Al-Turabi arrives in Egypt after protracted animosity
July 20, 2011 (KHARTOUM) – Sudan’s veteran Islamist Hassan Al-Turabi unexpectedly arrived Wednesday in Cairo, ending a 16-year ban on his entry to Egyptian territories.
The attempt almost triggered an all-out war between the two countries but Al-Turabi, following his fallout with president Al-Bashir in 1999, denied any involvement in the assassination attempt, accusing officials within Al-Bashir’s inner circle of planning it.
President Mubarak was unseated in February after 18 days of demonstrations against his 21-year rule.
Al-Turabi, who was the former ideologue of the Sudanese regime, was flanked by his exiled deputy Ali Al-Haj when he arrived at Cairo airport. The ally-turned-opposition leader was late to come out of the airport for two hours due to an unannounced meeting between him and Egyptian intelligence officials.
Sources close to Al-Turabi told Sudan Tribune that the Egyptian officials were trying to ascertain the purpose of Al-Turabi’s visit and his plans.
Al-Turabi is due to hold a series of meetings with leaders of Egyptian political parties and candidates for the presidential elections. He is due to meet on Thursday with the candidate of the Muslim Brotherhood Abdul Mon’im Abu Al-Futuh and Muhammad Al-Barad’I respectively.
He is also scheduled to meet Aiman Nur and former Arab League Secretary-General Amru Musa. He is also expected to give a lecture at Al-Ahram Center for Political and Strategic Studies.

Please bring this complete lean government setup proposal to the attention of the president for consideration and implementation.

9. Ministry of Technical and Adult Education (vocational institutions’ and adult trainings only)

23. Ministry of States Affairs (combine all various state coordination offices in Juba and deal with other GOSS and States linkages)
24. Ministry of Culture, Youth and Sport
25. Ministry of Women, Child and Disabled Welfare (deals with women and children needs, orphans and war disabled and other physically challenged people welfare fall under this ministry – Widows, and Disabled Commission and Gender Ministry to be merged here)
26. Ministry of Land and Settlement (Deals with all land related issues including approving land for public and private investments in areas not designated as cities or towns, and also deal with people settlement and animals’ co-existence).
Important Independent Commissions
1. Public Service Reform Commission (Analyze required skills and available skills in Public Service; work in close collaboration with Ministry of Public Service and Human Resources Development and other concerned parties on how to get required quality people into public service and recommends ways of upgrading skills of young people already recruited in public service)
2. Anticorruption Commission
3. Human Rights Commission (Public Grievances Commission and Employees Justice Chamber to be merged here)
4. Investment Authority (Ministry of Investment to be downgraded to Authority)
5. Humanitarian and Resettlement Commission (Ministry of Humanitarian and Disaster Management plus SSRC to be merged into this commission – this commission principally deals with transport through to resettlement of all returnees, and liaise with NGOs on provision of food to returnees and all other vulnerable groups in South Sudan)
6. Demining Commission (to continue to reclaim land from mines and unexploded munitions)
7. Disarmament Demobilization and Reintegration Commission ( work in close collaboration with SPLA to demobilize and reintegrate back to communities excess soldiers and all none officers and none skilled personnel above 38 years old)
8. South Sudan Retirement Fund Authority (to support large number of retirees – SPLA and public Service reforms will produce a lot of retirees who will require a special funds to support them )
9. Peace and Community Reconciliation Commission (Ministry of Peace and CPA Implementation be downgraded to a commission)
10. South Sudan Environment, Public Health and Food Safety Authority (To regularly monitor food chain health, license and approve all food and other home consumables imports and farming that may affect human or environment health directly or indirectly in the Republic of South Sudan. This commission will work in close collaboration with Grade and Standard and Licensing Directorates of the Ministry of Trade and Market Development, Customs and other line ministries to ensure what is eaten and use in South Sudan is good for humans, animals and environment health. This commission will also monitor oil companies’ waste management in oil producing areas).
Other Important Institutions (Government money generating activities)
GOSS should increase employment opportunities by creating parastatal institutions that are run exclusively on business principles.
These parastatals include
1. South Sudan Revenue Authority
2. Nile Petroleum Corporation
3. South Sudan Meat Commission
4. South Sudan Creameries Corporation
5. South Sudan Produce and Cereal Board
6. South Sudan Postal Services
7. South Sudan Public Utility Corporation
South Sudan Public Utility Corporation can further be divided into:
7.1 South Sudan Electricity Corporation
7.2 South Sudan Urban Water Corporation
7.3 South Sudan Public Transport Corporation
8. South Sudan Tourism Authority (to work closely with Ministry of Wildlife, Tourism and Hotel Industry Development and South Sudan Wildlife Service) to develop South Sudan as a domestic and international tourism paradise.
9. National Insurance and Social Security Fund (NISSF) to deal with pension contribution management and investment in South Sudan
The principles governing ROSS new government system reengineering are leanness and service orientation.
