Rumbek police commissioner accused of selling arms to civilians

September 13, 2011 (JUBA) – Lakes state’s police commissioner has been accused of selling guns to a member of the public earlier this year, as disarmament campaign continues in the conflict ridden state.

The man who did not want to be named said the police chief sold him four guns. On Saturday Lakes state, which suffers from chronic insecurity caused by banditry, cattle raiding and revenge attacks, began a disarmament excercise.

“I bought this gun with five cows”, he told Sudan Tribune. “I buy their bullets with one cow. I am happy to surrender this gun today to Lakes state police although they sell it to me.” At the time he promised the police commissioner that he would not expose him.

He explained that he wanted to carry a weapon as his children and wife were killed in a fight with armed men from Cueibet county. After he bought the gun from the commissioner, the man said he “managed to revenge my children and my wife who were kill by Cueibet”.

Many cattle keepers Sudan Tribune has spoken to, blame government officials for the killing of civilians in Lakes state. The man said he tried to buy a gun but was sold an AK47 instead.

He said he was afraid of being arrested or killed if his identity was discovered but he thanked the government for starting to collect firearms.

The governor of Lakes state had decided to issued provisional order for disarmament on September 7. The disarmament campaign has so far been peaceful.

Sudan Tribune could not reach Lakes state commissioner of police for comment on Tuesday.

    I am wondering what South Sudan court would do to this guy and his likes. He must be the same guy who sent spla soldiers to kill civilian Lou Nuer. Yes he deserve 10 years in the jail although he should be executed. How many guns did he sell? And how many poeple did his guns killed? He shold have known better because he was in his position not only to get some money but also to serve his people and not to let them kill themselves like wild animals. And that’s why he deserve this punishment.

    To my own understanding the police commissioner had not involved in such a business ,but it is a well calculated move of betrayal .the allegation put on the commissioner has no factual base, and it remain a political motivated serious allegation .

    This is what I have stated last week that even though the government disarmed the youths of South Sudan then they will still buy guns from high rank officals in the government so that paid for their doweries and insense young men will remains in limbo when the government decided to take guns.

    Now they have surrender their guns but when the conflicts erupted again then the most seniors officals such Awet Akot, Deng Monydit, Matur Chuot, Pual Mayom Akec, John Lat, Bol Akot Bol,Bol Madut, Awut Deng and Ayual Makoi will stsrt selling them the guns that they have looted during the war.

    IF I were Salva Kiir, I would setup compensation to fund those who surrender their guns and reduced officals payments because they are caused of tribals conflits among the communities.

    I personally sold around 60 G3 rifles to Taposa tribe men between 1998 and 2000 offically as order from the three most seniors. those Guns exchange of cows and the cows were send to front as change diet to our SPLA forces. however, if I am send to be part of disarmemt team and question by those who bought those guns from me, how would answer them while the government fails to reviews its policy that was developed to sell guns to our local populations to fight a long side SPLA. But what I know no body have communicate this issues to Salva Kiir and not only that Kiir himself know how many guns as assistance to those who lost their love one in the hand of SPLA. If I am wrong, why did Salva Kiir and Peter Wal arrested A/cdr Bol Ador in New Cush in late 1999, Ador was accused that he have not gave the guns to rights people, the numbers was unknown but Kiir himself know how many guns he gave. My question is why Kiir missed the policy issues and rash to the conclusions.

    Not only Kiir, our late leader Dr John and General Salva Mathok have issues 1000 G3 rifles to Buyo youths to protec themselves against the arabs militas who were based in Kapoeta, 700 of 1000 were issues and 300 were to them to feed our forces who there under the command of Mathok. if I am wrong the following persons,Pieng, James Hoth, Majak Agoot, Achuil Madut, Thomas Cirilo, Mabior Kuir, Peter parnyany.

    My point is why the goverment to setup a system that should oversee the disarmed.

    This report is completely null and void. Very big NO .Commissioner of police in Rumbek cannot do that even to dream of it, because He is the one protecting our civil population through his own activities and plans to reduce insecurity in the state and he managed to constructed a very big fence in Rumbek Central County which didn’t happened since independent of Sudan 1956 not South Sudan .he is a man of peace and development not man of destructions
    Those who are selling guns to civilians are well know, these are streets boys who were recently recruited in to SPLA forces -police, prison wild life and fire brigade. Some of them are in prison now.

    Inivestigetion should take place, and the guy who reported the case should be arrested right away for revage crime. As a president have power to remove elected governor from their offices, strong warning letter should sent to Lake state governor. Here come the first test to the new internal minister. This is result of putting uneducated people in office, the back ground of the commissioner should be check to findout he went to police acadimic school or got his titol in bush, if that is the case he should remove right away he has lack of skills. If I was president of south Sudan that is the way I would deal with that kind of sitation . Our government shoul learn how to deal with corrupted official, but if they are corrupted too we should just have to sit there watching them and pary to God to help our new country? As I said many times I have solution to our problems, vote for me in next election I will get rid of all corrupted greedy lack of leadrship SPLA officials with their blind vision of New Sudan change their name to SSA South Sudan Army there will be no place in offices for uneducated generals in my cabinet.

    Reading through this article this morning, I couldn’t believe my consicence (eyes) that someone could publish this image tarnishing and defamatory article for a baseless and unfounded sell of arms. Yes, arms have been sold in Lakes state, and not only having been sold to civilians, but also distributed to them in large quantities by personalities that I know, and whose identity isn’t this page for.     The Commissioner that this youth in question has falsely accused to have sold him a gun is someone, who can’t for God sake do that in his entire life even if you kill his father and all his children. He is someone who has been working as a Policeman from youth, and who deserves a ministerial post of the Interior, not just a commissionership of the Police in the state. As a living witness to all that he has done in Lakes state such as building first ever concrete compound buildings for the Police and Offices in the history of Lakes state governments and Leaders. This youth has been paid to defame him for something brewing.

    I request a proper investigation into this allegation to substantiate this bogus media article from unknown Journalist.

    The current commissioner of Police in Lakes state is second to George Kongor Arop of Warrap State who in 1980s built the first and current Police HeadQuarters in Rumbek.

    What I know about my people of Rumbek including this ignorant cattle youth is that they support idiots and selfish leaders who squander their resources and give peanuts. They are easily fooled around. They do gossip issues dear to their lives instead of approaching any institution/ the government of the day for stopping their wrong deeds!
    They are easily divide over pretty issues. They turn violent on issues of nonesenial.

    The commissioner should sue this unprofessional Journalist for writing this hearsay as an article. I totally refute it as phony and fabricated to score an impair or to send the commissioner out of this State which he has endeavored to drive out of dire development thirst, since he set on.

    If there will be any leader to be praised for doing something in Lakes state, it is this Police Commissioner!

    For readers information, this Police Commissioner is not a liberator of our struggle ‘JUST’ as our other fellow South Sudanese would say, that they deserve more of a national cake than others because they were at the front of the liberation struggle; this Police commissioner is a graduate of Criminal law in Sudan, where he worked tirelessly for the last 20 years of his youth.

    Mr. Commissioner, it is time to say what is wrong and what is right in Lakes state. Sue this deceit journalist and let him prove beyond reasonable doubts in the court of Law of this sell of guns by you and let him also expose this cattle youth, that he said you have sold to a gun.

    This is the very Jinub we got. Our People in Lakes State especially Media personnel and those who have been granted profile to report to the media are the ones sending false accussation against Police Commissioner which some of us who want to judge things correctly condemned. The report is baseless because of the following:
    -The nature of the report,date and originators, poor construction of the reports and convincing language;
    -The guy who declined to be named can not admit the revenge he made even if the revenge was true;
    -Four guns bought by one person from the Police Commissioner when one gun costed 5 Head of cattle and its ammunitions cost 1 heifer per gun is unbelievable;

    The Minister for Information and Broadcasting Hon. Marik Nanga Marik should trace the source of this reports. Otherwise, this report originated from the Information center Lakes State or made by educated youth from Cueibet County just to aim to remove Gen Sayid Abdel Attip Chawul.

    I do strongly feel that whenever we are confident about the failure of any State official we need to air out the truth.

    Please Lakes State citizen, that spirit of hatred will not take us anywhere. Make Police Commissioner account on exactly what he should account for. Whoever, published this report will be cast by truth seekers. Thanks.

    Dear readers, thanks for your comments. Please listen to me. I would like to support John Gum statement that this is political tanish. This is Director of Radio Rumbek FM 98 Mr. Mayang Mayom Meen Lai who was just appointed recently by Lakes state government. He is hereby protecting his state government wrongly. The state police commissioner General Saed Manhomjong Chawullom never sold single gun nor he has any connection with Gelwong. This police commissioner is lawyer by profession and he has worked in the police for service in then Sudan for many years and he has never been charged any single malpractice.

    Because every individual who has been accused can only be prove guilty before judiciary. If Manyang has evidences in this story let him names the source. If not, I urged Comrade Saed to take legal measures against Manyang to prove innocent or guilty. I know Saed is innocent but because Manyang has publicly will make him to appear before court of justice with Manyang for justification.

    The reasons why saed should go to court is because the article is having revenge killing (Murderer) because the allege person who have accused General Saed according to Manyang has reveal secrete that he has used gun to revenge his killed relatives to Cueibet. That means he has killed innocent children and women in Cueibet. The man deserved prosecution and Manyang must be fully investigated.

    Justice must prevail to serve the innocent lives in Lakes state. Doing this will encouraged professional reporting.

    Facts in issues are not presented, however this case is hearsay statement, it is always rule out as a lie.
    For instance it’s doesn’t weigh much evidence in the Court of law and no legal documentations stand up.
    Police chief commissioner is innocent until prove guilty by the court, moreover he would have file his obligation to the case brought against him.

My 10-years old can definitely, make a better story than this, except that she doesn’t lie. It seems to me that the poor commissioner is “guilty until proven innocent”, and perhaps, this is what you get, when you’re a sheep living among the wolves.

    This could be true. Just becuase accuser’s identity not disclosed doesn’t mean he was not telling the truth. But yeah he might get harm if the commisioner knows who the accuser is. I am not saying it’s true nor false, but wait till appropraite investigation take place
