South Sudan’s Lakes state announces five year development plan
August 22, 2011 (RUMBEK) – The government of Lakes state has outlined its development plans from 2011 until 2015, with roads and education being the top priorities according to officials here.
However, the state’s minister of Finance, Trade and Industry has warned that it may be hard to get the necessary funds to achieve the projects.
Pur Chiengan Dakbai, Lakes state minister for Finance, Industry and Trade said the priorities were: “Peace and Security, Democratic Governance, Socio Economic recovery, Infrastructure and Food Security, Decentralization and Service Delivery, Sustainable Development, Education, Natural Resources, Public Administration & Rule of Law, Health, Physical Infrastructure, Social Development and Humanitarian Affairs and Accountability as well Economic Functions.”
Chiengan said that the top were building feeder roads and providing education across the eight counties of Lakes state as there are inadequate educational facilities and teacher numbers especially in Wulu, Awerial and Rumbek North counties.
The state’s three secondary schools are in the counties around Rumbek the state capital. There are only two institutions of higher learning in entire Lakes state. Low enrollment of pupils at elementary levels is a major problem in Wulu and Rumbek North Counties.
In Aweiral County Chiengan said there were 87 students to every teacher, indicating that there are an “inadequate number of qualified education personnel”. The issue of student numbers has been exacerbated by the high number of returnees to Rumbek Central, Cueibet and Rumbek East Counties.
Since October of last year over 330,000 people have returned to South Sudan, which became independent last month. Over 17,000 returnees have arrived in Lakes state over the same period the UN said.
Low enrollment of girls in schools is equally a major problem especially in Cueibet County. High dropout rates of female students are attributed to cultural factors, which includes early marriages.
Lakes state Governor Chol Tong Mayay appealed to Lakes state’s citizens to stay calm so that development projects can reach remote areas.
“Let us stay in loving peace condition so that development could reach you at your house”.
Cattle raiding, banditry and revenge attacks are major issues facing Lakes state.

Where are the outlines of five-years development plan on this report? Sorry! I did not see any plans on the report. Do you see any plan that would develop the education in next five years? For example, what are the plan and vision for education in year one? What I have seen are priorties not plans. Thanks

I don’t really understand what you mean by saying that it will be very difficult to get fund. Do you really cares to know your roles and responsibilities as the State Minister of Finance and Industries? or were you given that ministry as a way to appeasee you since Chol Tong government is a “buddy government”. The cash you pocket everyday as allowances for you and the 35,000 to 40,000SSP you gives monthly to Chol Tong for up keeping is what we called funds in English if you have really done commerce or economics. You guys always keeping lying to us about development plan. Last year, Governor Chol Tong presented to the State Legislative Assembly, his government policy paper, lying that he will do this and that untill he mention something he don’t know by profession, transforming agriculture from subsistence farming to commercial farming. In his policy paper, he failed to convince us to know whether this governor is talking about what he knows. No detailed implementation plan that accompany the policy paper, no concrete source of revenue mentioned from where funds will be availed, no proper tax policies in place. What happen now? Nothing among what he mentioned in his policy paper have been done. To us, he is liar and a shame to Lakes State. Now you are also impregnated by lies, and you rush to the Assembly to vomit them out by present your nonesense five year development plan. I really blamed those good for nothing MPs who always allowed you to play with their mind. They would have question you as to why you says it will be very difficult to implement the plan unless we get funds. Where are all these monies that you collected daily in the markets, airport, restuarants, vehicle taxes, courts, traffic police log book charges, auction plus eight counties taxes etc. You and your Chol are totally corrupt point blank. Let’s wait for the next house in which oppositions shall be there, you guys will suffer.

My inhabitant,that is why you see in other developed countries,you are not being elected or appointed to any sensitive position like governship or finance if you are from poor families.our state has failed for good and is going to be worst 100%,look at the Chol and his inner friend in which he appoointed to share smuggling money with him,they are not proficient peoples to lead the state in all terms,wether education,experinces or personalities..guys the governor profile is appointment made by him show just to smuggle money then to develop state ,Chol Tong in his ingenuousness cannot make a mistake to appoint some who is more body qualify then him.
look at the ministers and commmittee’s chair persons in the state house accept Makur Buoc is qualify,it is coz he can authorise some million dollars and no body that can object,simply Chol Tong can sack you immediately and the other example is Marko Chol and Dut Makoi,they are more qualify in all field whether millitarily,educational,
experience and so on are qualify but were are they now? and good of it Chol and Pur are enjoying inside their offices as per their photos telling blank plan to peoples.its pproved who are they and so humilation to them

Thanks Hopeless, All the best can improve our insecurity in State but all the worst end up with zero tolerances @ the State so when we arrive yet we haven’t even finish the jobs being started hunger money is the most seriouse i ever seen in the others part of the State we must camp and demand the beginning of development being requested by UN. look below some poetry i demand to return to Rumbek with,It is not as if the South Sudan need any more help winning penalty shoot-outs but they have now gone and built a robot who seemingly cannot be beaten from 12 yards out.

Unconfirmed reports from Sudan suggest that South Sudan made a bid for Robokeeper but then withdrew it when he found out the robot was already three years old as he feels there is a robot with even more potential currently being developed in the Lake State system.
