Kiir orders South Sudan army to hunt criminals
July 31, 2011 ( JUBA) — South Sudan’s president Salva Kiir Mayardit has ordered the army to hunt criminals committing crimes against citizens of the newly established state. He further stressed that these behaviors are subsequently giving a bad image of the regular forces.
Kiir also condemned rape of women by SPLA soldiers and asked “Who taught you this practice? I don’t believe it is you and if it is not you, you must get these criminals and arrest them because they are spoiling your names,” he said.
Kiir, who was speaking three weeks after independence at the John Garang memorial ground, further denounced all kinds of criminals in the country and stressed particularly on a new kind of thieves who use motorcycles in Juba streets.
“There are people with motorbike. These people who ride motorbike known as “bodaboda” go around the streets and when they see a woman with her small hand bag, they take it and dash away with it to where there are no people. Sometimes they take women and drive with them to the bush where they mishandle and leave them to walk all the way back to where they took them,” he added.
The president, who remarked that criminals must attend to what he was saying because there is nowhere they can hide, said those involved in these activities must be looked for.
“These people, we will have to find out whether they are really South Sudanese and if they are not South Sudanese we will have to send them back to where they came from in chains”, he said.
Kiir said the army has been infiltrated by criminals who he said had entered the army through different ways and have begun to commit atrocities that are giving new nation a bad name and image worldwide.
KHARTOUM WILL NOT HOST CRIMINALS
Kiir warned that Southerners will no longer be allowed to go to the North Sudan, where they are considered foreigners, and speak about civil war or rebellions.
“In the past when we want to take action, the accused would run to Khartoum and begin to say there are people fighting people in the south. I want to tell you that this time there will be no Khartoum to which people will run again. And if someone runs to Khartoum, first all he will go there as a foreigner.
“He will no longer go there as a Sudanese citizen and must therefore remember that he is causing a problem for the Republic of Sudan and the Republic of South Sudan which are two separate and independent countries. We are no longer part of that Sudan”, said President Kiir.
The South Sudanese president called on regular forces and other security organs to embrace discipline as one of the core values of professionalism that needs to be upheld. Maintaining respect, he said, helped the former rebel movement to secede during the war.
“It makes no sense when you go to the street and beat ordinary citizen, you enter the shop and take something from the shop, and you go to the house of a citizen and take something from the house including taking even a telephone of the innocent and poor citizen. This does not give the real meaning of the liberator, so I want you to take responsibility of security of our people more seriously”, he said.
He revealed that the government would create new national security which would work together with the ministry of defense and ministry of interior to collaboratively play a leading role in maintaining law and order as well as protecting lives and properties of the citizens.
“The work of the national army is to defense sovereignty and help other organized groups ensure law and order is maintained. This role of protecting people would be not be limited only to south Sudanese citizens per se, even foreigners who comes to south Sudan falls under protection and must be protected”, he said
He also announced that he had ordered the arrest of some senior military officers reported to have indulged in incidents in which some of the citizens were reports to have been mishandled in Juba by security forces.
“There are serious and humiliating incidents which occur. There are now some of the senior officers under arrest. I have ordered them to be arrested and they will remain under arrest until they are investigated thoroughly. That you have gun in your hand does not give you the privilege to tutor another citizen without any crime.
CORRUPTION AND TRIBALISM
Kiir in his Saturday speech also stressed on hot issues in the South Sudan: tribalism and corruption.
“My new government is going to empower South Sudan’s Anti-Corruption Commission so that they can carry out their mandate diligently. Whoever is found to have taken what does not belong to him or her will be asked to account to the public,” said Kiir.
He added, “The government will also strengthen the audit chamber so that it functions more effectively in efforts to completely eliminate corruption from our societies.”
The president called for one national identity among all South Sudan tribes regardless of their ethnic group and geographical location and urged to embrace a spirit of nationalism.
“We are all south Sudanese and if we are all south Sudanese, this does not mean we do not have tribes. If you are from Fartit, or you are a Luo, these are tribes in Western Bahr el Ghazal State, or you are a Mandari, or you are a Pagulu in Central Equatoria, or you are a Didinga or Acholi in Eastern Equatoria State, or you are a Brun in Upper Nile or a Murle in Jonglei State or whether you are a Nuer or a Dinka anywhere, we are all south Sudanese,” he said amid musical applauds.
He explained that the alternative to finish all these issue is that “we cultivate the spirit of nationalism”.

i thought you should have pointed out the truth by telling them to stop the bush mentality of looting others property and food and raping girls and women instead of denying that the practice was not there during the struggle.
john garang used to tell the spla soldiers after their graduations from bonga that their rifles (klashinkovs) were also their wives and their food. what do you think that means when interpreted by the soldiers? there were a lot of lootings and raping by the deployed spla soldiers during the war and that is a hard fact.
but now you can tell them to stop it. and i agree with you that the civilian criminals, including army and police criminals should be hunted by a special oriented force. or set a thief to catch another thief.
i hope acuil tito is among the senior officers the president said were arrested for the incident of rape at john garang’s police training center at rejaf, otherwise, why only go after the former security chief, marial? arrest him with the rest of your uncles, mr. president, so that we understand your seriousness and fairness.

SPLA had been a disciplined army all along. There were some few problems of discipline here and there in the early stage of the movement but some SPLA leaders like Kuol Manyang Juuk in 1985 started fighting those vices in the army. Looting and rape cases were reduced to minimum after Kuol Manyang Juuk and other zonal commanders like Awet Akot introduced strict discipline in the SPLA.
John Garang had never ordered SPLA to loot and rape civilians they were supposed to protect. John Garang only encouraged dialogue between SPLA soldiers and civilians to arrive at win – win solution in regard to food supply.
Forced sex had never been a serious issue with our soldiers during the war.
Most of these vices being reported in Juba and other towns in South Sudan are being committed by former militias integrated into SPLA. Those former militias were trained by Arab SAF who had no regard to human rights what so ever.

Marial Nuor appointed Director of Public Security? This is a serious mistake from the president. Marial Nuor is good to be director of Military Police or a director in the Military Intelligence, not Public Security. Marial Nuor is a hot temper poorly educated and disrespectful soldier. He will bring more problems to public then making them secure.
Public Security requires highly educated, highly experienced and disciplined soldier or police officer. Not a hot temper like Marial Nuor who respects nobody except a few in the top whom he depends for protection.
Marial Nuor is known for killing with impunity when he was a military intelligent officer in SPLA.

your points are only composed of denials and tribal connotations. i was there when john garang told us that our rifles are our wives and food. he responded to our complain about where we would get our source of food during the movement to attack government garrisons. he said why would we be hungry when we have rifles. he continued to say that our rifles would bring us what we needed.
and of course unless you are liars, there is no point to deny the fact that there were raping and looting in villages by the spla since 1983. i for one witnessed alot of them.
of course some senior commanders tried to do their best to contain the situation but failed. ask civilians in the villages if they will not tell you horrible stories about the spla that passed through their villages.

mr. president two years ago during governors forum in parliament in juba was reported in the media to have declared that he gave anti-corruption more powers to prosecute which i also read on this same website. the thing ended up in his mouth and never put it to constitutional action in form of a presidential decree.

On the other hand, somebody like Marial Nuor would have been head of police department in order to execute a tough laws and orders meanwhile, Achuil Tito would have been transferred back to his State as police commissioner instead of national level,asigning Achuil in capital Juba means a lot of thing such as raping, rooting and eating as well as taking somethings not belong to you, I think those who were under his leadership in Kapeota those days back knows more than Kiir might know.
I hope Kiir should learn how to provide positions.Given that you can’t employ a nurse to look after criminal and assigned a police officer to look after patients in hospitals even though they fit to do so but professionalism is mattering a lot.

South Sudan army and the so called security organs, are shamelessly committing atrocities on innocent citizens and I ask of you, Your Excellency to scrutinize these units with immediate effect. Bravo Mr President, security is crucial to be maintain in newly born nation. If there are some gangsters in South Sudan they will be hunted down like animals. There are no more gangsters than dual citizens as far as I know.
Dual citizens have come with deadly disease called HIV/AIDS to infect our poor citizens, that is why they don’t sleep at night where everybody is expected to be sleeping and carried out sexual abuses and rape instead. More forces are needed to keep curfew as well as external issues like invasion. We all know how suffered and painful like you have gone through during the struggle.

Your comments are very correct on President speech on Saturday, but let me point out something a little bit contrary to the transitional constitution of the Republic of South Sudan in the words spoken by president.
It was indicating and clearly announced before that after independence on July 9th ” the SPLA army will no longer be called SPLA, but South Sudan Armed Force SSAF”. If that true, Why president still talked about SPLA at the moment? Do ROSS never comply with the laws of the country?
If that, discussed, agreed upon and announced in public Radio by Dr. Riak Machar the vice President of ROSS has been changed then citizens must to be aware of the fact.
Do we consider our armies depending the new nation SPLA or SSAF?
