Over 1,900 returnees stranded in Rumbek, three die

July 19, 2011 (JUBA) – Over 1,900 returnees are stranded at Shambe Port in Rumbek after their arrival by river transport just before South Sudan’s independence on July 9.

The returnees include children, elderly people and women awaiting transportation to different way stations within Lakes State before their resettlement to various places in South Sudan.

Among the returnees, three people have died on their way home to South Sudan local authorities.

The Lakes state Southern Sudan Relief Rehabilitation Commission (SSRRC) deputy director, Isaac Karkon Alajabo said his organisation faced difficulties getting vehicles to transport them to their respective localities.

Karkon said that a total of 453 households numbering 1,911 returnees made it to Shambe Port on July 8 while three of their colleagues died along the journey.

He clarified that one of the three died of dehydration caused by what he called “water diarrhea” while the other two drowned after falling into the Nile River.

Among the returnees, there are those to be settled in Yirol East county, Yirol West county, and Rumbek central county, Rumbek East County as well others will be settled in Warrap state, Northern Bahr El Ghazal and Western Bahr El Ghazal State.

He also revealed that over 1,500 of these returnees will be resettled in Greater Yirol, while Rumbek central counties will resettle just over 200 returnees. 30 returnees will be resettled in Warrap State, while 110 returnees will be heading for Wau town to be settled in Western Bahr El Ghazal State. There are only 2 returnees among those stranded at Shambe Port to be transported to Aweil in Northern Bahr El Ghazal.

He also affirmed that his office is committed to settle all returnees to their respective locations despite transport difficulties and lack of information. He urge humanitarian organisation to offer assistance to returnees.

North Sudan’s cabinet, soon after South Sudan Independence approved changes to the immigration law which would automatically strip all South Sudanese in the North of their citizenship.

Now a 9 month window has been agreed to allow South Sudanese to apply for citizenship in the North but the criteria and process has not been clarified.

    Dear Lakers and Southernese,

    First my condolences go to those who lost their lives while coming home. God will never let them down, but He will secure a better place for them.Rest in Peace my fellow country men and women.

    The government of South Sudan is mainly responsible for these citizens death. The government has no program of resettlement for those returnees whether they come from abroad or North.

    Since the government knew that South Sudan was going to be separated, why the government did not have a program for returnees ready at hand? Is it good to see its people die at different ports everyday? Or is it a good thing to see your dear citizens got slaughtered by Messeria and Rizaggat on their way home without any proper escort from the so called SPLA.

    I cannot believe this is happening while Salva, Reik, and Governor. Chol of lakes are watching and have nothing to say or do. Shame on anybody who have power to do something but remain coward to act.

    Oh God!.I’d want to send my heartly condolences & grieves to the families,friends & colleagues of the deceases in solidarity with their lost ones.However,i don’t know really what have the Lake State Legistlative Assembly & Governor done or planning to do so far?,undoubtedly i guess 0 because these people believe in materialism and not leadership-services delivery.The state government is fully responsible for these perish and there4 must to compensate their respectives relatives.Coming back to the contact of childish name of our governor Eng.Chol Tong,he was called Mangui(Hyena) & state finiance minister Hn. Pur(Hoe) Chengal in line with our dinka culture,we name child after observing his/her behaviours & colours.So why’d we expect anything of them,i pray for divine intervention in this matter coz God treat people in accord with their wealth condition.Am very outrage in these tripple though death rate btn 20-100 weekly in lake,this has touch me greatly.May their souls rest in eternity.

    Do not blame the government of south-sudan please,south sudan government has already done it part untill the citizen reached home and died on transit due to no one is care of them in Lake State government,we have to condemn the lake state governor of his negligence of not considering the returnees and insecurity which spread all around lake state.the government of lake state know only how to eat our sweat by swmuggling the money.

    i appeal to the government of south-sudan not to mantained those who got powers by luck through splm flag which was attached to to the CPA implmentation.
    as we have cross the river we need peoples that can bring a change to develop our newest nation and take cares of citizen live.

    we peoples of Lake state need Gabriel Kuc Abiei to be the governor of this newest nation of lake state to carry out the development across lake state,to Eradicate coruption, nepotism,sectionism and balance the jobs amongst lake state citizen.we have really face alot challenges during Chol Tong rule.

    Gabriel Kuc,is an example of lake state ‘s Rumbek secondary school.Gabriel Kuc is an example of 73 cows he bought for student Emergences.
    we need the south-sudan governmeent to be a government that listen to the state citizen then personal search of job to get wealth and send his/her children abroad for studies and smuggling our money leaving us behind suffering.

    Lake State citizen who cares of it peoples.

    Are you campaigning for Gabriel Kuc or are you sadden by the conditions returnees are in? If politics was to be human being, it would have taken many people to court.
    I know Kuc is a good man but you guys are spoiling him in one way or the other. Even if he was the elected governor of Lakes State, he would have done nothing to stop people from dying and kills. Why every governor is doing nothing in Lakes State? To be honest, even if Gabriel Kuc or whoever you think is better is elected today, tommorrow you will demand his removal if he does not give you 1 pounds.

    It seems that you do not care about those lives that we lost, but you care about trivial matters. The returnees problem is political one, but humanitarians that need urgent care.

    Did the South Sudan government locate budget to accommodate these returnees? If yes, when and how much? Most people who came back from North came through their own resources because there were no immediate government assistance offered to them.

    The state government is not to be blame fully, because the national government is the one that have the financial resources to remedy the situation in swift and urgent manner.

    How do you blame the states governments while they don’t have sources of income other than the national government in Juba.

    Tell me where are other sources of incoming for Lakes and other states in South Sudan come from? Most states budgets come from Juba, and 90% of these budgets end up in salaries for the states officials including law enforcement forces.

    The return of Southerners from the North is a national matter in first place that require special attention from the president of the country, and states in the second place. States should only execute the national government plans and directives regarding the settlements of these returnees.

    No president in this world would leave his national duty and responsibility to his states governors to be the front runner regarding urgent matters such as the safety of its citizens.

    Again, the South Sudan government is fully responsible for any death of its citizens who return from the North because of its negligence to take this urgent matter seriously.Its been over six years and government have no plans to settled its returnees effectively!

    The South Sudan government should have known better to plan, execute, and control the situation before it became aggravated and get out of control like what just took place. Those who just passed while coming home from the north should be treated as National Heroes and Heroines equally to those who died in the war of liberation.

    Dear Malou Manyiel and Hary,this is not a theme of sectionism,is the subject matter of the state citizen to sound the promblem face his/her regardless of position are accommodated in,u will still reamin accommdoated in any kind of government coming up,even if u re entail into corruption,nepotism,sectionism and of course there are even people of th same blood group who are suffering now.

    i know our habitant when holding higher position u have to atleast bring in the blood group but remember to respect your future.why did Dut Makoi resigned?it b’se of the situation facing his peoples!!!!

    note the ROSS has fund the transportation from kkhartoum to here therefore the internal transportation is the state responsibility then giving condolences which will not wake up our peoples.true is true,read this carefully there was one time a person debate,he say it is only my mother who cook nice soarch then anyone,one day he went for journey far away from his area,he was welcome and given food thereafter he call a lady and said,mum i thought it is only my mother who cook nice soarch then any other one but all ladies are the same even more better then my mother,therefore he came back home and called the mother and say mum i have experience that there are others ladies who cook better then u even,the mum say that is the experience of movement,so remember others cooks better then.

    i like your comment even if some peoples depend those who are not doing rightfull thing b’se he/she is accomodated in any position and sectionism idiology,this spirit will lead to no where and we shall not taste it fruit.

    do you know money in which RSS allocated to lake state government in 2010 as for road construction?

    budget 2010 & 2011?
    the lake state is the major leading state in term of resources,where this money go?and there is no development.Rumbek infrasture of the town is very poor,now Harry,if u re from Lake state,in your fuuture where will be going,example is Kuecjok survey is most better survey in south-sudan that is for their new generation future.now in lake state where is citizen future?we are dying daaily and our returnees are dying on transit.
