Kiir transforms South Sudan parliament, reconstitutes its membership

August 1, 2011 (JUBA) – In his first move to form the first independent government of the Republic of South Sudan, President Salva Kiir Mayardit has issued a number of presidential decrees transforming the sub-national Southern Sudan Legislative Assembly (SSLA) into the National Legislative Assembly (NLA) and reconstituting its membership.

The president’s decree issued on Monday merged the membership of the previous parliament in Juba with the addition pf South Sudanese members coming from the National Assembly in Khartoum.

The Southern Sudan Legislative Assembly had 170 elected members while those who were elected to the Khartoum’s National Assembly were 96 in number. The President has also appointed 66 more members to the National Legislative Assembly, making the total membership 332.

There were 20 South Sudanese members of the Council of States from Khartoum and 30 more appointed members, making the total 50. The two houses have the total membership of 382.

About 20% of the additional appointees come from other political parties. South Sudan has 23 political parties, but only five parties have had their members appointed to the new bicameral national parliament.

The new bicameral parliament is expected to have its first sitting on Wednesday, 3 August.

Kiir is also expected to name members of his new cabinet in the next few days.

    One party is bad, because it will just be dictatorship and there will be no accountability and no competition because the politicians will think that they have a birth right to stay in office and will not care about their constituency.

    And those who suffer the most are those who fought the war and still suffer from the system they tried to eradicate in the first place.

    Also too many small parties are not good because they become weak to rival one big party and therefore their presence becomes insignificant and just a distraction in the political arena. Most politicians such small parties after their own little personal interest. Some of them don’t even have a national plan.

    I think 2 or 3 big parties can compete and can give a healthy atmosphere. But how can we narrow down the number of parties.

    Setting the limit of parties will be good otherwise, this number will be as high as 100 since everybody feels educated and feels important.

    the SPLA/SPLM was only one party that why they manged to get their indep in the south sudan .so tell my brother who are trying to created so many party in their place it will not help them .like you mentioned them 1-SSDF 2-SSLA -3SSIM 4-SSNRM .Iknow those parties are getting their support from Khartuom Governemnt.

    This is rubbish, Gaaddor or Gatdet. U must stop proclaiming false victories.the fact must be said; no need for 23 parties in a very small Country where population is less than 20000000 people. To do what with? these parties are the source of instability and tribalism. It won’t make sense if all tribes in South Sudan registered thier own parties. We must protect the future of this Country and develop it. I challenge the Law of South Sudan which allowed the existence of tribal parties which are supported by tribal fundamentalists. Is not about food. I am so disturbed of this mentality.

    Dear readers
    White peoples wrote about (Nuers) community in 1890s, that Nuer communities are food lovers , power hungry and visionless they are like chameleons ,so brothers and sisters changing of everything need a lots of time ,like when we started our liberation, its took us 22 years to reached 3/4 three quarter through arms struggle and the rest through negotiations which resulted into referendum .
    Secondly Nuer will change their behaviors when they stop making railway lines on their heads.
    My advices to all readers let them do their negative attitude and we focus on how to develop our new born nation. Ignore them like what happened in 1991 because they don’t know that south Sudan is belong to all us not dinka alone or equatorians.

    Lean government was the recent vocabulary from the president in regard to post CPA government but I am surprised to see this increment of parliament members by Mr. President.

    I hope lean government does not only mean lean cabinet to Mr. President but the whole government comprising of executive, judiciary, legislature and independent commissions from national level to state level.

    The Minister of Finance Mr. Deng Athorbei was reported recently saying there was no money in public coffers to fund roads and other public services in South Sudan but here Mr. President is increasing numbers of MPs who will contribute nothing to the people of South Sudan except taking away money meant for development projects and act as a rubber stamping institution for poorly formulated executive bills.

    I hope Mr. President understands people’s frustration with his actions which are always contrary to what he says and public interest.

    People of South Sudan must ensure in their next constitution, powers to nominate members of parliament are removed from the president and given to parties, and all those useless members of parliament from party list, women list and president nomination list are all scraped.

    All government branches must be streamlined if Mr. President is serious in serving people of South Sudan.

    sure Nhomlaauda. South Sudan better develop pension schemes to cater for SPLA vetrans who are caught up with age, families, less educateion and the likes. We surely don’t need to phase them out but surely we can’t have them all in the Government. The SPLA is huge- comprised of orphans, widows, disabble and living vetrans- and they significantly did thier part. They liberated us. What we need to do is to have sustainable plans for people who are made vulnerable by the course. We need to be objective now guys. thxs

    It would be wise if our government reduce and fix a reasonable number of political parties. However, the SPLM who is also the ruling party has ignored that idea because the more political parties South has the more less likely these parties would unite to overthrow SPLM.
    In this sense SPLM has nothing to loss in having fragmented parties but rather it is the opposition parties who stand to loss. As long as these parties have no solid history to propel them to the ruling arena, they either consult and unite under one umbrella or they perish without tasting a governing seat.

    You have commented like a literate today brother, I think your dinkaism that always limits your thoughts to tribalism has today ceased with the President’s decree on the transformation of the parliament. We are a small country that has nothing much at hand for development. Instead of wasting the small we get from the World bank & IMF for paying the aforementioned huge parliamentary members we should reduce the size of the parliament and box-in other developmental activities.

    Making everyone happy with the government through payment is not the solution to underdevelopment and insecurity. We will end up a highly Indebted country like easterns blocs who were termed second world till 1990s when the joined the third world as their economies declined through heavy debt.

    Dear gov’t and fellow citizens of the RoSS,

    The decision made by the president of the Republic of South Sudan, Gen. Salva Kiir Mayardit that increased the composition of the National Legislative Assembly to 382 members is something uneconomical, unpopular and should not be welcomed by the ordinary citizens. The president should have consulted his economic advisors to uncover some economic implications behind the decision. If he did, the advisors could not be that passive allowing the president to take that decision.

    Based on the estimated monthly salary of 5000SSP per a Member of the Parliament, our MPs will be paid the total estimates of 2mill SSP per month, making the total of 24millions SSP yearly, a quarter of our annual oil revenues! Is that economical? Does this way of spending allow the central government to adequately fund its ministries, sate governments, commissions and other development projects? The answer is absolute no.

    Our nation is the world’s least developed, poorest country despite being rich in natural resources and the next struggle should focus on reaching millennium development goal in two decades ahead. Although, it is hard to achieve, we have to work hard and hard for it. But, this goal will be unachievable only if the government is not cautious on how it spends money.

    My argument was to cut the number of constituencies and MPS in the NLA to at least 200 rather than increasing it, so that the government will have a pound to spend on public infrastructures such as health care, education, roads, security and many more.

    Having so many constituencies, which even lack basic funding, with their respective MPs doesn’t make our nation a prosperous one. In fact service delivery, Reasonable spending, and accountability are the basis of prosperity which our president should put into account.

    I am sorry to such people who always stands with wrong doing of the president. Why do you people supported the those mistake being committed by the President in forming the NLA? Are you not encouraging President to more sins or chaos in his nation.

    You Mr. president don’t let yourself to be advice by those who later will shame you. Be reasonable yourself because you will regret at the end.

    Look your people who are blindly still supporting you to go ahead under the mistake you committed.

    It is inhuman to form the nation under one party i.e SPLM please revise your degrees and see well.

    Your sightless people had started indicting people who love oneness of the South Sudanese that, they are NCP. Do those people analysis issues well? Calculate out the distance of NCP now or you who stand with those mistake is NCP.

    NCP my dear readers are government that rule nation on their will. They kill people as they want and never mind how suffering or crying you have they silence up. Unless such people like you want to worsen the President image no doubt.

    Mr. President never listen to those ill ideas but see what people want the nation to be. No more NCP in South, but whom you listen to them will let you down. Think well decide to do what your people want.

    I don’t understand the mistakes you are talking about that the President Salva Kiir has committed and the shortsighted as you say are supporting him to commit more chaos in his government as I quot “Some people blindly didn’t realized the President mistake but instead they said the government under leadership of S.Kiir that’s is good.” so what are those mistakes in the transformation of the Assembly from SSLA to NLA? can you tell the audience in this website about them?

    One of the things I see is the size of the National Legislative Assembly, it is too large for the size of the regions they represent. Otherwise, it may be for sometime till the next election. But, the question of one party forming the NLA is not a matter of SPLM because they have not banned the registration of the parties, but the greed and irresponsibility of many southerners make them form many ineffective parties. They are the one giving the SPLM high hand in the south because there is no really opposition as it is known in political arena. Yet some such as SPLM-DC are trying their best to be political party that will have a say in the south, only they need to leave their tribal mentality in the leadership of this party.

    If we need political balance let there be one or two more powerful party who will compete with the SPLM, else let’s forget complaining about them dominating the government.

    Many of those who were known as ‘lost boys’ in the history of the struggle in the south have proved themselves loyalists to their nation (South Sudan) according to their actions and attitude toward her. Emmanuel Jal for example has done alot in music to promote peace and reconciliation in the south, and Achak Deng has written a book whose sales were used to established a foundation which has done a lot in the south, he like Emmanuel are working hard to promote education in the South, to only mention the least. But many of those who comment on this website are wasting our time as they neglect the fact that they are southerners more than being members of their tribes.

    Those who think that their tribes have done a lot to the south so that they are the best, or those who believed that their tribes alone will bring change in the south are living in allusion. The change will happen if and only if southerners agree to do so as nation, not as tribes though members of their tribes. Let’s forget pointing to individual people as strong or weak, and remember that powerful man is always so because of other powerful men around him.

    The so-called NLA is a big joke to people of RSS thus, t’s existence is nothing more significant than a waste of money and time because that pathetic constitution of RSS gives excessive power to Salva Kiir Mayaar and thus his SPLM syndicate and I wonder what the hell that ridiculous NLA will be doing to address issues of the immediate concern to citizens of RSS when SPLM has the veto or monopoly to even declare war, sack or dismiss or appoints people without permission from the so-called NLA, so what is point of having such a institution without authority!!

    The danger is that Kiir will use NLA as a curtain to pass. his SPLM eveil policies in RSS as majority of NLA members are from SPLM parry this is amount to deception by SPLM. wait and see for yourself how SPLM will manipulate thngs in RSS using NLA!!

    The name lost boys doesn’t exist. What is there is “Jeny Amer” or “Red Army” per se. The lost Boyz is a fabricated name that was used in 2001 to help get those guys some accommodation. You just know the few, man, who claim they are Jeny Amer, but we are the most useful force any Nation can ever have: we are the ones seeing the mistakes not food, ok?

    Dear readers and and Commentators

    I agree that it is a very good news that Mr. President has constituted the new parliament after the declaration of the independence. We now become a country with national assemble. Something, like anyone else, I am so proud of.
    But look! The process by which these MPs were brought to the parliament is not acceptable. These were hand-picked by governors and some individual politicians who are so close to Mr. President in one way or another. Now the question that ordinary South Sudanese would ask is: “What is it these MPs will do for the constituencies they are meant to represent their people?” S/he was appointed by the president and therefore s/he knows only the one that who appointed him/her. Moreover, even those who were elected by the people can not voice anything though they represent people who elected them to the parliament.
    All of these are clear indications of dictatorship. Take a look at the following:
    1. there is no tenure office for the president stipulated in the one man constution
    2. There is now where the president can appoint MPs. People should have gone to their constituencies and get elected there.

    What I want to say is that we still have turbulent to go through for the next interim transition period, therefore we must be vigilant and rise above the so called president for these teribble decisions he is making

    In fact Dr machar was given south sudan as you claimed by sudan government.Did he get it.I thought Riak came back to Hero John Garang in 2002 shouting for forgiveness for his defecting of 1991.

    I would like to take this opportunity to Congratulate South Sudanese people for having accomplished the expectation so called Republic of South Sudan. We have fought for more than 50 yrs or more losing a millions lives from all the tribes of South Sudan.

    Let me assure you that, with out the unity of south Sudanese people, there would have no so called Republic of South Sudan. Let us not use these no sense comment when we are posting! Post peace and development related comment and also the unity of south Sudanese people is the key to ours successful development of the beloved country.

    let me take this opportunity to Congratulate his Excellency the president of ROSS Gen.Salva Kiir for accepting the peace accord with the rebels leader Gen.Gatdet and welcoming him to Juba. It sound good to have our people back to us even if they rebel against us. We need the unity of people of south sudan and this unity will be accomplished by all the tribes of South Sudan. My president have made a good and acceptable moves for welcoming the rebels. These rebels are not our enemy we should allow all of them to join the Government.

    God bless People of South Sudan….God spread peace and unity to the people of South Sudan….
