Sudan and LJM rebels sign a Darfur peace agreement in Doha

July 14 , 2011 (DOHA) — The Sudanese government and the Liberation and Justice Movement (LJM) signed a peace agreement in Doha to end the eight year conflict in the restive region of Darfur, as another rebel group blamed Khartoum for refusing to discuss core issues with them.

The deal comes six weeks after a conference of Darfur stakeholders who endorsed a framework document for the resolution of the armed conflict in western Sudan. The text, supported by the international community, urged the Sudanese government and the rebel groups to negotiate a peace pact based on the seven chapters definite by the mediators.

Khartoum said the peace document offers a good ground for peace and rebels can negotiate the integration of their combatants and their political participation in the central government but also into the institutions of the troubled region.

The LJM which was has been in negotiation with the government since March 2010 announced together with the latter their intention to ink an agreement but the JEM which holds parallel talks with Khartoum said compensations and a mechanism of implementation of a peace deal among others need to be reviewed or added.

The Doha Peace Agreement on Darfur was signed by presidential adviser Ghazi Salah Al-Deen who is in charge of Darfur file and the LJM president Tijani El-Sissi. The signing ceremony was attended by the Emir of Qatar, Sudanese, Chadian, Eritrean and Burkina Faso presidents.

Also present were, the Ethiopian deputy prime minister Hailemariam Desalegn, Arab League secretary-general Nabil Elaraby, and the secretary-general of the Organisation of Islamic Conference Ekmelddin Ihsanoglu. The head of Darfur peacekeeping operation, UNAMID, Ibrahim Gambari represented the UN chief Ban Ki-Moon and the AU’s Jean Ping.

In a speech delivered after the signature, President Omer Al-Bashir expressed his determination “to overstep the days of war and destruction”. He further pledged to work with his “partners in the peace agreement” to achieve the aspirations of Darfur people for security and development.

Bashir also stressed his “commitment to follow the peace road map in Darfur and implement, item by item, what we agreed upon”.

LJM leader El-Sissi said the agreement is a strong basis for peace in Darfur stressing that the LJM believes on the need for an inclusive deal and did the necessary to get the others (JEM) on board. He also underlined the efforts exerted by his movement to coordinate with them.

Sissi hailed the efforts of the State of Qatar, the African Union, United Nations and the international community emphasising: “We achieved what we had to do for the people of Darfur”.

Alluding to the criticisms made by the JEM to the peace agreement they sealed with Khartoum, Sissi said “if someone else believes he can do better than what we did I assure you we will fully endorse what they do”.

JEM chief negotiator Ahmed Tugud held a press conference in Doha yesterday where he criticised the government-LJM deal stressing on the need to review the amount of individual compensation, and security arrangements.

Tugud however reiterated JEM commitment to the Doha process and called for talks with the government on all the seven chapters of the framework agreement. He further said that JEM rejects partial solutions.

The mediators said they failed to convince the rebel groups to work together and form one delegation to negotiate with Khartoum. Instead they put out the framework document and said based on this text rebel groups can separately negotiate and sign a peace agreement with the government.

Ghazi Salah Al-Deen in his remarks at the ceremony repeated the position of the government that JEM has three months to join the deal. The government says JEM can only negotiate the situation of its combatants and its participations in the political institutions but refuses to open new talks with the rebel groups on the whole document saying they are not serious to achieve peace in Darfur.

LAST MOMENT HITCHES

Announced to start at 4:00 pm local time, the signing ceremony had been delayed for two hours as the LJM refused to sign the peace agreement unless the government accept to name the members of Darfur regional authority “ministers” instead of “secretary”.

The government said “secretary” will allow to distinguish the members of the authority in charge of the implementation of the deal from the states ministers but the rebels refused the argument.

As the two sides camped on their positions, the Qatari prime minister Hamad bin Jassim bin Jabir Al-Thani had to intervene and asked President Bashir personally to concede to the rebels’ demand.

LJM supporters who came from Darfur rallied in the streets of the Qatari capital after the signing to express their gratitude and thankfulness to the State of Qatar and its emir, Hamad bin Khalifa Al-Thani, who sponsored the two year process and pledged to allocate two billions of dollars for Darfur development.

    Dear Darfur rebel leaders,

    We have learn alot about NCP(Bashir) cases, there were been alot of negociations concerning peace in Darfur but in less than a day that peace will turn to sorrows, be careful on such games, in South Sudan such games happened for several times the sulotion was only spliting way from them(the enemies of peace in Sudan) Im happy if that peace can be true. I don’t think it will result positive as we hope to be, Note: if you don’t take a great care some of you will be disapearing like wind by unknown death, they will take advantages to eliminate all of you by all means.

    Be carefull, the more you suffer is the more we cry.

    Congratulation peace makes every thing possible
    With war we don’t gain nothing but we loose every thing
    To the people who signed the agreement fulfill your promises and let us bring our people back to their home and help them to build one if they don’t have any , I know for sure they been so home sick and they missing their home land so much you just don’t know because you are not in their shoes ,and the one who sitting back relaxing and dipping his feet in a dish of epson salt water is not equal to the one who stepping on the fire, these people been suffering for too long and paying for a crime they never commit so please take good care of them and treat them well they deserve it they are Sudanese and also human and this is enough reason for you to do so and you are not doing them any favor it’s your duty to wards them and it been long over due already
    build them school to educate their children ,and remember education is the foundation of every successful nation
    Build them hospitals to keep them healthy so they contribute to the country
    build them roads to make it easier for them to travel and communicate to bring in what they don’t have and send out what they have and this is what really vitalize the economy all over the country
    Provide them with all they need for their normal life to make them more productive to the country and these things are not really too much to ask they are just simple things to give your citizens peace of mind so they can say this person deserve to be our leader and earn our vote
    Treat them with equality with just and fair respect and dignity and never discriminate between any one of them and trust me if you do your task and duty the way it should you will never find any problem leading them and never find them complain.

    Dear brothers Eye of an Eye and Sudanese while it is for the best interests of every mankind to have peace, yet people rejoice what had been signed in Doha as a real peace for our brothers and sisters in Darfur. This is not different to the numerous peace Khartoum government signed with some Southern rebels while the war was still being fought between Khartoum and the SPLA/ SPLM.

    The suffering and civilians death will not stop until their is real peace simpliar to the CPA. If Khartoum needs real peace, then it should have included the rest of rebel factions of Darfur including Mini whom they betrayed after he signed similar peace treaty with them.

    Khartoum is simply buying time or playing games of cats and mice. When the agree to sign peace, they don’t mean the actual peace but a reduction of militarized oppositions.

    Good news!! Only jealous people like those of Marco A weck will oppose such a great development in northern Sudan crisis, but to hell with them anyway who cares!!

    In the place of SSLA fighters and peace loving southern Sudanese, I would like to extend my Congratulation to our brothers and sisters in northern Sudan on this great achievement of reaching the peace deal with our Fur brothers! please extend that peace culture to other rebel factions such as Justice and Equality movement and the Sudan liberation army of Abdal Waed Nor, solve the problem of southern kordofan and southern blue nile or what is collectively known as SPLM northern section!! Before they are used to destabilize your region by the SPLA/M terror network that are kill innocent civilians in southern sudan right according to the report by amnesty international!! Southern separation is enough,we don’t want to see this great county to collapse like the former soviet union!! God bless Sudan!!

    it is an amazing peace to hear. But will it be implemented by NCP? I ask the international community to keep an extra eye open in the implementation of that peace. So that our people in Darfur will stop bleeding all the time.Like the case in Abyei,Nuba mountains and now a threat in Blue Nile which come because of poor implementation of CPA which stipulate popular consoltation for the people the three areas.

You will always live under shadow of fake names and have a sharp mouth like a prostitute but at sleazy your husband or uncle Gadet days are gone. Al Bashir will no any use for him and that the pay back for Gadet is to be given refugee status by al Bashir until al Bashir himself is kicked by the opposition forces.

    As for you sister supporter of Naath/ SSLA, stay hidden under fake names because if you reveal yourself, you will have a lot of southern Sudanese men raping you to death.

    be a little pit optimistic and hopeful and just let us give the peace a chance ,
    calm your anger down , I know you have every reason to be angry and loose faith at the central government ,but sometimes we need to rethink it all over and compromise with those we don’t agree with just to settle things down and make the impossible possible to show them our good faith and good will not for them to appreciate us we can care less , we just do that for the sake of our country and the sake of our people the two things that they never understood and never will, and brother Marco just be aware of any time somebody pull the trigger somebody get hurt or killed ,we don’t want any more any Sudanese to get hurt or killed.just give the peace a chance to exist ,do not jump into a fast negative conclusion be cause you just read the title,I know you more clever than to judge the book by the cover.!!!!!!!!!!!

    Yes, I suport Al Bashir and NCP because they were that ended the suffering of our Southern Sudanese,by ending civil war in Sudan,he allowed the referendum recognized it’s results and now he and his NCP recognize the Republic of South Sudan, all this, just to avoid the return to civil war!!!!

    If it is because people who died in the war, well you should be very stupid not to take that into account whwn your ignorant uncles was startling their insurgency in southern Sudan!! that iis the consequence of war, people die. desert their homes , livestock ruined and development retarded etc of all the bad things that results from it, you started it so what do you think northerner should have done to avoid your stupidity!! I have many cousins and uncles in that war John Garang’s war, but I am stupid like you to blame their death on president El. Bashir who ended the war in country, I couldn’t blame John Garang because he himself died as a direct consequence of his war!! so, live with or else kill yourself!!
