South Sudan: Deputy defence minister may not accept position

August 31, 2011 (BOR) – The newly appointed deputy minister of defence and veteran affairs, Majak Agot Atem, has declined to say whether he will take up his position in South Sudan’s first independent government.

Atem told Sudan Tribune on Wednesday that he did not want to comment publicly on issue.

A source in Juba told Sudan Tribune that Atem had declined the position because he is overqualified to be a deputy minister. The Southern figure has a doctorate, holds the rank of Lieutenant General, actively participated in the civil war as well as the negotiating of the peace deal that led to South Sudan’s independence in July.

Sudan Tribune has been informed that Atem was called by elders and members of greater Bor community in Juba to try to persuade him to take up the offer. Atem, reportedly told them that he would consult his family before he declares his final position.

New ministers and deputies are expected to take their oaths of office on Thursday.

Atem is a member of Dinka Bor community, which has been mixed over whether or not they endorse the new cabinet.

The youth leader of Twic East County, Kuir Ajak said he supports Atem in his assertions saying if the government was formed based on qualifications, “why did they leave Dr. Lual Achuek and Philip Thon Leek?”

Philip Thon Leek, the former governor of Jonglei state from 2005-2007 was elected as an MP to the national assembly in Juba in the 2010 April general elections. Dr. Lual Achuek, was the former oil minister in Government of National Unity before South Sudan declared its independence and is now the MP in Juba assembly.

“I am not supporting Dr. Majak to leave the government for good. He has to complain but if nothing is accepted, then he has to take up his position as the deputy”, Ajak continued.

DINKA BOR SATISFACTION WITH CABINET

Members of the Dinka Bor community in Jonglei state said Wednesday that the composition of South Sudan’s new cabinet is fair, despite criticism from some of the tribes youth.

A Juba-based Dinka Bor youth group called on Tuesday for those appointed to refuse to take their seats in the cabinet due to the overall under-representation of their community in the Juba executive. Since a 2005 peace deal South Sudan has been governed by the Sudan People’s Liberation Movement (SPLM), the former rebel group which now controls the parliament of the independent republic.

The chairperson of the Greater Bor Community, Micheal Makuei Lueth told Sudan Tribune on Wednesday that his community is happy with the formation of the new cabinet and said the appointees from the area are committed to work with the government.

Makuei, who is also the new minister of Parliamentary Affairs, said he doesn’t understand why some members of Bor’s youth decided to stand against the SPLM-led government which they fought for during the 22 year civil war.

“I don’t know who they are. Dinka fought to liberate this country with other communities in the South. If we are given one ministerial post and three deputies, one advisor and one Chief whip, then it is ok”, said Makuei.

Makuei pointed out that Rebecca Nyandeng, the wife of the SPLM’s former leader John Garang, was appointed as an advisor to the president. The new chief whip, Atem Garang, the former deputy speaker of the National Assembly in Khartoum, is also from the area.

Like other politicians from South Sudan Atem Garang lost his position in the power sharing Khartoum government after the South seceded. As part of the 2005 deal between the SPLM and the National Congress Party, South Sudan was granted the right to self determination in a referendum, which saw a 98% vote for independence.

The announcement of the new cabinet by South Sudan’s president last week, received a mixed reaction across the country, as people hoped their region would be well represented.

According to Minister Makuei, the members of Dinka Bor community have accepted the appointment adding “that we are going in tomorrow [September 1] to take an oath”.

However, a Dinka Bor Youth group in Juba led by Juma Arok criticised the new cabinet, saying their community lacks representation in the new government and called upon the minister and three deputy ministers to refuse their appointment.

Another Bor youth group, under the interim chairmanship of Simon Thon Ayuen, unanimously and strongly dismissed the assertions made by the Juba-based Dinka Bor Youth as an unfair representation of Dinka Bor opinion.

“We call upon the president of the republic of South Sudan, the citizens of South Sudan and the people of Bor community in particular to disregard the claims” of the Juba-based youth group. A statement from the group said the allegation that Dinka Bor were being marginalised was baseless and “deserved no support of the Youth of Bor County”, a statement from the group said.

“In fact, the formation of the cabinet is fairly represented as all the regions, states and ethnicities in South Sudan have been recognised”, said one of the groups members.

The state minister of agriculture in Jonglei, Mayen Ngor cast-off the claims of youth in Juba and expressed his affirmation that the make-up of the government was fair. He said the youth had clearly not read South Sudan’s transitional constitution.

Mayen said the president has the prerogative to appoint the government and becomes legal after it is approved by the parliament, which happened on Wednesday.

The state minister said greater Bor has one ministerial position today but pointed out that Jonglei state had other appointees. Panjak and Akobo both have two ministerial positions from their communities.

He said the time will come when greater Bor will have two or three minister, while others have none.

“If you see the ministers who have been appointed regionally, there is no state that has brought more than five ministers except Jonglei. And if you go down, you will see that greater Akobo has two, greater Panjak has two and Bor has one but greater Pibor has nil”, said Minister Ngor.

“Time will come when Bor will have two… There are no criteria that Bor is the one to have two or three”, he continued.

He said that youth who had complained should familiarise themselves with South Sudan’s constitution before criticising the president or parliament.

    Makuei Lueth should not betray the Bor Community by saying he doesn’t know who they are. We are the people who made up the Bor community and our position is, the Cabinet formation was not fair. If you feel contented because of your appointment as the minister, then we are very sorry and we are going to reconsider your position of being Community leader. You should have been the right person to complain on behalf of the Community.

    We don’t say Dr. Majak is overqualified for a position of a deputy minister but there have been several attempts to humiliate Bor and Dr. Majak on several occassions. There was a plot to kill him when he was sent to help negotiate and ease the tension with Gen. Athor. While he was there, there was an attack by SPLA forces on Athor position. The second count was killing him politically that he wants to overthrow the GOVT. This allegations brought in frictions between him and president who got convince by his inner circles that his position is under threat. Most of senior elites who acknowledge Dr. Majak potentiality are on rampand to destroy him both morally and politically.

    Dr. Majak has shown very great compentency in services over the last 6years and if South Sudan was still committed to services to people, he can not even be appointed a deputy minister. The third count is him being appointed a deputy minister which was meant to humiliate him and diminish his influence and ambition. We understrood what the strategy was and he will be better off GOVT. Dr. Majak served in the SPLA for the last 21years and is of the senior officers, remember. So he did not just emerged from nowhere.

    People like Philiph Thon, Dr. Luak Achuek who are senior officers too and most qualified people cannot just be left out. We as Bor Community felt neglected and we mean it. Not only in cabinets formation, we have been witenssing such discrimiation in services sectors by removing rightful people without clear reasons. I would finally say the Govt formation was very unfair and meant to destroy Bor Community politically. To complain is necessary and no one should say Bor shouldn’t has complain. It is our constitutional right to complain and it is what we fought for. We didn’t fight for marginalisatiom and oppression, otherwise there would have been no reasons for freedom. I would buy Dr. Majak position. Many Govts will come and he can still find himself in one of them sometime. So Hon. Makuei Lueth we meant it.

    I were so Dr Majak Agoot I would have accept the position because some of others tribes were not even represented at the national level particularly in Greater Equatoria and Greater Upper Nile.

    My advice to Majak Agot is to accept the post since it’s not everlasting cabinet in Kiir’s government. It’s a mistake though, but if at all, he (Majak) has to prove to all South Sudanese how qualified he is, so that next time Kiir should appoint him as a minister.

South Sudan is not like other countries where a minimal qualification for an aspirant to be a MP is A’ level-should these have happen here NOT even Kiir and his fellow ministers from Bhar er ghazal would have made it to.     Majak is not right to refused the offer. Majority of couties around the Southern states have not been represented in the deputized and ministerial posts. we understand the war broke out in Bor and the firsthand holders of AK47 were citizens of Bor, this is evidence by the retirement of 17 Bor Lt. generals in SPLA NOT evidence one nuer or Bhar el ghazal.     Guys don’t be over reacted, I’m not defending the south Sudan leadership or Dr. Majak if he might decline the position, but if leaders are wise enough then been educated doesn’t automatic translate to leadership, there is no what so call over qualification in any post holder position. in fact it will be the beginning toward building of his leadership skill if he accepted the offer but if he refused then what will it tell to the masses of South Sudanese. if I’m wrong then make your search engine,but there are many situations not only in African but also in the world where the leaders are not necessarily more educated then their deputies, the example like here in the Sudan, is Badhseir more educated then his deputy?, absolutely not, in Kenya where Daniel Arob moi was secondary school teacher with the deputy holding doctorate, and list is on and on.

    Majak is the most senior commander in SPLA; he has the right to do so if he wishes to turn that position down. I hope other members of Bor community do so and stay home.
    It’s disrespectful to deliberately disregard the most qualify Majak Agoot.

    Look at Malok Aleng, he has been taken down from the top of his job and he is now jobless. Bor community has been to the top before and it will happen again all they need to do is stay home.

    For minded. Dude rebellion is not what Dinka community is known for; it’s something that known to your community, I don’t even need to mention the name of your community, because the entire South Sudanese communities know who they are!
    Salva Kiir will be happy with the government without Bor Dinka and we wish him nothing bad but good luck.

    Be cool and follow the case of Majak Ajot slowly because each and every one of you know who he is and what did he do?
    In my case I reacted negatively to the writer of the article by saying that Majak is overqualified to take the deputy Minister of Defence that is sound illogical to me personally. Look here South Sudan is a new nation that need each of us to excel his experiences that he/she have during the course of his/her study.

    If I were him I would have rejected the position without even hesitating in between. There are some more DRs. in South Sudan which have been left out in the formation of the new cabinet, Majak is too lucky to get that position of Deputy Minister of Defence and veterans Affairs. Majak what lucky are you?

    Here in your case(Majak Ajot)is just to have more money not to served the underdevelop nation South Sudan which was recently emerged out from devastated war.Your calculation will lead you nowhere because you said the money of being a deputy Minister is not the same with Minister ,s money.

    He may be a greedy man if am not mistaken.

    This Majak who left Malek secondary shool in late 1983 did not get enough military training,more over he did not fight a single battle during the war,infact he was Kiir’s body guard.All his colleagues who were in the struggle are still Leuftant colonels.He is suppose to be demoted from his current rank & given the rank of his peers who even fought terribly & studied military.Majak did his degrreees in a different field not the ARMY.Where does the term qualification fit here.Lets not play,his degrees are self explanatory to the fact that he did not fight during the war,but was only studying.Since he studied alone without a facilitator his ENGLISH is very poor.Primary SIX PUPIL’S English is better than that of Majak.

    Even most of the papers that most of them are holding today are fake, bought from the market especial those returnees those so called GBYA, most of them spent their time in bars and clubs and end up buying those papers to come and cheat us with.

    The reason why I said this, which community has had 8 generals sacked from the government in one day? It happened to Bor only. That issue plus others are simmering right now though nobody is voicing it out loud.

    Another issue is that the Sponsorship of John Garang Institute by Maldova company was taken away by the GoSS and they later abandoned the University without funding it. This sent a strong signal to the community that the current GoSS is not just against Garang but the whole community in general.

    Most people are blaming Salva’s advisers like Mathok Gengdit and Lual Diing Wol. These two gentlemen are very tribalistic and are against Bor people.

    This kind of issues will not cause rebellion but they will cause internal political bleedings that can change the mind of a large demographic which can cause unexpected political shifts. It will be unfruitful for the grudges during the war to be avenge at this moment. Doing so will cause undesirable results.

    I think the current constitution needs to be polished and ratified, otherwise we will have issues all the time when a new government is formed. This constitution will be a curse and not a blessing.

    Your emotional outburst is s reflection of your greed for power and how just the “Jenge Bor” have over the years enjoyed the “Bor Bonus”. Abel Alier and company elevated his kin even if they were real idiots and had no academic qualifications for certain jobs. John Garang tried to curb that, but his closest aides like Elijah Malok prefered installing whichever Borarian around for top jobs in the movement. Now Salva Kiir is traying to do otherwise, and the first to yell are some Dinka Bor. If the deputy minister does not want the job, there are other Borarians.

    That in another way you are asking Salva Kirr to resign from the presidence and leave it for person with PhD.

    Majak, Forget about the tribally motivate asigned ranges that Dr. Garang and other Dinkas leaders assigned to us during the movement. This is the real World circumstance Majak, we have all the South Sudan tribes with us in the Govt. Imagine how many PhD holders left out amongst the Nuer?

    You know Dr. John Gai who representing this govt in South Africa, a Nuer from Gajaak who nursed the movement and you know Dr. Jany (Vic president’s wife)she is nowhere in those lists. I mean, there are many PhD holders left out, not even with deputy pose. And most of them are far intelligent than you are Majak.

    Forget about the military experience and negotiating the CPA becoz they were things given to us in expense of South Sudanese. For sure you are not better than John Kong Nyuon that you are deputising interm of military experient.

    It seems in my point of view, president Salva Kiir Mayardit didn’t have good advicers for his leadership. The balance of cabinets isn’t case. The case is the vision itself of what SPLA/M fought for and the hard working they have been done. SPLM is main party in the South Sudan and any one want to be in it. And there isn’t a reason to step those out who has been the SPLA/M since its formation. For example Elija Malok Haleng, Lual achuek, Pagan Amuom and so many others.

    If President use to analize, Dr.Majak Agot supposed to be interior and Alison to be a deputy if it is for education or qualification. In my own visualization the three counties of Jonglei namely as Twin Duk county, Twich East conuty,Bor county,supposed to be the back bone for new Government of president. To the Know the truth during the government national unity president Salva was nominated four Ministeries in one county which was from Twich East county in Panyagor and one from Twin Duk county and their names are as following Dr Lual Achuek minister of petroleum and mining, Commander Elija Malok finance and banking, Philip Thon A Leek transportation, Dr. Majak Agot interior and security, and Atem de Garang speaker.

    You may have question, why the president Salva Kiir was nominated five people ministers in one particular county in Jonglei during national unity goverment? Because they are the key of success and they have wisdom with good tone of understaing to guide the peace we are now in it to shifted for independency include Pagan Amuom from Malakal.

    My point is this, SPLA didn’t liberate South Sudan to do balance cabine than to building the nation to be see. That is our aim of objective as SPLM. We were fought for reason we need to lead it and it is the strongship. Look China one Party and it has developed its people. Why not you, complaining stop when you are doing good. U.S.A. has three Parties and is more bigger than South Sudan. I think two party are good for South Sudan.

    From goodness come goodness and SPLM is the One. No others can claiming the goodness of South Sudan more than SPLM.

    Yes, we are in the process of establsihing a democratic systems in the South Sudan and yes freedom of choice of what to do or not is one thing but Majak shouldn’t greedily open that silly idea into the media. What should we do with other PhD people in the South Sudan that are not being offered any pose in that naively formed govt?

    We have to stop favouring certain communities in expense of others. Gajaak community in the Eastern Upper Nile has been neglected and used since the 2005. Not a signle ministerial pose was given to them but they are the same size has our people, the Bor communities, but how many ministerial poses asigned to Bor community by Salva Kirr govt? count from 2005 and in this govt. Majak acted foolishly in this instand, I have to say!!!

    Folks, everyone is happy for the way the president appointed his cabinets, event the animals of South Sudan are satifying with the president ‘s appointment, accept Dinka Bor.
    It is up to you Dr. Majaak Agot to accept deputy position or not to take it if you think that you are over qualify which I don’t think so.
    Folks, Dr. Majaak Agot has never been frontline fighting with Arabs. When that holyson of man from Naath, John Kong Nyuon and the President SKM were fighting againts enemy in Juba, Kapeota and Torit, Dr. Majaak Agot was in Nairobi sleeping in a beautifull appartments with a nice pillow on his head.

    Now who is more qualify to be Minister of Defense? I think LT. General Dr. John Kong Nyuon (JK) is more qualify to be Defense Minister Than Dr. Majaak Agot. I don’t care about education you may have, LT. General John Kong Nyuon still more qualify than you.
    Folks, I can tell you LT. General John Kong Nyuon dedicated his life time for the freedom of South Sudan people. I believe that LT. General John Kong Nyuon deserved to be Minister of Defense.

    Being a good politician is not measured by credentials one is possessing, i can see ministerial posts are politically given.secondly, being given a low ranking post can’t destruct you from doing what u are supposed to be doing to your community.
