Kiir appoints Garang Chief Whip, as South Sudan parliament elects a female deputy speaker

August 6, 2011 (JUBA) — South Sudan President Salva Kiir Mayardit Friday issued presidential decree appointing Atem Garang as the Chief Whips of the parliament as a women was elected by its peers as additional deputy speaker.

Atem, who formerly served as the Deputy Speaker in the Khartoum-based National Assembly is appointed by President Kiir , as government’s Chief Whip in the national legislative assembly, a third position after the deputy speaker, Daniel Awet Akot.

The presidential decree was an intervention to end the power wrangling between Garang and Akot over the position of the deputy. Kiir earlier on issued a decree removing Bangot Amum Okiech, a sister to the SPLM SG Pagan Amum, who was elected to the position by parliament.

In western democracies the Chief Whips generally is the one who manages the vote and the discipline of the government party members of parliament.

In the British House of Commons the Chief Whips is a member of the cabinet and appointed usually as Parliamentary Secretary to the Treasury.

However the government of South Sudan has already a minister of parliamentary affairs who channels also the messages of the government to the MPs.

In the USA, the Majority Whip who is elected by the majority party in the chambre has no official position due to the total separation between the executive and the legislative powers.

In a related development, the South Sudan’s national assembly has unanimously elected Fatma Nyawang Biliu as deputy speaker of the house, an additional deputy position allotted to women by the transitional constitution.

Nyawang, the newly elected second deputy speaker, was a former minister in Unity state and was elected to the South Sudan’s parliament in 2010. She was also popularly known as the first SPLM women representative during the formation of the movement in Ethiopia in 1983.

The MPs took oath of membership on Saturday following their confirmation and appointment by President Salva Kiir Mayardit on Monday.

James Wani Igga has maintained his position as the speaker together with the two deputies, Akot and Nyawang.

Kiir also appointed James Bol Chan as speaker of the new 50-member Council of States. He also appointed Joseph Oleer as deputy speaker and Atem Gualdit as the Chief Whip at the upper house.

Under normal circumstances, the leadership in parliament is always removed and elected by the Mps. However the transitional constitution gives the president the powers to fire elected officials and appoint new ones.

On August 01, the president issued a decree and merged the membership of the previous parliament in Juba with the addition of the South Sudanese members coming from the National Assembly in Khartoum.

The Southern Sudan Legislative Assembly had 170 elected members while those who were elected to the Khartoum’s National Assembly were 96 in number. The President has also appointed 66 more members to the National Legislative Assembly, making the total membership 332.

There were 20 South Sudanese members of the Council of States from Khartoum and 30 more appointed members, making the total 50. The two houses have the total membership of 382.

About 20% of the additional appointees come from other political parties. South Sudan has 23 political parties, but only five parties have had their members appointed to the new bicameral national parliament.

    In modern advanced democracies, the president has not authority in matters related to legislative branch of the government. It is up to the party (SPLM) to appoint who should be its Chief Whip and who should be the leader in the parliament. However, due to poor and murky relationship between the the executive (Kiir) and legislative (SPLM and other parties in parliament), we have Kiir appointing the very person who will be asking members of parliament to vote on legislation that may be favorable to Kiir’s administration. What a joke?! Kiir should never be part of the legislative affairs in our parliament. This is a power grab that is beyond pale. South is already looking more like Al-Bashir’s North under NCP.

    Government of Southern Sudan need to make sure that famine does not happen in Southern Sudan. Government need to get active in pushing people to start growing along the Nile, throughout Southern Sudan. They can water the crops along the Nile, I am saying this because I heard rumors of hunger. And now that Ethiopia, Somalia, Kenya and Uganda are affected, there is a great deal that Southern Sudan is in danger. Even those refugees who come to Southern Sudan, need to be given land immediately and let them provide for themselves. Government need to also assist fishermen to Start providing more fish..It only take three months for corns to grow and so let the government help people find wait areas in the Sudd or Toich and let people grown right away. I am saying all this because I love our country, people and our government at the same time.

    I thanks president for doing that great job. I oppose appointment of Atem Garang to the position of Chief Whip. The president should have appointed Atem to the position of deputy speaker. Because he has more experiences than Awet Akot in that position.

    I also oppose appointment of two deputy speakers. The president should have appointed Bagot Amum to the position of Chief Whip in order to implement women’s position promises.

    I strongly condemn the enlargement of South Sudan National Assembly to 332, because we are growing country economically, so we need economic stability. The bigger the SSNA the wasting of the ressources or wealth. We should have 220 MPs plus that 50 of the House of Senate. I endorse Senate to have that number of MPs.

    President Kiir should have formed the Cabinet this way if we need good, stable and proud South Sudan.

    I am doubting about this election which Salva Kiir Miyardit always used to do in his Administration. It seems that Salva Kiir Miyardit is practicing some sorts of leadership which is inapproprate. For example, it is something very absurd indeed for a Parliament to have so many Deputy Speakers and Speakers. For instance, Atem Garang is elected as a Chief Female Deputy Speaker. Nyawang Biliu is elected as Deputy Speaker. Daniel Awet Akot is elected as a Deputy Speaker. James Bol Chan is elected as a Speaker. Joseph Oleer is elected as Deputy Speaker. Atem Gualdit is elected as a Chief Whip at the upper house.

    What kind of Government is this? Even others countries can prove that the Southern Sudanese people are not ready to governed themselves just because of Salva Kiir Miyardit. Salva Kiir Miyardit needs to step down, otherwise, he is damaging the Dinka reputations.

    First, ThenRepublic of South Sudan has two houses within the National Legislative Assembly namely
    a)RSS Council of States
    b)RSS National Assembly

    A) RSS COUNCIL OF STATE
    RSS Council of State previously had 20 members and base on presidential degree, additional 30 members were added. The sum of RSS Council of State now is 50 members. Among these members,

    Joseph Bol is the Speaker
    Oleer is the D/speaker
    Atem Gualdit is the chief whip

    B) RSS National Assembly
    RSS National Assembly had 170 members previously, an additional of 96 members who were serving in the Government of National Unity had become members. Again by president degree, 66 members were elected to become members of National assembly. Currently, the sum of RSS National Assembly is 382 members. Among these members,

    James Wani is the speaker
    Awet Akot is the D/speaker
    Fatma Bilu is the D/speaker
    Atem Garang is the Chief Whip.

    Therefore as the results of all these messes, recently the Greater Equatorians held Conference whereby they demand officially through their region representative Honorable James Wani Igga who demanded the establishment of Regionalism and Federalism in the South Sudan as to avoid such mass Dinkas Dominations in all institutions includes Security organs where all officers are from Dinkas eg police, Wildlife, public/external and internal securiies.

    If you are fool in mind, then not everybody is a fool like you do. First of all, I am not a kind of a person who supported a negative move. Whether you supported Salva Kiir Miyardit or not, I am still going to criticize him according to the way he handled the Administration. Salva Kiir fail in everything, but the only thing that people know of him is Reshuffling of the Ministers and Election of the cabinets.

    If you are really a person who takes the stance of others, then you should have to blame Salva Kiir for he fail to address the problem of Nubian people, the problem of Abyei, the problem of Ruweng Biemnom border, and the problem of Panaruu of Parieng border too as well. Salva Kiir is sleeping and he needs an “Ambien CR” to wake him up.

    People of South Sudan should be prepared for another four years of mess and disservice to them by GOSS.

    Signs are that nothing is going to change in parliament and the executive will continue the same way of looting resources with impunity. Executives will continue to prepare bills they like and at their own phase and the bloated parliament will just act as a rubber stamp as usual under Wani Iga leadeship.

    Council of States will cause conflict of roles between it and state based assemblies and governors. Nothing will move in that direction too.

    Our people will continue to live in shakes and huts in urban centers and feed on poor nutrition while country’s resources are looted at will and the remaining ones are used to support the same corrupt bourgeois system in South Sudan.

    Our roads will continue to be impassable during rainy season because South Sudan is supporting corrupt politicians and their families to live good in expense of the majority of our people in the country.

    President Salva Kiir is out of touch with common man interest, contrary to what Mr. President said in public recently.

    People of South Sudan should be prepared for another period of lack of services from Salva Kiir, Riek Machar and Wani Iga’s government of self service (GOSS).

    The one who does not learn from experience is really a fool. Those three guys (Salva Kiir, Riek Machar and Wani Igga) are truly foolish and not fit to lead this country beyond 2015.

    The mess and disserve they had caused in this country is enough to be repeated beyond 2015.

    All these indications support my assertion that the lords of poverty are in charge in South Sudan implementing their ugly agenda of keeping majority of the population poor and creating unbelievable wealth for themselves and their children in order to contnue to manipulate governance system in RSS for generations.

    Pathetic indeed!

    Dear Readers,

    The President of RSS had mistaken in appointing his second Dink (Atem Garang) as additional deputy speaker or at a third position after the deputy speaker, Daniel Awet Akot. This meant that he and his Dinkas wanted to occupy the NLA of RSS for the reasons known to them.

    What I would like to advice the President and his Dinkas that this way you are forming the RSS Government isn’t be accepted to non- Dinkas communities. To bring in no differences, form this Government based on the regions i.e Upper Nile, Greater Equatoria and Bahr El Ghazal region and should be like this,

    Since the President is from Bahr Elghazal, Dr. Riek From Upper Nile and Wani Igga from Greater Equatoria this is now good. Now coming to the Ministries, these Ministries should be form as,
    1- Minister of Finance & Economic Planning, Minister of Defense, and Minister of Interior each to one region.
    2- Minister of Justice, Minister of Foreign Affair, and Minister of Information each to one region.
    3- Minister of Energy and Mining, South Sudan Ambassador to UN, and Minister of Commerce and Industry each to one region.
    4- Minister of Education, Minister of of Health, and Minister of Humnanitarian and disater management each to one region.
    5- Minister of Agriculture, Minister of Sport and Culture, and Minister of Transport and Roads each to one region.
    6- Minister of Cabinet Affairs, Minister of Parliamentary Affairs, and the Presidential advisor for political affairs each to one region.
    7- Minister of Animal Resources and Fishery, Minister of Environment, Forests and Urban Development, and Minister of Antiquities, Tourism and Wildlife and so on.

    If you President forms this way you will success in your leadership but misform the way I stated above you will blame yourself and as well as your Dinkas Advisors.

    This is really unfair appointing all the people from one tribe.I really don’t understand the criteria mr president used to appoint,does he surely use qualifications for appointment or he does it on tribal basis? To me the later is true.But believe me he is encouraging tribalism in broad day light.Why appointing from one tribe,does it mean that all the other tribes don’t have people who are qualified for the respective positions mentioned here in,definitely the answer is no,and if so then let him revise his dirty game otherwise
    others will be forced to put on a hat.Please stop that for the betterment of the new nation.True leadership requires opposition parties which are active in a country like South Sudan,so come up the SPLM-DC,SSDF,and others.

    I agree with you on appointment of Pagan Amum as Foreign Minister and Deng Alor as South Sudan Ambassador to the UN. Appointment of Pagan Amum as Foreign Minister and Deng Alor as Ambassador to the UN will help South Sudan push Abyei case in the UN Security Council.

    Other appointments can be debated. It is a good attempt anyway.

    You don’t know what you are talking about. First of all,Salva Kiir is not going to bring us to an end,but he is going to give us more problems. Secondly, Salva Kiir is not even a president for the qualification he had, but because who was the only one who left amongst those of the SPLM/SPLA founders who formed the SPLA.

    I dishonored Salva Kiir for the position he is holding. Bear in mind that what you like is not what I like so far.
    The only way that I can like Salva Kiir is when he firm with his people. If he does that, then he will be my entire president for ever and ever.

    When I said Kiir is not a Dinka president, I mean he’s the president of the Republic of South Sudan but not a Dinkas president alone as Mr. hater Augustino put it. Augustino, I totally understand that the freedom of speech and press grant you the rights to criticize anybody you want, but people like you who lives in a glass house shouldn’t throw a stone my friend. What good work have you done to Southerners that make you a better person rather then sitting on a computer table to writes bullshit comments that doesn’t help anything but to ruin the reputation of our president? Learn to give credit to where credit is due.

    In frankly speaking, your comments are always contradictory and full of bad criticism that regarded you as a hater, self-important and worst of all an idiot person who doesn’t know how to appreciate other people for what they have done. To be honest, I’m not defending what Kiir is doing, but put your criticism in a right place Sir. Kiir has achieved Independence and all you always do is to criticize him by failing to fulfill all your expectations instead of congratulations him of a little thing he had accomplished.

    I don’t quite agree with the President’s statement that he would form the Government based on academic Qualifications but not the geographical representations.

    In Politics, it is all about equal representations and equal distribution of resources in society, but with the qualification as criteria or requirement.

    The president talks about Crruption Corruption corruption and corruption, yet he has been the one leading in the act. Because if the president keeps appointing more officials from his tribe Dinka, and marginalizes other tribes, he is corrupt. The President should not play tricks on representations of other tribes, by appointing those unwanted by their communities as the right representatives of that communities.

    Finally, it would only be through stronger institutipons in which we can develop faster and corruption free. Unless we an independent National Assembly and Council of States from the Executive led by the president as well as an independent Judiciary.

    The President should appoint the officials of the government based on representations but with qualification being the most requirement of all.For example if the President of Justice/Chief Justice comes from Greater Bar El Gazal, he or she must be a lawyer with L.L.B or above.

    These three Dinka tribes are call: Southeastern Dinka, meanwhile; padang is part of Northeastern Dinka.

    You said that “Kiir has achieved Independence and all you always do is to criticize him by failing to fulfill all your expectations instead of congratulations him of a little thing he had accomplished.” My dear brother, put it in mind that I am not a “sycophant” person like you okay. In other word, I don’t supported someone in order to gain something. I know that you know the weakness of Salva Kiir Miyardit,but you don’t want to stratified it as a reality. As a reality, even if you stand firm to your “Pseudo-intellectual” leader, I am still to say to you that Salva Kiir is very lucky in his life to get such position. Salva Kiir is completely nothing and I can tell this to you and those who supported Salva Kiir Miyardit as a person who did the right thing.

    Second, I wanted to tell you that Salva Kiir is not the one who brought independence of Southern Sudan. The independence of Southern Sudan was underway of being planned by God. If I wanted to give a credit, then I should have to give it to the Late Dr John Garang de Mabior, but not Salva Kiir who just walk reluctantly without minding his own people affairs. The Late Dr John Garang was a union leader, not like Salva Kiir who just like spending his time in drinking beer and alcohol in the Southern Sudanese Parliament Office.

    After all, if you are dead in mind, then not everybody is like you. Salva Kiir had never did anything substantially good since the time he took office. What Salva Kiir Miyardit had done mostly is the Reshuffling and Electing the people to a different positions.

    Shame on you with you narrow minded leader.

    Tribalism should not be the issue here if our aim is objectivity in these pages.

    Atem Garang -as we all know- was the Deputy Speaker of the Khartoum based National Assembly, while MR Akot occupied the same position in Juba. Another problem was that none was willing to give way to the other in name of National solidarity in our new born State? Which may lead to the question of how patriotic are our leaders. So whether they are both of Dinka ethnic group is irrelevant.

    I know what iam saying but may be only the language i used is not correct. sincerely speaking, you are just a SPLA red army who left earlier in age and i assume by then you don,t know of how to read and write but for me i joined the movement when iam already an adult and fought various battles.what i was trying to say was whoever contributed negative critizism is of no help to our nation.example,the appointment of Daniel Awet Akot,Atem Garang and Atem Gualdit were wrongly taken by our tribalist that the purpose for their appointment is because they are Dinkas and these people failed to understand that the three did not orginated from Awan Chan or Warrap.if Dinka from Uper Nile is appointed in the government by uper nilist,should somebody from equatoria claim that position? i think it is big no.we must blame Kiir if he appoints government officials from Warrap or awan chan.

    Garang is not Kuol Manyang or Salva Kiir, he is Garang and I have put it into practice long long ago dear and ofcourse he can never be such !

    But that do not stop me criticise him of rejecting the Nuer vision of self determination for the idea of one muslim traitor Kuol Majok of Abyei of a trash islamic sudan.

    My work dear is being advocate for History corrections. The movement time mindsets of call Dinka Twic East as Dinka Bor is now needs to be changed to corrections of Ethnicities their orignal or nature state before Sudan got its independence in 1956. The reason why I wrote this to you is because you look like your know the differences in Dinka tribes in Jonglei State, they are call Southeastern or Eastern Dinka. And who are those tribes? They are Dinka Bor, Dinka Twic East, Dinka Nyarweng, and Dinka Hol. It is also my advice to you, because other tribes could be mad at your missidentification. Left faking identity during the movement, it was wrong.

    Iam very sorry to hear that there are two[2] deputy speakers in the assembly but believed that,nobody is best for making that appointment correctly though.

    I totally disagree with those who said that Dr.Riek is smart guy in making such appointment,it is a coated true,he could not do that despite his accedemic prowess ,he is very poor in making clever appointment that you hopped to be done by him.

    What is made by Dr.Kiir could take him a decade.

    Led us not waste time blaming our president that he is not perfect in formations of Government of South Sudan , do you think the formation will be done according to your interest or the interest of the president and his colloquies in the republic of the South Sudan,
    Therefore, now a days we don,t need people like Lam Akol who served in the Government of South Sudan and not Faithful to his Government until he run away and Form a party who is against the Splm Party , there are times that president need to be careful other wise you can not employ people like dogs sometimes you feed them and return and bite you with out giving thanks giving , our government should learn from the mistakes in the past ,the thing is not Qualification or Education , you might be having a degree but the way you address the public and the way you talk to your colloquies sometimes can put you down even in the school if you don’t behaves properly with your teachers in the school you will not pass the exams when time comes.
    My Message to the listeners led us take patient and wait our cake of the South Sudan to be cooked for us while we are waiting so that we can get small thing to each and every one of us because all of us we are hungry we need something to eat other wise we will grow weak and thin .

    The idea of having more than one deputy, is when one does not like rhe right deputy for political reason. For example in the case of Dr.Riek Machar, Former Deputy Malik Agar and Wani Igga being the deputies of the SPLM because Salva Kiir doese not want Dr. Riek Machar.
    Even at this moment, Salva Kiir keeps Dr. Riekk as a way to remain in Power

    There is nothing wrong with tribal or provisional representation but we will be booked down and risk creation an ineffective government and a very weak state if we follow that path

    South Sudan is inhabited by over 100 tribes and it will be a total chaos if our national government were based on that classification.

    We should therefore judge our leaders not by which tribes or provinces they come from or belong, but by their ability to deliver the much needed services to all our people.

    There is currently more abused in the States which are exclusively ran by local tribes men and women I rather have an efficient and capable ministers of a different province or tribe than a corrupt ineffective man or woman from my village.

    So tribal or provincial phobia or bias will not do us any good if we aspiring to beat the Arab and move our people closer to the 21st century
