize South Sudan as an independent nation and issue it with a certificate of membership to the world body.

    Make sure seasoned politicians are appointed as Ambassador and Deputy Ambassador to the UN.
    There will be a lot of curiosity about the new nation and how it will be voting in the UN Assembly. Many blocks in the Assembly will be lobbying for South Sudan votes and that require well informed Ambassador and Deputy Ambassador to handle that pressure without embarrassment to the young nation.

    Instead of talking behind the opaque Riek who contribute nothing,then let thanks SPLM/A for their great services other we have not talk about everthing in the RSS now.

    We shoud be forwarding our sincere message to our SPLM/A for their great liberation they did to help us see this independence day. May God bless them for their patriotism, we have really understand the important services that our SPLA and SPLM plus our dedicated leaders during the difficult time.

    If we have no our heart that help us offer lives at the time where there is no water,no food,no heavy weapons, no shielter,no medicines ,and many more,then we would be under the mistreatment of the khartoum regimes till the next of hundred years in the Sudan.

    I almost shed tears to when i reflect back the difficulties when experienced during the bush. I strongly believed that our SPLA has brought us something to the table-the independence.Yes our generation have lost their lives on their ways to Bilfam and Bunga under the militia and the diseases as well as the hunger and the thirst but we the land compensate their lives. we have made a huge histroy and the world have know it in the July9th where our people rose their flag around the world.

    Once again, let thanks Koryom batallions( Agreb, Zendie, Adiit,Cobra, Lion, Tiger, jamus, Timsa, Raad,Elephant, Jamal, bilfam etc), Muor Muor batallions( Tuek Tuek, eagle, Nil, Shark,Gol, Beshiir, Zal zal1, kazuk, etc), Intifather( ger ger, Adungek, Mijil, Mukter, garangdit, Ariathdit, KonAnok, Koryom2 etc), and Red army in Dima and panyido trained in Ethiopia and in the South.

    Dear brothers and sisters, this liberation was not just agift,we fought for it and we all lose huge lives for our land. Thanks alot may God bless the entire citizens of South Sudan-the dead or alives.God will help us resist the remaining issues while also strengthening our self in developments

    Check them critically; they are not the same Ministries except few (sovereignty ministries). Many ministries have been merged and many have their names changed. It is done so to help Gogrial kitchen cabinet in getting external ideas on how to re-organize bulk government into a lean and service delivery focus government before they begin confusing the president with their ideas of Ministries without Portfolios.
    What am not sure is whether or not the Gogrial Kitchen cabinet really follow social media websites for ideas and public opinions on government operations.

    well what i know for sure is that riek machar teny dhurgon’s history has boldly written itself on hard stone and no body can succeed in denying it. he is for sure the undisputed chief architect of the vision to independence of south sudan.

    since he joined the splm/a in 1984 from london, uk, only some months after its formation in may 1983 he immediately became the head of splm/a office in addis ababa, ethiopia, and then trained in bonga and militarily deployed where he fought a courageous fight in mid 1980s as spla zonal commander in upper nile region. His forces which he directly commanded engaged in fierce battles with the current president of sudan, omer basher in unity state when basher was still brigadier general and commander of saf forces in unity state before he became president in 1989. riek machar’s battle wounded basher on his leg, a thing not done by any other commander in spla to wound a brigadier general of sudan army. that was where basher felt the war and promised riek machar on the phone that if he would ever get chance to rule sudan he would end the war himself. two years later basher became president.

    riek machar’s forces captured melut town in upper nile but was denied reinforcement by william nyuon and kerubino kwanyin bol through the influence of late john garang. As a result riek machar lost the town to saf forces after running out of ammunitions.

    riek machar championed self determination in 1991.

    riek machar signed khartoum peace agreement with basher on self determination for the first time in the history of sudan. because john garang refused to join peace, the agreement did not succeed to organize the referendum as the fighting was still going on. riek decided to rejoin first with john garang and bring him to the peace process on self determination as the first protocol while garang should remain the leader of splm/a if he accepted the vision of self determination as the basis for peace between north and south sudan. it happened in January 2002 and the first protocol on self determination was signed in july 2002.

    riek machar mediated between john garang and salva kiir when the two quarreled in rumbek and almost destroyed the peace process as kiir was threatening to overthrow john garang. riek successfully defused the quarrel and made john garang to sign the cpa.

    riek machar successfully and skillfully implemented the cpa with basher and ali osman as the head of high committee in splm who implemented the cpa.

    riek successfully carried salva kiir across the river as his vp for the last six years. sespite kiir’s weakness in many areas, he made sure he was always there to do the work for him and reach independence of south sudan.

    even foreigners know a lot about his achievements. this is why when he was asked by the bbc interview during the independence celebration that how did he feel now that his objective of 1991 self determination and others have all been achieved and south sudan is an independent nation, he just replied that he was so happy that self determination is finally achieved through the 1991 move and could only regret the unnecessary loss of lives among civilians that also came as a result of achieving the golden objective.

    so, whenever we speak of his contributions they all have great quality and the good thing is that despite other jealous views against him, riek machar never bother to talk of his achievements because he knows they will speak volume by themselves when the dust is settled.

    George Bol, you sounded someone who had been in front but you seem unwilling to accept Dr. Riek is one of the heros when come to fighting Jalaba. Recall that fact that Dr. Riek was one of the frontline commanders in SPLA. And NO one is better than him when it come to who did successful operations. That is why many doing attack his military record.

    Please George, follow your freinds in accepting change in heart for the sake of our new nation. Let face the world with new strategy. Thanks for understanding.

    Thank you Mr VP Dr Riek Machar for assuring Abyei issues to the Unite Nation Security Councill [UNSC]. It is the fact that if Abyei did not given a permanent status then largely will affect both two neighboring countries ie South Sudan and Sudan.
    This is a change a Khartoum Govt need to pay much attention in preparing for these changes and whoever ignore this will be dramatically changed forcefully.

    There is one thing I want to argue on your comment Mr Nhomlawda, Ministry of Information and Media Development is inclusive of Ministry of Communication and Technology.
    This Ministry of Science and Technology in some other countries is just a branch of Ministry of Information but if we are to create opportmities for jobs and employment then you are right.

    Educate yourself on SPLA/M vision I dropped yesterday so that you should not hold those irrelevant and falsified achievements of people like Riek Machar and Lam Akol whom our hearts were just watched from their bad deeds by SPLA/M vision that delivered us ROSS few days ago.
    Let us continue to celebrate our ROSS birth before reminding us about those dark days so soon.


    John Garang portray is the only approved human portray to be in South Sudanese Pound as long as South Sudan Republic lives.
    For those nyagats who still do not understand SPLM/A Vision during the war; SPLA/M vision for united secular democratic Sudan was designed to achieve the following:
    First, John Garang had learned from the failures of Anyanya I rebellion separatist vision and decided to launch his war under united secular democratic Sudan vision to bring together all marginalized and freedom loving people of Sudan against Islamic fundamentalists that had hijacked Sudan from its rightful people and system. John Garang knew his vision would bring war to the north and the Islamic Fundamentalists will respond to threats of defeat by reforming Sudan based on the principles that formed SPLM/A vision. Secondly, John Garang knew that Islamic Fundamentalists in Khartoum will be at the brink of defeat through that vision and will immediately get rid of South Sudan by giving its independence to save North Sudan from secular and democratic system and the rule of majority.
    Republic of South Sudan was achieved through SPLA/M vision of united secular democratic Sudan which the north saw as a threat to Islamic foundation in North Sudan and therefore decided to get rid of South Sudan to reduce troubles threatening to destroy Islamic foundation of Sudan.
    John Garang portray in South Sudanese Pound will remind generations to come that their freedom was achieved through SPLA/M under John Garang vision of united secular democratic Sudan; therefore denying those crooks and unscrupulous individuals who always want to rewrite history in their favor like the Nasir 1991 attempted coup d’état ring leaders and their supporters.
    Nasir faction gangs did not understand that trick of getting South Sudan independence through united secular democratic Sudan vision of SPLA/M. The lack of understanding of SPLA/M vision by Nasir faction gangsters and foreign interferences in a successful movement made them caused havocs in 1991 just to discover the truths after six months of mess and surrendered to the enemy humiliated.
    John Garang and his unshakeable deputy (Salva Kiir) followed that vision through and now we had gotten the second option of the vision which is the Republic of South Sudan.

    It is not Bashir who gave south Sudan its independence. It is the south Sudanese people who voted for independence. It is amazing how some idiots would like to attribute the independence to characters who were inconsistent. If SPLM was truly aiming at liberating south Sudan only, then we owe the people of the Nuba Mts, Blue Nile and Abyei an apology, because our action can only be interpreted as duping and betrayal.

    South Sudanese voted after they were given rights to have that vote and their own army to protect that right should circumstances change. Where else can you have two independence armies in the same country if you are not preparing for gradual separation? So note that separation was accepted by powers in Khartoum when they inked CPA giving GOSS rights to own and equip its army.
    Second, the people of Nuba, Blue Nile and other parts of the north were fighting for the first option of the SPLA/M vision which was not achieved and therefore, giving way to second option of the vision to be achieved.
    South Sudan and SPLM/A do not owe people of Nuba Mountains, Blue Nile and other parts of the north any apology for they were fighting for the first option of the vision which failed to be achieved.

    You have jot down a technical line up of the ministries, I appreciate it but the problem lies between who is alligned to the President not qualification if I can see it.
    You are right about apointing ambersaders and ofcourse they should be people with intergrity and professionalism and respect for diversity if at all they will be appointed soon.
    I expect the new Nation to be governed using Paul Kagame’s style of zero tolerance to corruption which has pushed Kigali to be the first cleaniest City in Africa just because of unity and hard work accompanied by THE LOVE for their Country, this method will give us the correct answer and huge respect in the UNSC and the General Assembly including the world.

    South Sudan voted for separation not independence.South Sudan was not under colonial rule of North Sudan to get its independence, but it separated due to marginalization policies of successive regimes in Khartoum. South Sudan has never been a separate country when England invaded the whole Sudan, but it was one country known as Sudan before even England invasion. Therefore, South Sudan got its separation, not independence.

    Those two naive and corrupt tribal leaders called Reik and Kiir must leave the governing of southern Sudan to strong, brave and influential or visionary leaders such as Professor Diu Chan, Dr. Lam Akol , General Peter Gatdiet, General Gorge Athur Deng, General Gatluak Gai and our spiritual leader, General Abal Bagi Ayeei to lead this newborn nation that requires a gentle treatment not like rough way those SPLM looters like Kiir and Reik have been handling it since 2005!!

    Enough is enough, we can’t continue with Kiir and Reik who are not in full control of their self-centered SPLA/M beasts!! Who are addicted to burglary and robbery since they were in the bush till today!!

    Those demoralized and traumatized SPLM warlords needed to be replaced for things to run smoothly in southern Sudan, otherwise we are headng towrds the Somalization of RoSS!! What different will those naive and wicked leaders make within 4 years in power that they miserably failed to attain in the past 6 years in the office!! Please leave now if love RoSS!

So that I can remove that baldly head of that Lemur called Garang who has no right whatsoever to be honoured this way as if he was the father of this nation called Jinub El Sudan, and replace his scary head that has been illogically put on our national currency with that Guukur or yang or muck nyejock etc of the animals in the Nuer land because they are better than that baldly head of that baboon called Garang!!

    John Garang’s portray may not remain on RSS note or it may not be the only portray in South Sudan currency as long as RSS lives simply because that note was designed by a human not God!!!!

    I personally do not have any problem with it but we should be fair minded at least when we refer back to our long struggle for SELF DETERMINATION or LIBERATION OF SUDAN to put it precisely. Garang died a unionist but that doesn’t deny him recognition too. I don’t know why some sick people try to alter history!!
    All of us would definitely love to have full control of our historical country Sudan,yes I was a unionist until the CPA but….. 2.5 millions lives wasted without any major town in South Sudan to show for. What liberation?
    You must try a different strategy!
    Riek signed KPA that would ensure self determination and Garang refused to take part and so it didn’t materialised, you see!
    There were so many negotiated peace agreements btwn SPLM AND NCP namely ABUJA 1and 2. They failed too.
    There could never had been a CPA without Garang and Riek coming togather,people South Sudan coming togather. But the question is where did the SELF DETERMINATION
    PROTOCOL comes from? Don’t ask me for it. And if one could argue that he didn’t change his mind, maybe he voted for unity.

    I am enduring Juba economic hardship by spending my money to get internet and time thinking and posting those ideas online to help South Sudan at large not Dinka in particular.
    Am not a fan of GOSS either.
    I’m an independent expert making my money through skills sales; not associated with GOSS and its corruption machinery.
    Go and look for those who told you GOSS appointments are done through Dinka friendship to tell you more details on key personalities to contact.
    I know Riek Machar and John Luk Jok are Salva Kiir’s friends when coming to GOSS work and especially key appointments from Nuer Community. Consult any person close to those guys and present your name to them for GOSS ministerial or commission or ambassadorial appointment.

I do strongly believe in the next couple of years the president of South Sudan will either come from Equatoria or Upper Nile but we will not gang up against him/her that he is Nuer or Equatoria.

    You are absolutely wrong.When the SPLA/M took up arms in 1983,Riek and Lam were lecturers at the university in Khartuom.They were not involved in underground movement.Riek didn’t joint in,in 1984 but around september toward the end of the year 1985 some few months to 1986.He came first to visit Garang in addis ababa and lied to him that he will help Garang to provide boots and khakis with exception of guns which he clearly stated he cannot afford to bring.But later he came back with empty handed,breaking his promises.

    Your other lie is that,you said Riek was the only Spla commander who wounded a brg…Omer but Commander Kuol Manyang captured and killed in 1989 a geneneral who was a higher ranking SAF than Omer Beshir and Peter Panom Thanypiny who also captured a general by names Abdel Magjub in 1989 also, a notorious man who run his mouth a lot despite his being a prisoner.His attitudes led Bol Madut killed him on Raad-Buma road in 1991.I personally met Abdel Magjub in Gilo three on june 4,1991.

    I attended Riek mazara on April 1991 when he started his defaction.He is not the champion of the CPA because the CPA was negotiated while he was in Khartuom.He came back to the SPLA/M in 2002.Some other issues were dealt with and signed before he came.If i lie,you can read whether you will find his signature.Non of his ink was wasted to sign anything.Except his his fake peace in khartuom which was not recognized by the world but Garang’s peace was well recognized in kenya.Riek himself told Taban Deng that let go back to the SPLA/M.They are still our People,they will ecept us if we go peacefully and they did.There are six signatures only signatures brought us this republic without Riek’s signature.

    Self determination was tried by Anyanya I and II but failed to mobilize people within Sudan who were marginalized by Khartoum but not part of South Sudan. Self determination also failed to gain popular support from neighboring countries that saw it as a bad precedence for Africa.
    When John Garang started SPLA/M, the first group to be destroyed was anyanya II staunch champions of South Sudan separation who do not want a sugarcoated vision to achieve popular support for South Sudan cause.
    SPLA/M as envisioned managed to gain popular support which Anyanya I and II failed to gain through their narrow vision plainly put as separation of South Sudan from rest of Sudan.
    In simple term, SPLA/M vision of united secular democratic Sudan was meant to get support both within and outside Sudan to bring military pressure close to the centre of power in Khartoum to force them to accept comprehensively negotiated settlement to the problems of Sudan. SPLA/M knew at the negotiation table issues that could have scared away SPLA/M groups in the north but benefits the south could be tabled for consideration. That is where self determination idea was to be brought up and agreed upon.
    Idea of self determination was not a new thing to South Sudan during SPLA/M liberation struggle but it was an impossible request without strong military standing for South Sudan to force that interest through as the best way of settling civil wars between South and North Sudan.
    Anyanya I asked for self determination but it was refused because they had no serious power to force it through.
    SSIM of Riek Machar asked for self determination but he was denied because there was no strong military standing to force it through.
    SPLA /M asked for self determination and got it because SPLA/M has both the political backing and military standing to force self determination for South Sudan through.
    In conclusion, self determination for separation was known to be the best option of settling none ending civil wars between South and North Sudan but the modality of reaching it had to be changed since two attempts were made for that goal but failed to achieve significant results.
    Separatist movements hardly get support globally; examples are the Cabinda movement in Angola, Bakassi Peninsula group in Cameroon, Katanga group in DR Congo and many others in Africa and the world over. These groups had fought for several generations and now still fighting for independence from their mother countries but they are not getting their demands, at least in a foreseeable future.
    If SPLA/M had changed its vision to fight exclusively for self determination of South Sudan as Riek Machar wanted, South Sudanese would have not gotten independence by now.
    Just ask yourself why Riek Machar failed to get bullets for the guns he took from SPLA/M main stream, leave alone securing new guns; it was because no one wanted to be seen supporting separatist movement in another country while suppressing their own diversities that require great autonomy or independence from their central governments.
    Always think big, narrow worldview always achieve none or little success in complex issues such as dividing nations’ territories.

    you are ignorant about your own argument. it doesn’t make sense because you also dilute it with more lies. anya nya one did not try self determination. they tried separation as such. there is a big difference between outright demand for separation and the vision of self determination to democratically facilitate the separation. do you get that.

    again, if splm only fought for united sudan to appease and mobilize support from all marginalized, then its vision was therefore hijacked and would have ended up uniting sudan on new basis. self determination was the only vision that facilitated separation and without it as a twin vision there would have been no what we called south sudan independence today. please understand issues correctly. otherwise you sound naive…

    These Nyagats ( Riek, Lam and jalaba called Taban ) normally like to be leaders always that is why they broke away in 1991 and it took them years to realise that there is nothing coming out from Omer Bashir, when things turned ugly they came back and cause alot of burdens, they promoted primitive civils to the high ranking army officers when they were nyagats that is why we have many general consumming public funds without qualifications.

    They should not talk when they failed to achieved anything, it was a blessing that they failed to liberate the south through their movement ( SSIM ) otherwise other tribes would not been considered in everything starting from the government to civil services.

    It is good for them not to complain because where else in the world those of Riek, Taban, Lem and the primitive so called Matip could be leaders if not in South Sudan?. What I hate most is their lack of appreciation.
