South Sudan will not extradite Arman to Khartoum, says minister

October 9, 2011 (KHARTOUM) — A Southern Sudanese minister said Juba will not deliver the secretary general of the rebel Sudan People’s Liberation Movement-North (SPLM-N), Yasir Arman, to Khartoum where he is wanted for “sedition and rebellious activities”.

The SPLM-N is fighting against the government forces in the Blue Nile since September and since June in Southern Kordofan where it contested the results of May elections held in implementation of 2005 peace agreement. The opposition party also said opposed to disarm its fighters and asked to negotiate a new security arrangements deal.

South Sudan minister of cabinet affairs Deng Alor said the SPLM government in Juba will not hand over Yasir Arman to Khartoum for his call to overthrow the government of the National Congress Party (NCP)

Alor, who accompanied Salva Kiir during his two days visit to the Sudanese capital, however told the pro-government daily Akhir Lahza that the SPLM and its government will not provide any support to its former members in their war against Khartoum.

Arman has called recently for a large alliance of rebel movements and opposition parties to topple down the regime of President Omer Hassan al-Bashir. He also toured Western capitals denouncing atrocities perpetrated against civilians in Blue Nile and South Kordofan appealing for an international investigation for crime against humanity and crimes of war.

In a speech delivered before a joint meeting of the Sudanese and south Sudanese delegations in Khartoum on Saturday, Bashir blamed Juba for harboring SPLM-N leaders who carry out hostile activities against Khartoum.

Yesterday the leader of the ultra-nationalist party Just Peace Forum (JPF), Al-Tayeb Mustafa, lodged a complaint against Arman for undermining the constitutional order, dealing with an enemy country and dissemination of false news.

    It won’t happened. Mr Arman is a living hero for both Juba, South Khordofan and Blue Nile, and they must do all they can to protects him. “No to stabbing his back and yes to unwavering supports, so he may wins the battle”.

    South Sudan has many things to be done when the time is against us. How can Omer Bashir expect S. Sudan to hunt the rebels for the Khartoum government? Arman is not happy, not satisfied by regime in Khartoum so, it is their own nothing should involve us yet we have our own issues like Abyei, no schools, no medicine, no food,no many things therefore, for him to make matters easy let him leave Abyei

    Statement of Minister Deng Alor is true Mr Yassir Arman can not be extradite by the Govt of South Sudan to Khartoum Arman will move feely in Juba without vengeance. But Arman must distance himself from Internal Political affairs for any inequitable remark to be version to the Law of the land and must not go beyond a limit boundary.

I know from Dinka that we don’t give in in term of exchange of good and i think other brother in the south will not make business for giving our living hero like Arman who fought for the right of each an everyone in the country.     Mr Al-Bashir should first leave his seat as president as well as Mr.Haruon of Southern Khordufan if he really realized the badness of crime against the state.However, his dream of Juba handing Mr. Arman over to Khartoum is a day dreaming something that cannot be considerably listen to but should damp as less important.

    Any way,this is joke for Albashir and Mustafa Eltiep,No one from the from the leaders of the SPLM-North should be hand ed over to you bad regime of NCP instead all the NCP officials should step down and go to ICC because they committed crime against humanity and genocide in Sudan.

    First, the Republic of South Sudan has no extradition treaty with North Sudan. So there will be such thing between the 2 countries. If Khartoum thinks they will black mail the South Sudan to hand over Mr. Arman, they will be in for a big disappointment.International Criminal Court should have picked up Bashir and his cohorts for crimes against humanity and ethnic cleansing in South S.Abyie.

    What goes around comes around. If you see someone’s’ head being shaved, they say, “You better keeps your wet”. However the true repercussions of all these will be manifest in al Bashir turning around to do just, “tit for tat”. Let’s see what the weeks ahead will bring.

    President Kiir’s visit to Khartoum confirms more fears than reassurances. Those with brains should not wait to be surprised.

    Mr. Yassir Arman is not a convicted criminal, but a freedom fighter who once drafted and signed “Naivasha agreement”, when he was SPLM general secretary and a close friend to the late Dr. John Garang.
    And since, we in the ROSS don’t have any dual criminality laws with Sudan; therefore, our government will not be able to extradite, or to surrender Mr. Arman to Khartoum, which is good in my opinion.
