South Sudan establishes national youth union

August 15, 2011 (JUBA) – South Sudan has established the first national youth union a month after the region became independent from the rest of Sudan on 9 July.

In ministerial order number (6) 2011, the caretaker minister Makuac Teny Youk appointed Stephen Puoch Riek as President of the South Sudan Provisional National Youth Union (SSPNYU), for a period of one year pending the convening of a convention to elect leadership for the union.

Riek, a member of the ruling Sudan People’s Liberation Movement (SPLM), was deputised by Joyce Roba as vice president, with Marko Makur as secretary general and 23 other members of the leadership.

The new youth President had served in various regional and international youth organisations.

Riek previously served as President of South Sudan Students Union from 2004 to 2007 in Khartoum and was a member of the World Federation of Democratic Youth, the Pan-African Youth Union and the World Assembly of Youth.

The organisation will approve and recommend to the ministry, participation of individuals and associations in youth activities outside South Sudan as well as coordinate with the ministry to organise regional and international youth meetings and activities.

The union shall also represent South Sudan in regional, continental and international assemblies upon approval of the ministry.

It shall also entrench the foreign relations with friendly states and strengthen ties of cooperation between the international organisations.

The first South Sudan youth union will now prepare general and internal rules of the union that shall be rectified by the convention. The headquarters of the union shall be in Juba and will have branches in all ten states.

    That was unfair justice that you’re doing to the Republic of South Sudan you know you’ll not make it back to be the minister and that’s why you finger point a person from “Naath” to be a chairperson. I thought presidential degree said, all the caretakers ministers cann’t make any major decision and now you’r violating them by appointing “Riek” to serves for one year.

    Election will be the best I suppose.

    Let Nuer console themselves with those minor positions, they have been marginalized so much. The only thing that they are after is the status of being considered the first in anything be it good or bad.

    President did not tell ministers not to work, but ensured them to realized that they should be removed at any time.

    I don’t see anything wrong has been done by South Sudan Minister Makuach to deserved your words above guys. Whatever he does is not for his tribe but for our beloved country. Who knows may be the one he appointed is more qualifier and an industrious guy. We should not judge the book by its cover.

    Such institutions are supposed to be democratic and their members elected democratically but here is another little Nuer king violating the same principle of democratic elections the Youth Union activities are supposed to promote.

    Chan Reech is appointed a president of South Sudan high court and Elija Malok of BOSS was removed and the man who was his deputy was apointed the president of BOSS. Both the president of high court and the president of BOSS are now Dinka. compare that simple position of students union with those positions i mentioned above and feel ashamed of yourself if you are not really sub-human.

    Stephen Puoch Riek Deng is the most experienced youth leader. I thought Salva Kiir could also appoint him as minister for youth and sports.

    About the elections I thought you were educated to know that there is need for the youth body first to organize for the elections. In this case the leadership of Stephen Puoch is given only 12 months to organize for the elections in the convention. If Salva Kiir was given four years of transition to organize elections in 2015, then what is wrong in your little head not to understand the need for one year in order to organize the event.

    Please learn fast because you are so naive and sound ignorant.

    There are too many qualified Nuer sons and daughters out there but not considered in tribal appointments which has befallen our government.

    I don’t understand why some people make noises just because one of them is considered for the position for the youth union.

This is the Presidential decree of yesterday night for the appointment of Kornelo Koryom as BOSS governor all these are Dinkas and not very far from him the president and Door Manjul as a Deputy, Chan Reec as Chief Justice all these are Dinkas and not very far from him the president . For you information, there is no reason for you to despute the appoinment of the Youth Leader to be from Nuer. I belief we all have the credentials to lead regardless of who you are. Your hatred will take you nowhere.

    I belief you are not mad to reason properly. Is the removal of Malok the Governor of Central Bank of South Sudan democratic? or it is because the president is a dinka and all’s mistakes should be translated good.

    With the attitude such as yours, nothing will be appreciated in South Sudan coz someone like would not suggest someone else appart from a Dinka man. Shame on you Nhomlawda.

    Folks, I am for the changes in BOSS but replacements must be through competitive and transparent process.

    Although Elijah Malok had been reckless recently especially on currency missing date and the justification he gave and the recent announcement of lack of reserves in BOSS. These are all reckless decisions with serious economic consequences that require firing to remedy further damage and to instill confident in the financial sector of South Sudan.

    However, his replacement with the same person they were sharing those responsibilities and reckless decisions is unwise and unprecedented from a president who wants to redeem his image from technically a fail president to somebody people might regenerate hope to change his ways of doing business in post CPA South Sudan.

    What new ideas can Kornello Koryom introduce into the banking system which he failed to bring forth during his time as deputy to Elijah Malok?

    President Salva Kiir mental functionalities require a psychiatrist to examine, otherwise his actions are far from those of a normal president.

    I hope this move is not meant for President Salva Kiir and his colleagues to loot public funds at will since Elijah Malok could not make them do so as they might have expected in the last seven years.

    Governor of BOSS and all senior positions at BOSS must be recruited for through a competitive and transparent process, and appointment confirmed by the president after vetting in Parliament. The same process applies to judiciary including the president of Constitutional Court, Supreme Court and High Court. After appointments of those guys, president has no powers to fire them before the end of their terms unless advise to do so by an order from a court of competent jurisdiction (technically the Constitutional or Supreme Court). This is what supposed to be in the constitution of South Sudan, but some idiots wrote their document that does not reflect transparency and accountability required at all levels of governance.

    The appointment of Mr. Riek should be regarded as strategic move by the SPLM through the ministry of Youth and Culture, Mr. Makuach Teny. It will definitely prevent this young naïve fellow from joining SSLA, composed mostly of the extremely foolish and insane by default Bentiu Nuer,

    Therefore, I would urge the likes of Hon. Nhomlowda Ranchol not to protest it because in politic sometimes the bone need to be thrown. This smart move will allow the government of the South Sudan to assess security measures by examining the work and the rhetoric of Mr. Riek Pouch. Any material gather from his camp will be crucial for the step that need to taken in the elimination of origin of insecurities so that the progress of our country development can move on consistently.

    As you all know, Nuer youth are the ones mostly responsible for most insecurities facing South Sudan since 1957 to date. This appointment of a Nuer as youth leader will then determine whether this leader will mobilize the Nuer youth for the usual ill-agenda which is simply anti-Dinka and South Sudan government or will he preach well in patriotic tone now that he’s been given a leadership position, and will they rest of his colleagues join in with him? Who knows… the situation is always unpredictable in that part of the South Sudan.

    Anyways whatever will be the case, the SPLM/A shall be ready to deal with it as usual. So please, join me in applauding this clever step taken by the SPLM and by the Youth Minister, Makuach Teny who is truly loyal to SPLM. Remember, a country can be built by true patriots and cannot be built by tribal demagogues who are only interested in advancing their erroneous self-agendas.

    By the way, Gat-witch, (mi-diit or whatever you’ve become these days) how are thing hanging in SSLA camp? Do you know what direction Ngundeng has prophesied that they will whine up in the next few days coming? And how about Riek Machar apology to the Bor elders in Juba, I heard he told the elders that he was misled by wutnyaang and Ngundeng, do you think that’s true? If not what is your side of the story and you can also explain Ngundeng prospective too, don’t be shy, because I understand Ngundeng has been letting you down ever since…

    Although I’m behind the news, I don’t really figured it out where did you pick up those news that are flattering us here. The removal of Elijah & appointment of Kornelio haven’t been published in the news despites the fact that it’s the presidential degree. Any presidential degree must go through the media & not locally or behind the curtain.

    On the other hand, Chan Reech was already the caretaker minister of justice if you weren’t aware of it. He just maintained his position that’s all and no one has been in that position since he took over from Ambrose Riiny, former chief justice.

    Picking up, I wasn’t against the appointment of Mr.Makuac, what am against is the act of the caretaker minister. According to the presidential degree, “All the caretaker minister were there as care takers and not to do any major decisions, but supervise the day-to-day tasks.” That statement alone has been violated by the caretaker minister and that’s what am basing & limiting my arguement. Whether Naath or not, every dog has its own ebbs. Whoever will take over again next time will make sure that he/she has leave behind someone either close/related to him in that seat.

    The president said it earlier that this is a time of qualififications. What kind of qualification? A qualification of one tribe in Sudan, and that is from Dinka WARAP and part of Bar-el-gazhal. The rest do not qualify for any post.

    This is how I understand his words. Is there any body who agrees with me?

    Dear friends,
    We shall not come of age if we remain looking at national events over tribal glasses.Justice Chan and Governor Koryom can not be seen as Dinkas by non-Dinkas or as sons of Bahr el-Ghazal by other Dinka sections in Greater Upper Nile.They are South Sudanese nationalists and academics.Justice Chan once sat on the Sudan National Supreme Court in Khartoum while Governor Koryom worked in the Central Bank of Sudan in 1970s.These are men who do not wear tribal glasses any more because they are nationally and internationally reputed in economic and judicial fields.
    Stop playing your computer games with national figures.
