Over 500 SPLM members want South Sudan cabinet seat – Amum

July 17, 2011 (JUBA)- South Sudan’s ruling Sudan People’s Liberation Movement (SPLM) has revealed that over 500 senior members of the party in Juba are lobbying for ministerial appointments in the new cabinet yet to be formed in coming days.

South Sudan president Salva last week issued a presidential decree relieving and appointing ministers as caretakers without limited powers until consultations to form the new government are completed.

Speaking at the thanks giving dinner party for SPLM members of parliament Pagan Amum the party’s secretary general for unity and advised against a power struggle.

He said it was a time to consider how the party can improve rather than individual gain. South Sudan become independent on July 9 after a January referendum agreed to in the 2005 Comprehensive Peace Agreement (CPA).

“Let us think what is it that you can do to be improve the party not what the party can do for us, like now I am hearing there are more than 500 comrades around Juba here all of them want to be ministers”.

The minister for peace and implementation of the CPA urged SPLM members to consider other careers as there were not enough positions “to accommodate everybody.”

“It is time to start thinking let us go and do other things. Now all our doctors, medical doctors when they are graduating want to be ministers and there is only one minister of health . All our engineers instead of building houses wants to be ministers. All our economists, all our political scientists want to be ministers. It is not possible. Let us start new culture. It is time to do other things.”

Amum congratulated the SPLM for achieving independence after the beginning fighting in 1983. But traced the issue of South Sudan’s back to the colonial and Turkish Ottoman rule.

“Let us not think of fighting among ourselves for loading our people for wanting to be ambassadors, for wanting to be member of parliament and being very ruthless as we struggle.”

Despite discouraging people from a career in politics he encouraged SPLM members to be involved in the process to change South Sudan’s transitional constitution into a permanent one. He said that the constitutions of republics like the US and France should be studied when designing South Sudan’s.

He encouraged decision makers to think about South Sudan’s long term goals and not to waste funds. Corruption is a major problem for the new state. Amum said that although the executive would pass down laws and policies it was up to parliament and officials to “correct” them.

The senior SPLM politician said: “Build a tradition not to be a puppet parliament, not to be a rubber stamp parliament but to be a genuine representative of our people.”

He concluded by saying that SPLM MPs should represent the interest if the SPLM.

    500 senior officials of splm wanting to become ministers in the next cabinet. oh, my. what the heck is happening with the splm. since being a minister means access to looting of this nation’s resources, every body see it as lucratic position. the president should discourage it by prosecuting those who have stolen money so that the incoming ones don’t have interest in rushing into the cabinet to loot.

    These ministers must know that being a minister start from County and state level where people choose their right candidates during the election.
    He who want to pass over the fence without passing at the county level would not get any ministerial position.

    that is one of problem we have in our newly country that very individual want to be minister. i know where this unwisely thinking come from, it is becuase veryone in our newly country think that to be minister is only the gateway way to get-rich-quicker.but if you have doctor degree,master.PhD or whatsover than you do not need to be minister insteady you need find way of teaching in Juba university, or other institutions in our conutry. please let us not run into the big money now instead of nation building.

    Pagan Amum point out the problem must South Sudanese have especially those who like to work for self-interest. The “power struggle”, even someone who has no skills on the field want to be a leader of that field.

    This time nobody will be given any position that he/she has nothing to deliver to the development of our country.

    Please, if you are a teacher,then do your job. As well as if you are business management,you should be doing your function.

    You will surprise more when the election come up in the ROSS not only these 500 who want ministries. Power struggle mean greedy in a simple term.

    Comarade Pagan Amum;
    What you are chanting is all useless and it does not make sense. It is your own SPLM Policy to put more money or wages on Ministerial positions, MPs Positions and Legal Affairs and many other more entitlements to those in positions. That is why you see over 500 SPLM members struggling for Ministerial Positions.

    If the SPLM policy prioritize Health, Education and any other Civil and private Institutions by puting in more wages than there would be no any person interested to participate in politics. This is your own mistake. Doctors, Educationist, Economist and Engineers will not practice their careers unless the SPLM change the policy.

    If you talk in such a manner it does not show your sense of maturity because you had been accused already of embezzling 3 millions USD into your own Account.

    Remember why the SPLM rejected ROSS and put it as RSS? It is because, GOSS was standing for “Government for Self Service” and therefore, ROSS should not again stand for “Remember our Self Service”.

    It is now time for the SPLM to support the careers development so that you are free to do what you like with the Ministerial and Constitutional Funds.

    Please read between the lines. There is a lot more than the nice wisdom Mr. (senior SPLM politician) is saying. I can read bitter fighting. This time is around the MPs and the permanent constitution. Look how the conflict is so deep to the extend that (Amum said that although the executive would pass down laws and policies it was up to parliament and officials to “correct” them). He even went on saying to the SPLM members of parliament (build a tradition not to be a puppet parliament, not to be a rubber stamp parliament but to be a genuine representative of our people). This is a clear mobilization and an evil move to break up the MPs. Mr. Pagan was so daring saying that he (encourages decision makers to think about South Sudan’s long term goals and not to waste funds) – Isn’t that hypocrisy? How dare he speak about wasting of funds?

    I have been saying for long time that SPLM/A leadership are so corrupt that they cannot be trusted. I called many times that WE need to overthrow the corrupted nepotism junta. Now, after being amputated from SPLM and cabinet he started conspiracy to destabilize the weak system and start a blood-shed in our motherland. The danger of this man is so pernicious and counterproductive to the future of the ROSS. Brothers, the war has started. The coming few days and weeks will bring the unbelievable.

    The people of the South has to take to streets to overthrow the cancerous SPLM/A. No power can stand the power of the people. It can be seen even by the blind that the corruption and incompetency of SPLM is beyond repair.

    It WE, the people who should determine our destiny – not SPLM/A or its West blood-suckers.

    Down to corruption.

    Down to the Party of individual and tribal gains.

    Long live our patriots and freedom fighters.

    Removal of a party that championed a liberation struggle is not as simple as lifting a spoon to your mouth.
    It is a war worth fighting for if anyone is thinking of mobilising people to topple the government.
    What you must have done is to condemn the vice of few within the party but not daydreaming of changing it.
    If you claim changing it what other party is void from corruption and stomaches to feed.

    You drum it up but know that the demise of SPLM could spell an utter consequences.

    Good luck with your wishes which will not materialise.

    Wonderful though!

    If there are already 500 strong men and women out there who have lost trust in the existing bunch of corrupted SPLM cabinet representation, then South Sudan is on the right track.

    However, the 500 should better form a party that has something to offer, rather than remain in a party that never practises self criticism, nor audit its behaviour.

    South Sudan needs new brains that are not stuck in ‘out dated’, ‘ African Chief-like’ behaviour.

    South Sudan can only afford to have 26 or less Ministries with less than 10 independent commissions if we really need money to go to development of badly needed infrastructure in South Sudan.

    Increase doctors and lecturers salaries so that many people are attracted to those careers other than politics.

    These are all self-financing institutions – they just need government set up after which they begin to make their own money.

    Those who are doing worst are always against those who are doing something. It is known that worshiping the top authority while doing nothing constructive is what some people use to secure their jobs and positions. It doesn’t help anybody or the country.

    Pagan has done a better job than most of self acclaimed good people. He risked going to Khartoum to be arrested with Arman when all the good people were busy doing nothing in Juba.

    He might have made mistakes, but nobody or any southerner has died in any of his mistakes. Be fair!.

    It seems like that some is respected only if he has a threatening force behind him. This will cripple the country.

    I agree with you on Pagan rebellion against supporters of South Sudan Transitional Constitution. Pagan had joined rebels of South Sudan Transitional Constitution as evidenced by this speech.

    However, I don’t agree with you on overthrowing of government of ROSS. We will change it after four years.

    There are no nationalists now in South Sudan political system whether in the opposition or government.

    They are all moronic tribal lords; no better replacement for GOSS till youth takes over parliament in the next election.

    I know the name of the SPLA and SPLM will not go away even though South Sudan is become a new Sudan nation, the SPLA/SPLM will remain nick name party afte ROSS being an Official party.

    The Kenya Mou Mou movement still now be taught in all Kenya schools and that is what the SPLA/SPLM will remain to be remembering for years to come and the South Sudan history will be cover by the SPLA/SPLM.

    It is true that, most educated Southern Sudanese are not taking their positions for what they have learned to become a specialist likewise, some people on the Top now are holding PhD for education, supposedly they should take education to teach people if they were loving country and people unfortunately, they left their majors and went to politics which shown him or her lacking of political Ideas, this is one of the thing need to be told because the new nation will not continues in such a bad attitudes played by the educators people.

    Some Southerners Sudanese are holding Masters and PhD for engineers such as Dr. Riek Machar Teny. Supposedly, they should take construction on Roads etc, building all Southern Sudan cities to become a modern nation just like many others world unfortunately, they do not want to works with that skills they earns in their studies and they jumping in to politics causing more and more problems during the SPLA/SPLM Movement, this has to be change and educators must be hiring according to what they study and must not jump to politic to cause more confusion and trouble among people themselves.

    One party to control the nation is another terrible Idea need to be avoid early before it is too late and I would like to inform you guys those who said, to be SPLM/ROSS ruling party in the GOSS. Two parties and three parties are good for the nation to balance on the power sharing government. Byond than three parties will be another disaster if not avoiding by those people who want to creates 24 parties which is absolutely, a foolish Idea for those who want more parties in the new nation. The party also must show people their works and platform for what they will do to the people and nation as a whole. I saw some Southern Sudanese politicians are beating bush to say, they would like to change orignal SPLM to SPLM DC rather than changing NCP first to become SPLM DC in those days. This is the sign of the people who have no Ideas how the politics should be run smoothly if not avoid such a bad thinking it will hurt the nation.

    Local governments such as State positions and commissioners positions have been ignore by those who thinks they got Master and PhD. I think our people Southern Sudanese are so foolishly to leave local government and go to Juba hoping to get Minister position without having no experience in the first place. I wish GOSS will give more opportunities to local governments so that, when these people came to Juba then, the newspapers has to be show to them that, there are job opening in the State and that is what GOSS want to plan. Given more budgets to local governments to hiring people there it mean government expanding and bringing towns to the people.

    no government in this world is run only by graduates of political science. even america and british are not run by political science lecturers.

    engineers, lawyers, economists, etc, etc, are among the politicians that run governments every where in the world.

    john garang had phd in economy and would had been working in the bank but he led the political movement for 21 years.

    riek machar has phd in strategic planning in industry and would have been working in establishing industries and designing cars, planes and weapons but he has been successful in politics pursuing the right of self determination using his strategic mind.

    salva kiir would have been confined to the military barrack as soldier, yet he has been our political president, etc, etc.

    so, don’t disturb your mind on unrealistic categories. they don’t work in the same way in practice. but of course 500 splm members struggling to be appointed ministers in the next cabinet of may be 25 members is abnormal.

    South Sudanese need to thinks these in their new page: “Government for the people, Government of the people and Government by the people”. And let’s all as South Sudanese drop our self-interests, individual fame pursuings, favoritism within intellectuals or scholars and let our people down.

    Also, our intellectuals should know that, Minister, representive and others people who may think they are the powerful positions than State Governor,County commissioner, etc.
    Forget it, that’s not true.

    It’s true that when the government of any nation is to be form .Its true that every body want be a minister or ambassidar,so don’t be supprise of only five hunderd competitors, they are even few. iam happy today that PAGAN AMUM is back with his usual wards to prove that he has not resign from the party.So those who play with wards during his resignition from the ministerial position will be ashame.I told all of you people to be careful.

    Dear readers,

    President Salva Kiir has to be wise enough as he always does to reappoints only the ministers who proved to have done something new in their time during all these six years. and get rid of the corrupt ministers who have spoiled the good picture of the SPLM as a party and appoint new faces in this transitional government. I hope that the upcoming cabinet will achieve more than the former ones, the South has to prove herself capable of running excellent government. I think the minister of Agriculture needs to be a new visionary person to encourage farming which is the backbone of any country, as well as trade and industry ministers, we don’t need just to encourage external investments what about the local trade and industry. I fear that southerners will be just consumers of the goods that others provide which will endanger the economy of the country. Please Mr. President appoint those who will make change among those many who are willing to serve the South Sudan.

    I think the idea of every body like 500 members wanting to be Ministers is a clear indication of Corruption.
    It is time to pay ourselves as we have liberated the Country from Khartoum and we have to be given a chance like those who of did it in the first place.

    Our president Kiir should be very careful not to do things the way he let people play with our resources and the whole world is saying the South is Corrupt and will never Govern themselves, because of corruption.

    Accountability is part of solution to our current problems and if, not we shall have many problems from the Army like in many countries.

    I don’t think our president knows what he is going to do for South Sudanese people. It seems to me that the job of presidency is too big for him Thanks , mr Amum for hitting the bullseye. But don’t blame 500 splm seniors who seeks ministerial posts because it is the only positions where you can live fabolous life. Have all luxurious you want everywhere in the world such as houses,luxury cars,send your children to foreign conuntries, getting millions of millions of money in less than a year. Wanted to get rid of unthinkable behavior? Go over transitional constitution and make country’s constitutional language very clear and understandable to the consequences.

    I am appreciating Mr. Mum to bring this idea on the table. Dear south Sudanese the autonomy that Sudanese were fighting for was to build our nation and called it home, to have safety right, health right since you had seen the poor hospitals and clinics and road which is currently the enemy of anyone of us. To stop often conflicts being created by Khartoum Government among ourselves. The freedom was to get better education for our children not the leadership, freedom of worship, to have an excellence hygienic and freedom of injustice. Not to be ministers all of us. This message is not only for SPLM ministers, but it is awareness to potential Ministers and the entire southerners who are dreaming for future ministerial positions. Please go back to your own careers as Mr. Amum said, and you will find yourself building the nation better than ministers.

    This is the right time for us to build the nation and forget about our tittles. My idea is that, it is good for South Sudanese Government to discourage this few top jobs. I source/reference this from “Australia Government, the excellent and smart people are running away from politics because there are other vacancies available. The government is encouraging young expertise generation to join the politics and increases the salaries. Our government may have to make the reverse on this issue. It is also to develop strict policies in regard to the amount of work each minister performs. I am very sure some ministers perform highly while others do not. The second option is to reduce the salaries for ministers and increases the salaries for other departments, I mostly encourage self employment and this should be the only quicker way to make our country look wonderful.

    The other alternative for South Sudanese is to plan for a better future workforce. None of us is doing technical courses; examples are: building and constructions, electricity maintenance here in Diaspora and in South Sudan inclusive of her neighbouring countries. We will employ our neighbours for a number of decades if we will not decide on our own workforce. I advise you to send interested technical students to neighbouring countries to study. Otherwise our economy will take time for recovery because the ‘Third Country National’ employees will takes our resources back to their own countries.
