September 19, 2011 (JUBA) – The president of South Sudan, Salva Kiir, has vowed to fight corruption in the government, nearly a month after the formation of his first cabinet since the country’s independence on 9 July 2011.
In a statement read on his behalf on Monday at a press conference held by the vice president Riek Machar, he reiterated his commitment to ensuring that South Sudan “enters a new era of good governance, democracy, accountability and transparency.”
He was speaking hours after the President left Juba for New York to attend a meeting of the UN General Assembly.
“I am committed to setting a new standard for transparency and accountability in our public finances and in setting a new standard for public officials. Beyond the 100 day action already launched, I will take five critical steps as a visible sign of the new government’s commitment,” read Machar.
Kiir said the cases of the diversion of funds will be investigated including those on the “[Dura sorghum] saga” in which hundreds of millions of dollars were looted through a false company contracted by the ministry of finance to deliver dura to South Sudan’s ten states in 2008.
He added that other government contracts, particularly those on large infrastructure projects, will be investigated and the results will be made public.
The President also acknowledged that there are concerns about sale of land during the transitional period (July 2005 to July 2011), saying these will be reviewed and future land sales will be carefully regulated, following new procurement legislation.
He said he has instructed the national parliament to enact new laws on accountability.
“We will enforce the obligation of all public officials to publish their income and financial assets. We will provide an opportunity of an anonymous return account for civil servants and public officials to return any diverted funds, obligating them to publish their assets from the date of independence,” he added.
Kiir said he would seek the assistance of countries such as the Switzerland, the US, the UK and Australia to recover and repatriate diverted funds.
He said he will appoint senior advisers from the African region to the Governor of the Central Bank of South Sudan, the Auditor General and the Minister of Finance and Economic Planning and to strengthen the anti-corruption commission.
Machar told journalists that an investigation has been carried out into the arrest of UN personnel on 18 August by police in Juba.
He explained that the investigation, conducted under the chairmanship of Gordon Micah Kur, deputy inspector general of South Sudan Police Service, found a number of officers responsible for the unlawful arrest.
He added that some of the officers have been suspended and others were stripped of their ranks.
Machar said the government regretted the conduct and appealed to the UN Mission in South Sudan (UNMISS) to assist the newly independent state in training the police in the area of respect for human rights.
The UN said that its human rights chief in South Sudan Benedict Sannoh was assaulted at a hotel in Juba, the country’s capital, by around 12 South Sudan police officers who beat, kicked and punched him while he laid on the floor. After being held for five hours without charge he was taken to a UN hospital.
At the meeting Barnaba Marial Benjamin, minister of information, said he expects Kiir to meet the US president, Obama, during his visit to the 66th meeting of the UN general assembly to discuss issues such as poverty an terrorism.
South Sudan became the 193rd member of the UN on 15 July 2011, six days after it became an independent state.

Eradication of corruption will necessarily include the $60 million dollars of 2004/05, the Nile Commercial Bank, all contracts on oil industry, land issues, recruitments and hiring, the dura saga, the Nimule financial Safe Havens, the misappropriations of cars, corruption within security organs, embezzlements within the Ministry of Defence (former SPLA and Veterans Affairs Ministry). All those ghost names in scholarships, government –payrolls will be scrutinised and violations brought to book. The immediate end and investigation into the lucrative business of selling arms to pastoral tribes by high placed security agents, prostitution within some offices of the establishment and irresponsible behaviours of senior government officials (womanizers, extra-marital affairs, on duty drunkenness).
The conduct of the military personnel in affairs deemed civil in nature. The over involvement of the military police in issues that are exclusively the domain of the civilian police service. Discipline on streets means empowering the citizens to fight for their rights in civilian courts.
The good news for you and your deputy is that unless you are seen making progress otherwise December 2011 will come to mark the beginning of your fall-out with the donors, the Western development partners, and worst still the likelihood of never having to see any foreign investors setting foot in south Sudan as long as it continues to suffer the reputation of Africa’s most corrupt spot under your ailing leadership.

Dear Readers;
I had been a follower of our President since the start of the struggle but now am losing confident in him because of his repeated accussation and committment to combat corruption:
Kiir made remarks on corruption and vowed that ” corrupt official will not be part of his new Government”. This was before the formation of the new Government. Ironically Kiir sent all the Ministers to the National Assembly as members to encounter and defend themselves and again reappointed them back to the Ministries. The few ministers who lost their Ministerial seats are not the victims of corruption if according to my view because Pagan, Ann,Makana, and five others including Awan Maper have reasons not related to cooruption.
Now Kiir is making mistakes after mistakes:
– Chanting corruption a daily National Anthem for him;
-Setting 100 days for Service Delivery of which 100 days is not enogh for construction;
-Appointing suspect of corruption back to the Ministries before revealing their names to the Public;
-Preserving and winning two important seats (Governor of Central Bank and Chief Justice/President of the High Court) for his community;
-Bringing back Mrs. Awut Deng to the Ministry of Labour and Awut first opening remarks as i quote was ” Now Politics have ended” This means Awut sleep on an Elephant ear;
-His recent proposal to seek Senior Advisers from African Region is a sale of the Country to return to colonization and a strong dispise and undermine the people of South Sudan Educational Qualification;
-Kiir has shifted to theories and abandon his career of being practical as usual;
-Kiir is easily cheated, soft and accept that all opinions and advises that come from his frequent visitors as all correct- which is totally wrong;
-Slow but not quiete sure.
Therefore, am still giving time for Kiir to make him accountable on the last statement that Ministers and senior Public servants shall declare their Incomes and Assets in their Possession so that they are made known to the Public. Let us watch how this is going happen.
We have difficulties in the National Government and 100 days shall expire at the National Level before reaching to the States. See its practicability.

Mr President, It’s so nice to see that you can talk the talk. But little or no actions on some of your talks, if you don’t change it, will sooner than later alienate your supporters both internally and externally. It frustrates me these days to listen to your nice talks but only to see the opposite or little or nothing of it being done. Mr. President, an example of acting oppositely to your talk, is the composition and structure of your current government. A few days after the proclamation of independence, you once said that you will form a broad-based but lean government but you actually did the opposite in the sense of lean and worsened the matter over all.
In your previous interim government, you had 170 MPs, speaker and the deputy in Juba’s SSLA and 32 ministers with their 32 undersecretaries and around 20 heads of commissions/chambers, plus these 7 other high ranking officials (i.e deputy commander-in-chief, chief of staff, Inspector general of police, CBOSS governor and the deputy, chief justice and the deputy, et cetra et cetra) and not forgetting you, the President and your VP bringing the total of the top most highly paid officials in the interim government to at least 265. We thought and even you yourself admitted that the number was unnecessarily too big as justified by the term “lean” in your statement.
In the opposite way to your promise to form a lean and broad-based government, you surprisingly came up with 332 MPs in the NLA and 50 MPs in the Council of States plus the 2 speakers, 3 deputies and 2 chief whips putting the Legislative branch staff to 389 and to worsen the matter you also formed a cabinet comprised of 29 ministers with 29 undersecretaries, 27 deputy ministers, 2 heads of security organs (external and internal) and 21 heads of commissions/chambers putting the executive branch to at least 110 including yourself and the VP. The Judicial branch and the coercive organs (of which I am limited to say enough) also make up 7 (as described above) not even mentioning a number of ambassadors and other high ranking officials. In all you now have at least 506 top most highly paid government staff. How much now do we lose in salaries (just a few individuals’ benefit) and how much is left for development of social and economic infrastructure which is every citizen’s benefit? Is that lean government you promised and compared with your previous interim government? The answer is absolutely BIG NO!
My advice to you this time Mr. President, is to be practical and act tough on your words and especially on this social vice of corruption. Begin it at your very proximity (your fellow Warrapans and your office staff) and the rest will follow you or will not complain when they will become victims of the fight against corruption.
Also watch out, you better change how you talk and how you act on your talk otherwise you will be defaming yourself and this won’t be nice of you as our country’s Independence Flag hosting President.

The president has felt the pressure now, we understand that corruption is difficult to be eradicated in matter of months because it has taken roots in the country, this work should be done in first year of interim period. Anyway led the government start afresh in eye of the public in order to realize speedy development, we already at near to the bottom of the list of African countries which are underdevelopment when we felt is not actually our right position, so the president request to countries such as Swaziland, UK, Australia, and US to help in recovering all money being kept in their countries is right step forward, but I also thinks should include countries in the East Africa as well, such as Kenya, Uganda, and Ethiopia and others, somebody told me one time that even Kenya President Moi Kibaki want to freeze the assets of those corrupted officials from Kenyan banks which if true is the good step to fight the corruption in the new country. Our country has small populations and with enough resources it will take little time to develop it if the leaders are free from the corruption.

To me, I think the punishment should be given to these corruptionist whenever they are identify, they should be either demoted and taken out of the high positions they have in South Sudan government as their punishments. Why I say that? Well, we all may know that; we are all human beings who could make some mistake and in that matter, their mistakes were done by the majority of people who are being considered by South Sudanese as their liberators or heroes if you will. So in my view, they need forgiven as exchanges for their long time commitments to freedom of our people without being paid. I know some of you may think that I support wrong-doings, no! I don’t support-doing by anybody, but let’s be honest about this issue of corruptions. It is not simple to us all as South Sudanese but again if we know corruptionist I think we just needs to forgiven them for what they have done in more than 22 years without compensations.
As I understand some rules of laws, lets’ considered them that they were doing wrong things before our new state becomes independent. Which is I considered as South Sudanese lawless times. But after independence of South Sudan in July 9, 2011 should be considered as lawful time for South Sudanese. Anybody who would do any corruption at this particular period should be punish using any law attributes that is appropriate for corruption.

Dr.Kiir is my president, but I have to point out most of his wrong doings to improve himself and his goverment.
1)He is the most powerful man as we speak in Junub, so anti-corruption chair person wont carryout their duties because they fear of getting “reshuffled” or even losing their jobs. Most corrupt officials are close to Kiir and they talk to him!!!!! or even play cards with him!!
2)We critize for change!!!! Patriotism is what a man who have kids and grand kids stand for. You have to work toward future so your children, can also participate in the system.
Politicians can exploit you and me because we support them blindfolded. We have to let them do their job and at the same time respect Junubin. Lying and telling us all these Sugarcoated sweet words when going overseas is nothing but a plain destruction.

Mr. President, actions speak louder than words. Talk the talk and walk the walk. You know who is corrupt it is your government, yet we seen nothing while embezzlement is underway full force by freedom fighters turned thiefs how did we get there? and why do we have to be there? Weak governmen, corrupt government is the last thing any leader would add to his Manu. The public is waiting, and has been waiting for so long, we hope that someone in your government will be hold responsible. That day will never come because it will undermine the government, or maybe bring it to an end. Still, we need to know all the names of the gang of 13. I called thief, you call them members of your government;infact, names don’t matter;however, what matters is: justice need to be done, and swiftly. Your history in the struggle is bright, and should be that way, and when you leave we will remember you as a great president who has put his officials to trial for the sake of this nation. It is a dream that must be a reality, and that is our hope in you and we have confidence in you. Let every member of your government come clean, otherwise trust will be lost and lost forever.

By the way, how many times did Salva Kiir Miyardit said that he will fight for corruption in South Sudan Government and nothing had happened? This is a real big problem with Salva Kiir Miyardit himself, because lying always and poor thinking are not absolutely the key qualities of a good a leadership.
Salva Kiir Miyardit think that he will be in this fucken office of the SPLM/SPLA for long, but one day one time he will not be in this positon anymore. Salva Kiir Miyardit has really abused the system of Government in South Sudan. If Salva Kiir Miyardit was a very wise leader, he should have to address the problem of South Kordofan. Now, South Kordofan is under the control of Khartoum Government, as well as the problem of Abyei and Blue Nile State is still pending and Mr Salva Kiir Miyardit doesn’t want to negotiate anything.
In term of corruption, Salva Kiir Miyardit is the first person alleged of corruption. I believe that Mr Salva Kiir Miyardit misunderstood the word corruption. The word “corruption” itself can be of the two meaning namely:
1. If the laws are passed by the president, and the ministries who are in the office of the president don’t respect them, then that is a “corruption”. Those who are making many corruption in Salva Kiir Miyardit office nowadays are the ministries and Salva Kiir Miyardit himself. They pretended themselves that the had passed the laws, but within a minute, they trasgressed the law and then Salva Kiir Miyardit came to the podium and pretend that he is going stop corruption.
2. Salva Kiir Miyardit think that corruption means to steal money. That is wrong. The word corruption is when you doesn’t wants anything to happen whether in term of development of the country. So, corruption is not to steal money, but it is away of delaying a new process.
In my own opinion, Salva Kiir Miyardit is very lucky to be a president of South Sudan, but he is not going to eradicate that corruption at all, unless he is the one who will leave the corruption first. Salva Kiir Miyardit is a weak and a weak leader in term of political dialect in South Sudan history.

Mr Kiir has failed to lead the country thus he should consider resigning just to restore his dignity and pride!!
I wonder how the man is going to curve or eradicte corruption when his so-called new government is made up of the old members of SPLM looters, those who looted the hell out of the public money in the GoSS!!
If Mr Kiir seriously wants to fight corruption he would have not reemployed those corrupt ministers from the past GoSS as the ministers of the new government!!
Mr Kiir and his SPLM criminal network are jockers and no one even those with few brain cells will take them seriously as they don’t have clue whatsoever about to run a country!!
Mr Kiir as individual is not competent whatsoever to lead the country, shame on those naive members of SPLM that put the RSS and its people in this madness!! if Mr is wise and has the love for this country, RSS, he should resign straightaway and allow any competent person to replace him as it is impossible to start building a country like southern with a naive and weak president like Mr Kiir with my due respect to him???

Dr.Kiir is million tolerance to corruption. Anybody who is being swayed by his cheap talks of zero tolerance to corruption is his deadheart supporter and beneficiary of those corrupted monies. I believe the president is listening too much to his advisers other then him saying all those sweet words. If i am wrong, let wait and see if any of my accused cousins for embezzling government funds save thier times.

Here we go now Mr,president Salva Kiir lately you vow on corruption.I think Mr,president you need to look and think twice before you made up your mind,how many years have you been in that Office?
Ask yourself a question why this corruption happening during pass years and who is responsible for this unjustice.In other hand, who leaded that team for all those corrupted Years.Mr,Mayardiit,If I were one of those commission,I would start this investigation from you and all the way down to your Ministers.Therefore,who sign the asset bill to give the loan to whoever who ask for it?.But, please check all your last years document record before you act,if not an then be careful on that case you brought up to the public otherwise it will be shame to u at the end of the day take my word from there.
