South Sudan opposition leader objects to sending troops to Somalia

August 16, 2011 (JUBA) – The leader of an opposition political party in South Sudan on Tuesday expressed dissatisfaction with a senior member of the ruling party, the Sudan People’s Liberation Movement (SPLM), for proposing that the new country send troops to war-ravaged Somalia as part of the African Union peacekeeping force there.

Deng Alor Kuol, the caretaker minister of foreign affairs said the newly independent country was “prepared” to offer a helping hand in support to Somalia in its commitment to peace in Africa in comments to the BBC’s Focus on Africa programme, on Monday.

“It is part of our responsibility to help our Somalia brothers and sisters to achieve peace,” Alor said.

“We, as Africans, must be in the lead to alleviate problems before we ask the Western world or anyone else, to come to our help”, he added.

Some 3.7 million Somalis are at risk of starvation, the majority of them in the south of the country that has been in a state of armed anarchy for two decades, complicating any humanitarian relief effort.

Around 100,000 Somalis who have fled to the capital Mogadishu from other parts of the country due to a severe drought are facing famine, and aid groups are struggling to provide emergency supplies.

But Peter Abdullah Raman Sule, the leader of the United Democratic Front (UDF) in an interview with Sudan Tribune on Tuesday said the new country should focus on addressing its internal security challenges before offering to send troops abroad.

“There is no doubt that South Sudan as a member of the international community should contribute to the maintenance of peace and stability of any country in the world, especially the African countries to which it belongs, but I think this is not yet time”, said Sule.

“South Sudan has a lot of challenges which I think should be addressed before reaching out with help” he added.

“If we go without having solved our own problems, what examples are we giving the world? How would our intervention be perceived […] if we have not addressed our own issues”, asked the opposition leader.

Several rebels groups operate in South Sudan including the Ugandan Lord’s Resistance Army (LRA) as well a politically motivated rebellions. South Sudan also suffers from cattle raiding and banditry.

The veteran politician argued that there is no logic in sending troops to Somalia at a time the country needs provide adequate security and maintain stability so the government can implement development projects.

Garang Makuac Deng, a businessman in Juba said he would prefer that the government give priority to internal security matters before it could think of any international intervention. He argued that there appears to be an increase in criminal activity in the new nation.

“Shops and stores are broken during the day by organized groups. Women are robbed and people suspected of having money are killed. They even go to individual houses suspected of having money. These are issues which the government should address first”, explained Deng

Many African units make up the UN peacekeeping mission to South Sudan, which became independent on July 9th as part of a 2005 peace deal.

    The troops should be sent to Unity State and Western Equatoria if Alor and Kiir lack any mandate to offer to the South Sudan soldiers. Sending them to Somalia is an invitation for terrorism to South Sudan where there’re already numerous terrorist organizations causing chaos under the pretext of illusive democracy.

    I applaud the opposition party leader for his reasonable showing of dissatisfaction to this naïve attempted-move by the President and his care-giver minister of foreign affairs. This is what the opposition needs to do in order to gain favoritism from Southerners.

    I totally encourage the opposition parties of the South Sudan to act in this manner and avoid demonstrating manners that reflect lack of patriotism in their attitudes toward the government of South Sudan. I would like all the South Sudanese to condemn this political blunder entirely so that the President knows that Southerners are watching him closely.

    This is not only an obligation for South to contribute troops to secure Somalia but it is also a great way for SPLA to gain experience in dealing with a irregular insurgency. SPLA needs all the skills it can muster and become more modern and efficient. Serving in Somalia might just do that.

    I think the opposition are 100% very correct. The young nation need to focusing on their own security challenges rather than jumping to contribute troops too early to unsolvable problems in Somalia. There are no worst people on the earth than Somalia people and sending Africa troops and the world army would never solve anything unless the people themselves have committed to peaceful and main focus for their futures.

    If the new president Salva Kiir accept by wrongful then, it will be a big mistake and eventually will cause him political differences within Southerners Sudanese people. Yes, South Sudan is become a nation however, the young nation is not ready yet to make contribution troops when the new nation is facing rebellion, borders issue and have not yet establishing economic,constitutional, national army is not organizes in a way the nation should be.You can name it.

    Again Somalia nation would never enjoy peaceful because they brought the radicalization style of Middle East system and the only siloution for Africa leaders and the rest of the world is to divided all Somalian people among 54 countries in Africa otherwise, the concept of contributing African troops would not make Somalia nation as a better country. This is the nation that, spoken one language and believes same one religion and they are all very much looks alikes but it is very hard to change their minds from the corruption, hateful others religions, adopted terrorist style from the Middle.

    One more time, if the new president Dr, Salva Kiir Manyardit attempt to send the SPLA, the formers rebels who left from the decades to Somalia that, could come to define the failure of setting up the young nation South Sudan. The South Sudan itself need more and more help from Africa countries and Idon’t see any reason for new president to accept sending SSA in the disfunction region of Somalia.

    Finally, mr. new president Salva Kiir need to understand that, being a leader of the country mean, you have to be careful how to make choice and sending troop is one of those thing should be approve by the representative and not the president. You need to deal with your own problems apparently, the Abyei case and the borders issue did not begin yet. As a native from the young nation South Sudan, I am strongly disagreeable about sending SPLA to unrest conflict and faliure to take this advice would result a political problem.

    Another raw deal again; SPLA is not yet a mordern army with the expected dicipline like those other troops that participated in the UNMIS peace keeping mission from other Countries therefore, they can not be sent out on mission yet because they still have the spirit of robbery,arogance, superiority complex secondly, when a Country contributes troops it also give all logistics now, what logistic does South Sudan Gvn’t have to provide to sustain these troop abroad when it has failed to pay their salary for atleast 3 months? We should not add problem to problems.
    The argument of the opposition leader is very measurable unlike those who are opposed to it are all the ones who wants to mislead the Country.
    Unity State, WeS and WBeG needs these troops to boost the security of the area but Somaliaaaaaaa with terorist activities let them come out of their ordeal.

    This is another worse part of the leading party.Why did they refuse to reasoning? sending S.Sudan soldiers to Somalia is a life indangering.Somalia problem can not be solve by offering the newly born South troops.Moreover we have unresolved issues e.g Abyei case and borders etc.That is really pe-mature idea by our leaders.From east-west in the South,There is insecurity.Why is it not that they government don’t want to eliminate the insecurity that we have? Also if they thought they are good in protecting the weakest government,What was the need of them allowed the Ethiopian troops to Abyei,for protection?     We are begging the UN to send us 7,000 peacekeeping force simply because we cannot maintain our own security and yet you want to send your security people as peacekeepers in another country. What is this kind of stupidity???

    We have the rebels, the militias, the raiders, the LRA, the bandits, the robbers, etc, that we want to handle first before one could even think of maintaining security in another country.

    No wonder that these politicians fail to address insecurity in South Sudan given that kind of mentality which messes up priorities.

    I think you need to know what is an army first before talking of sending 10 thousand soldiers to Somalia.

    South Sudan does not have a well trained and disciplined army but just a collection of insurgencies whose interest is not national defense but to support certain political interests.

    South Sudan should build a real national army which is impartial in politics before we begin talking about sending troops to other countries.

    Those objected to sending our troops are right, its absolutely ridiculous when I receive this news from the SSTV, we have plenty of insecurity plus our border is wide open to all kind of criminal in Africa, have we organize our house before thinking of others? I,m not denying our participation in the future but not at the moment. sending troops to this kind of lawless country is the invitation of the problem by itself,specially, when there are not yet adequate security measure in place. you know what I,m talking about it, the kind 2010 Kampala terrorists bomb blast,I hate to mention this but that what its. led think critically before rushing to decisions.

    How can we send troops to other countries when we even need help. We just got independence recently. we cannot talk of sending troops to countries who got independence long time back. As a matter of fact, I would even say those counries get to fight because of their riches.

    Sorry we are here talking of Somalia which I know is not developed neither rich and is in crises, but they got independent some years before us. Where are other African countries? Let them contribute.

    Let us just wait for while. It will be a matter of 3 – 5 years to involve our army in to the world. Let them get trained properly first.

If you have enough troops you can deploy anywhere in the world, why don’t you send them to kick out Sudan armed forces in Abyei instead. South Sudan As a multiparty govt, Mr. Abdullah is right to speak out what he thinks is good to be done and likely favouring the interest of South Sudanese but you can’t jump to abuse others over unknown reasons.

    I’m very okay with the decision taken by south Sudanese leaders. It is better for us to maintain our position of being African in African Union and shouldn’t make you feels jealous to criticize right decisions.

    Lawyer Peter Sule is a proven competent national leader and politician who has demonstrated throughout his illustrious career that given the chance he will steer our nascent state away from tribalism toward nationalism and unity in South Sudan. However, it is also important to note that the proposal to send troops to Somalia also has its pros. It is a mechanism that African states as well as other states from the developing world have used to strengthen their economy through the hard currency revenue that the United Nations will pay the government of South Sudan. The second advantage of sending the troops overseas is that South Sudan currently has over 150.000 SPLA troops, which is a very big number for a country that is still taking baby steps towards economic development and stability. Currently over 80% of government budget is spend on salaries for these troops who cannot even maintain security in South Sudan, or liberate Abyei and consolidate our borders. So by sending some abroad the 80% spending on the SPLA will be cut, as the United Nations will take the burden of paying for 10.000 soldiers deployed in Somalia. That said, this is the first time I see Southern Sudanese in almost an overwhelming agreement with each other on this forum, which means slowly but surely we are beginning to create a sense of national identity and forgo the damaging tribal particularism that leads us nowhere but insecurity and instability. Keep up the good work folks! God bless South Sudan.

    Don’t forget that the SPLA is not yet disciplined like other national armies around the world. They will be ashame to us and can be sent back to South Sudan, some in bags.

    I agree with all your comments regarding this damnn idea of sending troops to Somalia. If SPLA fail to battle out SAF in Abyei then, why are the these leaders wasting time telling us nonsenses here.Our people land have been robbed and we talking of sending what to Somalia instead of Abyei? Lord have mercy! we need to battle out SAF first from the land they took by force as well battling LRA out in the South are the first pirioties before inviting more Al Shabad to South Sudan.

    Solve your own problems first before rushing to solved for others.

    I see the ojection of sending South Sudan troops to Somalia is justifiable. Saliva Kiir was surprised recently about the bad behaviors of the SPLA, saying where did SPLA get this bad behaviors? Does anyone think sending them to Somalia will help? No it can not help. So it is better to settle the problems of the New Nation and jions the rest in maintaining the peace in the World later. South Sudan will be appreciated by maintaining its own security by this time. Opposition leader Abdullah put it right by explaining it clearly what is needed for South currently. Thanks.

    I think Mr Kiir try to make a name for himself to AU /UN that he is a good person and care for others. You cannot fix other people problems when you can’t fix your own. Dose he knows that when you send your troops to other country you the one who will be responsible for their foods and other things. This government called ‘’ GoSS’’ need to think before putting our armies at risk.

    Just a few months ago Mr President asked UN troops to be deployed on the border of between north and south. Now he is thinking of sending southern Sudan troops to war torn of Somalia to invisited terrorises in our newly born nation. This guy seems is not care about the citizens of the country. I truly believe that the troops will going to Somalia you will never find Awan-chan, Apuk, Agok, Awan-mou, Malual,tonj, Ngok and all those groups are not even deployed in the area of Abyei and border of south Kordofan you only find them in Juba.

    I couldn’t agree less with your concern about the question of priorities. I am also of the view that the current crop of our political leaders are incompetent at best and self-serving at worst. Most of them feel personally entitled to public money and South Sudan’s wealth, and betray little sign of national consciousness, moral constraint and obligation by virtue of being public servants. In short, the overwhelming majority of these leaders are not fit to be public servants. And yet, it is also important to recognize that cultures take time to change. These leaders come from a culture of being rebels, which means they only know destruction, rape, looting and all the things that you mentioned. It will take them a while to transform into national leaders whose sole purpose is to provide services to the people, including security and stability. In other words, this is tied to the question of disarmament, demobilization, and reintegration (DDR), and security sector reform (SSR). How do you reintegrate the rank and file of rebel soldiers back into constructive members of the society? Therefore, the reason I stressed the economic benefit of sending the troops abroad is threefold: one, it will reduce the cost of government spending in short run until the government finds a permanent solution. Two, it will reduce, albeit marginally, the crime rate in Juba that some of these soldiers are implicated in practicing. And three, it is a good mechanism for the government of South Sudan to present itself as engaged in global politics and international relations – as a partner with the world body in maintaining international peace and security. In short the government in Juba needs to learn how to multitask, namely addressing all these issues together, because these issues are all related. I hope this helps?!
