Jonglei governor calls on renegade George Athor to respond to presidential amnesty

September 26, 2011 (BOR) — Jonglei state governor Kuol Manyang Juuk called up on the renegades, particularly his political rival George Athor Deng, to positively respond to the presidential amnesty granted during the proclamation of South Sudan independence in July 9 in Juba.
In his first speech as president of the independent South Sudan on 9 July Kiir offered amnesty to the different rebel groups urging them to lay down their arms and rejoin the national efforts to build the new state.
Speaking before the state assembly on Monday, Juuk said the amnesty was an opportunity for peace building among the people of the Republic of South Sudan. He further said the positive reponses from general Peter Gatdet and David Yau Yau are commendable.
Both have signed peace agreements with the government and returned to Juba recently. Yau Yau similarly to Athor rebelled in Bibor after the results of the local elections and accused the SPLM of rigging the vote.
However, Peter Gadet, who joined the SPLM after the Juba Declaration in January 2006, spoke about tribalism and nepotism. He also called for more development and equity among South Sudanese.
The governor Juuk pointed out in his speech that Athor remains adamant and refuses the presidential amnesty and the need to stop war in the newly established country.
Athor rebelled against the government of South Sudan after losing April 2010 elections in which he contested as an independent candidate for the post of governorship in Jonglei. He accused the local authorities and the SPLM of rigging the results.
Athor set up his bases in Pigi and Fangak Counties in northern Jonglei where he waged a number of attacks against the government forces before to dislodge him in February this year.
Athor’s whereabouts is unknown. However, it was rumored to be hiding in Khartoum till this month when he appeared again for the second time in greater Lou Communities, Uror and Nyirol Counties in Jonglei. Unconfirmed reports say he is re-arming the local population to fight the government forces, besides their traditional enemy, the Murle.
Local leaders estimate that Athor provided over 1000 guns to the Ayod County youth.
Besides weapons, analysts warn also against propaganda and disinformation that the rebel groups seek to disseminate across the South Sudan to mislead the local population and create a feeling of insecurity among them.
The rebel South Sudan Democratic Movement/ Army (SSDMA) led by General Athor issues regularly statements alerting civilians to avoid such areas in the state because of military operations they intend to undertake.

Athor Deng should be accepting the amnesty like the rest of rebels. Mr Athor need to know that he is encouraging crimes against the South and its citizens when supplying weapons to the civilians who are always against the other civilians like Murle and Dinka in Jonglei. This guy must understand the message clearly and if not then he will carry his own cross.

This is a good move by the Jonglei gorvernor, to call this reble to come back home for the seck of peace.My only advice to all this Country’s man and woman, boys and girls, don’t joint this rebellion of Athor. It’s not a wise decesion to go into the bush, to kill your own people coz you lost the position of the governor.

May I advise George Athor and his supporters to lay down their arms and come to the table for negotiations so that their grievances are amicably addressed.We need to concentrate on reconstruction and development efforts not war.The call made by Governor Kuol should be heeded to.

This speech from Kuol Manyang is too political and unacceptable. There is nothing like an amnesty in South Sudan. Yau and Peter Gatdet surrendered themselves involuntarily and were not issued an amnesty.
George Athor will never succumb to a deceitful amnesty.This is not an amnesty and amnesty must be unconditional. The fact that George Athor’s conditions are not met woould not convince him.

George Athor’s demanding conditions must be met before he could cease the armed struggle; below are the conditions:
1. Salva Kiir must impeach Kuol Manyang from the governorship because he rigged the election intentionally.
2. The transitional constitution of South Sudan must be repeaedl and amended democratically through public consultations. The constitution is dictatorially drafted.
