Machar refutes alleged intimidation in Warrap state
September 28, 2011 (JUBA) – South Sudan’s Vice-President, Riek Machar, has refuted allegation that he had “intimidated” the Speaker of the Warrap state legislative assembly over the attempted impeachment of the state governor, Nyandeng Malek.
On Wednesday The Citizens newspaper quoted member of Warrap state legislative assembly, Dominic Deng, as saying that the Vice-President intervened and told the speaker, while in the middle of the debate on the issue in parliament, that the impeachment of the governor would not be accepted by the national government in Juba.
However, Machar on Wednesday refuted the allegation, saying he did not intimidate anybody.
He further clarified that upon hearing about the impeachment process he had to speak to the speaker to find out what was going on.
Machar said he was told that the governor had failed to stop insecurity in the state. “I told him that the issue of insecurity in Warrap state was not a new phenomenon that should be solely blamed on her alone because she inherited it” from the three former governors before her.
The Vice-President added that when the speaker insisted to continue with the impeachment process he simply told him the government in Juba would then wait for the result of the vote in the state parliament.
In addition to the insecurity, the report cites several other charges against the governor, including the governor’s “failure to provide food security in the state leading to starvation, non-announcement of government policy, violation of the constitution by not submitting names of the new cabinet members for scrutiny in the assembly, failure to appoint Physical and Monitoring Commission in the state as provided by the state constitution, initiated her own bills to become laws without the approval of the assembly, lack of transparency and accountability in the state.”
The Speaker, according to MP Deng, then asked the members of parliament to vote on the motion without referring to the conduct of business, which he said was however against the constitution of the state.
The 41 members who voted however failed to impeach the governor because only 26 voted in favour of impeachment while 15 voted against, falling short of the two-third votes required by the state constitution.

Am glad it’s the concern of our VP to know what’s going on within the states but this governor of Warrap State is butchering her own people who voted for her last time without objection.
Shouldn’t our VP also inervene to stop the death not to escalate from 358 if the governor fail?
