Squandering the South Sudanese’s education: UK publishers corruption revealed

July 26, 2011 (LONDON) – One of the world’s leading publishers of English Language teaching and school curriculum materials “agreed a civil recovery order of £11.2m (US$17.7m)“, for their actions in South Sudan, according to their 22 July statement.

Macmillian is a UK publishing company owned by the German Georg von Holtzbrinck Publishing Group which made US$3,419.6m in 2009.

For paying South Sudanese officials to secure education contracts it has also been banned from World Bank tenders for at least three years.

Police raided Macmillan’s offices in London in 2010 following a two year investigation by the Serious Fraud Office, after the World Bank reported incidents of bribery.

Macmillian has now terminated all its tenders in west and east Africa.

It admitted that a representative of Macmillan Education made “improper and unauthorised payments” to local officials in South Sudan, in a bid to win a multimillion dollar contract, which failed.

The contract was to print English language teaching and school curriculum materials. The tender was part of a US$45.9m project to develop the school curriculum, train thousands of teachers, build 100 schools and refurbish a further 50.

An EU delegation Juba, on 22 July, emphasised their concerns on the matter of corruption within the broader terms of the future success of South Sudan.

The president of South Sudan, Salva Kiir, spoke of his commitment to stamp out corruption during the independence day celebrations on 9 July.

With power and wealth currently very centralised; an influx of investment; and a lack of training in government, dissuading people from the road of corruption will be challenging.

It is estimated that overall the adult literacy rates in South Sudan is 24% and just 12% for women.

    i believe that corruption was implemented under the education minister job dhuruai and his corrupt officials, in the ministry.

    the difference in uk and other parts of the civilized world is that they investigate such corruption cases and prosecute their fellow citizens involved but in south sudan we let our corrupt officials walk freely in the streets and even promote them in offices.

    worst of all, no body is attentive to detect corrupt practices. i don’t think the south sudan government was aware that some corruption was taking place with that uk company. they will just wake up to the news now and go back to sleep.

    This is what I’ve been saying brother Panda, but Mr. Mi diit opposed me and called me anti-development. The Western Values are not genuine – they are good only in when they serve their interests. See my comment on yesterday’s article (South Sudan to capitalize on the goodwill of the international community – Machar)

    Nothing good will ever come to us from the West. If they make good projects, they make them for their benefits and the table remains are thrown to us to lick from earth.

    But brother, if there is corruption in the West, why on earth we do the same. We’re even most evil than them because we encourage and promote corruption instead of putting an end to it in courts.

    Only DR Riek Machar is most educated in the entirely South Sudan. others are just buying MBA, BS, and many other certificates in order for them to survive.

    How can Riek Machar be the only educated person in GOSS not even South Sudan when he can hardly think and speak good English?

    Salva Kiir does not hold any academic degree but think faster and speak better English than the so called ‘Dhol mi Thanytith’ (Scientist Riek Machar).

    Riek Machar is a failure by any standard except thugary and visionlessness .

    Salva Kiir is a problem himself in the fight against corruption.

    Why did he appoint corrupt Riek Machar again as VP of RSS so soon without consultation?

    South Sudanese don’t want to see any face of all those former GOSS officials back to new cabinet because of massive corruption committed within the last six years.

    South Sudan people wanted all fresh faces from VP to undersecretaries in the new government but it is now impossible to do so because everybody will demand his position back in the new cabinet since corrupt Riek Machar had already retained his VP position.

    Salva Kiir has no option now but to continue with the same cabinet of corrupt officials because of own mistakes of hurriedly appointing a corrupt VP. Corruption will not end in this country soon.

    Those officials in Education ministry who received bribe money from the publishers in order to win contract committed treason killing South Sudan people. From top to the bottom official should be investigated. do not leave out former SSLA parliamentary committee on education

    Salva Kiir might have his problems but not much as those of Riek Machar.

    Salva Kiir can follow a vision till achievement. For example, his long loyalty to liberation struggle of South Sudan till Independence Day is a manifestation of his loyalty to work he had committed himself to.

    But Riek Machar is well known for thugary, vissionlessness and confusionism in South Sudan.

    No!!! without the regime change, this country will be looted by the foreigners, in the hands of those SPLM warlords, unless God will help us by sending them to the burning hell just he did to John Garang and his criminal comrades, who caused us disastrous war in southern Sudan!!

    I believe this is just a tiny portion of corruption in that SPLM jungle called Southern Sudan!! Kiir has no clue about the leadership and what it takes to achieve it, those stupid and alcoholic generals of SPLA/M syndicate,
    who nominated Kiir to replace John Garang after the later cut his death in that plotted. helicopter crush, are the one to blame for the mess this Dinka cattle herder is making in our country!!

    With that naivety of SPLM leadership in Southern Sudan, I don’t see any hope for the bright future of this poorest and the least developed country on the surface of planet earth? with this madness corruption by those maniac SPLA/M looters, it is just a matter of time before the whole southern Sudan is sold to foreigners, unless God send us northern Sudan to help by arming and training of SSLA and various armed movements in the south to topple the regime of Dinka and their equatorian blind and submissive followers in order to rescue this country from the verge of ruin by the warlords of SPLA/M criminal network!!

    Gentlemen,

    I wonder how South Sudan be changed into a peaceful and a better place for all South Sudanese.
    Corruption has no color, they say, and therefore there is no need for depending whoever is corrupt regardless of where she/he comes from. If there are those confusing people in South Sudan, it is we who call ourselves the youth or the new generation. We some times claimed to know something but we are the one fueling tribalism and sectionalism in our country. We don’t challenge what is wrong or praise what is good in S. Sudan.
    However, if we don’t stop this, am afarid, South Sudan will have a dark future.

    your above comment has already answered your misunderstanding on my yesterday’s comment, calling you anti-development.

    of course if the west is also corrupt but can investigate and punish their corrupt officials, which we don’t do, then they are better than us in fighting corruption. and so we need their experience in fighting corruption and others so that we can be better like them.

    if we begin to punish our corrupt officials even the west will come to us disciplined and aware of the situation since they cannot get their partners to do corruption with. in the west or even some parts of africa it is difficult to corrupt because you can easily be detected and punished for it. in sudan we don’t have it.

    i can now believe that you don’t think well first before you comment. this is why your comments are lacking quality.

    if you want to praise salva kiir a visionary and competent leader, that is fine, it is your right but don’t do it at the expense of other leaders.

    dr. riek machar has always been a known visionary leader world wide. his 1991 self determination vision is what brought us independence.

    he signed peace on self determination for independence since 1997 with bashir for the first time in our history ever.

    he convinced john garang to adopt self determination as a twin vision with united new sudan vision of john garang in january 2002.

    he made sure that the first protocol of cpa was on self determination, which was signed in july 2002.

    after john garang died in 2005, dr. riek machar tood charge fo implementing the cpa. he was the chairman of splm high executive committee implementing the cpa with ali osman taha since that time (2005 to 2011) successfully.

    dr. riek machar was also the chairman of the southern sudan referendum taskforce that designed the process and made sure that it was successfully carried out. he did it by supporting and giving good advices to the commission on referendum.

    salva kiir should be appreciated for acknowledging riek machar’s ability and capability and competence to strategically operate the boat in the engine room across the river while salva kiir was holding the flag in the front of the boat.

    My bro you are right, this forum always encourages bad things that can make our country not to move forward, look at number of comments here today regarding this topic, very few because it hurts some of when exposing our faults, but if it were to be something related to rebellions and militias you will see more comments here.

    We the youth will make this country move forward or not to move forward because of our influences. Some of us take things direct from here to our uncles in the offices and others bring things from there uncles and communities and dump them here.

    If we don’t stop this we will set South Sudan ablaze one day.

    Fare enough brother Mi diit, but we are not to trust anybody other than ourselves on our resources. The West can spend USD 1 and aims for USD 100 in return. By falling in the trap of their advices, loans and the so called technical or humanitarian assistance, we will never be free. We will always be servicing and scheduling and rescheduling never ending debt.

    Brother, all Western institutions provide dollars for (a) reason(s) – never think they do that for our black skins. That was my concern. They cannot be trusted – Slave masters!.

    This is not something to be suprise of, it indeed happen ,and that why teachers are complaining all they time not only for pay but even the syllabus they are teaching our future leaders.becuase who ever was the minister and those that works with him dive in this pool of money forgetting that they wonn,t be caught.surely macmilliain is big ! big ! publisher that could have change the education system in south sudan,if it was headed by people who love future south sudan then money.I ask my government to make aserious change in the ministery of education.or else all investor who are willing to invest in education will run away.
