South Sudan’s Kiir orders civil service reform

October 5, 2011 (JUBA) – South Sudan’s President Salva Kiir Mayardit has issued an order launching reform of the newly independent country’s civil service.

South Sudan became independent on 9 July as part of a peace deal between southern rebels the Sudan People’s Liberation Movement (SPLM) and Sudan’s ruling National Congress Party (NCP).

The agreement brought the SPLM to power in South Sudan for a six year period until a self-determination referendum, sealed southern independence in January this year.

When the SPLM began governing South Sudan as an autonomous region in 2005 its civil service was an amalgamation of its own civil service in the areas it controlled and the Southern Sudan Coordinating Council (SSCC) who were operating in areas controlled by the Khartoum government.

According to data from the Ministry of Labour, Public Service and Human Resource Development, 60 percent of the current workforce in South Sudan is unqualified and therefore unproductive.

To counter this the government has initiated a process of absorbing and reintegrating qualified South Sudanese civil servants who are returning from North Sudan as well as from the Diaspora into the nation’s civil service. All southern Sudanese public sector workers in north Sudan were relieved of their positions after partition.

On Tuesday, President Salva Kiir ordered the civil service to weed out employees who did not have the skills, qualifications or experience for the job they were in. Education certificates from Sudan, South Sudan and internationally will be checked as part of the process.

Kiir said the process should involve all levels of government from the national government in Juba, to the ten state governments of South Sudan as well as at county level.

With a tiny private sector, and some Southern Sudanese employed at international charities, the UN and diplomatic missions in the capital Juba, South Sudan’s government is nation’s main employer.

    Good work Mr President,you’re absolutely right. Something must be done to attracts the diasporas to come home. And this is one in many needed to attracted them. Hope it will plays out well.

    Great Mr. President, that is a very good move. Civil Services has been dominated by Forgners and unskilled workers who got jobs from their uncles.
    It is a good idea to carryout that move sir.
    Our south Sudanese brothers who do not have thierrelatives but have papers are suffering.

    I agreed to that point ordered by the president of RSS and i congratulated the gov,t of RSS it is the real things that most of the civil services are not qualify specially those who come from east Africa. if gov,t turned up to solve this problem facing RSS its good and logical ideas

    Dear President KIIR.

    How are you going to weed these civil servants?
    the proplem in south sudan is corruption.this is why very many people are uncapaple to do the work,according to me those who are employed by their relatives should be removed also.But the opportunity for employment will not be for those who return only, even some have no jobs here because of uncle jobs.

    Just go a head to implement the order and make another order for compensation of illiterate or unskilled occupants of positions because they were engaged in war thus neglecting education.

    Excellent mr.president,my commence is based on the above stated issue of civil service reform.my question is that what about those who fought along with you during the war who have little education but due to the civil conflict the did not completed their studies while they have got employed, are they not supposed to get scholarship? if you are forgeting those you will see latter what will happen.

    Good step Mr president.
    This is the beginning of stopping social corruption and it is the way forward to give chance to sons and daughter who suffer during studies. because most of these unqualified stuffs were employed through their boss working in public serves providing that they are not qualified.
    Now we are independent country, we have to work according to a standard and skill.

    At this point of view mr. President, all the fighters who where fighting at the same time attend their classes under tress deserve their right though they are not qualify to the best standard required. if your focus is on returnees from north and diaspora who have better qualification than you are causing more problem than you have in your gov’t now. Remember my uncle is Lt.Gen. SPLA in Bilpam

    Mr.President,
    Let the reform policy not be used by national and state ministers of public services to kick out their opponents and replace them with their supporters,given the fact that there is not yet a clear line drawn between civil servants and policians.A follow-up committee needs to be formed for that.

    Dear President’your decree on civil service reform is really good but it will affect mostly the Liberators whose participation goes beyond description.
    Your execellence’ if sympathy and consideration have to made’why can,t your beautiful office give them chance to go for studies with their salaries for better education.

    my brother Ur comment is good but you never met with those unqualified staffs in thier offices,they are holding top positions in ministries without any planning.during last 5years there’s no any progress in civil sevice do you know why? it’s a time now to reset public service.the big problem they don’t accept change like training.

    I think the issue here is not people who completed in East or west,south and north countries but how much can you do it. Let us not point a finger on some people,trying to pretend that you know better than other people. Your mind a lone, can not develop South Sudan BUT it need serious participation of every citizen of South Sudanese born individuals. We claimed we have gone to school but we haven’
